ADDENDUM 1 to FAR 52.212-1 – INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS
PROPOSAL PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein.
Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate parts; Part I - Price Proposal, Part II - Technical Proposal, and Part III - Past Performance Information.
B. Proposals are due by 12:30 PM, Central Standard Time (CST) / Local, 4 February 2016 (Block eight (8) of Standard Form 1449). Delivery of the One (1) original and five (5) hard copies of the proposal. Hand carried proposals must be deposited in the bid depository location at the 55th Contracting Squadron, 101 Washington Square, Building 40, Room 209, Offutt AFB, NE 68113. The sealed envelope or package used to submit your proposal must show the time and date specified for receipt, the Solicitation Number, and the name and address of the offeror.
C. Security Requirement: The Contract ID Request form (Attachment 4), as well as the DD Form 254(s) (Attachment 5) will need to be filled in and submitted at time of award. The Contractor and all sub-contractors will need to have the necessary security clearances as required by the PWS at the time of the award. All security clearances will need to be kept current all times.
Offerors are cautioned that Offutt AFB, NE has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE ANTICIPATED WHEN HAND CARRYING PROPOSALS. Offerors should allow sufficient time to obtain a visitor pass and arrive at the bid depository PRIOR to the time specified for receipt. Late proposals will be processed in accordance with FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawals of offers.”
D. Small Business Subcontracting Plan: A Small Business Subcontracting Plan will be provided IAW FAR 19.7 by offerors not otherwise exempt for a reason such as being a small business concern. If the offeror is a participant in the DoD Comprehensive Subcontracting Test Program, the offeror shall provide a copy of the approved comprehensive plan. The subcontracting plan (or comprehensive plan) will be submitted by the offerors as part of this requirement along with (Attachment 7), Small Business Subcontracting Plan Review Checklist. An acceptable Small Business Subcontracting Plan will be required for a contractor to be deemed responsible and eligible for award.
E. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
F. Specific Instructions:
1. PART I – PRICE PROPOSAL - Submit original and one (1) copy
(a) Complete blocks 17a, 26, 30a, 30b, and 30c of the Request for Proposal (RFP), Standard Form (SF) 1449. In doing so, the offeror accedes to the contract terms and conditions as written in the RFP.
(b) Insert proposed unit and extended prices on the Continuation Page for each Contract Line Item Number
(CLIN) or SubCLIN (SCLIN), including all option periods. The extended amount must equal the whole dollar unit price multiplied by the number of units.
CLINs: 0001, 1001, 2001, 3001, 4001 & 5001 will need to be filled for a total of a one
(1) year / 12 month period. CLIN: 5001 will need to be filled for a total of a six (6) month period.
CLINs: 0002, 1002, 2002, 3002, 4002 & 5002 will need to be filled for a total of a one
(1) year / 12 month period. CLIN: 5002 will need to be filled for a total of a six (6) month period.
CLINs: 0003, 1003, 2003, 3003 4003 & 5003 will need to be filled at the flat rate of the given NTE amount within the extended description.
(c) Complete the necessary fill-ins and certifications in the RFP. The offeror shall submit only those pages that require a fill-in.
(d) If applicable, provide a copy of the letter from the Small Business Administration (SBA) showing proof of Section 8(a) status.
2. PART II – TECHNICAL PROPOSAL - Limited to no more than fifty (50) pages. Submit original plus five (5) copies.
*Small Business Subcontracting Plan does not count against the Technical Volume page count.
(a) TECHNICAL APPROACH (Acceptable/Unacceptable). Your proposal needs to clearly meet the minimum requirement of the solicitation by providing a detailed, verifiable approach that documents how the minimum requirements in the PWS will be accomplished. The approach proposed must provide detail in each element to assess the reasonableness of your proposal, provide the following:
1.) Provide proposed plan on how the requirements within the PWS will be met when the parameters of the proposal. Demonstrate a proposed Quality Control organization, including lines of authority that will successfully evaluate compliance, find and document problems and monitor corrective actions ensuring successful and timely problem resolution and explains how recurring problems will be prevented IAW the PWS 1.1. – 1.2.2.
