Offutt Air Force Base Appropriated Funds Chapel Support Services Performance Work Statement (PWS)
1.0. BACKGROUND
The Offutt Air Force Base (Offutt) Chapel provides spiritual guidance and care to Airmen, their families, and other authorized personnel via facilities including the SAC Memorial Chapel and Capehart Chapel. Among other services, the chapel offers religious education programs, religious youth programs and Catholic and Protestant worship services.
2.0. SCOPE
The purpose of this contract is to provide non-personal Chapel Support Services to the Requiring Activity, the Offutt Chapel. Required services include leading musical portions of Protestant Worship services, providing musical services for Roman Catholic Mass, providing Catholic and Protestant religious education coordination and providing Protestant youth ministry program coordination.
3.0. TASKS
The Contracting Officer (CO) is the only person authorized to direct the contractor or take any actions that could change the contract or commit the Government in any way. The CO will appoint a Contracting Officer’s Representative (COR) who will be the Requiring Activity’s point of contact. The COR will work with the contractor and CO, pursuant to the scope of the PWS, to meet mission requirements.
3.1. Program Management
3.1.1. Post Award Orientation. A Post-Award Orientation shall be held within 7 calendar days of the start of contract performance. The Contractor shall schedule and conduct this meeting in coordination with the COR and CO.
The purpose of the Post-Award Orientation is to: 1) discuss unique characteristics of the contract requirements; 2) identify stakeholders' roles and responsibilities; and 3) establish a common understanding of schedule and performance expectations.
3.1.2. Program Management Plan. Provide a Program Management Plan (PMP) within 15 days after contract award (ACA). The Program Management Plan shall outline the steps that will be taken to execute, and any associated risks with execution of, the contract tasks.
4.0. POSITION INFORMATION
4.1. Protestant Worship Leader
The contractor shall support the overall chapel mission by working cooperatively with leadership, staff members, and volunteers. The contractor shall:
4.1.1. Recruit, assemble, rehearse with and lead a band and praise team, to include instrumentalists and a vocalist for worship services;

4.1.2. With the assistance of the band and praise team, lead rehearsals/worship services for the chapel through a relevant contemporary Christian musical program, as approved by the Service Chaplain;
4.1.3. Coordinate with the Service Chaplain in the selection of music, to include compiling a song list and providing it in advance of rehearsal/worship for review and approval. The Service Chaplain reserves the right to alter the song selection if it does not meet the needs of the service as determined by the Wing Chaplain, Service Chaplain and/or chapel needs assessments;
4.1.4. Meet as needed with Service Chaplain, chapel staff, band, and/or praise team to discuss pertinent musical issues related to the performance of contractual duties;
4.1.5. Be present at least fifteen (15) minutes before rehearsals and worship services in order to prepare for and perform necessary duties, including setup and operation of chapel sound equipment used for the worship services;
4.1.6. Present a neat appearance and traditional business casual dress practices for religious services and activities (for any questions contact Chaplain over respective service); and
4.1.7. Maintain responsibility for cleanliness and orderliness of all facilities and spaces used by the contractor in performance of this task;
4.1.8. Provide musical support for:
- Rehearsal: approximately one hour weekly (52 rehearsals per year)
- Service: approximately one and a half hour service (52 services per year)
- special services: 10 special services that include Christmas Eve service, Good Friday service, quarterly Sunday Evening services and other services as needed/requested.
(Approximately one hour rehearsal and one and a half hour service).
4.1.9. In the event of absence from a worship service or rehearsal, the contractor shall notify the COR and Service Chaplain as soon as practicable and shall provide an equivalent substitute to support the requirements of Task 2.
4.1.10. Ensure compliance with all Federal, State, and Local laws and requirements and applicable Air Force Instructions, local Operating Instructions, policies and directives as they relate to chapel services and religious education programs.
4.2. Catholic Music Leader
The contractor shall support the overall chapel mission by working cooperatively with leadership, staff
4.2.1. Recruit, assemble, rehearse with and lead instrumentalists and vocalists for Mass;
4.2.2. Conduct selection of music, to include compiling a song list and providing it in advance of rehearsal/Mass for review and approval by the Roman Catholic Priest;
4.2.3. Provide piano/keyboard and/or organ musical services for all scheduled Catholic services, in keeping with the Roman Catholic Liturgy of the Mass;
4.2.4. With the assistance of cantors, singers and volunteer instrumentalists, lead rehearsals/services for the chapel through a musical program approved by the Roman Catholic priest;

