DIVISION 01 - GENERAL REQUIREMENTS

SECTION 01000

SPECIAL PROVISIONS

1 GENERAL:

1.1 LOCATION OF WORK: The work is located in the conventional munitions storage area (5 MUNS) at Minot Air Force Base (MAFB) and is located between Buildings 982 and 981 and between Building 982 and 984. The location map, included in Attachment No. 1, depicts the location of the work. The work is in a controlled area.

1.2 SPECIAL PROVISION ATTACHMENTS: Attachments for this section are as follows:

1.2.1 Contract Progress Schedule (AF IMT 3064) and Contract

Progress Report (AF IMT 3065) are included in Attachment No. 02.

1.2.2 A map of existing conditions is included in Attachment No.

03.

1.3 DESCRIPTION OF WORK: The project involves revisions to two existing berms at 5 MUNS. One berm is located between buildings 982 and 981, and the second berm is located between buildings 982 and 984. The project involves approximately 1508 cubic yards of fill for the west barricade and approximately 1263 cubic yards of fill for the north barricade and includes the installation of a retaining wall at the end of each berm. The berm repair plan is included in Attachment No. 4.

1.3.1 Project work includes, but is not limited to, the following:

1.3.1.1 Remove the existing concrete barricade extensions.

The barricades that separate the buildings are approximately 30 feet high with a top elevation of approximately 1872.0. A concrete wall extends from the top of barricade at the north end of the barricade between Building 982 and Building 984. The wall extends from the top of slope locations for a distance of approximately 36’-4”. A concrete wall extends from the top of the barricade at the west end of the barricade between buildings 982 and 981.

The wall extends from the top slope location for a distance of approximately 32’-6”. The existing wall elevations are included in Attachment No. 5.

1.3.1.2 Strip and stockpile topsoil at approximately 1221

square yards.

1.3.1.3 Extend the existing earthen barricades beyond the

line of sight between the adjacent modules, and truncate the end of the fill slope located at the north end of the north barricade and the west end of the west barricade by constructing a concrete retaining wall, as shown in Attachment No. 4.

1.3.1.3.1 Install a retaining wall at the west end

of the west barricade. The retaining wall shall be approximately 88 feet in length and vary in height from approximately 0 feet to 11 feet above finished grade. The retaining walls shall be located outside of the limits of the line-of-sight lines.

1.3.1.3.2 Install a retaining wall at the north end

of the north barricade. The retaining wall shall be approximately 92 feet in length and vary in height from approximately 0 to 11 feet above finished grade.

1.3.1.4 Replace topsoil from stockpile to graded slopes.

1.3.1.5 Place hydraulic seeding and mulch in all areas of

disturbed soil and along new slope.

1.3.1.6 Install an erosion control mat along the finished

grade of the new 2:1 slopes.

1.3.2 The above description of work is for the purpose of

general information only and is not intended to include and describe every feature or item of work or to define the scope of work.

1.3.3 Specifics of the plan are shown in Attachment No. 4 and described herein.

1.4 SITE INVESTIGATION: Bidders are urged to visit the site and, by their own investigation, satisfy themselves as to the existing conditions.

Bidders will identify discrepancies or omissions in the specifications and immediately notify the Contracting Officer in order to obtain clarification prior to submitting their bid. If the bidder chooses not to visit the site, he/she will nevertheless be charged with the knowledge of the conditions that a reasonable inspection would have disclosed. Contractors shall assume all responsibility for deductions and conclusions as to the difficulties in performing the work. The Contracting Officer will arrange for a site visit and will require Contractors to notify him/her 24 hours in advance of intended visit.

1.5 USE OF PREMISES:

1.5.1 The site is located within a controlled area. Buildings and access roads adjacent to the site will remain utilized by the Government for the duration of the contract. The contractor shall limit construction operations to allow for full use of the areas by the Government.

1.5.2 Coordinate use of premises under the direction of the

Contracting Officer and the using agency.

1.6 EQUIPMENT PARKING: Space for the contractor's equipment will be allotted on MAFB. The exact location will be chosen during the preconstruction conference and shall be approved by the Contracting Officer at that time. It will be the contractor’s responsibility to secure his/her own equipment using his/her own resources to do so at all times. The Government shall not be liable for the security of any of the contractor's equipment or material while on MAFB.

