PERFORMANCE WORK STATEMENT
Non-Personal Services for Part Time Education Advisor
1.0. DESCRIPTION OF WORK: The contractor shall provide all personnel, transportation, equipment, tools, materials, supervision, and other items and services necessary to perform the services as described in this Performance-Based Statement of Work (SOW), except as specified in paragraph 2.0., Government Furnished Property and Services. The non-personal services are provided in support of U.S. Air Force voluntary off-duty education program to include providing CCAF academic advisement, civilian academic advisement, information, and guidance plus preparation of documents associated with the services provided and administrative duties as assigned. Contract shall not subcontract any portion of this Statement of Work to another individual.
1.1. Basic Services: The CCAF advisor shall provide information, counseling and direction concerning available education programs, compliance with those programs and eligibility requirements for those programs. All tasks shall be accomplished in accordance with AFI-36-2649 and all other pertinent Air Force, Air Force Global Strike Command, DANTES and local command policies and publications. Contractor will have read AFI-36-2649 and will become thoroughly familiar with CCAF Catalogs and CCAF Advisor’s Handbook, as well as all on base schools and degree programs, preferably prior to but no later than the first week of employment. The AFIs will be made available upon request (available through on-line reference material.) The catalogs, handbook and school information are available on-line and in the Base Training and Education Services (BTES) office.
1.2. Work Tasks Required:
1.2.1 Assist all customers and incoming calls at customer service counter or via email. Conducts Education and CCAF briefings at Right Start, FTAC, TAP and other venues. Responds to email inquiries accurately and within 2 workdays. Provides customer support via email and through personal communication. Provides information and advises active duty AF personnel on all programs available through voluntary off-duty education, the Community College of the Air Force (CCAF), Defense Activity for Non-Traditional Education Support (DANTES), AF Institute of Advanced Distributive Learning (AFIADL), officer accession programs and other educational support programs as required by the BTES Chief. Keeps the BTES Chief current on all program and catalog changes and advises affected students promptly.
1.2.2. Advises AF enlisted personnel of Professional Military Education (SNCOA, ALS, AFIT) programs available by correspondence, in residence or seminar format as it relates to their CCAF program of study. Provides instructions for registering for all PME programs.
1.2.3. Provides information and required forms to prospective applicants of specialized AF programs to include (but not necessarily limited to): Educational Leave Program, AECP, LEAD, SOAR, AFROTC/ASCP, and OTS. The contractor will assist applicants with determination of their grade point average (GPA) requirement according to specific CCAF program guidelines. Refer applicants to BTES education counselor for compiling and processing of package prior to deadlines.
1.2.4. Provides information regarding Air Force tuition assistance, VA education benefits, federal financial assistance programs, local scholarships, and Air Force Aid Society grants to all eligible personnel. Assist students with completion of tuition assistance forms. Processes AF TA forms via the Air Force Automated Education Management (AFAEMS) software program.
1.2.5. Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their CCAF education goals and civilian degree programs as needed.
1.2.6. Must be thoroughly familiar with the DANTES test program and advises students of DANTES tests that are applicable to their CCAF programs of study. Administers and interprets pre-tests and non-timed interest and placement tests as appropriate to the individual counseling process.
1.2.7. Assists enlisted AF students in updating educational levels for academic completions for civilian degrees. Advisement includes appropriate correspondence required and mandated requirement for institutions to use the academic portal in AFAEMS. Updates academic levels in AFAEMS. Corrections, changes, submissions to MILPDS errors or submissions will be passed to appropriate personal for update. Advise officers to contact AFIT for educational updates.
1.2.8. Conducts follow-up activities (phone calls, mail-outs, emails) to ensure individual student CCAF educational objectives are being met. Assists all customers and incoming calls at Customer Service counter or via email.
1.2.9. Responsible for preparing all necessary correspondence and forms and maintains related records and logs required to support all aspects of job tasks. Also maintains statistical data as required by the BTES Chief and assists with reports and other administrative tasks as requested.
1.2.10. Assist in the execution of semiannual graduation ceremonies to include hosting the Fall CCAF graduation.
1.2.11. Uses the Air Force Automated Education Management System (AFAEMS) to maintain individual student records, request CCAF actions, annotate counseling sessions are other actions as deemed necessary by the BTES Chief.