4.2.5. Meet as needed with the Wing Chaplain, Roman Catholic priest and/or chapel staff to discuss pertinent musical issues related to the performance of contractual duties;
4.2.6. Be present at least fifteen (15) minutes before rehearsals and services in order to prepare for and perform necessary duties, including setup and operation of chapel sound equipment used for the services;
4.2.7. Present a neat appearance and traditional business casual dress practices for religious services and activities (for any questions contact Chaplain over respective service); and
4.2.8. Maintain responsibility for cleanliness and orderliness of all facilities and spaces used by the contractor in performance of this task;
4.2.9. Provide musical support for:
- Rehearsal: approximately one hour weekly (52 rehearsals each per year)
- Catholic Mass: approximately one and a half hour service twice per week (provide 104 services per year)
- Special Services: 20 special services that include Christmas Eve service, Easter service, holy days of obligation and other services as needed/requested. (Approximately one hour rehearsal and one and a half hour service).
4.2.10. In the event of absence from a worship service or rehearsal, the contractor shall notify the COR and Service Chaplain as soon as practicable and shall provide an equivalent substitute to support the requirements of Task 3.
4.2.11. Ensure compliance with all Federal, State, and Local laws and requirements and applicable Air Force Instructions, local Operating Instructions, policies and directives as they relate to chapel services and religious education programs.
4.3. Catholic Religious Education Coordinator
The contractor shall support the overall chapel mission by working cooperatively with leadership, staff
4.3.1. Coordinate Catholic religious education programs for the Offutt Chapel Catholic parish, to include recruiting, training, and placing volunteers into service to the Offutt Catholic community;
4.3.2. In coordination with the Wing Chaplain and/or Roman Catholic Priest, assist in the planning, budgeting, scheduling and execution of a comprehensive program of Catholic religious education events and activities;
4.3.3. Coordinate all Offutt Catholic religious education programs with the guidelines set forth by the Archdiocese for the Military Services USA, with the local Archdiocese when applicable, and with the Air Force Chaplain Corps. The Contractor will coordinate activities in cooperation and consultation with the Wing Chaplain, chapel staff, Pastoral Advisory Council and with lay volunteers, as applicable;
4.3.4. Produce a monthly Offutt Catholic religious education programs bulletin for distribution to parishioners and maintain the Catholic religious education portions of all Offutt chapel web pages and social media;
4.3.5. In consultation with the Roman Catholic Priest, produce and distribute an annual Catholic religious education program planning and event calendar at least 60 days prior to the start of the upcoming Fiscal Year, beginning in first option period;

4.3.6. Project the required amount of religious education, to include Vacation Bible School, curriculum materials required for each fiscal year and, in consultation with the Roman Catholic Priest, submit annually the religious education curriculum materials order to the Wing Chaplain as determined by local Operating Instructions;
4.3.7. Maintain records of enrollment and attendance at all Catholic religious education programs and classes;
4.3.8. Maintain a current roster of volunteer Catholic religious education teachers and staff;
4.3.9. Maintain a stock of expendable supplies and submit request for replacement supplies as needed for Catholic religious education programs;
4.3.10. Ensure compliance with all Federal, State, and Local laws and requirements and applicable Air Force Instructions, local Operating Instructions, policies and directives as they relate to chapel services and religious education programs;
4.3.11. Meet as needed with the Wing Chaplain, Roman Catholic priest and/or chapel staff to discuss pertinent issues related to the performance of duties and attend weekly chapel staff meetings;
4.3.12. Maintain responsibility for cleanliness and orderliness of all facilities and spaces used by the contractor in performance of this task;
4.3.13. Present a neat appearance and traditional business casual dress practices for religious services and activities (for any questions contact Chaplain over respective service).
4.3.14. Contractor shall work twenty hours weekly. Schedule shall be determined after award of contract.
4.3.15. I n the event of extended absence from duties, the contractor shall notify the COR and Service Chaplain as soon as practicable and shall provide an equivalent substitute to support the requirements of Task 4.
4.4. Protestant Religious Education Coordinator
The contractor shall support the overall chapel mission by working cooperatively with leadership, staff
4.4.1. Coordinate Protestant religious education programs for the Offutt Chapel Protestant community, to include recruiting, training, and placing volunteers into service to the Offutt Protestant community;
4.4.2. In coordination with the Wing or Protestant Chaplain, assist in the planning, budgeting, scheduling and execution of a comprehensive program of religious education events and activities;
4.4.3. Coordinate all Offutt Protestant religious education programs with the guidelines set forth by the Air Force Chaplain Corps, in cooperation and consultation with the Protestant Chaplain, chapel staff and with lay volunteers, as applicable;
4.4.4. Produce a monthly Offutt Protestant religious education programs bulletin for distribution to parishioners and maintain the Protestant religious education portions of all Offutt chapel web pages and social media;

