DIVISION 1 - GENERAL REQUIREMENTS
SECTION 011100
USUMMARY OF WORK
U1.0 GENERALU:
U1.1 DESCRIPTION OF WORKU: Install Variable Frequency Drives (VFD) on Air Handler Motors in Buildings 155,156,290,292,294,455,899,999 and replace existing motors with high efficiency motors capable of working with a VFD. The VFD’s shall be programmed, connected to work on the building control system to save energy. The contractor shall install conduit, cables, junction boxes and shall replace all flexible metallic conduit for the replaced motors.
In building 999 the contractor shall install a Direct Digital Control System with the corresponding sensors in different units, capable of sending the signal to the VFD. The VFD shall have the capability to control the Motors between the parameters established in the section 262923.
U1.2 APPLICABLE PUBLICATIONSU: All federal specifications, standards, and other publications concerning the systems shall be of the latest and most current issue at date of Request for Proposal (RFP) issuance.
U1.3 UTILITY SERVICES AVAILABILITYU: All reasonable quantities of water and electricity will be made available to the Contractor without cost.
U1.4 CONDUCTU: The Contractor shall conduct all work in an orderly manner with a minimum disturbance and inconvenience to normal operations of the Base.
U1.5 SAFETY REQUIREMENTSU: The Contractor shall comply with all applicable provisions of the Corps of Engineers Manual EM 385-1-1 entitled, "General Safety Requirements," and all OSHA, NFPA, and Worker's Compensation requirements.
U1.6 CONTRACTOR’S WORK HOURSU: Working hours for the Contractor shall normally be between the hours of 7:30 a.m. and 4:00 p.m. excluding Saturdays, Sundays and paid federal holidays. If the Contractor desires to work during periods other than the above, additional Government inspection forces may be required. The Contractor UmustU make his/her request to the Contracting Officer 3 days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces. If such force is reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days. However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of inspection at overtime rates will be charged to the Contractor. These adjustments to the Contract price may be made periodically as directed by the Contracting Officer.
U1.7 OTHER CONTRACTOR REQUIREMENTSU: In addition to those requirements outlined in this specification, the Contractor is responsible for the following:
U1.7.1U The Contractor shall furnish and maintain, on site, the following:
U1.7.1.1U Two portable fire extinguishers rated at 2A 20 BC minimum, and one water type extinguisher.
U1.7.1.2U One emergency first aid kit.
U1.7.2U Concealed Work: All items of work to be concealed shall be Government inspected prior to concealment.

U1.8 COORDINATION AND VERIFICATION OF DIMENSIONSU: The Contractor shall be responsible for coordinating his work so as to minimize interference to the operational equipment and personnel in the building, as the facility will remain operational during construction. Extreme caution shall be exercised to prevent damage to the equipment from dust, water, etc. It shall be the Contractor’s responsibility to furnish drop cloths and whatever material may be required to keep equipment safe at all times from dust and debris. All salvage material and debris shall be properly disposed of offsite, by the Contractor, in a manner in accordance with Federal, State, and County rules and regulations.
U1.8.1U The Contractor shall visit the premises and thoroughly familiarize himself with the details of the work and conditions prior to starting work.
U1.8.2U Coordinate work of the various Sections of the Specification to ensure efficient and orderly sequence of installation of construction elements, with provisions for accommodating items installed later.
U1.8.3U Verify characteristics of elements of interrelated operating interdependent responsibilities for installing, connecting to and placing in service, such equipment.
U1.9 QUALITY OF WORKMANSHIPU: The various trades involved in performing the work in this project shall be competent and highly skilled in their particular trade. All electrical work shall be completed by a licensed Journeyman electrician, proof of licensing will be requested on site. All work shall result in the highest standards of workmanship, safety and quality. The Contracting Officer may, in writing, require the Contractor to remove from the project any employee deemed incompetent, careless, or otherwise objectionable to personal safety, equipment, or the quality of workmanship.
U1.10 AS-BUILT DRAWINGSU: As-built drawings shall be prepared and submitted to the Contracting Officer as indicated on the AF Form 66. As-built drawings reflect work performed by the Contractor that differs from the contract drawings. It is therefore the Contractor’s responsibility to maintain the drawings in the most current status.
Copies of the existing as-built drawings, showing the general arrangement of equipment, electrical, and so forth, will be available to the Contractor upon request to be used for additional information that may be required in performing his work. The Contractor shall be aware, however, that existing as-built show approximate locations of equipment only, and actual site conditions may vary from those as shown on existing as-built.
U1.10.1U The Contractor shall maintain a set of redlined full-size, as-built construction drawings marked-up to fully indicate as-built conditions. These drawings shall be maintained in a current condition at all times until completion of the work and shall be available for review by Government personnel at all times. The location as dimensioned from permanent features, general description and type of material new and existing shall be indicated.
U1.11 SUBMITTALSU: Submittals must be submitted by the Contractor within the number of days discussed at the pre-construction meeting. A list will be provided via an AF Form 66 according to Section 011300.
U1.12 PROTECTIONU:
U1.12.1 EXISTING FACILITIESU: Using agencies will occupy premises during entire period of repair for the conduct of normal operations. Contractor shall monitor weather conditions and progress of work and be prepared to provide protection to occupied spaces below at the end of each day and during sudden changes in weather to prevent damage due to precipitation and/or wind.
U1.12.2U Contractor shall provide protection and storage of all materials to be incorporated into project work.
U1.12.3 UProvide, erect, and maintain barricades, lighting, and guard rails as required to protect occupants of building and workers.