1.7 WORK SCHEDULE: Working hours for the contractor will normally be 10-hour days between the hours of 7:00 a.m. and 5:00 p.m., excluding Saturdays, Sundays, and federal holidays. If the contractor desires to work during periods other than the above mentioned, the Government will also consider other work hour proposals to meet the contractor’s needs depending on the availability of the facility and additional Government inspection forces.

The contractor shall make his/her request to the Contracting Officer three days in advance of his/her intention to work during other periods to allow coordination with the using agency and the assignment of additional inspection forces. If such force is reasonably available, the Contracting Officer may authorize the contractor to perform work during periods other than normal duty hours/days. However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the contractor, the actual cost of inspection at overtime rates will be charged to the contractor. These adjustments to the contract price may be made periodically as directed by the Contracting Officer.

1.8 CONSTRUCTION PROGRESS SCHEDULE: The contractor shall prepare and submit to the Contracting Officer for approval prior to commencing construction a Construction Progress Schedule (AF IMT 3064, see Attachment No.

02) showing the order in which the contractor proposes to perform the work.

The schedule shall separate the work into phases developed in cooperation with the Government. The schedule shall include the dates on which the contractor contemplates starting and completing the salient elements of the work. The contractor shall also specifically identify on each Contractor Progress Report (AF IMT 3065, see Attachment No. 02) any apparent, anticipated, or proposed deviation from the previously approved schedule.

1.9 REFERENCE STANDARDS:

1.9.1 For products specified by association or trade standards, comply with requirements of the standard. The products to be used in the work under this contract are described in the other sections of these specifications.

1.9.2 All federal specifications, standards, products, and

publications shall be of the latest and most current issue at the Invitation for Bid date.

1.10 SAFETY:

1.10.1 Contractor to comply with all OSHA/NEC/IBC Regulations.

1.10.2 Contractor to comply with Minot Air Force Base Instruction (MAFBI) 32-2001, Responsibilities of Base Personnel to Eliminate or Control Fire Hazards.

1.10.3 Radioactive Sources: Non-Air Force organizations bringing radioactive materials on Air Force installations or conducting operations using radioactive materials on Air Force installations must receive written approval by the Base Radiation Safety Officer (RSO), 5 MDOS/SGOAB, at 723- 5151.

1.10.3.1 To get this approval, the non-Air Force

organization must send a request to the installation RSO at least 30 calendar days before bringing the materials onto the installation. The requests must be in writing and include the following:

1.10.3.1.1 A brief description of the proposed

activities.

1.10.3.1.2 A copy of the current Nuclear Regulatory

Commission (NRC) Agreement or State license with current NRC Form 241, REPORT

OF PROPOSED ACTIVITIES IN NON-AGREEMENT STATES, AREAS OF EXCLUSIVE FEDERAL

JURISDICTION, OR OFFSHORE WATERS. EXCEPTION: Contractors using generally licensed materials and DoE or DoE prime Contractors operating in accordance with 10 CFR Part 835 do not require an NRC license or NRC Form 241 for NARM.

1.10.3.1.3 The name, local address, and telephone

number for the responsible local representative and the name, address, and telephone number of the RSP named on their license.

1.10.3.1.4 A copy of the part of the Air Force

contract describing work to be done at the installation and the inclusive dates of the work.

1.10.3.1.5 An acknowledgement that the installation

RSO can make periodic checks to ensure that Contractor personnel follow radiation safety practices to prevent exposures to Air Force personnel and avoid contamination of Government property. In addition, the installation RSO must have authority to suspend Contractor operations believed to be unsafe.

1.10.3.2 Agreement State licensees using NRC regulated

materials must supply a copy of the NRC Form 241 approved by the installation’s NRC Region according to 10 CFR Part 150.20. The form must specify the correct locations and dates of performance of licensed activities. State licensees may not work on Air Force or other installations where exclusive federal jurisdiction exists for more than 180 days per calendar year without first getting an NRC license.

1.10.3.3 Non-Air Force organizations that do not have an NRC

or Agreement State license with current NRC Form 241 and who are not DoD or

DoE prime Contractors exempted from licensing must contact AFMOA/SGOR for guidance and approval to use radioactive materials on Air Force installation.

1.11 TRAFFIC CONTROL: The contractor shall provide all traffic control devices for vehicular traffic and will be responsible for maintaining these devices until notified by the Contracting Officer. The contractor’s traffic control devices shall comply with the latest addition of the Manual on Uniform Traffic Control Devices.

1.11.1 Not less than 14 days prior to construction, submit a

proposed plan for routing traffic through or around the work site as applicable. This plan shall be included as a submittal on the AF Form 66, schedule of Material Submittals.

