PERFORMANCE OF WORK STATEMENT
Carpet Replacements USSTRATCOM/ B500 &B501 15 Aug 2106
1. SECTION I – GENERAL REQUIREMENTS
1.1. GENERAL SCOPE OF WORK
1.1.1. The Contractor shall provide all supervision, labor, parts, equipment, tools, supplies and all incidentals required to replace approximately 1,360 sq. yds. of carpet and 2,450 linear feet of cove base in the following areas: Passenger elevator landings BC, 2C, 3C, 2E, 3E, BH, 1H corridors, Cafeteria, A-Wing stairwell, Service elevator landings on first, second, and third floor landings in Building 500, and M-Level corridor B501.
1.1.2. The Contractor will be responsible for moving the furniture in the Cafeteria to accommodate the carpet installation in two sections.
1.1.3. All old carpet, pad and associated hardware or glue shall be removed and disposed of, by the Contractor, in a manner that complies with the laws and regulations of the State of Nebraska. Disposal of excess equipment and materials in contractor provided dumpster to be placed in the courtyard of Bldg. 500. Any carpet material that is removed and has asbestos containing material attached to it will be placed in a plastic bag, tied shut, and saved on site for proper disposal by the asbestos removal company.
1.1.4. In the 1H corridor, Passenger elevator landings, and M-Level corridor:
| • | Remove carpet and cove base. |
| • | Fill, level, and repair the floor as required in preparation for new carpet installation. |
| • | Install new carpet in all the above stated corridors (1H corridors approximately 220 sq. yds., M-Level corridor approximately 505 sq. yds.,) using MILLIKEN TRAILBLAZES II, FIELD PATTERN: P6340, COLOR 302, MIDNIGHT SPARKLE with BORDER PATTERN MFG: Milliken PATTERN: In Color PATTERN no. INC 107 COLOR: Buffalo. |
1.1.5. In the Cafeteria:
| • | Remove carpet and cove base. |
| • | Fill, level, and repair the floor as required in preparation for new carpet installation. |
| • | Install new carpet (approximately 410 sq. yd) using MILLIKEN MIDNIGHT SPARKLE WITH DAMSON VINE: P6340, COLOR 678. |
1.1.6. In the A-Wing stairwell:
| • | Remove carpet and cove base. |
| • | Fill, level, and repair the floor as required in preparation for new carpet installation. |
| • | Install new carpet in the stairwell using BENTLEY PRINCE STREET, PATTERN: INDUSTRIAL SOCIETY, COLOR: PROPORTION 8820238 BROADLOOM W/ INTEGRATED PAD. |
1.1.7. Service elevator landing walk-off carpets: Install approximately 8 sq. yds. of MILLIKEN LIFT OFF Color LIF144-27 walk off carpet in the 9X8 landing in front of the Service elevator on each of the first, second, and third floor.
1.1.8. Replace the cove base with ROPPE 114 Lunar Dust in the 1H, Cafeteria, M-Level corridor, and Service elevator landings (1H-600 ft., Cafeteria-600 ft., M-Level corridor-1,200 ft., Service elevator landings-50 ft.) ROPPE 625 Bronze in the A-Wing stairwell – 150 ft.
1.1.9. In the Cafeteria , replace any transitions strips, or cove base with matching color.
1.2. PERIOD OF PERFORMANCE / SCHEDULE
1.2.1. Period of Performance (PoP) is 60 days after proposed start date. The Contractor will coordinate the schedule with the Project Manager. Schedule will include weeknight and weekend hours as indicated in paragraph 1.2.3 below.
1.2.2. The Contractor shall bid all work, reflecting day 0730-1630, evenings from 1730-0200, and weekends 0730-1630. (The availability of the areas to be carpeted is subject to change with little notice, however the government will make its best effort to schedule work with the contractor and set aside certain rooms to prevent impediment of contractor performance). The Contractor shall estimate the quantity of on-site hours (not man-hours) required for performance of each area indicated and advise the Government for scheduling purposes.
1.2.3. Work in the cafeteria can be done during the day however, it will need to be done in two sections, the North and South section. All other work on the corridors will completed during normal operating hours.
1.2.4. Work in the A-Wing stairwell will be done during the evening after 6:00 PM or weekends.
1.2.5. Normal operating hours are Monday – Friday, 0730-1630, except Federal holidays as indicated: Columbus Day 12 October, Veteran’s Day 11 November, Thanksgiving Day 26 November, Christmas Eve and Christmas Day 24-25 December, New Year’s eve and New Year’s Day 31 December-1 January.
1.2.6. In the event of a Real World event, work may be halted and all contractors may be asked to leave the building. This will be coordinated through contracting and arrangements to complete the work will be coordinated through the project manager.
1.3. PROJECT SURVEILLANCE
1.3.1. USSTRATCOM/J43 or his authorized representative will provide technical surveillance of the workmanship and inspection of materials for work being performed under this contract. The representative is in no way authorized to commit the Government to changes in the terms and conditions of the contract; all changes must be authorized by the warranted contracting officer prior to performance.
