Question and Answer 17 June 2016

1. Who is responsible for administering contrast to the patient – Contractor Staff or MTF personnel?

The MRI Technologist provide the patients with Intravenous (IV) contrast/Contractor responsibility. The MTF is responsible for arthrograms.

2. Is contractor responsible for supplying an MRI Contrast Injector?

Yes, the contractor is responsible for supplying the MRI contrast injector.

3. Is the MRI pad suitable for an 8’ X 48’ MRI trailer?

Yes.

4. Is the pad concrete or asphalt?

Concrete-was poured reinforced for trailer and wheels

5. Is power to the MRI trailer available within 50’ of the trailer?

6. Do you meet the power requirements of 480v AC, 3-phase, fused 150 amps, 60 hertz with a specified Russell-Stoll power receptacle?

Yes, the Russell-Stoll power receptacle is in place from previous trailer

7. Who is the current provider of mobile MRI services?

Alliant Enterprises, LLC.

8. It appears from the SOW that the preferred system would be a GE 16-channel system. Is this accurate? Or is there another preference as far as systems go?

The PWS states that the 16 channel system is the minimum requirement. 16 channel or greater is an acceptable system as there is no preference in the RFQ.

9. It appears that the technologist credentials, physicals and other information listed in the SOW section listed below are required within 30 days of award and not with the RFP submission.

That is correct. Per 1.2.2. in the PWS, initial applications must include completed copies of the below listed documents and shall be submitted to the CO within 30 calendar days from receipt of notice of contract award.

10. Please clarify the software level of cardiac that is needed?

The requirement does not require cardiac imaging at this site.

11. Please clarify that the head & spine coils need to be 16 channel?

The head and spine coils should be a minimum of 16 channel or commensurate with the magnet channel strength.

12. Are resumes and credentials (for MRI Technologist & Assistant) required to be submitted with the proposal?

No, per 1.2.2. in the PWS, initial applications must include completed copies of the below listed documents and shall be submitted to the CO within 30 calendar days from receipt of notice of contract award.

13. Why is this up for re-bid after 1 year when there are additional years/options still available?

Imaging parameters specified in the existing PWS do not meet quality/resolution standards, making a PWS re-write and re-solicitation necessary.

14. Is original equipment manufacturer (i.e. GE, Siemens) service required or is it acceptable for

3rd party certified service?

Original equipment service or manufacturer service recommendations are acceptable.

15. Are there any required service hours or response time requirements for service on the equipment?

Yes. Maintain 97% operational uptime. IAW 3.1.2 provide a backup system for an outage longer than 2 duty days.

16. Breast coil is required for but the solicitation isn’t calling for CAD/Breast imaging software which is very expensive. Is this an oversight or are you not requiring breast imaging software?

Breast imaging limited to silicone implant rupture. No special CAD or software should be necessary unless specified by the manufacturer.

17. What type of breast exams are being performed or anticipated?

Breast imaging limited to silicone implant rupture. No special CAD or software should be necessary unless specified by the manufacturer.

18. When is the anticipated award date?

1 August 2016.

19. When is the anticipated delivery/start timeline/date from award date?

Within 30 days of award date.

20. Is there an incumbent contractor currently performing these services? If so, who is it and what was their contract dollar amount?

Alliant Enterprises, LLC. Total contract awarded value (FA4600-15-C-0007) is

$2,010,519.

21. Are there existing contractor employees currently providing these services at the AFB?

22. Reference to section 1.12, MTF Requirements; How frequently are MTF orientations conducted by Offutt AFB? Will the POC be provided an opportunity to attend this orientation as well as HCWs?

Reference section 1.12, MTF Requirements in the PWS.

23. Under section 1.2.5.16, please expand on what the contract personnel may and may not provide assistance with on patient scheduling. May HCWs confirm appointment times with patients 1 day prior to appointment to ensure schedule adherence? 1.2.5.16. Contract personnel will assist in patient scheduling. Complete administrative control of the patient shall remain with the Government

HCWs can and do confirm appointment times with patients 1-2 days prior to appointments to ensure schedule adherence. Administrative control/scheduling of patients remains with the Government.

20. Is this opportunity open to Veteran Owned Small Business’s?

No, this requirement is being set aside for Service Disabled Veteran Owned Small

Business’s.

21. What is the rate per scan or fixed price that the Incumbent currently contracted rate?

This information is cannot be disclosed IAW FAR 5.401(b)(1).
