COMBINED SYNOPSIS/SOLICITATION:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued, RFP FA4600-15-R-0012 is attached for reference. This solicitation is being issued as a Request for Proposal (RFP) under FAR subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items. This combined synopsis/solicitation incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2005-76, dated 25 Jul 14. This requirement is set-aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSB). North American Industry Classification System Code (NAICS) is 238290 – Other Building Equipment Contractors, with a size standard of $15.0M. All qualified SDVOSB under this industry are encouraged to submit quotes.
DESCRIPTION OF REQUIREMENT:
Inspect and maintain automatic doors on Offutt AFB, NE in accordance with the attached Performance Work Statement.
APPLICABLE LABOR LAWS:
This solicitation is subject to the Service Contract Labor Standards FAR 52.222-41 Wages under this contract are subject to the attached prevailing wages on pages 64 through 74 of FA4600-15-R- 0012.

SPECIAL INSTRUCTIONS:
Offerors shall be required to return the attached Standard Form 1449 Solicitation FA4600-15-R-0012, signed and filled in appropriately as their offer along with any additional information required to be submitted by FAR 52.212-1 Instructions to Offerors Addenda and any additional fill-in provisions.
All contractors must be registered in the System for Award Management http://www.sam.gov database prior to any contract award.

LATE OFFERS:
Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in this solicitation by the time specified in the solicitation. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)).

CLAUSES AND PROVISIONS:
See attached solicitation FA4600-14-T-0000, pages 13 through 51 for applicable clauses and provisions.
FAR Clause 52.212-1 Instructions to Offerors—Commercial Items Addenda:
1. In addition to requirement of 52.212-1(b)(4) the offeror shall submit the following additional technical information:
Provide a capability statement if the listed equipment covered within the PWS Section 6, Appendix A can be inspected and maintained throughout Offutt AFB, NE
2. In accordance with the requirement of 52.212-1(b)(10) the offeror shall submit recent and relevant past performance information same or similar items and other references to include a minimum of:

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably mailto:justin.lewis.5@us.af.mil mailto:christopher.trevino.2@us.af.mil assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
3. The proposal shall be limited to 10 pages, typed at 10 pitch or larger type, single spaced, and single sided, on sheets 8.5" X 11" with 1" margins. This page limitation is inclusive of indexes, photographs, fold-outs, appendices, and attachments. If offer is provided on SF 1449 and any additional required fill-in provisions/clauses by the offeror, these will not be counted towards the 10 page limit. System for Award Management (SAM) shall follow provision stated in 52.212-1(k), submission of any and/or any SAM.Gov information is not required and will not be counted toward the 10 page limit. Any Amendments (if applicable) will not count towards the 10 page limit.

“Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”
FAR Clause 52.212-2 Evaluation – Commercial Items.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
i – Technical Acceptability, technical evaluation team will evaluate by assigning a rating of “acceptable” or “unacceptable”. The Government will evaluate a minimum of three (3) lowest priced offers for technical acceptability in accordance with the solicitation. Evaluations will continue until a total of three (3) proposals are rated technically acceptable or until all offerors have been evaluated. Only those proposals considered technically acceptable will receive further consideration for award. Once a proposal is deem acceptable, all technical proposals are considered equal.
(Offer must cover listed equipment as stated in the Performance Work Statement (PWS). Location of description is listed below.) Provide a capability statement if the listed equipment covered within the PWS Section 6, Appendix A can be inspected and maintained throughout Offutt AFB, NE.

ii – Price, order all proposals by total evaluated price from lowest to highest.
iii – Past Performance, Government’s past performance team will evaluate the past performance by assigning a rating of “acceptable” or “unacceptable”. The Government will evaluate all proposals that received an acceptable technical rating for acceptable past performance in accordance with the solicitation. If a technically acceptable offeror receives an unacceptable past performance rating, the Government will revert to paragraph ii and evaluate the next lowest offeror for technical acceptability. This process will continue until the Government has three (3) offerors with acceptable past performance or no offeros remain to evaluate. Past performance determined to be unacceptable will be excluded from competition. Only those proposals with acceptable past performance will receive further consideration for award. Once a proposal is deem acceptable, all past performance proposals are considered equal.
Technical and past performance, when combined, is less important than price.
Recency: in order for past performance to be considered recent, performance must be ongoing or must have been performed within the last five (5) years from date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.
Relevancy: relevant performance information will be based on; performance involving the service and/or support and complexity as this solicitation requires.
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
Past Performance will be evaluated by using Contractor Performance Assessment Reporting System (CPARS), Past Performance Information Retrieval System (PPIRS), and contacting References from Past Performance submissions from offeror. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be assigned, the offeror may not be evaluated favorable or unfavorable on past performance (FAR 15.305(a)(2)(iv). In this case, the Government will rate that contractor’s past performance IAW the DoD Source Selection Guidance dated 4 Mar 2011. The offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable”.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options IAW FAR 52.217-9 “Option to Extend the Term of the Contract” to the total price for the basic requirement. The 6 month option period IAW FAR 52.217-8 “Option to Extend Services” will also be evaluated as part of the total price. For the purpose of evaluation only, the price will be calculated by the Government using the average price across all the Labor line items across all option years. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
PROVISIONS REQUIRING OFFEROR FILL IN:
FAR 52.212-3 must be filled in and returned with offers if offerer does not currently have the Representations and Certifications section of their SAM.gov registration filled out.