4.4.5. In consultation with the Protestant Chaplain, produce and distribute an annual Protestant religious education program planning and event calendar at least 60 days prior to the start of the upcoming Fiscal Year, beginning in first option period;
4.4.6. 4.4.12. Maintain responsibility for cleanliness and orderliness of all facilities and spaces used by the contractor in performance of this task;
4.4.13. Present a neat appearance and traditional business casual dress practices for religious services and activities (for any questions contact Chaplain over respective service).
4.4.14. Contractor shall work twenty hours weekly. Schedule shall be determined after award of contract.
4.4.15. In the event of extended absence from duties, the contractor shall notify the COR and Protestant Chaplain as soon as practicable and shall provide an equivalent substitute to support the requirements of Task 5.
4.5. Protestant Youth Ministry Coordinator
The contractor shall support the overall chapel mission by working cooperatively with leadership, staff
4.5.1. Coordinate Protestant youth religious programs for sixth through twelfth (6th-12th) grade youth of the Offutt Chapel Protestant community, to include recruiting, training, scheduling and placing volunteers into service to the Offutt Protestant youth community;
4.5.2. In coordination with the Wing or Protestant Chaplain and Protestant Religious Education Coordinator, assist in the planning, budgeting, scheduling and execution of a comprehensive program of Protestant youth events and activities;
4.5.3. Coordinate all Offutt Protestant youth religious programs with the guidelines set forth by the Air Force Chaplain Corps, in cooperation and consultation with the Wing Chaplain, chapel staff and with lay volunteers, as applicable;

4.5.4. Produce a weekly Offutt Protestant youth programs bulletin for distribution to parishioners via paper and electronic means and maintain the Protestant youth programs portions of all Offutt chapel web pages and social media;
4.5.5. In consultation with the Protestant Chaplain and Protestant Religious Education Coordinator, produce and distribute an annual Protestant youth program planning and event calendar at least 60 days prior to the start of the upcoming Fiscal Year, beginning in first option period;
4.5.6. Maintain records of enrollment and attendance at all Protestant youth programs and activities;
4.5.7. Maintain a current roster of Protestant youth program volunteers;
4.5.8. Maintain a stock of expendable supplies and submit request for replacement supplies as needed for Protestant youth programs;
4.5.9. Ensure compliance with all Federal, State, and Local laws and requirements and applicable Air Force Instructions, local Operating Instructions, policies and directives as they relate to chapel services;
4.5.10. Meet as needed with the Protestant Religious Education Coordinator, Wing Chaplain and/or chapel staff to discuss pertinent issues related to the performance of duties and attend weekly chapel staff meetings;
4.5.11. Maintain responsibility for cleanliness and orderliness of all facilities and spaces used by the contractor in performance of this task;
4.5.12. Present a neat appearance and traditional business casual dress practices for religious services and activities (for any questions contact Chaplain over respective service); and
4.5.13. Plan, coordinate and lead youth program activities at Offutt Chapel Protestant Sunday worship services during forty-six (46) of fifty-two (52) Sunday services per period of performance, in coordination with the Protestant Chaplain. Working hours for the 46 weeks of service shall be no more than 16 hours.
4.5.14. In the event of extended absence from duties, the contractor shall notify the COR and Protestant Chaplain as soon as practicable and shall provide an equivalent substitute to support the requirements of Task 6.
4.6. Catholic Youth Ministry Coordinator
The contractor shall support the overall chapel mission by working cooperatively with leadership, staff
4.6.1. Coordinate Catholic youth religious programs for sixth through twelfth (6th-12th) grade youth of the Offutt Chapel Roman Catholic community, to include recruiting, training, scheduling and placing volunteers into service to the Offutt Catholic youth community;
4.6.2. In coordination with the Wing Chaplain or Catholic priest and Catholic Religious Education Coordinator, assist in the planning, budgeting, scheduling and execution of a comprehensive program of Protestant youth events and activities;