2.) Provide documentation showing that the required personnel / technicians have the necessary certification, verifiable, and documented approach to accomplish the requirement IAW the PWS 1.2.3.
3.) Small Business Participation Plan
a. All Offerors shall submit a Small Business Participation Plan which will be used for the purposes of evaluating the offeror’s identification of and commitment to small business in contract performance on the resulting contract. The Participation Plan is required from all offerors, including small businesses, large businesses, non-profit entities and companies with commercial subcontracting plans, master subcontracting plans, individual (program) subcontracting plans and/or comprehensive subcontracting plans. The offeror shall include the subcontractor’s contact information, DUNS number, CAGE code, and NAICS codes they will perform under.
b. The Government has established a 30% target small business participation goal per period of performance (excluding the transition period if applicable), based upon total annual contract dollars, for this program (See Example Below). Or, the offeror can propose a goal that will be accomplished through collective small business participation from any type of small business or sub-category small business. The Government will evaluate the proposals to determine which proposal offers the best small business participation. Subcategory small business goals are not mandatory; however the offeror shall identify the subcategories that will be utilized and their projected percentage of performance.
The contracting officer will evaluate the proposal to determine the offeror’s projected use of sub-category small businesses.
Example: If the prime contractor’s total annual contract dollars is $1,000,000 and the target goal is 25%, the amount of small business subcontracts should be $250,000. If there are no large business subcontractors, then small business would have 100% of the subcontracted dollars. If the prime contractor also subcontracted $250,000 to a large business, the 25% target small business goal would still be met, but the percentage of subcontracted dollars would drop to 50%.
A chart similar to the following should be used to document the offeror’s goals and projected dollars for each small business category for the base period and all options:

c. The offeror shall demonstrate how they intend to promote, and utilize small business (SB), small disadvantaged business (SDB), women-owned small business (WOSB), Historically Underutilized Business Zone (HUBZone) small business, veteran-owned small business (VOSB) and/or service-disabled veteran-owned small business (SDVOSB), including the use of small businesses in mission critical aspects of the program. The offeror’s SB Participation Plan shall also include all eleven (11) elements listed under FAR 19.704(a), excluding element 10 for small businesses only. A small business offeror shall show total small business participation, to include their percentage of performance and the percentage they intend to subcontract to small businesses.
d. The Small Business Participation Plan will be incorporated into the final contract. The contractor is expected to meet the small business participation goal established in the Participation Plan.
e. The successful offeror, if a large business, will be required to submit a Small Business Subcontracting Plan based on their Small Business participation Plan. The final subcontracting Plan will be negotiated with the Contracting Officer. Their Subcontracting Plan shall reflect and be consistent with the commitments offered in the Small Business Participation Plan. The small businesses specifically identified in the Small Business Participation Plan shall be listed in any Subcontracting Plan submitted IAW DFARS 215.304(c).
Small Business Subcontracting Plan
f. Offerors, unless otherwise exempt as specified in FAR 19.702(b) shall submit a Small Business Subcontracting Plan as specified in FAR clause 52.219-9, Small Business Subcontracting Plan. If the offeror is a participant in the Department of Defense (DOD) Comprehensive Subcontracting Test program specified in DFARS 219-702(1), the offer shall provide a copy of the approved Comprehensive Plan. Failure to submit and negotiate a subcontracting plan acceptable to the Contracting Officer shall make the offeror ineligible for award of the contract.
g. The contracting officer will review the subcontracting plan IAW FAR 19.705-4 for adequacy, ensuring that the required information, goals, and assurances are included (see FAR 19.704). The contracting officer will also evaluate the extent the offeror identifies and commits to use small business. The small businesses considered during the evaluation shall be listed in the resultant subcontracting plan. (see DFAR 215.304) The offeror shall include the subcontractor’s contact information, DUNS number, CAGE code, and the potential NAICS codes the subcontract will issued under. The offeror’s subcontracting plan shall be incorporated in the resultant contract once approved by the Contracting Officer.
h. The Government has established a 30% target small business subcontracting goal per period of performance (excluding the transition period if applicable), based upon total annual contract dollars, for this program. (See Example) Include participation of small business (SB), small disadvantaged businesses (SDB), women-owned small business (WOSB), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), HUBZone small business, or historically black colleges or universities and minority institutions (HBCU/MI by the prime Contractor (only down to the first tier) shall be counted toward achievement of this goal.