U1.13 HAZARDOUS WASTEU: Hazardous waste or other materials, as defined by the Resource Conservation and Recovery Act or Applicable Federal, State or local Regulations resulting from the Contractor's operations shall be removed, by the Contractor, off base on a daily basis and be disposed of IAW all applicable Federal and State Regulations.
U1.14 DISMANTLING, DEMOLITION AND MATERIAL DISPOSITIONU:
U1.14.1U All material resulting from demolition work, except as indicated or specified otherwise, shall become the property of the Contractor and shall be removed from the limits of Minot AFB on a daily basis.
U1.14.2U Work shall include furnishing all necessary labor, materials, tools, and equipment necessary to demolish work specified and/or indicated on the drawings and specifications.
U1.14.3U UREMOVAL OF SALVAGEU: Contractor shall remove items to the extent required, with all removed materials and unsalvageable items hauled and disposed of off base. All materials salvaged for reuse shall receive prior approval of the Contracting Officer before reuse. Materials not acceptable for reuse shall be disposed of and replaced with new materials as hereinafter specified.
U1.14.4U Sequence and method of operation shall be such that maximum practicable protection is provided for personnel, materials, equipment, aircraft and structures to minimize the spread of dust, flying particles, and intrusion of unfavorable weather at all times.
U1.14.5U Provide, erect, and maintain barricades, lighting, and guard rails as required to protect occupants of building and workers.
U1.15 CLEANUPU: Contractor shall maintain site and work area clean of all debris resulting from his work at all times.
This shall include policing work area each day and removing any windblown debris or materials from this area of operation. No materials or debris shall be permitted to be burned on the Base. All debris and unsalvageable waste materials shall become property of Contractor, and shall be removed and disposed of off Minot Air Force Base at the close of each day and prior to departure upon completion of a specific building, in an approved landfill for operation under North Dakota Solid Waste Management Regulation 23-29-01. Debris shall not be permitted to accumulate, unless deposited in an approved manner, and in a covered container.
U1.15.1U Clean interior and exterior exposed-to-view surfaces.
U1.15.2U Remove temporary protection and labels not required to remain.
U1.15.3U Clean finishes free of dust, stains, films and other foreign substances.
U1.15.4U Clean transparent and glossy materials to a polished condition; remove foreign substances. Polish reflective surfaces to a clear shine.
U1.16 PERMITS AND WORK CLEARANCES:
U1.16.1U UWELDINGU:
U1.16.1.1U When any welding, cutting, brazing, or use of any open flame device is to be used, an AF Form 592 permit must be obtained from the Base Fire Department, 320 Flight line Drive, prior to beginning such work.
U1.16.1.2U During such work, a fully charged and operable fire extinguisher, appropriate for the task, shall be provided by the Contractor.
U1.17 RECYCLING/REUSE OF EXCESS MATERIALS AND CONSTRUCTION AND DEMOLITION (C&D)
DEBRISU: The Contractor shall reuse/recycle excess materials and Construction and Demolition (C&D) debris to the
Section 011100 Page 3 maximum extent possible. C&D debris are those excess/residue materials resulting from construction or demolition activity that would normally be discarded to a landfill. C&D debris includes, but is not limited to soil, rock, vegetation, concrete, asphalt, and building materials such as windows, wood, metal, and roofing materials. The Contractor shall recycle C&D debris resulting from demolition, which shall become the property of the Contractor unless specified otherwise or as determined by the Contracting Officer. Any existing material that is recycled and reused, it’s estimated quantity and weight shall be documented in a submittal.
U1.17.1U Materials not to be returned to the Government and all Contractor-generated rubbish, if not recycled, shall be disposed of by the Contractor off site at his own expense, and in compliance with applicable environmental codes and regulations of governing authorities.
U1.17.2U Reporting Tonnage of C&D Debris: Contractor shall track and report the tonnage of C&D Debris in two categories.
U1.17.3U The C&D recycled/disposed tonnage report shall consist of a written memo with the tonnage of each category (recycled and disposed tonnage) submitted to 5 CES/CEIE through the Contracting Offices. Submit C&D recycled and disposed tonnage report when the project is completed.
U1.18 NEW MATERIALS CONTAINING RECYCLED MATERIALSU: All new materials that are used, its recycled quantities and weights shall be documented in a submittal.