4.6.3. Coordinate all Offutt Catholic youth religious programs with the guidelines set forth by the Air Force Chaplain Corps, in cooperation and consultation with the Wing Chaplain, chapel staff and with lay volunteers, as applicable;

4.6.11. Maintain responsibility for cleanliness and orderliness of all facilities and spaces used by the contractor in performance of this task;
4.6.12. Present a neat appearance and traditional business casual dress practices for religious services and activities (for any questions contact Chaplain over respective service); and
4.6.13. Plan, coordinate and lead youth program activities at Offutt Chapel Catholic Sunday services during forty-six (46) of fifty-two (52) Sunday services per contract year, in coordination with the Catholic priest. Working hours for the 46 weeks of service shall be no more than 16 hours.
4.6.14. In the event of extended absence from duties, the contractor shall notify the COR and Wing Chaplain as soon as practicable and shall provide an equivalent substitute to support the requirements of Task 6.
5.0. GOVERNMENT PROPERTY/ACCESS
5.1. Government Furnished Property: Materials that shall be provided include:
5.1.1. Catholic Music Leader: music books, piano, organ, electric key board
5.1.2. Protestant Worship Leader: musical licensing (Christian Copyright Licensing International (CCLI) and/or Church Video License (CVLI), piano, organ, electric key board
5.1.3. Office space and Government computer will be provided by the Government for the following positions on an as available basis: Catholic Religious Education Coordinators, Protestant Religious Education Coordinators, and Catholic Protestant Youth Ministry Coordinators. .

5.2. Access
The Government will provide access to work space, facilities, computers and information technology systems and musical instruments and audiovisual equipment as required to perform the Tasks of this contract.
Subject to contract personnel meeting the required security and background standards, the Government will provide access to Offutt Chapel facilities as follows:
• SAC Memorial Chapel, Building 463, Offutt Air Force Base, Nebraska
• Marriage and Family Ministry Center, Building 53, Offutt Air Force Base, Nebraska
• Capehart Chapel, Building 1226, Offutt Air Force Base, Nebraska
6.0. SECURITY REQUIREMENTS
6.1. Criminal History Background Check. The Government will conduct a criminal background check on all contractor employees providing services under this contract, using the procedures set forth in the Department of Defense Instruction (DoDI) 1402.5: Criminal History Background Checks on Individuals in Child Care Services. Background checks will be based on fingerprints of individuals obtained by a Government law enforcement officer and inquiries conducted through the Federal Bureau of Investigation (FBI) and state criminal history repositories.
6.1.1. Contractor may provide contract services prior to completion of background checks, provided the contractor is within sight of an individual who has successfully completed a background check.
6.1.2. Contractor has the right to obtain a copy of any background check pertaining to them and to challenge the accuracy and completeness of the information contained in the report. Contractor shall contact the Contracting Officer for a copy of the background check and for procedures to challenge the accuracy and completeness of the information in the report.
6.1.3. If a contractor has previously received a background check, the contractor shall provide documentation of the background check to the Wing Chaplain or the designee. Documents required for proof of recently received background checks include FBI fingerprint check and state criminal history check. If the contractor cannot provide the documents to the Government, a new criminal background will be conducted by the Government.
6.2. Procedures for a Criminal Background Check. To begin the contractor background check, the contractor shall obtain a Standard Form (SF) 85P, Questionnaire for Public Trust Positions, from the Chapel Operations NCOIC. The contractor shall complete the SF 85P, and call the Chapel Operations NCOIC at 294-6244, to schedule an appointment to submit the SF Form 85P. The contractor employee must bring the completed SF 85P, birth certificate, contract number, and contract expiration date to the appointment. The Chapel Operations NCOIC will initiate a local files check on the contractor employee using an Air Force (AF) Form 2583, Request for Personnel Security Action. The Chapel Operations NCOIC will submit the completed AF Form 2583 to the 55th Security Forces Squadron (55 SFS), and will notify the contractor when the 55 SFS is ready to meet with the employee, at which time the contractor shall schedule an appointment for an interview with the 55 SFS. The Chapel Operations NCOIC will also provide the contractor with the appropriate form for the DoD Common Access Card (CAC), if a CAC is necessary to perform services.
6.3. Security Background Investigation Maintenance. The contractor must maintain a current security background investigation and notify the chapel with changes with security or background changes to include off base offenses. The contractor shall also comply with all Air Force Information Assurance (IA) and additional training requirements, in accordance with the OAFB and chapel.