Example: If the prime contractor’s total annual contract dollars is $1,000,000 and the target goal is 25%, the amount of small business subcontracts should be $250,000. If there are no large business subcontractors, then small business would have 100% of the subcontracted dollars. If the prime contractor also subcontracted $250,000 to a large business, the 25% target small business goal would still be met, but the percentage of subcontracted dollars would drop to 50%.

i. The contractor is expected to meet the small business goal established in the Subcontracting Plan incorporated into the resultant contract. The contractor shall abide by the reporting requirement under FAR 52.219-9 (Individual Subcontracting Report (ISR)/Summary Subcontract Report (SSR)) to include utilizing the Electronic Subcontracting Reporting System (eSRS). In addition, the contractor will assure that IAW subparagraph (9) of the clause all large business subcontractors will comply with subparagraph (10) of the clause. Small business subcontract reports will be monitored during contract performance to ensure the contractor meets the targets set forth in the Contractor’s Small Business Subcontracting Plan. The contractor shall report actual achievement of small business subcontracting results only down to the first tier (based on total annual contract dollar value) through bi-annual utilization of the Electronic Subcontracting Reporting System (eSRS). The eSRS report shall also discuss initiatives to assist, promote, and utilize small business (SB), small disadvantaged business (SDB), women-owned small business (WOSB), Historically Underutilized Business Zone (HUBZone) small business, veteran-owned small business (VOSB), and service-disabled veteran-owned small business (SDVOSB), including the use of small businesses in mission critical aspects of the program.
Where negotiated goals are not met the contractor shall document their “good faith” efforts with their reasons for failure. Failure to meet the small business goal, or demonstrate good faith efforts, may result in the Government accessing liquidated damages in accordance with FAR Clause 52.219-16, Liquidated Damages—Subcontracting Plan.
j. This information may be considered in CPARS and/or other performance reviews.
k. Complete Attachment 7, Subcontracting Plan Checklist and return with your proposal.
4. MISSION-ESSENTIAL CONTRACTOR SERVICES PLAN: The offeror shall provide with its offer a written Mission-Essential Contractor Services Plan describing how it will continue to perform the essential contractor services identified as “mission essential” in the Performance Work Statement during periods of crisis. The plan submitted by the contractor will be incorporated in the contract IAW DFARS 252.237-7023 and shall contain the items described under DFARS 252.237-7024 in order to be considered acceptable. An acceptable plan will be required for a contractor to be deemed responsible and eligible for award.
3. PART III – PAST PERFORMANCE INFORMATION - Limited to no more than ten (10) pages per contract listed. Only references for relevant past efforts/contracts are desired. Submit original plus five (5) copies.
(a) Quality and Satisfaction Rating for Contracts Completed in the Past Three (3) Years From The Date of The Request for Proposal (RFP) Posting: Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for relevant past efforts/contracts (similar in scope and magnitude of effort and complexities this solicitation requires). In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc.
(b) Performance Surveys: The Government will evaluate the quality and extent of offeror’s performance deemed relevant to the requirements of this RFP. The Government will use information submitted by the offeror and any other sources of information available to the Government to assess past performance. Provide a list of no more than ten (10), of the most relevant contracts performed for Federal agencies and commercial customers within the last three (3) years. Relevancy may include the following:

The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. Furnish the following information for each contract listed:
(i) Company/Division name
(ii) Product/Service
(iii) Contracting Agency/Customer
(iv) Contract Number
(v) Contract Dollar Value
(vi) Period of Performance
(vii) Verified, up-to-date name, address, FAX & telephone number of the contracting officer
(viii) Comments regarding compliance with contract terms and conditions
(ix) Comments regarding any known performance deemed unacceptable to the customer, or not in accordance with the contract terms and conditions.
