Performance Work Statement

FOR

Test Administrator

1.1. Basic Services: The contractor shall provide test administrative services to include the administration of tests to authorized examinees to include active duty military, dependents of active duty U.S. military personnel; DOD, Reserves NAF and DODDS civilians, and US military retirees, and adult dependents of the same. The test administrator shall schedule tests, change the schedule as needed, and ensure tests are administered properly, timely, and within all applicable guidelines as explained in this Performance Work Statement (PWS). The test administrator shall ensure tests are in stock (order tests when necessary), and answer questions regarding testing eligibility, processes and procedures. Contract shall not subcontract any portion of this Performance Work Statement to another individual.

1.2. Work Tasks Required:

1.2.1. The contractor shall administer tests in accordance with the rules and regulations from each testing company.

1.2.2. The contractor shall order, inventory, and schedule all tests. Electronic tests must be loaded monthly.

1.2.3. The contractor shall answer questions related to eligibility requirements for each test offered.

1.2.4. The contractor shall perform all administrative preparatory work up to the time of test administration and after test administration to ensure the test is expedited to the proper location for grading purposes. Includes batch file transmission of electronic exams.

1.2.5. The contractor shall be available on an on-call basis.

1.2.6. The test administrator shall check the test log 24 hours in advance of each scheduled test session to ensure at least five examines have been scheduled.

1.2.7. Contractor shall arrive at least 15 minutes prior to start of test session to insure sessions begin promptly and will provide constant visual supervision throughout the entire session.

1.2.8. The contractor shall notify and request approval from the TCO/ATCO before a testing session is rescheduled.

1.2.9. In performance of contract requirements, contractor is authorized access to DANTES and AFIADL examinations and to the security container in which they are held.

1.2.10. Contractor must remain physically present during the entire test session unless relieved by an appropriate authority.

1.2.11. The Test Administrator is responsible for administering the following categories of tests to eligible military and civilian personnel and their dependents as authorized by DANTES, AFIADL, and misalliance testing in support of MAJCOM requirements, and local regulations (NOTE: additional tests may be added as needed):

1.2.11.1. All DANTES-approved examinations (to include but not be limited to): college entrance exams (ACT, SAT, MAT); professional certification exams (PRAXIS, ASE); interest batteries (SII) and career assessment inventories (CAI).

1.2.11.2. All AF AFIADL end of course (EOC) tests.

1.2.11.3 Each DANTES test site must maintain a local test site Standard Operation Procedure (SOP). The SOP must be reviewed annually and updated as necessary.

1.2.11.4 As appropriate, administer general education assessment examinations to select graduates in support of CCAFs regional accreditation efforts.

1.2.11.5 Tests requested to be administered by eligible personnel, such as correspondence course and qualification/certification exams.

1.2.11 6. Any test required by the Air Force that is not normally administered through the local military test control officer.

1.2.11.7. Other tests used in local advisement or guidance programs, to include career assessment and interest inventories, as requested by the TCO.

1.2.11.8. Provide statistical data to the TCO as requested.

1.2.11.9 NOTE: Tests will be administered in accordance with instructions provided in testing handbooks, test examiner guides, and TCO/ATCO instructions to ensure no possibility of test compromise.

1.2.12. The following tasks are elements of performance in the non-personal services contract for which must be performed in conjunction with and in addition to the actual test administration.

1.2.12.1. Check room prior to testing to ensure proper spacing between desks and adequate lighting, heat, and air exist. Ensure testing office and testing room are kept in a condition conducive to good test performance, and adequate circulation of fresh air is present.

1.2.12.2. Withdraw all test exams from safe or appropriate website prior to start of each test session.

1.2.12.3. Require all examinees to present official picture identification before allowing them to test.

1.2.12.4. Check test materials for marks/missing pages before issuing them to students.

1.2.12.5. Maintain official DANTES log for all tests, showing the individual’s name, the test title and the start and stop times for all test intervals. Ensure each student signs this Log upon receiving his/her test and all entries are complete and legible. AFAEMS testing log can be used.

1.2.12.6. Instruct all examinees at the beginning of each session as follows:

1.2.12.6.1 To read carefully and follow instructions exactly as they are printed in the test booklet or on line.

1.2.12.6.2 To adhere to any prescribed time limits. The contractor will ensure that all timing limits are adhered to and the examinee is aware of the time requirements for each test.

1.2.12.7. Review each answer sheet as it is submitted by the examinee to ensure proper completion for paper based exams.

1.2.12.8. Check each reusable answer booklet as it is returned for marks and erase them completely. Check all booklets for missing pages and enter the time they are returned in the test log.

1.2.12.9. Complete safe and test office security forms at close of each test session.

1.2.12.10. Lock the safe, testing office doors and windows before leaving the testing office.

1.2.12.11. Prepare completed answer sheets, tests, checks/money orders, and any unused tests that may need to be returned, for mailing to the various testing agencies, according to the instructions for each type of test. All documents required for mailing will be fully completed by the contractor, prior to the TCO/ATCO performing the final check of the documents, signing them and sealing them.

1.2.12.12. Inform TCO/ATCO immediately of any irregularities, which may represent the potential for a test compromise or complaint from a testing candidate.