6.4. Security Training. The chapel shall ensure contractor receives initial and recurring security education training from the 55th Force Support Squadron Security Manager. Training must be conducted IAW DoD 5200.1-R, Information Security Program Regulation, and AFI 31-401, Information Security Program Management. Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31-101, The Air Force Installation Security Program.
6.5. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for contractor and non-Government owned vehicles.
6.6. Retrieving Identification Media. The contractor shall return all identification media (including vehicle passes) to the office that issued the media.
6.7. Traffic Laws. Contractor shall comply with all base traffic regulations, and are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of seat belts is mandatory for all vehicle occupants and the use of cell phones while driving is strictly prohibited, except hands-free cell phones, while driving on OAFB.
6.8. Random Personnel and Vehicle Searches. Contractor is subject to random personnel and vehicle searches. If contractor refuses to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.
6.9. Weapons, Firearms, and Ammunition. Contractor is prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately owned vehicle while on
OAFB.
6.10. Reporting Requirements. Contractor shall report any information or circumstances, outside of clergy/penitent privilege, of which they are aware, that may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information to an appropriate Government authority. Contractor shall be briefed by their immediate supervisor upon initial on-base assignment.
6.11. For Official Use Only (FOUO). The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. FOUO or FOIA material discovered by the contractor will be surrendered immediately to Chapel personnel.
6.12. Physical Security. The contractor is responsible for safeguarding all Government property provided access to for his or her use. At the end of each work shift, the contractor shall secure all Government facilities, equipment, and materials.
6.13. Lost Keys. The contractor shall immediately report lost keys to the Facility Manager, or designated representative. The Government may replace lost keys or perform re-keying, and the total cost of lost keys, rekeying or lock replacement shall be billed to the contractor.
6.14. Privileged Communication. In accordance with (IAW) Air Force Instruction 52-101, Planning and Organizing (05 Dec 2013), para. 5.1. Privileged communication is confidential communication by the person to a clergyman or to a clergyman’s assistant, and is protected IAW Military Rule of Evidence 503.
Due to the nature of the environment contractors will be in, they may be exposed to hearing such communication during the performance of their duties. Contractors, by no means, will disclose such confidential communication/information to anyone, doing so will result in termination of their contractual duties.

6.15. Inclement Weather Vendor shall contact Offutt AFB Weather for updates on base and road conditions at 402-232-2653.
7.0. SERVICE SUMMARY

Responsive Customer Service (Business Acumen)
3.2 thru 3.6
Standard: Contractor shall respond to all tasks, questions, and inquiries by providing initial written acknowledgement to the CO or COR within two business days. The contractor shall close all corrective action tasks within 30 calendar days, providing written documentation to the Government detailing actions taken. All Government questions and inquiries will be addressed within five business days. Contractor shall provide courteous and competent customer service during performance of the task order.
Threshold: The Government shall perform random service sampling to gauge the contractor’s performance and professionalism. The Government shall receive no more than three complaints or negative reviews denoting a customer service/business acumen deficiency during the contractor’s performance of the entire contract. Provide a corrective plan within 5 business days of identification of deficiency.
8.0. PERSONNEL QUALIFICATIONS
Contractor personnel shall possess the necessary training, qualifications, experience and education to accomplish the tasks identified in this PWS. Resumes and supporting documentation shall be provided for all contractor personnel for review and approval by the CO and COR. Contractor personnel shall, at a minimum:
8.1. Protestant Worship Leader
8.1.1. Possess a general understanding of the basic concepts of Christian doctrine;
8.1.2 Possess a minimum of three (3) years’ experience as a Praise and Worship Leader in a worship service setting to include:

8.1.2.1. Leading a band, praise team, and congregation in songs vocally and/or instrumentally (e.g. while playing a guitar or keyboard);
8.1.2.2. Recruiting, assembling, and maintaining a band and praise team, and leading them in rehearsals;
8.1.2.3. Possessing a current repertoire of Contemporary Christian music and songs;
8.1.2.4. Possessing the ability to play a diversity of songs relevant to the service’s needs;
8.1.2.5. Possessing training in music with the ability to read music and/or to effectively play by “ear;”
8.1.3. Be willing to work within an interdenominational and interfaith setting with chaplains and parishioners of diverse religious positions/backgrounds;
8.1.4. Pass a background check in accordance with DODI 1402.5; and
8.1.5. Satisfactorily complete all training requirements for contractors performing duties in an Air Force chapel, including computer-based and in-person training.
8.2. Catholic Music Leader
8.2.1. Possess a general understanding of the basic concepts of Catholic doctrine;
8.2.2. Possess a minimum of three (3) years’ experience in Roman Catholic music performance in a church or military chapel setting to include:
8.2.2.1. The ability to read and perform music in keeping with the Liturgy of the Roman Catholic Mass;
8.2.2.2. The ability to accompany congregational and group singing on the piano, electric keyboard and organ;
8.2.3. Be willing to work within an interdenominational and interfaith setting with chaplains and
8.2.4. Pass a background check in accordance with DODI 1402.5; and
8.2.5. Satisfactorily complete all training requirements for contractors performing duties in an Air
8.3. Catholic Religious Education Coordinator
8.3.1. Be able to clearly express the concepts of the Roman Catholic doctrine;
8.3.2. Possess a minimum of three (3) years’ experience in religious education coordination in a Roman Catholic Church or military chapel setting to include:
8.3.2.1. Recruiting, training and coordination of volunteers;
8.3.2.2. Establishing appropriate curricula in coordination with a Roman Catholic priest, Archdiocese and other church authorities;

8.3.2.3. Coordinating and administering multiple small and large programs in a dynamic environment;
8.3.2.4. Planning, programming, budgeting and executing Catholic religious education programs;
8.3.3. Be willing to work within an interdenominational and interfaith setting with chaplains and
8.3.4. Possess a working knowledge of cross-service military rank structure and military customs, courtesies and protocol;
8.3.5. Pass a background check in accordance with DODI 1402.5; and
8.3.6. Satisfactorily complete all training requirements for contractors performing duties in an Air
8.4. Protestant Religious Education Coordinator
8.4.1. Be able to clearly express the concepts of the Christian doctrine;
8.4.2. Possess a minimum of three (3) years’ experience in religious education coordination in a Protestant church or military chapel setting to include:
8.4.2.1. Recruiting, training and coordination of volunteers;
8.4.2.2. Establishing appropriate religious education curricula in coordination with a pastor, minister, denomination and/or other church authorities;
8.4.2.3. Coordinating and administering multiple small and large programs in a dynamic
8.4.2.4. Planning, programming, budgeting and executing Protestant religious education programs;
8.4.3. Be willing to work within an interdenominational and interfaith setting with chaplains and
8.4.4. Possess a working knowledge of cross-service military rank structure and military customs,
8.4.5. Pass a background check in accordance with DODI 1402.5; and
8.4.6. Satisfactorily complete all training requirements for contractors performing duties in an Air
8.5. Protestant Youth Ministry Coordinator
8.5.1. Possess at a minimum an accredited Associate’s Degree in Ministry or a ministry-related field, or be actively pursuing an accredited degree in Ministry or a ministry-related field;
8.5.2. Become an active member of the Offutt Protestant community, able to clearly express the concepts of the Christian doctrine;

8.5.3. Possess a minimum of three (3) years’ experience in religious youth program coordination in a Protestant church or military chapel setting to include:
8.5.3.1. Recruiting, training and coordination of volunteers;