If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past relevant contracts.
(c) Subcontractor Consent: Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor’s consent. Provide with the proposal a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor.
G. Documents submitted in response to this RFP must be fully responsive to and consistent with the following:
1. Requirements of the RFP (CLINs & PWS) and Government standards and regulations pertaining to the
PWS.
2. Evaluation Factors for Award of this RFP.
3. Any limitation on the number of proposal pages. Pages exceeding the page limitations set forth in this addendum will not be read or evaluated, and will be removed from the proposal and (for paper copies) will not be returned to the offeror. Excess pages shall be destroyed along with all unsuccessful proposals. When both sides of a sheet of paper display printed material, it shall be counted as two pages. Each page shall be counted except cover pages, tables of contents, cross reference matrix, tabs, and glossaries.
4. Format for proposal Parts II and III shall be as follows:
(a) The proposals will be 8 1/2” x 11” paper except for fold-outs used for charts, tables, or diagrams, which may not exceed 11” x 17”.
(b) Foldout pages shall fold entirely within the volume, and count as two (2) pages. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics, and not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 12 point pitch. These limitations shall apply to both electronic and paper proposals.
(c) A page is defined as one face of a sheet of paper containing information.
(d) Typing shall not be less than twelve (12) point pitch. Pages shall be single-spaced. Except for the reproduced sections of the solicitation document, the text size shall be no less than twelve (12) point pitch.
Use at least one (1) inch margins on all sides of each page. Pages shall be numbered sequentially by volume.
(d) Elaborate formats, bindings or color presentations are not desired or required.
SITE VISIT TIME
An organized site visit has been scheduled on 13 January 2016 at 09:00 A.M. Central Standard Time (CST).
Offerors are urged and expected to inspect the site where the work will be performed. Participants will meet at the Bellevue Welcome Center, 1600 Hwy. 370, Bellevue, NE, 68005. RSVPS are required for the site visit to allow for the scheduling of adequate transportation to the jobsite(s). RSVPS shall include the attendee’s full legal name, gender, date of birth, social security number, driver’s license and state of issue, name of company, company address and telephone number. Failure to provide all of the required information by 8 January 2016 at 4:00 PM CST will result in a failure to participate in the site visit. RSVPs shall be e-mailed to both of the following addresses: SSgt Christopher K. Crayon at christopher.crayon@us.af.mil AND Mr. Eric Mahowald at eric.mahowald@us.af.mil.
Bidders/Offerors are requested to submit all questions to the points of contact noted above not later than 15 January 2016 at 1200 Noon CST. Information provided at this site-visit shall not qualify as a reason to change the terms and conditions of the solicitation and/or specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
“Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”

The documents listed under each category that may be viewed, but not removed from the Bidders Library are:
B) The following documents that are identified as “Government would need to provide” can be viewed at the pre-determined Bidder Library site(s), by appointment only. Appointments for viewing these materials must be made in advance, by contacting Ms. Hanson at 402-294-6921 and shall provide in writing the necessary information to access Offutt, AFB. These documents cannot be copied, in part/fully or removed from the Government installation site. Cell phones are not authorized in this location.
Necessary information includes: the persons full legal name, gender, date of birth, social security number, driver’s license and state of issue, name of company, address of company, and telephone number. Failure to provide all of the required information at least two (2) business days before the appointment will result in a failure to have access to the Bidders Library.