DIVISION 1 - GENERAL REQUIREMENTS
SECTION 011300
USUBMITTALS
U1. GENERAL:
U1.1 PROCEDURESU:
U1.1.1U The Contractor shall be required to submit items listed in the Submittal Schedule at the end of this section.
U1.1.2U Transmit each item under AF 3000, Material Approval Submittal form. Identify contract number, project number, and Contractor. Identify section and paragraph reference for each item submitted with the AF 3000. Submit five (5) copies unless otherwise required elsewhere in the specification.
U1.1.3U Unless specifically stated otherwise elsewhere in this specification, each submittal shall be approved by the Contracting Officer prior to incorporation of the submitted materials into the work.
U1.1.4U Approvals of submittals that do not conform to the Contract shall not be construed as a change to the contract.
U1.2 MANUFACTURER'S DATA AND SAMPLESU: For the following types of submittals, when a specific product of a specific manufacturer is identified (by catalog or product number, pattern, or style) and the Contractor does not desire to propose an alternate product as an equal, where an equal is allowed, a detailed submittal will not be required. The Contractor shall submit on an AF Form 3000 a list of submittals for which the specified products will be used. Submit in accordance with procedures identified in 1.1 above.
U1.2.1 PRODUCT DATAU: Submit complete manufacturer's literature that describes all salient characteristics identified as requirements in the specification. Literature that is not specific to the proposed product shall be marked to Uindicate clearlyU which item is being proposed for use in this contract.
U1.2.2 MANUFACTURER'S CERTIFICATIONU: Submit a statement from the product manufacturer that proposed products meet the specified standards and other salient characteristics identified as requirements in the specification.
U1.2.3 INSTALLATION INSTRUCTIONSU: Submit manufacturer's printed instructions for delivery, storage, assembly, installation, start-up (if applicable) and adjustments. Information shall include temperature restrictions and any other environmental limitations as well as substrate preparation requirements if any exist.
U1.2.4 SAMPLESU:
U1.2.4.1 USubmit full range of manufacturer's standard colors, textures and patterns for specified items for selection by the Contracting Officer.
U1.2.4.2 USubmit samples to illustrate performance and functional characteristics of the product. Samples shall include integral parts, attachment devices and specified accessories. Provide full identification information on each sample.
U1.3 SHOP DRAWINGSU: Drawings shall illustrate how the specified materials are integrated into the work as a whole.
Adjacent materials that affect the complete installation of the specified products shall be shown and identified.
Deviations from Contract drawings shall be clearly identified and reason for deviation clearly explained.
U1.4 TEST DATAU: Test results shall be dated and signed by the agency performing the test.
U1.5 OPERATION/MAINTENANCE INSTRUCTIONSU: Submit manufacturer's published instructions.
U1.6 MISCELLANEOUS SUBMITTALSU: Submittals that are none of the above types shall meet the specific requirements identified in the referenced paragraph of the Specification Section identified in the schedule.

