STATEMENT OF WORK

Repair of 5 CES Fire Emergency Services Training Area

Bldg 2226, Minot AFB, ND 4 August 2017

1.0 INTRODUCTION. The Contractor shall provide the repairall management, tools, supplies, equipment, and labor necessary to repair the fire training area; aircraft live fire trainer. This must be accomplished in accordance with Technical Order (T.O.) 35E1-2-13-1 and National Fire Protection Association Standards (NFPA Stds). All contractors will have to supply required certifications.

2.0 REQUIREMENTS/TASKS.

2.1 Replace remaining plastic airlines for the coax valves with stainless steel flex whips. These would be the pax, wheel well, apu, right front ground, right rear ground, cargo, left rear ground.

2.2 Replace broken wires in High tail; both front and rear conduits. Cut open water jacket split and remove chase as needed, install new SS conduit, and install new igniter cable from J box to igniter in High-density polyethylene (HDPE) hermetically sealed conduit.

2.3 Rebuild ASCO valves for the high tail engine.

2.4 Rework wiring for the wireless E-Stop to include all ASCO and Norgren valves activation and deactivation per T.O. 35E1-2-13-1.

2.5 Replace submersible 250gpm sump pump, starter, and floats in lift station 1 G/h250gpm 3 inch, 2403ph c/h starter, 240 volt twin float upper lower, rewire as needed.

2.6 Replace submersible 250gpm sump pump, starter, and floats in lift station 2 off site G/h250gpm 3 inch, 2403ph c/h starter, 240 volt twin float upper lower, rewire as needed.

2.7 Supply and install hinges, latch, handle, stiffener brackets on compressor room door per National Electric Code 70, allowing "safe access to electrical panels and mechanical rooms".

2.8 Elevate air dryer off floor 6 to 8 inches, install the missing drain tube, re-plumb using Stainless Steel flex hoses, and rewire to activate when compressor runs.

2.9 Remove the oil mister from the preset combo and re-plumb without the oil mister. Move the oil mister to the control tower ahead of the Norgen valves. Fill the oil mister with 10WT tool oil and cycle system until mist is present through Norgren valves.

2.10 Install with a 15 year written warranty. Supply and install a hermetically sealed cellular raceway ignition system from the transformer cabinet to each fire scene water jacket, relocate ground fire burners to proper locations and re-plumb as needed. Supply new 100% watertight ia300 stainless steel UL certified National Electrical Manufacturers Association (NEMA), 6p igniter housings and set inside the existing ground burners once relocated.

2.11 Supply and install High Pressure Relief Valve (HPRV) in the piping system, inspect and/or recertify the appliances per NFPA 58 2013 edition. Remove stacks at top of vessel install rubber caps from MEC which came with the new HPRV poplets, install flex connections, and install internal fail safe safety valves.

2.12 Rework plumbing at unloading station for compliance with NFPA 58. Insert 1/4" blow down valves in liquid and vapor fill lines, change out HPRV, remove and rebuild back check valve, and finallu, recertify. All LP piping shall be painted safety yellow.

2.13 Remove old black iron piping restrictors at tower and installed new 18 inch stainless steel flex restrictors per T.O. 35E1-2-13-1.

2.14 Remove existing plugs in internal air plunger cans and insert fusible safety plugs per NFPA 58.

2.15 Supply new set of control valve phenolic labels. Install a compliant operator requirements sign on Tower "certified fire control operators only - no spectators”.

2.16 Cargo burner has no supports in the piping configuration. Allow the burner to move during fire evolution. Pax burner has no supports. Cockpit burner has no supports. Build and weld in pipe support stands to each burner per T.O. 35E1-2-13-1.

2.17 Sprinkler piping. Remove old black iron piping and dispose of. Add stainless steel 4 bolt flange x flange at ground level riser. Install new stainless steel header piping and stainless steel 1 inch drop heads to the top of mockup but off set to flame impingement. Install new full jet non clog heads.

2.18 Supply and install stainless steel diamond plate 3/8" lids to coax vaults (15). Replace plumbing from coax valves to burn scene to include new burners. All piping to be stainless steel. Add 2 inch flame shield piping to all flame exposed piping cockpit, cargo, pax, hightail, outboard, inboard apu, wheel well

2.19 Replace existing wire way and conduit at sump pump in pit. Install new HXXN water proof wire.

Test switch gear for a complete working system.

2.20 Re-level engine/support stands. Relocate plumbing as needed. Requires skid steer.

2.21 Refabricate engine access hatch to ensure it closes and latches properly.

2.22 Refit bar grating inside mockup provide for welding pieces together to eliminate trip hazard.

2.23 Install air control water valves at control tower and switches on control panel with proper labels 1- 4", 2-3" valves.

2.24 Per NFPA and T.O. 35E1-2-13-1, install a failsafe fuel shut off valve at the control tower.

Recommended: Snappy Joe fail safe valve

2.25 Remove catwalk and concrete support pad out of pond. Remove piping system, pump, clean pond and pressure wash. Repair liner including rips as needed. Verify liner seal is acquired. Set and pour a concrete support pad (8 inches thick) at top of pond near existing service piping to control tower water header. Supply and install new self-priming 400 gpm 3hp pump. Supply piping with flex connections from pump to a new main isolation valve (4 inches). Connection to existing piping to control tower. Clean and paint all piping. Supply and install new pump starter panel and electrical conduits with wiring as needed. Controls at tower include supply and install flex suction hose with roller, screen, back check, and cable for deployment and removal.

2.27 Refit stairs to control tower. Add concrete base/step at bottom stairs.

2.28 Inspect and certify the Aircraft Training Facility after all repairs have been performed. Supply a report of all work accomplished and inspection report.

