Single Source Justification (Simplified Acquisition)

SAF/AQCP Template | 1 May 2014 Page 1 of 1

Section A: General Contract Information

Contracting Activity: 5 CONS Purchase Request/ Identification Number:

FA4528-16-T-0024

Project/Program Name: CONECT Microphones & Brackets Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

195 nuclear hardened microphones and bracket kits to install in aircrew oxygen masks.

Section C: Justification for Soliciting from a Single Source

There are three manufacturers of the electrets microphone, but Intricon is the only company that produces the nuclear hardened version of this microphone.

Section D: Efforts to Obtain Competition

Market research, in accordance with FAR Part 10, was conducted in the past by the Boeing Company under contract with the USAF, AFLCMC/WWB, which revealed that no company produced an electret microphone that met the unique B-52 nuclear hardness requirements. Boeing solicited the three companies that produced electret microphones to determine if any were willing to incur the development costs to certify a nuclear hardened electret microphone. Two companies expressed interest and initiated a development effort, but only one company, Intricon, was able to successfully produce a microphone that met all the nuclear hardness requirements. In addition to the nuclear hardness tests, the microphone and bracket also had to undergo sled tests to verify compatibility with B-52 oxygen masks and ejection seats and the Intricon equipment has passed all those tests as well.

Section E: Steps to Preclude Future Single Source Awards

There are no actions to preclude the necessity for future sole source acquisition of the same product since extensive research was accomplished to ensure that this was the only available source for this need. The unique nature of this product means it cannot be received from any other source.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