1.4. CONTRACTOR REQUIREMENTS
1.4.1. Qualifications: The Contractor awarded this project shall have a supervisor and/or foreman qualified, and experienced in all project tasks required by this SOW. The supervisor and/or foreman will be on site at all times to oversee and supervise qualified experienced technicians in all phases of work.
1.4.2. Contractor Base Access: The Contractor is responsible for ensuring proper documentation for base access is received for personnel, vehicle, equipment, material and tool passes in time to avoid any delay in project start of performance. Any additional time required for obtaining badges and passes as required for access to the base will not necessarily be grounds for additional time granted to complete the project, if passes are delayed due to the Contractor.
1.4.3. Planning Meeting: The Contractor shall be required to meet with the CO, USSTRATCOM representative, and other members as required prior to the commencement of any work. Topics of discussion will include: Hours of work, lay-down and storage areas, work area limits, safety compliance, emergency and routine evacuation of the work area, and any other topics deemed necessary by the CO or USSTRATCOM representative.
1.4.4. Site Measurements: The Government has estimated a total of 1360sq. yds. of carpet to be replaced. The contractor is responsible for ensuring all areas of performance are properly and accurately measured as stated paragraph 2.1.1.
1.4.5. Standard Material & Workmanship: All materials (as required) and supplies shall be new and shall meet the requirements specified to match existing carpet and transition strips. Replacement carpet and installation methods must conform to Engineering Technical Letter 07-4 for Air Force Standards. The CO and USSTRATCOM representative shall review materials and inspect work for compliance with these standards. Low quality work will be rejected at the discretion of the CO. Carpets shall be vacuumed before Beneficial Occupancy is given to the Government.
1.4.6. Material & Equipment Storage: The Contractor shall stockpile and place materials and equipment only in areas specifically designated by USSTRATCOM and directed by the CO.
1.4.7. Safety: The Contractor personnel shall work in a safe manner in accordance with Occupational Safety and Health Administration (OSHA)/Air Force Occupational Safety and Health (AFOSH) Regulations. Failure of the site supervisor to ensure Contractor personnel work safely and with the proper gear may require a stoppage of work. All Contractor personnel shall have appropriate clothing and Personal Protective Equipment (PPE) worn at all times.
2. SECTION II – TECHNICAL REQUIREMENTS
2.1. DESCRIPTION OF PROJECT TASK LIST
2.1.1. Site Investigation: All dimensions within this scope of work are approximate. The Contractor shall field verify all measurements and configurations prior to the start of work.
2.1.2. Floors: Floors must be prepared in accordance with the carpet manufacturer’s instructions (Contractor to obtain instructions from the manufacturer). The Contractor shall ensure that the floors are free of dust, dirt, solvents, oil, grease, paint, plaster and other substances detrimental to proper performance of the carpet. The floors shall be completely dry before installation of the carpet begins.
2.1.3. Repairing floors: Floors that are in poor condition and that will not yield a smooth carpeted finish shall be repaired by the Contractor using industry standard techniques/products. If flooring repair work will cause the government to incur additional costs above the stated quote, the Contractor will discuss repair work with the Project Manager and will not perform flooring repair work until authorized to do so by the CO. This applies to minor floor repairs only or similar to any standard commerical practice that is generally included over the course of carpet installation. The contractor will contact the USSTRATCOM point of contact and the contracting officer to discuss any repairs beyond what is deemed minor.
2.1.4. Old Carpet: All old carpet, pad and associated hardware or glue shall be removed and disposed of, by the Contractor, in a manner that complies with the laws and regulations of the State of Nebraska; disposing of excess equipment and materials in contractor provided dumpster to be placed in the courtyard of Bldg. 500.
2.1.5. Vacuum Carpet: Carpets shall be vacuumed, by the Contractor, after carpet has been installed, prior to the Government replacing the furniture.
2.1.6. Seams: The Contractor shall make sure that there is no change in color due to different dye lots. All seam cuts shall be straight and un-frayed. Where possible and practical locate seams in areas of the least amount of traffic. Binding of the seams shall use a method and material recommended by the carpet manufacturer (reference attached drawings stating the manufacturer, pattern, and other details; Contractor to obtain information from the manufacturer).
2.1.7. Site Cleanup: The Contractor shall be responsible for any cleanup and repair required to restore site to the condition prior to commencement of work or any improved conditions called for in this SOW. Additionally, the site must be clear of all debris at the end of each working day.
2.1.8. Regulated Asbestos-Containing Materials: A hazardous building materials report has been prepared for building 500, and regulated asbestos-containing materials (RACM’s) and asbestos containing materials (ACM’s)have been identified in the project area. If during removal work the contractor discovers any material which he suspects may contain asbestos, he shall immediately notify the government and cease work in close proximity to the suspected asbestos-containing materials. The Government will then arrange for the testing and removal of any asbestos-containing materials. Any carpet material that is removed and has asbestos containing material attached to it will be placed in a plastic bag, tied shut, and saved on site for proper disposal by the asbestos removal company.
2.2 SUBMITTALS: All materials and articles requiring approval shall be submitted by the Contractor to the Project Manager. Any material used without or before Government approval is subject to removal, at no additional cost to the Government.