3.0 DELIVERABLES. All deliverables are included in each task. All deliverables are subject to Government acceptance and approval.

4.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES.

4.1 UTILITIES. All reasonable quantities of utilities shall be made available at no cost to the Contractor.

4.2 STORAGE. Material and equipment storage will be approved by Civil Engineering Inspector (CEI).

If approved, the materials shall be placed in a neat appearance, and in a manner that allows continued facility use safely.

4.3 DAMAGE TO GOVERNMENT PROPERTY. The Contractor shall notify the government when damage to government property is discovered. Any damage to government property caused by the contractor shall be repaired or replaced by the contractor at the contractor’s expense. The contractor shall annotate on the inspection report, the damage, the cause of damage (if known) and a projected proposal for repair.

5.0 ADDITIONAL/SPECIAL REQUIREMENTS.

5.1 HOURS OF WORK. The Contractor shall be allowed access to the FES training area during normal business hours, 7:30AM-6:30PM, Monday through Friday, except Federal Government holidays listed in paragraph 5.1.1. The Contractor shall coordinate any work hours with the CO and CEI no less than 24 hours in advance of performance of tasks.

5.1.1 FEDERAL HOLIDAYS.

New Year’s Day – 1 January Martin Luther King day – 3rd Monday in January Washington’s birthday – 3rd Monday in February Memorial Day – Last Monday in May Independence Day – 4 July Labor Day – 1st Monday in September Columbus Day – 2nd Monday in October Veteran’s Day – 11 November Thanksgiving Day – 4th Thursday in November

5.2 BASE CLOSURES. Work Scheduled, but not accomplished because of base closure due to weather, exercises, or actual alerts, shall commence as soon as possible after reopening the base, unless otherwise directed by the CO through coordination of the CEI.

5.3 PERIOD OF PERFORMANCE. The Contractor shall assign sufficient resources and technically proficient personnel to accomplish the tasks within 30 days of award.

5.4 SECURITY REQUIREMENTS. Contractor personnel will be limited to work areas. The Civil Engineer Inspector will facilities requiring additional escort if needed.

5.4.1 BASE PASS REQUESTS. The Contractor shall be responsible for obtaining all necessary passes, decals or other items required for access to the areas in which work will be performed. The Contractor shall request contractor passes through the CO by providing the name, social security number, date of birth, work phone, home phone and drivers license of employees requiring passes. Personnel must adhere to the REAL ID Act of 2005 to ensure access to base is granted. Pass requests will be forwarded by the CO to the 5th Security Forces Squadron Visitor’s Control Center for approval and issuance. Upon Completion or termination of the contract, or an individual’s release from employment, the contract shall retrieve the identification issued above and surrender it to the 5th Security Forces Squadron Pass and Registration Selection located in the Visitors Control Center.

3.4. Causes for Barment and Installation Pass Denial:

3.4.1. Objective Rules. Although barment decisions are made on a case-by-case basis, barment action should be considered whenever the offenses in table 1 are committed. NOTE: The list of cited offenses is not all-inclusive nor is it meant to exclude other offenses that raise concerns about security, safety, good order and discipline.

3.4.2. Base Pass Denial. Personnel will be denied base access if;

3.5.2.1. Is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.

3.4.2.2. Is individual’s name appears on any Federal or State agency’s watch list or hit list for criminal behavior or terrorist activity.

3.4.2.3. The individual has knowingly and willfully engaged in acts or activities designed to overthrow the U.S. Government by force.

3.4.2.4. The individual has an active warrant.

3.4.2.5. The individual is barred by another DoD Installation/Activity.

3.4.2.6. The individual has any conviction for espionage, sabotage, treason, terrorism, or murder.

3.4.2.7. The individual has been convicted of a firearms or explosive violation.

3.4.2.8. The individual has been convicted of sexual assault, armed robbery, rape, child molestation, child pornography, trafficking in humans, drug possession with intent to sell, or drug distribution.

3.4.2.9. Has a felony conviction within the last 10 years.

3.4.2.10. Persons with an arrest for the above offenses, but where no disposition is listed on the criminal history report, will be required to provide legal documents showing disposition. If the disposition or severity is dismissed, not filed or adjudicated; the pass may be issued. If the disposition or severity is guilty or not provided the pass will be denied.

3.4.2.11. Any situation not covered in paragraphs 3.4.2.1. – 3.4.210. that is deemed to have potential detrimental impact on good order or discipline may be grounds for pass denial.

5.4.2 REPORTING REQUIREMENTS. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information.

5.5 PERSONNEL. Contractor Personnel shall present a neat appearance. Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection.

The Government is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

5.6 COMPLIANCE WITH LAWS AND REGULATIONS. The Contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations, and requirements regarding environmental protection to include AFI 32-7080, Pollution Prevention Program, AFI 32-7042, Solid and Hazardous Waste Compliance, and ACC Manual 32-7051, Environmental Quality Manual, and 40 CFR 273, 40 CFR 113, North Dakota Administrative Code 33-24-02-06, and base Hazardous Waste Management Plan (September 2005) 5 BW-32-7043. In the event ofe environmental/laws/regulations/requirements change during the term of the contract, the contractor shall comply with such laws/regulations as changed. The Contractor shall comply with base Hazardous Waste Management Plan (September 2005) when turning in wastes generated from spill cleanup.

5.7 SAFETY. The Contractor shall comply with all local safety regulations and procedures in effect on-site.

5.8 FIRE AND EMERGENCY REPORTING. Call 723-2461 or 911 from a standard phone.