1. DESCRIPTION OF SERVICES / GENERAL INFORMATION
1.1. GENERAL INFORMATION. This Performance Work Statement (PWS) defines the efforts required for the installation, testing, maintenance, and replacement of the General Electric (GE) MASterMind security system, all card access/biometric systems, network components, and closed circuit television (CCTV)/cameras, to include the CCTV recording system, on Offutt Air Force Base (AFB), Nebraska. Successful implementation of this project is essential to providing Offutt AFB with a maintenance program to maintain a reliable and accurate Intrusion Detection System (IDS) and Closed Circuit Television (CCTV) capable of maximizing the protection of our national security resources.
1.1.1. EMPLOYEES. The Contractor shall provide all personnel, equipment, tools, materials, management, training, installation, operations, supervision, logistics support, and other items as defined in this PWS. The Contractor will have a minimum of three (3) years’ experience installing and maintaining GE MASterMind based IDS systems. The Contractor technical personnel will be certified to install and maintain the GE MASterMind system. The Contractor technical personnel must also have experience installing and maintaining CCTV/camera components prior to contract award. Contractor shall provide employees qualified to perform electrical and electronic troubleshooting, repair, testing, diagnostics, and proprietary programming of GE MASterMind based annunciators.
1.1.2. Contractor shall provide both preventive and corrective maintenance on the GE MASterMind security system, card access/biometric systems, and CCTV/cameras. These systems consist of all equipment and components necessary for the proper operation of access control, intrusion detection, and CCTV systems, including CCTV recording. The Contractor shall provide a 24-hour service call phone number for 55th Security Force (Elite Guard Security Control Center) personnel to contact for maintenance requirements.
1.1.3. The IDS contract is for the maintenance of Government owned equipment as well as modifications to existing equipment and installation of new equipment. The Contractor must meet the standards of Air Force Instruction (AFI) 31-101 and Intelligence Community Directive (ICD) 705. Specific tasks cannot be defined and evaluated individually for this service. Acceptable performance is defined as consistent operation that meets the criteria of AFI 31-101 and ICD 705.
1.1.4. This contract shall encompass interior and exterior IDS, CCTV systems for assessment of alarm conditions, automated Access Control Systems (ACS) (to include the biometrics system), Data Transmission Media (DTM), MetaLight, and alarm reporting systems for monitoring, control, and display.
1.1.4.1. Beginning in the 2018 timeframe and continuing through the remainder of this contract, USSTRATCOM will begin moving into their new facility. Eventually units from around the base will relocate into Buildings 500 and 515 and assume some of the alarms there and then the alarms from their old locations would need to be removed from the contract.
1.1.5. The Contractor is to provide sufficient technicians to perform maintenance/services on the IDS and its supported systems. Redundancy in this area is required.
1.2. TECHNICAL REQUIREMENTS.
1.2.1. All components and workmanship of the system are to conform to the requirements of applicable publications and specification standards of this PWS. Equipment used should be from the approved equipment listing—the approved list can be found under Non-Nuclear IDS Equipment Approval equipment listing, (Appendices 5.1.). USSTRATCOM approval for equipment located within a Sensitive Compartmented Information Facilities (SCIF) must meet Defense Intelligence Agency (DIA) approval. Detection requirements are defined in AFI 31-101, para 6.3.9. All installed intrusion detection equipment (IDE) shall meet the requirements of ESE-SIT- 0001, ESE-TP-0023, Chapter 6 of AFI 31-101, Air Combat Command (ACC) Supplement 1, and ICD 705.
1.2.2. All details of workmanship shall be in accordance with the highest standards and best practices for electrical and electronic maintenance and installation and all work shall conform to the latest edition of the National Electric
Code.
1.2.3. Must attain current certification(s) for all personnel who will perform both preventive and corrective maintenance on all existing equipment, to include the head end equipment (GE MASterMind – head-end (annunciator), AlarmNet –receiver, Focus – panel/keypad, Digital Monitoring Products (DMP) – receiver/panel/keypad) on the GE MASterMind security system.
Maintain all certifications necessary to stay current in accordance with standards set by GE MASterMind security system.
