STATEMENT OF WORK FOR

INSTALLATION OF Exhaust System Reel Hoses and FOR

VEHICLES & EQUIPMENT SECTION

543 Minuteman Blvd, Minot AFB, ND 58705 Rm 120

1.0 Background

This Statement of Work (SOW) describes the installation requirements for the installation of exhaust system reel.

This is for Vehicles & Equipment Section (VES) located at:

543 Minuteman Drive, Minot AFB, ND 58705 Bldg. 543, Rm 120

2.0 Scope

This contract effort is to provide exhaust system reel and hoses with for the Vehicles & Equipment Section. The intent is to have exhaust system for the vehicles while during winter months.

3.0 Objectives

The exhaust system reel and hoses will be installed to the existing exhaust system in the vehicle bay. This will help with for vehicle operation and vehicle maintenance in the bays.

4.0 Task Requirements

4.1 Tasks

Contractor install 15 exhaust system reel and hoses and install a garage style up and down to operate them.

5.0 Government Furnished Property – Equipment

5.1 While on site to support the installation of the exhaust system reels and hoses the contractor may use power, water and restroom facilities while operating within the work areas of building 543.

5.2 Laydown/Storage area – Please coordinate with the Site POC for storage or laydown area as needed.

6.0 Security Requirements – Base/Site Access

6.1 All commercial vehicles are required to enter Minot AFB through the South Gate, just off US-83. This includes construction, food, supply, FedEx, and UPS deliveries, as well as contractors entering with company trucks. Hours of operation for the main gate are 0600-1730. In order to obtain a pass, contractors will have to submit information required for an Entry Authority Letter (EAL) to include, but may not be limited to: Full name, SSN, Date of Birth, and driver's license number and state of issue. As of now, implementation of the READ ID Act, affect state-issued identification card or driver's license holders from Missouri, Minnesota, and Washington. Individuals from these States are no longer able to access Minot AFB unescorted with only a state-issued identification card or driver's license. A background check of each contract employee will be conducted utilizing the National Crime Information Center (NCIC) system. Badges will only be issued to those contractors who pass this background check.

7.0 Place of Performance

8.0 Period of Performance

Civil Engineering and the contractor will have 3 calendar days as a Period of Performance once a Notice to Proceed (NTP) is established to complete the work. Pre coordination between the Civil Engineering POC, Contracting Officer and the Site POC will be required after contract award, to establish the NTP date in order to de-conflict any known mission events or complete any other required site preparations.

9.0 Hours of Work

Work on this project shall be accomplished during the following times, except legal holidays and AFGSC down days. Once the period of work is determined, POC can provide a list of the aforementioned days.

Monday – 0800-1600 Tuesday – 0800-1600 Wednesday – 0800-1600 Thursday – 0800-1600 Friday – 0800- 1600 Any work desired to be accomplished during other than the posted hours will require prior approval of the Contracting Officer & Site POC. The Contractor must submit a written request to the Contracting Officer no later than the preceding Wednesday of the current work week.

Civil Engineering and/or Contractor work requiring shutting down facility power will need to be coordinated with facility POCs in advance of requested power outage. Although not anticipated with this project, in cases where power outage requests may affect critical functions affecting the facility’s primary mission systems, power outage requests are required 1 days in advance due to critical operations within the building areas.

It should be noted that Civil Engineering and/or the Contractor's performance may be interrupted from time to time because of high priority mission schedules or no-notice events. For each calendar day and/or portion of a calendar day that the contractor is removed/denied access from the job site, the contractor schedule will be adjusted by one calendar day.

10.0 Federal Holidays

No work is authorized on Federal Holidays. The following Federal holidays are normally observed by Government personnel:

New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day, and any other day designated by Federal Statute, Executive Order, and/or Presidential Proclamation.

12.0 Clean Up

The Contractor is required to clean up daily, remove all debris from installation project from the base and to maintain a safe working area at all times.

13.0 Training

Training provided by the vendor over the course of one day will include a walkthrough of the Owner’s Manual provided, an overview of all periodic maintenance requirements, and start-up of the system for use. It can be attended by anyone who is available. We will record the information they provide in their training session, develop training and documentation for periodic maintenance for the system.

16.0 Warranty/Arbitration

The non-moving parts need to have a long up to life time length warranty to cover manufacture and install faults. Repair or replacement of such parts need to be fixed or replaced on site. Moving parts warranty minimum five years with repair and/or replacement of such part completed on site. Installer and manufacturer must agree to arbitration if an issue arises they cannot be settled between the parties.

INSTALL

Exhaust Reels and Hose – Install in vehicle bay with existing exhaust system. (CONTRACTOR)

· 15 Motorized Exhaust Reels with 30’ 6" diameter 1000 degree Hose.

· Install 15 garage style up and down button for operations of hoses.

WIRING – From the existing 120/208VAC 3-phase wiring in the vehicle bay to the exhaust reels from the 120/208VAC 3-phase Circuit Breakers in equipment bay to the Independent in Equipment Bay (CONTRACTOR)