U1.7 SUBMITTAL SCHEDULEU: The following is a list of required submittals for this Contract.
U1.8 WARRANTIESU: Will only commence when the government has accepted a portion of the completed work, by beneficial occupancy, and only those items accepted at that time and are agreed upon by the contracting officer, contractor and user. For the remaining balance of the construction, warranties will commence at final acceptance.
Further, at these occasions of acceptance by the government, the contractor will provide all warranty documentation pertinent to equipment, material, design or workmanship performed.
The contractor will warrant all required equipment, material, design or workmanship for the above referenced project and that the construction is in strict compliance with plans and specification to perform as purposed. Should any defect in equipment, material or workmanship become evident for any item covered by this contract, it will be corrected at no cost to the government for a period of one year from the date of acceptance by the government. Abuse, improper or insufficient maintenance, improper operation, or acts of nature, shall not require the contractor to execute corrective actions under warranty.

DIVISION 2 - SITEWORK
SECTION 024100
UDEMOLITION
U1. GENERALU:
U1.1 WORK INCLUDEDU: Demolition or removal of all construction indicated or specified. All material resulting from demolition work, except as indicated or specified otherwise, shall become the property of the Contractor and shall be removed from the limits of Minot AFB. Work shall include furnishing all necessary labor, materials, tools, and equipment necessary to demolish work specified and/or indicated on the drawings.
U1.2 PROTECTIONU:
U1.2.1U Do not interfere with use of adjacent areas. Maintain free and safe passage to and from.
U1.2.2U Provide, erect and maintain barricades, lighting, and guardrails as required by applicable regulatory advisory to protect workers.
U2. SUBMITTALSU:
U2.1U Submit detailed procedures for proposed demolition. Include procedures and schedule.
U3. EXECUTIONU:
U3.1 PREPARATIONU:
U3.1.1U Carry out demolition work to cause as little inconvenience to adjacent areas as possible.
U3.1.2 PROTECTION OF EXISTING WORKU: Before beginning any demolition work, the Contractor shall carefully survey the existing work and examine the drawings and specifications to determine the extent of the work. The Contractor shall take all necessary precautions to ensure against damage to existing work to remain in place, or to remain the property of the Government, and any damage to such work shall be repaired or replaced as approved by the Contracting Officer at no additional cost to the Government. The Contractor shall carefully coordinate the work of this section with all other work.
U3.2 DEMOLITIONU:
U3.2.1U Demolish in an orderly and careful manner.
U3.2.2U Perform demolition in accordance with applicable authorities having jurisdiction.
U3.2.3U Repair all demolition performed in excess of that required, at no cost to the Air Force.
U3.2.4U Burning of materials on site is not permitted.
U3.2.5U Remove from site contaminated, vermin-infested, or dangerous materials encountered and dispose of by safe means so as not to endanger health of workers and public.
U3.2.6U Remove demolished materials, tools, and equipment from site upon completion of work.

U3.2.7 EXISTING FACILITIESU: Existing structures indicated shall be removed, including structure inclusive of piping, manhole, equipment, trench lining and grating, and any other materials that would hinder installation of new materials and equipment as designated on drawings.
U3.2.8 UTILITIESU: Existing utilities shall be disconnected, protected, or removed as specified if shown on the drawings.
When utility lines are encountered that are not indicated on the drawings, the Contracting Officer shall be notified.
U3.2.9U Repair damage to any active utilities due to work under this contract at no cost to the Government and to the satisfaction of the Contracting Officer or his designated representative.
3.2.10 Materials for salvage by the Contractor shall be removed from the property and shall not be sold on the site.
U3.3 DEBRIS CONTROLU:
U3.3.1 REGULATIONSU: Minot AFB and North Dakota state regulations regarding hauling and disposal shall apply.
U3.4 USE OF EXPLOSIVESU: Use of explosives will not be permitted.