1.2.12.13. Inventory contents of the DANTES safe each time exams are administered. Assist TCO/ATCO with weekly, monthly and quarterly inventories and with quarterly reports as required.

1.2.12.14. Prepare DANTES order forms for TCO/ATCO signature and advise of under or over-stocking of any test related item. Ensure adequate numbers of tests and answer sheets are maintained at all times based on prior usage patterns, student inputs and TCO recommendations.

1.2.12.15. Maintain statistical data related to test administration as required by TCO and assist with reports and PowerPoint slides as requested. Such data will include (but not necessarily be limited to) monthly statistics on types of tests administered and to whom (by rank and service) and any additional test related data required for semi-annual and annual reports.

1.2.12.16. Maintain all document and correspondence files in a neat and orderly manner. Separate files by calendar year. Contractor will be responsible for making file labels and setting up the file for each new calendar year.

1.2.12.17. Process all necessary paperwork required for optimum operation of testing program.

1.2.12.18. Refer all questions on schedule changes or testing policy to the TCO/ATCO and all questions on interpretation or application of test results to the counselors.

1.2.12.19. Receive AFIADL examinations materials and update the AFAEMS test inventory immediately upon receipt. Extract a listing of tests received each day and provide to the Training Technician. Receives scorecards, updates AFAEMS and forwards to the Training Technician.

1.2.12.20. Will administer foreign language examinations in accordance with Defense Language Institute polices for Defense Language Aptitude Battery (DLAB) and Defense Language Proficiency Testing (DLPT)

2.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES: The Government shall provide the following at no cost to the contractor: (testing location building 4314), secure storage area for tests, telephone for ordering and fielding questions directly related to the position described herein, office equipment and supplies, and a copy machine service for and directly related to, the test administrator position. Primary source of support will be the 2nd Force Support Squadron, BTES.

3.0. GENERAL INFORMATION:

3.1. Program Control:

3.1.1. General Housekeeping: The contractor shall ensure that the workstation has ample resources and is clean and orderly at all times.

3.1.2. Testing materials shall be secured, and not available for public view until the time of scheduled test administration.

3.1.3. Quality Assurance: The Government will periodically evaluate the contractor’s performance to ensure requirements of this SOW and the contract are met.

3.1.4. Hours of Operation and Performance: Services under this SOW shall be required each week. The contractor shall be notified of the intended schedule no later than 7 days prior to the designated scheduled performance. Contract is paid hourly. The Test Administrator is responsible for checking the test log 24 hours in advance of each scheduled test session to insure five examines have been scheduled. If a scheduled test session must be canceled due to emergency, a 24-hour notification prior to the start of the session must be provided by the test administrator to allow time to contact and reschedule those registered. A testing session shall consist of four (4) hours. Normally 7 testing sessions per week will be scheduled. Testing sessions will not be worked on federal holidays. TCO or ATCO must be available during testing. Exact days and times of services will be determined by the BTES in advance and may be modified for changing program needs.

3.2. Location of Work: The location of work is building 4314, Barksdale AFB, LA 71110.

4.0. QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE REQUIRE TO PERFORM UNDER THIS SOW:

4.1. A baccalaureate degree from a regionally accredited American college or university is required. Waivers are not granted.

4.2. Customer service skills and verbal communication skills are essential.

4.3. Appropriate related professional work or volunteer experience in testing of at least 1 year within the past three years is required. Knowledge of/experience with standardized educational and military testing programs is required.

4.4. Knowledge and experience with AF terminology, office procedures, and education programs plus familiarity/experience with WINDOWS 7, 8, 9. 10, Microsoft Word, PowerPoint, Excel and Access are highly desirable.

4.5. Contractor must successfully complete all Air University and DANTES exams required to be appointed as a test examiner.

4.6. Individual will be required to complete a National Agency Security Check to perform all specific tasks.

4.7. Notification of absences shall be coordinated with the Contracting Officer Representative (COR), and should occur as soon as possible, but not later than 24 hours in advance, except in emergency situations. If the contractor is absent, and the Government is without service during the hours defined in this SOW, the contractor will not be compensated. Substitute employees shall be approved prior to performing under this contract.

5.0. PERSONNEL: The contractor shall designate, in writing, a point of contact (POC) for all contractual matters.

5.1. The contractor shall not employee persons for work under this SOW or contract if the employee is identified by the contracting officer as a potential threat to health, safety, security, general well being, or operational mission of the installation and its population.

5.2. A resume for each potential substitute contractor is required to be on file with the Contracting Officer prior to the substitute providing services.

6.0. REMEDIES: Government remedies shall be in accordance with Federal Acquisition Regulation clause at 52.212-4.

7.0. SECURITY: The contractor and all contractor personnel shall comply with base security as described in this SOW and the contract.

7.1. The contractor shall obtain the appropriated Contractor Access Card on the first week of scheduled performance under the contract. This will only be issued after a security check is accomplished.

7.2. The contractor is required to complete a National Agency Check, which shall be initiated within the first week of performance.

8.0. Services Summary:

8.1. Surveillance Methods: Surveillance will be accomplished by the COR on a monthly basis using the methods in accordance with (IAW) the Service Summary below.