1.2.12. Helps out at the front desk with walk-in and phone customers as needed.
1.2.13. Contacts CCAF students on the Advance Standing and advises them of their CCAF status and their current degree requirements. Will provide monthly statically data regarding number of contacts to BTES Team Chief.
1.2.14. Assists with accounting spreadsheet entries, TA form verifications, monthly metrics, publicity materials, survey collection and compilation, filing and other program-related administrative work as needed.
2.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES: The government shall provide the following at no cost to the CCAF Advisor: Location (building 4314), office space (customer service counter), computer equipment, and supplies required to perform all tasks. Primary source of support will be the 2nd Force Support Squadron, BTES.
3.0. GENERAL INFORMATION:
3.1. Program Control:
3.1.1. General Housekeeping: The contractor shall ensure that the workstation has ample resources and is clean and orderly at all times.
3.1.2. Quality Assurance: The Government will periodically evaluate the contractor’s performance to ensure requirements of this SOW and the contract are met.
3.1.3. Hours of Operation/Performance: Contract is paid hourly. Normal work hours are 0730 – 1630 M-F, normally 16 hours per week. The government will notify the contractor with the intended schedule no later than 7 days prior to the designated work unit. Work will not be scheduled on federal holidays. Exact days and times of services will be determined by the BTES Chief in advance and may be modified according to changing program needs.

Family Days are authorized throughout the year by the AFGSC Commander, these family days are considered down days. Therefore, the vendor will not perform work on any authorized Family Days.
3.2. Location of Work: The location of work is building 4314, Barksdale AFB, LA 71110.
4.0. QUALIFICATIONS, EXPERIENCE AND KNOWLEDGE REQUIRED TO PERFORM UNDER THIS SOW
4.1. A baccalaureate degree from a regionally accredited American college or university is required. Masters degree and/or 15-30 semester hours in counseling, secondary education or a related discipline is preferred.
4.2. Customer service skills to include both verbal and written communication skills are essential.
4.3. Appropriate related professional work and CCAF experience of at least 1 year is required (CCAF experience must be within past 2 years). Knowledge of and experience with AF terminology, policies related to off duty education for active duty personnel, office procedures, and education programs plus familiarity with WINDOWS 7, 8 & 10, Microsoft Word, PowerPoint, Excel and Microsoft Outlook is required. Microsoft Access knowledge is desirable.
4.4. Individual will be required to complete a National Agency Security Check (NAC). The NAC shall be intimated the first week of scheduled performance.
4.5. For continued job development, the Education Advisor may attend CCAF Workshops and other Professional Development Opportunities. The contractor will be responsible to cover all costs associated with this optional training.
5.0. PERSONNEL: The contractor shall designate, in writing, a point of contact (POC) for all contractual matters.
5.1. The contractor shall not employee persons for work under this SOW or contract if the employee is identified by the contracting officer as a potential threat to health, safety, security, general well being, or operational mission of the installation and its population.
5.2. A resume for each potential substitute contractor is required to be on file with the Contracting Officer prior to the substitute providing services.
6.0. REMEDIES: Government remedies shall be in accordance with Federal Acquisition Regulation clause at 52.212-4.
7.0. SECURITY: The contractor and all contractor personnel shall comply with base security as described in this SOW and the contract.
7.1. The contractor shall obtain the appropriated Contractor Access Card on the first day of scheduled performance under the contract.
7.2. The contractor is required to complete a National Agency Check, which shall be initiated within the first week of performance.
8.0 SERVICE SUMMARY
8.1 Surveillance Methods: Surveillance will be accomplished by the Contracting Officer’s Representative (COR) on a monthly basis using the methods in accordance with the Service Summary below.

9.0 DEFINITIONS
Contracting Officer: A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the contracting officer acting within the limits of their authority as delegated by the contracting officer.
Contracting Officer Representative (COR): An individual, including a contracting officer’s technical representative designated and authorized in writing by the contracting officer to perform specific technical or administrative functions. THE COR DOES NOT HAVE THE AUTHORITY TO BIND/OBLIGATE THE GOVERNMENT.