DIVISION 16 - ELECTRICAL
SECTION 260500
UCOMMON WORK RESULTS FOR ELECTRICAL
U1.1 DESCRIPTIONU:
U1.1.2U Related Work Described Elsewhere:

U1.2 SUBMITTALSU:
U1.2.1 PRODUCT DATAU: Submit information in accordance with Section 011300, Division 1 of these specifications for all conduit, conduit fittings, surface metal raceway and fittings, and wire way.
U2. MATERIALSU:
U2.1 CONDUITU:
U2.1.1U Metallic conduit shall be zinc-coated inside and outside by hot dip galvanized or electro-galvanizing process.
Conduit material shall be steel.
U2.1.1.1U Rigid metal conduit shall be UL-6.
U2.1.2U All empty conduits shall be capped off watertight with pull wires installed.
U2.2 CONDUIT FITTINGSU:
U2.2.1U Fittings for rigid conduits shall be threaded, unless otherwise specified. Conduit fittings shall have same protective coating as conduit.
U2.2.2U Liquid tight flexible metallic conduit fittings shall be insulated, straight or angled as required.
U2.3 HANGERS AND SUPPORTSU: Hangers and supports shall be mounted on strut channel.
U3. EXECUTIONU:
U3.1 GENERALU:
U3.1.1U Bends and offsets shall be made with a commercial bender. Kinked and deformed bends shall not be installed.
U3.1.2U Raceways shall be capped to prevent debris from entering during construction.
U3.2 SIZEU: Conduit shall be as indicated on the drawings.
U3.3 SUPPORTSU: All raceways shall be completely and adequately supported by means of conduit straps. Spacing of supports shall be in accordance with the National Electrical Code.
U3.4 RIGID GALVANIZED STEEL CONDUITU:

U3.4.1U Fittings shall be threaded except at knockout type boxes where double locknut/bushing method shall be used.
U3.5 FLEXIBLE METAL CONDUITU:
U3.7.3U Flexible metallic conduit shall not be used as a means of grounding. A separate grounding conductor shall be utilized.

U1.1 DESCRIPTION:

U2. MATERIALS:
U2.1 CONDUCTORS:
U2.1.1U Conductors shall be soft drawn, annealed copper having a conductivity of not less than 98% pure copper, insulated for 600 volt service. Unless otherwise indicated, conductors shall be type THHN or XHHN.
U2.2 SPLICES AND CONNECTIONSU:
U2.2.1 SIZE #10 AWG AND SMALLERU: Connectors shall be a twist connector color-coded for quick identification, with outer flexible PVC plastic jacket for easy wire insertion and provide insulation protection, crush-proof housing that allows room for the spring to expand and contract with conductor temperature, and an expandable spring specially designed to apply strong, uniform pressure on wire combination. All connectors shall be U.L. listed. Size #8 AWG and Larger: Lugs shall be compression type and be factory prefilled with a joint compound UL listed, suitable for use intended.
U3. EXECUTIONU:
U3.1 GENERALU:
U3.1.1U Conductors for special systems shall be in accordance with other sections of these specifications.
U3.1.2U Power conductor in raceway; 600 volt, copper, #12 AWG minimum, type THHN or XHHN, 12 & 10 AWG solid, larger sizes stranded. Exception 260500/3.1.5.Grounding conductor shall comply with NFPA 70 Section 430.XIII;

U3.1.7U Color coding is required for 3-phase loads. All neutral conductors shall be white and ground conductors green.
Conductor identification shall be provided within each enclosure where a tap, splice or termination is made. Conductors for emergency circuits shall be yellow.
U3.1.8U Conductors of size 10 and smaller shall have insulation colored continuously. Size 8 and larger may have colored insulation on each end of each conductor. Multiple conductor cables shall be factory colored and/or numbered.

U1.2.2U These motors shall be supplied complete with all accessories, spare parts, drive pulley tools, and manufacturer's data and instructions as specified herein.
U1.2.3U Submit 6 copies of complete instructions for the proper installation, inspection, and maintenance of the machines provided for this particular service. Instruction manuals shall be submitted to the Contracting Officer not later than the date the equipment is shipped from the manufacturer's plant. The instructions shall include across-sectional drawing indicating the major component parts of the motor and the procedure for disassembly.
U1.2.4U Submit 6 copies of a complete list of renewal parts with prices for each different rating of motor. This list shall accompany the instruction manual.
U1.3 SUBMITTALS:

U1.4 QUALITY ASSURANCE:
U1.4.1U Corrosion Prevention and Finish Painting:
• The equipment provided under these specifications will be subjected to severe moisture conditions and shall be designed to render it resistant to corrosion from such exposure. The general requirements to be followed to mitigate corrosion are specified below. Any additional special treatment or requirement considered necessary for any individual items is specified under the respective item. However, other corrosion-resisting treatments that are the equivalent of those specified herein may, with the approval of the Contracting Officer, be used.
• Fastenings and Fittings- Where practicable, all screws, bolts, nuts, pins, studs, springs, washers, and other similar fittings shall be of corrosion-resisting material or shall be treated in an approved manner to render them resistant to corrosion.
• Corrosion-Resisting Materials- Corrosion-resisting steel, copper, brass, bronze, copper-nickel, and nickel-copper alloys are acceptable corrosion-resisting materials.
• Corrosion-Resisting Treatments- Hot-dip galvanizing shall be in accordance with ASTM A123/A123M or ASTM A153/A153M as applicable. Other corrosion-resisting treatments may be used if approved by the Contracting Officer.
• Frames-Motor frames, end bells, covers, conduit boxes, and any other parts, if of steel, and if they will be coated during the process of insulating the windings, shall be cleaned of rust, grease, millscale, and dirt, and then treated and rinsed in accordance with manufacturer's standard process. If any of the above-listed parts are not coated during the process of insulating the windings then, in addition to the above, they shall be given one coat of primer and then two coats of manufacturer's standard moisture-resistant coating, processed as required.
• Cores-The assembled motor core shall be thoroughly cleaned and then immediately primed by applying a minimum of two coats of a moisture-resisting and oil-resisting insulating compound. Air gap surfaces shall be given a minimum of one coat.
• Shafts-Exposed surfaces of motor shafts shall be cleaned of rust, grease, and dirt and, except for bearing surfaces, given one coat of a zinc molybdate or equivalent primer and two coats of a moisture-proof coating, each cured as required. Shafts of corrosion-resisting steel may be used in lieu of the above treatment.
• Finish Painting-Finish painting of all equipment shall be in accordance with the standard practice or recommendation of the manufacturer, as approved by the Contracting Officer.

U1.2 RELATED REQUIREMENTS:

U1.2.1U The Energy Policy Act of 2005 and Executive Order 13514 require continued energy reduction in the federal sector. This project will put the fan motors under a programmable control to either slow the motors down or shut them down to reduce their run time. The motors run continuously, make sudden starts if they are shut down. The programmable VFD makes soft starts and slows the motor or shuts it down to save run time. The motors described in the Table 1.2A (Section-262901) must be replaced as they are old and inefficient and will not last if run on VFD.
U1.3 SYSTEM DESCRIPTIONU:
U1.3.1U The Variable Frequency Motor Drive (VFD) shall be supplied and installed, if applicable, complete with necessary accessories and controls to provide a complete and workable system in accordance with the requirements of the Contract Documents.
U1.3.2U This specification covers a complete Variable Frequency Motor Drive (VFD) consisting of a pulse width modulated (PWM) inverter designed for use on a standard NEMA Design B induction motor.
U1.3.3U The drive manufacturer shall supply the drive and all necessary controls as herein specified. The manufacturer shall have been engaged in the production of this type of equipment for a minimum of twenty years.
U1.3.4U Variable Frequency Motor Drive shall covert 480 or 208 volts 3 Phase- 60 HZ to adjustable voltage and frequency for step-less motor speed control.
U1.3.5U The Variable Frequency Motor Drive (VFD) shall be (variable torque) (constant torque).
U1.3.6U All the VFD’s shall be programed to the limits of the motor to protect them.
U1.3.7U The VFD’s shall be connected to the Building DDC system to report status and receive programmed commands to operate the motor that it operates.
U1.3.8U The DDC system shall be programmed to take control of the VFD to control it in a manner to lower the run time and provide smooth startup and shut down to save energy. During unoccupied times the fan motors shall go to a demand only and shut down if there is no call for heating or cooling. The heating set point shall have a settable minimum temp of 55 and cooling maximum set point of 84 for unoccupied spaces. The programmer shall work with the facility manager to get the current schedule and let them know where and how to override the system to occupied set points when needed. The facility manager shall decide on the length of time for the override before it goes back to unoccupied.
U1.3.9U In the gym building 455 the air handler on the south side should be primary and the second air handler shall run if the thermostats are not satisfied within 15 minutes.
U1.3.10U All of the systems that have return fans they shall follow the lead of the supply fan that they are serving and ramp up and down or shut down as one system.