1.3. INSTALLATION REQUIREMENTS.
1.3.1. PROVIDE COST ESTIMATES AND INSTALLATION OF UPGRADES. At times during the course of the contract, the Contractor shall be asked to provide cost estimates (i.e. new projects, installations, upgrades and additional work) for equipment and installation of equipment in current and new facilities. These cost estimates will be accomplished within five (5) business days of the request, at no expense to the Government or the requesting agency. The Contractor is to submit a cost estimate on the Local Form (Attachment 6) to the Contracting Office (i.e.
the Contracting Officer (CO) and the Contracting Administrator (CA)) via e-mail. All cost estimates shall include a complete schedule for materials, devices, and equipment, which the Contractor proposes to incorporate in the work, to include breakdowns for labor (hours, rate, and labor categories/disciplines) and parts and model numbers for GSA and non-GSA (open market) items. This list shall include catalog numbers, diagrams, drawings, reports, and other descriptive data. This estimate shall be written in plain language describing in detail the work to be accomplished, as well as addressing the warranty and additional cost after warranty period in the proposal. All items will be submitted on the local form (Attachment 6). No other action past submission is to be accomplished on the part of the Contractor until a bilateral modification to the contract can be accomplished.
1.3.2. INSTALLATION. For new installations the Contractor must efficiently plan how they will professionally install and provide the level of performance required by the applicable publications (Appendices 5.1.) and the Statement of Work (SOW). The SOW that the Government provides is just a starting point—equipment listed might change based on the site survey. There shall be a site survey meeting to establish IDE requirements. 55th Security Forces Squadron (55 SFS) (as needed), 55th Communications Squadron (55 CS) (as needed), 55th Civil Engineering Squadron (55 CES) (as needed), the owner/user, the Contracting Officer Representative (COR), and the Contractor will attend a site survey of the area to be alarmed. The Contractor shall provide the proposal within five (5) business days of the site survey. The 55 SFS representative (as needed), the Security Certifier (as needed), COR, and the Contractor shall determine placement and type of IDE to be used. No other action past submission is to be accomplished on the part of the Contractor until such time that a bilateral modification to the contract can be accomplished.
1.3.2.1. COORDINATION WITH OTHER CONTRACTORS: The Government may undertake or award other contracts for additional work unrelated to services performed on this PWS. The Contractor shall cooperate with the other Contractors and Government employees and adapt scheduling and performing the work under this contract to accommodate the additional work, heeding any direction that may be provided by the Contracting Officer. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other Contractor or by Government employees.
1.3.3. REPAIR OF EXISTING WORK. Any work or repair shall conform with applicable publications to this PWS (Appendices 5.1.). Any damages to the building caused by the Contractor in conjunction with work being performed on this PWS shall be repaired / refinished by the Contractor at no additional cost to the Government.
Conduit and fittings will not be exposed on finished walls and ceilings unless approved by the COR. Where asbestos is suspected, the Contractor shall contact the 55th Contracting Squadron and the COR with their concerns.
1.3.4. WARRANTY
1.3.4.1. IDS. The IDS equipment / parts and installation under section 1.3.2. of this PWS are to be warranted for the maximum period of manufacturer’s warranty allowed by Commercial standards; from the date of acceptance by beneficial use or final acceptance, whichever is earlier. The warranty period shall be noted on the
Local Form (Attachment 6) for all new installs. The warranty will be against defective materials, design, and workmanship. The installed IDS must meet the specification standards of this PWS. Upon receipt of notice from the Government or failure of any part of the warranted system during the warranty period, new replacement parts are to be furnished and installed promptly by the Contractor at no additional cost to the Government. Response times to accomplish item(s) under warranty shall comply with sections 1.4., 1.5., 1.6., and 1.7., depending on the type of failure.
1.3.4.1.1. Final Acceptance. Final Acceptance will begin when the customer, COR, and Contractor determine that the involved area / equipment is usable.
1.3.4.2. The Contractor will keep current and provide a detailed inventory listing of equipment on a quarterly basis.
The listing should be provided as follows and within ten (10) calendar days of the new quarter.
