I. Contracting Activity.

Purchase of Web Enabled Bomber Common Operational Picture (COP)

II. Nature and/or description of the action being processed.

Bomber Web Enabled Situational Awareness Common Operational Picture (COP) is a service provided by a software/server combo that creates a map within a SIPRNET web browser and can display USSTRATCOM assets across the globe. Within this capability the 608 AOC will have the ability to track assets across the globe and encompass global situational awareness systems that will highlight the B-52, B-2, and B-1 aircraft that are identified with appropriate icons. In addition, this service can display weather effects, overlays, and items of interest.

III. Description of supplies/services required to meet agency needs.

The COP will be disseminated by publishing Google Earth KML/Z file that can be viewed in Google Earth clients and a browser based display based on Google Maps. The Bomber COP will initially ingest the Government furnished GCCS and weather data sources, utilize existing software, and make minor adjustments in order to display these capabilities to meet 608 AOC / STRATCOM Mission needs.

IV. Statutory authority permitting Other than Full and Open Competition.

Acquisition by other than full and open competition is provided under the authority of 10 U.S.C. 2304(c)

(1) and FAR 6.302-1(a)(2), and no other supplies or services will satisfy agency requirements.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The authority of 10 U.S.C. 2304(c) (1) or 41 USC 253(c) (1) allows for the purchase of supplies and services without full and open competition when no other supplies or services will satisfy agency requirements. The proposed vendor, Simulyze, has already developed the software and similar type software is currently is use at other Government agencies. The 608 AOC will utilize their existing software with minor modifications to meet the unique mission requirements for the 608 AOC and STRATCOM.

Simulyze has already developed the COTS software and it is unique to their company. Requesting another company to develop a similar software would be costly, add additional time and testing for approval to be used on the Air Force network.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Based upon Section V above, competition was not considered to be in the Government's best interest.

Simulyze was looked at extensively and our Joint Forces Component Command team has identified the mission needs are not being met with current capabilities and cannot be met effectively by utilizing the existing software, hindering the Commander's decision making process Simulyze was the only company

UnclassifiedUnclassified considered capable of producing a workable solution for the 608 AOC mission needs.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer has determined, by the signature on the cover page that the anticipated costs to the Government will be fair and reasonable based upon the uniqueness of this product and a comparison of similar purchases made for similar type products developed for the Department of the Army.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

As described in Section V above, market research, in accordance with FAR Part 10, revealed that Simulyze is the only known small business in the market that offers flexible integrative solutions allowing the use of multiple mediums, software interoperability, and a server/software combo that has the capability to track assets across the globe and encompasses global situational awareness systems These mediums are reflected in the infrastructure of a future building that the AOC might be housed in. Market research was conducted on several other switches that were less flexible and took up more resources than we needed.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The requested Form 9 is that Simulyze also offers firmware upgrades allowing for the hardware/software to be more secure and more versatile with new technology. The upgrades offer patches from cyber attacks and also new and improved capabilities.

X. List of sources, if any, that expressed interest in the acquisition.

As indicated above, this requirement will be sole source only.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

There are no other known COTS software packages available at this time that can provide the required functionality and interoperability to meet STRATCOM's Mission needs. There are no cost effective methods to remove or overcome barriers to competition on these purchases and services at this time due to the reasons stated previously in section V.