1.4 PERFORMANCE REQUIREMENTS:
1.4.1 ELECTROMAGNETIC INTERFERENCE SUPPRESSION:
1.4.1.1 Fast switching of power transistors and pulse-width modulated (PWM) output of variable-frequency drives (VFDs) produce large, rapid voltage swings—generating electrical noise, or electromagnetic interference. EMI refers to any disturbance to normal operation of electric equipment (and drives). Its two main forms are Conducted EMI (150 kHz-30 MHz range), due to abnormal energy passing along cable connections and radiated EMI (30 MHz-1 GHz range), caused by wave transmission.
1.4.1.2 Drive design and installation must mitigate EMI to prevent degraded performance or cause harm to the drive, as well as limit spread of interference to nearby equipment or facilities. Electromagnetic compatibility (EMC) is an overall approach for addressing these issues in electrical equipment.
1.5 SUBMITTALS:
1.5.1 PRODUCT DATA: For each type of product indicated. Include rated capacities, weights, operating characteristics, furnished specialties, and accessories.
1.5.1.1 Technical data on all major components of Variable Frequency Motor Drive (VFD) and other products described in this section. Data is required for the Variable Frequency Motor Drive (VFD) mechanism, control system, Section 262923 Page 3 cabinet, and protective specifically listed for use with each Variable Frequency Motor Drive (VFD). Include steady state and fault current rating, weights, operating characteristics, and furnished specialties and accessories.
1.5.1.2 Single- line diagram: Show Connections between Variable Frequency Motor Drive (VFD), switch, Motor, power sources, and motor.
1.5.2 Shop Drawing: Dimensioned plans, elevation, sections, and details showing minimum clearances, conductor’s entry provisions, gutter space, installed features and devices.
1.5.2.1 Dimensioned outline drawings of assembly, including elevations, sections, and details including minimal clearances, conductor entry provisions, gutter space, installed features and devices and material lists.
1.5.2.2 Internal electrical wiring and control drawings.
1.5.2.3 Interconnection wiring diagrams, showing recommended conduit runs and point-to-point terminals connections to motor set.
1.5.2.4 Installation and mounting instructions, including information for proper installation of equipment to meet seismic requirements.
1.5.3 MANUFACTURER AND SUPPLIER QUALIFICATION DATA:
1.5.3.1 The Manufacturer of this equipment shall have produced similar equipment for a minimum period of 10 years.
When requested, an acceptable list of installations with similar equipment shall be provided demonstrating compliance with this requirement.
1.5.3.2 Warranty documents demonstrating compliance with the project’s contract requirements.
1.6 QUALITY ASSURANCE:
1.6.1 Manufacturer Qualification: The Equipment supplier shall maintain a service center capable of providing, parts, maintenance and emergency repairs to equipment.
1.6.1.1 Submit names, experience level, training certification, and locations for technicians that will be responsible for servicing equipment at this site.
1.6.1.2 The manufacturer shall maintain model and serial number records of each Variable Frequency Motor Drive (VFD) provided for at least 20 years.
1.6.1.3 After installation of the system at the site a field acceptance test shall be performed by the contractor in conjunction with the manufacturer of the drive equipment. The field acceptance test shall consist of a repeat of the factory test. Functional tests shall demonstrate satisfactory operation of all interlocks, alarms and normal operational sequences. The drive manufacturer shall use suitable test equipment to locate and correct all malfunctions. Repeated failure of any component will cause the test to be terminated and restarted when equipment has been fixed. Harmonic distortion tests shall be run on the drives and the bus to determine the voltage distortion and current distortion. IEEE 519-1992 standards shall be used as the guide to test results.
1.7 DELIVERY AND STORAGE:
1.7.1 Equipment delivered and placed in storage shall be stored with protection from the weather, humidity and temperature variations, dirt and dust, or other contaminants.
1.8 MAINTENANCE:

1.8.1 Manufacturers provide spare parts in accordance with recommended spare parts list.
1.8.2 During the warranty period, the Contractor shall provide on-site, on-call maintenance services by Contractor's personnel on the following basis: The service shall be on a per-call basis with 36 hour response. Contractor shall support the maintenance of all hardware and software of the system. Various personnel of different expertise shall be sent on-site depending on the nature of the maintenance service required. Costs shall include travel, local transportation, living expenses, and labor rates of the service personnel while responding to the service request. The provisions of this Section are not in lieu of, nor relieve the Contractor of, warranty responsibilities covered in this specification. Should the result of the service request be the uncovering of a system defect covered under the warranty provisions, all costs for the call, including the labor necessary to identify the defect, shall be borne by the Contractor.
2. PRODUCTS:
2.1 MANUFACTURERS:
2.1.1 Subject to compliance with requirements, provide Johnson Controls VFD:
2.2 VARIABLE FREQUENCY DRIVES (General Requirements):
2.2.1 Input circuit breaker per UL 489 with a minimum of 10,000 amps symmetrical interrupting capacity and door interlocked external operator.
2.2.2 A converter stage per UL 508C shall change fixed voltage, fixed frequency, ac line power to a fixed DC voltage.
The converter shall utilize a full wave bridge design incorporating diode rectifiers. Silicon Controlled Rectifiers (SCR) are not acceptable. The converter shall be insensitive to three phase rotation of the AC line and shall not cause displacement power factor of less than .90 lagging under any speed and load condition.
2.2.3 The VFD shall be capable of supplying 150 percent of rated full load current for one minute at maximum ambient temperature.
2.2.4 The VFD shall be designed to operate from a 208 and 480 volt, plus or minus 10 percent, three phase, 60 Hz supply, and control motors with a corresponding voltage rating.
2.2.5 Acceleration and deceleration time shall be independently adjustable from one second to 60 seconds.
2.2.6 Adjustable full-time current limiting shall limit the current to a preset value which shall not exceed 150 percent of the controller rated current. The current limiting action shall maintain the V/Hz ratio constant so that variable torque can be maintained. Short time starting override shall allow starting current to reach 175 percent of controller rated current to maximum starting torque.
2.2.7 The controllers shall be capable of producing an output frequency over the range of 3 Hz to 60 Hz (20 to one speed range), without low speed cogging. Over frequency protection shall be included such that a failure in the controller electronic circuitry shall not cause frequency to exceed 110 percent of the maximum controller output frequency selected.
2.2.8 The controllers shall be capable of being restarted into a motor coasting in the forward direction without tripping.
2.2.9 Protection of power semiconductor components shall be accomplished without the use of fast acting semiconductor output fuses. Subjecting the controllers to any of the following conditions shall not result in component failure or the need for fuse replacement:
• Short circuit at controller output
• Ground fault at controller output
• Open circuit at controller output
• Input under voltage
• Input overvoltage
• Loss of input phase
• AC line switching transients

• Instantaneous overload
• Sustained overload exceeding 115 percent of controller rated current
• Over temperature
• Phase reversal
2.2.10 Solid state motor overload protection shall be included such that current exceeding an adjustable threshold shall activate a 60 second timing circuit. Should current remain above the threshold continuously for the timing period, the controller will automatically shut down.
2.2.11 A slip compensation circuit shall be included which will sense changing motor load conditions and adjust output frequency to provide speed regulation of NEMA B motors to within plus or minus 0.5 percent of maximum speed without the necessity of a tachometer generator.
2.2.12 The VFD shall include external fault reset capability. All the necessary logic to accept an external fault reset contact shall be included.
2.2.13 Provide critical speed lockout circuitry to prevent operating at frequencies with critical harmonics that cause resonant vibrations. The VFD shall have a minimum of three user selectable bandwidths.
2.2.14 Hand-off-Auto and Drive-off-Bypass selection buttons on keypad that simplifies control.
2.2.15 Programmable automatic restart options including bypass capability.
2.2.16 Two or three contactor bypass.
2.2.17 EMI filtering and 3% AC input line reactors.
2.2.18 Run-permissive damper control in drive or bypass mode.
2.2.19 Input Voltage regulation between -10%/+10%.
2.3 VARIABLE FREQUENCY DRIVE FEATURES:
2.3.1 The VFD shall have the ability to vary the speed up in accordance with a little more wind or pressure. This can be done using a simple wind pressure switch wired to the VFD to arbitrarily specify the running speed of the motor, with a programmable time constant to establish the sensitivity or rate of response of the drive to the changing control signal.
It’s required to occasionally turn off the motor when the facility is not operated, to reference (Table 1.3A). VFD Features shall be included:
• Modular design with common control components.
• Drive-off-Bypass/hand-off-automatic selection buttons on keypad simplify control.
• Large selection of “plug and play option cards and pre-engineered options.
