General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a(n) Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through:

This RFQ is for two (2) Loader Mounted Snow Blowers meeting the following specifications:
Must be compatible with JCB 416 Wheeled Loaders On Site training preferred Capacity: up to 1300 tons per hour Cutting width: 102 in Working Height: 42 in Weight: Less than 6,100 lbs to be compatible with equipment fleet Mechanical drive with interchangeable augers 5 welded on and concave impellers, diameter 33 ½ inches, Impeller casing depth of 12 5/8 inches Fully welded frame construction Fuel tank: At least 24.3 Gallons Hydraulic: 2.4 Gallon capacity
- Type: Hydraulic pump that can pump 6 GPM Telescopic Chute which can be rotated at least 282 degrees and cast up to 130 inches.
Projection: Up to 60 ft 12 V alternator Maintenance free battery Joystick controls, preferably with wireless remote system Bolted Ice breakers Quick attach connectors Hydraulic Steering Vanes Key ignition switch Block heater

Instructions to Offerors
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
1. Questions may be submitted to the POCs and Contracting Officer listed above no later than 02 March 2020. Questions submitted after this date may not be answered.
2. Quotes in response to this solicitation must be submitted via email to the POCs and Contracting Officer listed above no later than the established deadline.
3. Quotes must be valid for 90 days.
4. All price quotations must be submitted on company letterhead.
5. Complete the below contractor identification information.

* Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote is conforming to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors are in no particular order and shall be used to evaluate offers:
TECHNICAL - The offeror shall submit documentation that provides proof that materials that are intended to be used meet the minimum standards of the contract. This factor will be evaluated on an Acceptable or Unacceptable basis.
PRICE - The total evaluated price will be calculated by multiplying the unit price by the quantity for each line item. Then each total for each individual line item will be added together to arrive at the total evaluated price. Price will be evaluated for reasonableness and balance.
*All offerors shall submit a technical description of the product(s) being offered in sufficient detail, in addition to the price proposal, to evaluate compliance with the requirements in this solicitation.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