1.3.4.2.1. Contractor shall provide listing: sorted by unit/organization, location, and drop number, as well as with total number of pieces of equipment (e.g. BMS, motion, duress, cameras, etc.) for each drop number.
1.3.4.2.2. Contractor listing shall provide date of warranty expiration on all newly installed equipment.
1.4. SERVICE CALLS.
1.4.1. The Contractor will be responsible for responding to unscheduled maintenance service calls. Contractor shall provide all tools and diagnostic equipment and any other equipment required for the performance of work.
Routine service calls (which are emailed or called in to the Contractor by the COR) shall be accomplished within five (5) business days, urgent service calls within the next business day and emergency service calls within eight (8) hours after the request is received. Urgent and emergency service calls are called in by a SFS representative of the Elite Guard in the Security Control Center (SCC) and/or Law Enforcement Desk Alarm Monitor from the Emergency Communications Center (ECC) or Base Defense Operations Center (BDOC). These types of service calls are for equipment that has failed and needs to be repaired. The Contractors will function-test the device/equipment repaired/replaced to validate proper operation with the customer and SFS/Government representative present. If the device/equipment has been placed back in service, the Contractor will request the work order be closed. Determination of service call priority shall be based on the definitions below. An average estimated workload for the last year was 700 service calls.

1.5. EMERGENCY SERVICES.
1.5.1. The Contractor shall be on call seven (7) days a week, twenty four (24) hours a day, to include Government holidays. The Contractor shall provide contact information for these emergency services.
1.5.1.1. EMERGENCY SERVICE CALLS. Calls shall be initiated by a SFS representative of the Elite Guard in the SCC and/or Law Enforcement Desk Alarm Monitor from the ECC or BDOC or other authorized person(s) designated by the COR. Calls shall be made when the IDS is experiencing a catastrophic failure, major malfunction or is not functioning properly, and requires guard (personnel) posting and/or physical security checks, or would allow an intruder access to resources without being detected/causes a security risk.
1.5.1.2. (ME) A Priority 1 maintenance response requires the Contractor to respond and be on-site within one (1) hour after the call, to fix or recommend downgrade of mainframe equipment affecting Restricted Areas. This one
(1) hour response relates to catastrophic failure of the computer mainframe located in Bldg. 500, Room (Rm.) BF14, and remote terminals located in Bldg. 288 and 660 only.
1.5.1.2.1. Catastrophic failures are defined when the entire system or a major portion of it is inoperative.
Example: Complete failure of the annunciation and display subsystem.
1.5.1.2.2. Catastrophic failures (in relation to access control / biometrics) are defined as system failure of the access control computer system, both inbound readers non-operational at building 501 (Delta 9) Entry Control Point.
1.5.1.2.3. Major Malfunctions are defined when an intruder can penetrate a restricted area boundary without crossing a line of detection; a facility or individual resource IDS component failure would allow an intruder to gain access to a resource without crossing a line of detection or detection capability; and/or when either the primary or alternate, if required, annunciation equipment fails (not operational).
1.5.1.3. (ME) Service personnel shall be at the work site within three (3) hours after an emergency service call is received by the Contractor. This response time applies to individual system failures, alarm equipment, card access/biometric equipment, support equipment, video equipment, and component degrading security of all protection level/restricted areas, SCIFs, resource protection controlled areas.
1.5.1.3.1. (ME) Quarters 16 service calls require the Contractor to be on-site within four (4) hours after the call.
1.5.1.4. The Contractor shall complete all actions to correct the emergency failure prior to site departure, unless the Contractor is waiting for the delivery of equipment and materials not available on-site. The Contractor shall check with the SCC and/or ECC to ensure no other emergency actions are pending before departing the site.
1.5.1.5. When it is determined by the service representative that the problem is not with their equipment but instead is a result of a failure by a different contractor or Government organization, the service representative will let the Elite Guard know so they can contact the appropriate contractor/organization at that time, rather than waiting until the next duty day.