1.12 HAULING MATERIALS: The use of base streets for hauling materials will be permitted if the vehicles are equipped with pneumatic tires. Hauling of materials shall comply with state and local regulations. Truck traffic will be restricted to haul routes on base. Haul routes will be designated at the preconstruction conference. The Contractor shall be responsible for establishing and maintaining off-base haul routes. On-base haul routes shall be maintained such that a passenger vehicle may travel safely on it at all times. All construction traffic shall be confined to the designated haul routes. Dust shall be controlled to prevent creation of a nuisance in the surrounding area. Haul routes shall be restored to existing condition upon completion of the project at no additional cost to the Government. Any damage to base roads caused by construction traffic shall be repaired by the Contractor at no additional cost to the Government.

1.12.1 For any spill of hazardous material on base, immediately notify the Base Fire Department at 723-2461. The contractor is responsible for all costs incurred by the Government in responding to or cleaning up any such spill.

1.13 DRAWINGS AND SPECIFICATIONS: At least one set of specifications and drawings shall be kept at the job site by the Contractor's job superintendent or foreman. The specifications and drawings shall be accessible by the Government’s representative at any time work is being performed or the Contractor is on-site.

1.14 As-Built Drawings: The Contractor shall maintain a set of red-lined full scale, as-built construction drawings marked-up to fully indicate as-built conditions. These drawings shall be maintained in a current condition at all times until completion of the work and shall be available for review by Government personnel at all times. The locations as dimensioned from permanent features, general description, type of material, and approximate depth below finished grade of all new and existing exterior underground utilities encountered shall be indicated. All variations from the contract drawings for the required coordination between trades shall be indicated.

These variations shall be shown in the same general detail utilized in the initial contract drawings. As-built construction drawings shall be furnished to the contracting officer for use during the final inspection. The as-built

01000#6$ drawings shall be submitted to the Contracting Officer in accordance with Section 01300: SUBMITTALS.

2. PRODUCTS: The products to be used in the work under this contract are described in other sections of these specifications.

3. EXECUTION:

3.1 WORK CONDUCT, CORRELATION, EXECUTION, ETC.:

3.1.1 Work Performance: Contractor shall conduct all work, including materials distribution, in an orderly manner and shall notify Contracting Officer within two (2) workdays of mobilizing at the job site.

Contractor shall confine and limit his personnel to only those areas required for work performance.

3.1.2 Work Sequence: Work shall commence immediately as

authorized by the Contracting Officer.

3.1.3 All work shall be performed in a neat, orderly fashion, with extreme care exercised to avoid damage to all property in and around project areas. Any damage caused by the contractor shall be replaced, repaired, or restored to the Contracting Officer's satisfaction at no cost to the Government. Upon completion, all work and storage areas shall be cleaned of all evidence of contractor's debris accumulations. All work areas shall be barricaded properly for day and nighttime vehicular safety warning and in compliance with the current version of the Manual on Uniform Traffic Control Devices.

3.1.4 Scheduling: The Contractor shall schedule work to minimize the amount of disturbance and disruption to the Using Agency. The Contractor's proposed work schedule shall be coordinated with the Contracting Officer or his/her designated representative two (2) weeks prior to the start of any work.

3.1.5 Storage: At close of each day's operations, all materials and equipment shall be moved to the storage area designated by Contracting Officer or his/her designated representative. If the contractor should have a storage structure or equipment located on base, it shall be removed and storage area restored to its original condition within seven days after final acceptance of this project.

3.1.6 QUALITY CONTROL: The contractor shall provide a quality control inspector who is familiar with all phases of operation. This individual may be the same person as the job supervisor or foreman. The quality control inspector's responsibility shall be to make constant quality control inspections of all phases of the operation in order to ensure constant compliance with the contract specifications. A Quality Control Plan shall be submitted to the Contracting Officer prior to the start of any work. This plan should apply to all subsequent delivery orders.

3.1.7 Pay Request: Submit to the Contracting Officer AF Form 3052 with quantities of work completed per bid item signed by the Air Force’s representative and by the Contractor’s representative.

3.2 UTILITIES: Water and electricity required will be furnished by the Government.

3.3 PERMITS AND WORK CLEARANCES:

3.3.1 AF FORM 103: AF Form 103 will be given to the contractor during the pre-construction meeting. Contractor shall complete and follow all instructions on AF Form 103 before start of work on base. A copy of AF Form 103 instructions will be available to the contractor during the pre-construction meeting.

