I. Contracting Activity.

II. Nature and/or description of the action being processed.
It is the intent of the government to award a sole-source Firm Fixed price contract for the acquisition of a Stratasys Fortus 450mc 3D printer system.
III. Description of supplies/services required to meet agency needs.
The Stratasys Fortus 450mc 3D printer system is needed to produce prototypes and production components for the 2 MXG and for other DoD wide projects. The following components make up the required Fortus 450mc system: Stratasys Fortus 450mc Base Unit, Standard Material Bundle 450mc, Engineering Material Bundle 450mc, High Performance Bundle 450mc, On-site Installation, 2 Day On-site Training, WaterWorks Soluble Concentrate (12 bottles), PPSF Support Removal Kit, Foundation Sheet - Small (package of 20), Omega Pro 1900 Ultrasonic Support Removal System for 450mc, 450mc - FullCare.
IV. Statutory authority permitting Other than Full and Open Competition.
FAR 6.302-1(c) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Only one source (Stratasys) is capable of providing the supplies required because the requirement and required system is unique and highly specialized. The 2 MXG requires a Fused Deposition Modeling (FDM) 3D printer with a large build size (at least 16 in x 14 in x 16 in), at least 0.005 inch accuracy, and the ability to print in ABS, Polycarbonate, Nylon, and ULTEM. The Stratasys Fortus machines are the only 3D printing systems that have the build size, precision, and available materials that is essential for meeting DOD's fabricating requirements for the wide variety of uses.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Based on extensive market research, there was only one offeror and one product that could satisfy the 2 MXG's needs.
Therefore, a special notice will be posted on Federal Business Opportunities which will notify prospective Vendors who may be able to sell the Stratasys product line.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
I determine the anticipated cost to the USG will be fair/reasonable. The USG will compare prices paid for similar contracts purchased w/ in the last 2 years in addition to those found in the commercial market place & negotiate accordingly.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Extensive market research was performed by 325 Contracting squadron. Below is the results of their market research.
Market research was first conducted using web searches and the tech team determined that Stratasys provided an FDM printer capable of using the required materials and accuracy. Two senior engineers then attended the Inside 3D Printing conference to further research the types of technology available. After talking with more than a dozen vendors, two possible printers were found that could possibly provide functional parts, Stratasys and EnvisionTec. The two companies then sent
Page 3 of 4Updated: 15 Mar 16 identical sample components that were printed using our requirements for comparison. All materials except those produced by the Stratasys failed under light handling. Finally 3D printing experts from 3D Systems and Phillips Corporation were contacted. They both advised that the Stratasys Fortus line of printers would best serve the USG's needs.
RFI was posted to FBO on 23 June 2016 for 8 days in order to reveal any other interested vendors capable of providing the Stratasys Fortus 450mc 3D printer system or an equal system. Received interest from 3 potential Small business vendors:
3DCAD Printer Inc., SWIGRO LCC, and Cosine Additive Inc.
3DCAD Printer Inc.- Contractor's products Zortrax 3D Printers and materials they provide wouldn't meet the needs of the government both in build size and required print media. They don't print using all of the required materials. The various materials are required for varied purposes due to a multitude of applications.
SWIGRO LCC- The printer and print media were evaluated by the USG technical team. Although their product, the BIGREP ONE, meets the build size requirement it only prints utilizing PLA print media.
Cosine Additive Inc.-The AM1 would meet the minimum build size, but this product does not print utilizing the required Nylon and ULTEM 1010/9085 print media.
Based on the above information; a Notice of Intent to Award will be posted to FBO for a sole source award to Stratasys Inc.
for the Fortus 450mc 3D printer system requirement need.
2nd Contracting Squadron also performed additional market research by issuing an RFI on GSA for 17 days and receiving no responses from any interested parties.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
An award was made on 26 July 2016 as a sole-source firm fixed price contract for the acquisition of a Stratasys Fortus 450mc 3D printer system by the 325th Contracting Squadron, 501 Airey Ave Suite 5, Tyndall AFB, FL 32403-5526.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
For any subsequent acquisitions 2nd Contracting squadron will continue to survey the market place to locate any new prospective contractors or emerging technologies that can meet all USG requirements.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.