1.5.2. EMERGENCY MAINTENANCE AND REPAIR SERVICES.
1.5.2.1. The IDS shall be restored to proper operating condition as soon as possible, but no later than eight (8) hours from the time an emergency service call is received by a Contractor’s service representative.
1.5.2.1.1. When it is determined by the service technician that the problem is not with their equipment but instead is a result of a failure by a different contractor or Government organization, the service technician will let the Elite Guard know so they can contact the appropriate contractor/organization at that time, rather than waiting until the next duty day.
1.5.2.2. The Contractor shall prepare and provide a full emergency report to the COR within two (2) business days.
This report shall indicate the nature of the malfunction(s), response time, correction(s) made, and the number of occurrences for the system. If any additional work is required once initial work was conducted, a follow up report is required. Submitted via E-Mail.
1.5.2.3. When repairs or emergency maintenance will shut down the system or activate alarms, the Contractor shall coordinate with the Elite Guard and/or ECC/BDOC a minimum of 30 minutes prior to beginning any work.
1.5.2.4. (ME) The Contractor will review the alarm queue immediately after any/all IDS major malfunctions and catastrophic failures to ensure all alarm points are functioning as required.
1.5.2.5. In the event of a major malfunction or catastrophic failure of any portion of the USSTRATCOM Access Control System (Picture Perfect, Morphotrak, and/or SMI systems), the Contractor will conduct a complete test and review of the system to ensure it’s performing as required.
1.6. URGENT MAINTENANCE AND REPAIR SERVICES.
1.6.1. The IDS shall be returned to proper operating condition by the end of the next scheduled business day after a service call is received by a Contractor’s service representative.
1.6.1.1. When it is determined by the service technician that the problem is not with their equipment, but instead is a result of a failure by a different contractor or Government organization, the service technician will let the Elite Guard know so they can contact the appropriate contractor/organization at that time, rather than waiting until the next duty day.
1.6.2. When repairs or emergency maintenance will shut down the system or activate alarms, the Contractor shall coordinate with the Elite Guard and/or ECC/BDOC a minimum of thirty (30) minutes prior to beginning any work.
1.7. ROUTINE MAINTENANCE, ADJUSTMENT AND REPAIR.
1.7.1. All routine maintenance (failure of the GE MASterMind system, card access/biometric systems, CCTV/cameras that DOES NOT require guard posting and/or physical security checks or a failure that DOES NOT allow an intruder access to resources without being detected constitutes a routine situation), adjustments, or repairs of the IDS shall include deficiencies from inspection results and work requests submitted by the user. This maintenance is performed during normal duty hours; Monday through Friday, 0730 –1630.
1.7.2. After any routine maintenance, adjustment, or repairs are done, the IDS shall operate as demonstrated by the initial performance verification test and manufacturer’s recommendations. The Contractor will perform function test on the device/equipment repaired/replaced to validate proper operation with the customer and SFS/Government representative present.
1.7.3. New and/or repaired parts from the original equipment manufacturers shall be used in system repairs.
Compatible parts that are equivalent in form fit and function may be substituted when an original equipment item is discontinued by the equipment manufacturer.
1.7.4. When repairs, routine maintenance, or adjustments will shut down the system or activate alarms, the Contractor shall notify the Elite Guard and/or ECC/BDOC a minimum of 30 minutes prior to beginning any work.
1.7.5. The Contractor is responsible for all troubleshooting, maintenance and the replacement of MetaLight chassis, MetaLight end units, fiber hubs, fiber media converters, patch cables from the MetaLight end unit or media convertor to the alarm, and any other Contractor installed device connected to the IDS network. Once the Contractor determines the problem is not with the equipment or Contractor installed premise cabling, the Government will troubleshoot the outside plant communications cabling.
1.7.6. The installation and maintenance of all premise fiber and copper cable connecting IDS equipment from building communications demarcation point will be the responsibility of the Contractor. Contractor installed premise cabling must meet or exceed current ANSI/NECA/BICSI standards for Installing Commercial Building Telecommunications Cabling.