3.3.1.1 Contractor shall coordinate with appropriate utility

locating agencies, including base communications cable maintenance, Items 1 through 15 of AF Form 103, Base Civil Engineering Work Clearance Request.

3.3.1.2 Before any excavation, alteration, or other

construction work is begun, the contractor shall obtain and fully process an AF Form 103, Base Civil Engineering Work Clearance Request. The form requires extensive coordination with several base agencies, including furnishing all locations, detailed information, and sketches regarding any proposed excavation(s).

3.3.1.3 Processing a separate request for each planned

excavation is required; each phase of processing the form and its attachments shall be completed prior to commencing work involving that phase.

3.3.1.4 The AF Form 103 shall be prominently displayed on

the job site at all times for review by the Contracting Officer and/or his or her designated representative.

3.3.1.5 A copy of the signed form shall be submitted to the

Contracting Officer and a copy to the project inspector.

3.3.1.6 Clearance request is not valid until signed by the

Approving Officer, block 17 of the AF Form 103. Approving Officer will not sign until all locates are marked and all utility locating agencies’ signatures are on the form. Excavation work shall commence within 30 days after the Approving Officer's signature; otherwise, clearance request is invalid and a new request is required. Notify Contracting Officer immediately if new utilities were installed by others and not marked after all initial locates are made.

3.3.1.7 Contractor shall schedule a meeting time to meet

with each utility agency at the work site to locate affected utilities.

3.3.1.8 Contractor shall maintain all marked utilities in

the field once they are initially marked by each utility agency. If markings are damaged, contractor shall request new locates and shall give the locating agency 48 hours to perform the new locates. Expenses for time and materials to perform repeat locates shall be borne by the contractor unless otherwise approved by the Approving Officer. Cost to do the repeat locates will be deducted from the final invoice. Cost will be calculated using the average shop rate of each agency. In cases where utilities were marked late in the year and operations had to be shut down for winter, marked utilities would still have to be maintained by the contractor by placing stakes or transcribing the marks on a drawing. When construction resumes, contractor shall re-mark the site and may request verification of utility locations at no additional cost to the Government. Off-base utility locates agencies might request additional cost for repeat locates.

3.3.1.9 Protection of Existing Utilities: The contractor

shall safeguard and protect from damage all utilities encountered or uncovered during digging, excavation, and backfilling.

3.3.2 AF Form 592: When any welding, cutting, brazing, or use of any open flame device is to the used, an AF Form 592 permit must be obtained from the Base Fire Department (Building 896, 320 Flightline Drive) prior to beginning such work. During such work, a fully charged and operable fire extinguisher, appropriate for the task, shall be provided by the Contractor.

3.4 FIELD ENGINEERING: The Contractor shall provide field-engineering services by a license Land Surveyor to establish grades, lines, levels, and retaining wall data.

3.4.1 Grade site to match the intent of the plans and

specifications and to establish slopes designated in the plans. Grade site to drain. Protect site from ponding or running water, or accumulation of standing water in areas stripped of topsoil. The Contractor shall provide all surveying required to establish and maintain line and grade stakes necessary to complete the construction.

3.5 SANITARY FACILITIES:

3.5.1 The contractor shall provide a portable sanitary facility at no cost to the Government.

3.6 Protection:

3.6.1 Confine equipment, materials, storage, and workmen’s

movements and operation within limits required to perform specified work.

3.6.2 Existing Facilities: The access roads will be utilized by the using agencies during the duration of the project.

3.6.3 The Contractor shall monitor weather conditions and

progress of work and be prepared to provide protection to new concrete at the end of each day and during sudden changes in weather to prevent damage to the material from precipitation and cold weather.

3.6.4 Contractor shall provide protection and storage of all

materials to be incorporated into the project. No material shall be stored in the immediate area except sufficient material required for each day’s work accomplishment when in compliance with controlled area clearance restrictions.

3.7 WINTER EXCLUSION: The winter exclusion shall be from 15 October through 15 May.

4. SECURITY AND DELAYS:

4.1 GOVERNMENT-CAUSED DELAYS:

4.1.1 Scheduled Work Delays: The contractor shall allow a total of 30 minutes processing time to enter or leave MAFB or controlled/restricted areas. This cost shall have been factored into the contractor's bid price.

