FA4528-18-Q-4015

• FAR 52.232-18 Availability of Funds (Apr 1984) - Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued.

2) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97, Defense Procurement Notice 20180418, and Air Force Acquisition Circular 2017-1003.

3) The NAICS is 333120 – Construction Machinery Manufacturing. The Small Business Size Standard for this NAICS code is 1,250 employees. This acquisition is 100% set aside for small business concerns.

4) Description: Specifications for Wausau Snow Saw Core Set:

Must be an SIB Core “or equal” that is compatible with SIB tufted wire bristle cassette part #4021593 Core must be 22 1/4” in diameter Core must be 111 3/16” in length Core must have 5 3/16” removable blank spacers at the end of each row Needs to have removable bolt on end plates Must be compatible with Wausau Snow Saw broom head, center, and end drive couplings Dynamically balanced in accordance with ISO 1940/1 Constructed of all aluminum 28 Rows for cassettes to slide in Plastic/nylon wear sleeves on both sides of where the cassette slide in the rows Must have a 10 Year Warranty

8) Instructions to Offerors:

Quotes must be valid through 30 September 2018 and signed/dated using this attachment, and submitted by 11 May 2018, 10:00 A.M. Central Time. Quotes must be electronically submitted via email to the following points of contact. Failure to send to both points of contract will preclude the chances of receiving the award. Email size must not exceed 10 MB, if file exceeds this limit, please submit as 1 of 2, etc. Format for proposal must be Word Document, PDF, or Excel Sheet. Offeror must request and obtain acknowledgement of receipt for electronic submission.

This provision is incorporated by reference, and paragraph (a) is modified to read as follows:

(a) This is a competitive best value acquisition in which the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering price and other factors. The Government intends to make award to the offeror with the mailto:scott.stauffer@us.af.mil best value to the Government. The following listed are evaluation factors that shall be used in the evaluation process:

Technical Capability: Technical Acceptability is achieved when the offeror provides proof that the products meet the minimum standards listed above and the stated delivery date.

*All offerors shall submit technical description of the product being offered in sufficient detail in addition to the price proposal, to evaluate compliance with the requirements in this solicitation.

Price

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
