Section B: Description of the Supplies/Services Required

Over-the-side (OTS) Anti Exposure Suit. All 5 BW aircrew are mandated to wear an anti-exposure when the mission dictates when they will fly over water that is 60 degrees or lower. Due to aircrew members PCSing or suits not passing the technical order driven inspection requirements, these anti-exposure suits are needed for 5 BW aircrew for deployments and TDY's.

Section C: Justification for Soliciting from a Single Source or Brand Name

Raven Aerostar is the only USAF authorized manufacturer of this anti-exposure suit. No other comparable commercial off-the shelf (COTS) assets are authorized by the USAF at this time for ejection seat/non-ejection seat use.

Section D: Efforts to Obtain Competition

Raven Aerostar is the only vendor that has been authorized to manufacture the OTS suits for use by US Air Force aircrew. There are two other USAF approved anti-exposure suits for ejection seat aircraft available; however, both will increase AFE man-hours in fabrication due to the other anti-exposure suits not being fully configured for use, will increase AFE trainers to train on the other two exposure suits (inspection/fabrication/fitting) since they have never been used by this work center. These suits require the user to wear an additional undergarment (which will have to be purchased separately). Both competition suits will require additional funding to purchase equipment specifically needed for fabrication of said anti-exposure suits in order to be serviceable for aircrew compared to none needed for the OTS suit.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

No other companies are authorized or have been evaluated by the Department of the Air Force Human Systems Group (AFMC) for this style of anti-exposure suit.