4.1.2 Unscheduled Work Delays: In the event of a military exercise, inspection, or event, the contractor may be required to vacate the area of all personnel, equipment, and materials for an indefinite period. The on-site supervisor shall notify the Contracting Officer within two (2) days of the delay. Unscheduled Work Delay Unit Price: The contractor shall bid an hourly rate for unscheduled work delays caused by the Government as shown in the Bid Schedule. This hourly rate shall include all contractor costs (labor, equipment, materials, etc.) attributed to an unscheduled work delay.

4.2 SECURITY REQUIREMENTS:

4.2.1 Base Regulations: All activities of the contractor and his employees shall be conducted in strict accordance with Minot Air Force Base Security Regulations. Copies of these regulations will be furnished to the contractor upon request.

4.2.2 The Contractor shall: protect all Government property;

comply with base physical security regulations and procedures; and the Government inspector/escort will be responsible for on-site security.

4.2.3 During all on-site work, the Contractor personnel will be accompanied and continuously monitored by one (1) Government inspector/escort. Failure to remain within the area being monitored is a serious breach of security and safety regulations. The Contracting Officer reserves the right to deny entry to/or take action with any Contractor personnel who refuse to conform to security and/or safety regulations. Delays resulting from such entry denial shall not result in any cost to the Government or schedule delay.

4.2.4 Identification of Employees: The contractor shall submit to the Contracting Officer a Personnel Listing in three copies with each employee’s name, as it appears on the employee’s primary form of picture identification (i.e. State Driver’s License), address, SSN, home and business phone numbers, date and place of birth, and name, address and telephone number of the firm that will be working at the construction site. This listing must be provided no-later than the date of the preconstruction conference. Changes to the list shall take place prior to employees arriving at the job site. Each employee shall have two forms of identification to be permitted entry into the job site. Once form of identification shall have a picture.

These walls were required because the earth portion of the barrier at these locations did not extend past the line of sight between the buildings as described in AFMAN 91-201.

Buildings 981 and 982 have finished floor elevations of 1946.1 and Building 984 has a finished floor elevation of 1646.2.

A location map for the Berm Repair area is located in Appendix B.

3. Investigative Services

The scope for investigative services includes a design charrette, assessment of existing facilities, site topographic survey, and review of existing plans, codes and standards provided by the MAFB staff.

3.1 Design Charrette

A design charrette was held with MAFB staff on October 24, 2013. The charrette helped to define the project goals, design criteria, scope, and budget. The following specific design issues were discussed at the Design Charrette:

The main goal of this project is to eliminate the concrete blast barrier walls constructed into the barricades between the affected buildings.

A barricade blast barrier separates Building 982 from Building 981 to the south. The area to the west and north of Building 982 is vacant land separated from the building by a chain link fence.

The barricades that separate the buildings are approximately 30 feet high with a top elevation of approximately 1872.0. A concrete wall extends from the top of the barricade at the north end of the barricade between Building 982 and Building 984. This wall extends from the top of slope location for a distance of 36’-4”. See *North Wall Elevation”

DIVISION 01 - GENERAL REQUIREMENTS

SECTION 01010

ADMINISTRATIVE PROVISIONS – REPAIR BERMS

1 GENERAL:

1.1 DESCRIPTION OF WORK: Work of this Contract, Repair Berms, QJVF 08- 0123, comprises the removal of existing concrete barricade extensions, the extension of the earthen barricades beyond the line of sight between the adjacent modules, and the truncation of the end of the north barricade and the west end of the south barricade by constructing a concrete retaining wall. Work includes all associated equipment and work, thereby restoring protection to the individual modules in the conventional munitions storage areas from unplanned detonations, thus restoring the reliability of the berms. The berms are located between buildings 982 and 981 and between buildings 982 and 984 at 5 MUNS located on Minot Air Force Base, North Dakota.

1.2 CONDUCT: The Contractor shall conduct all work in an orderly manner with minimum disturbance and inconvenience to normal operations of the Base.

1.3 SAFETY REQUIREMENTS: The Contractor shall comply with all applicable provisions and all OSHA, NEC, and Worker's Compensation requirements.

1.4 METHOD OF MEASUREMENT AND BASIS OF PAYMENT: The Contractor shall be paid based on the approved construction schedule milestones measured in percentages complete. The prices shall include full compensation for furnishing labor, material, tools and equipment and for performing complete work involved in this Contract.

1.4.1 The intent of the Plans and Specifications is that the

Contractor shall furnish all labor and materials, equipment, and transportation necessary for the proper execution of the work unless specifically noted otherwise.

1.4.2 The Contractor shall do all the work shown on the plans and described in the Specifications and all incidental work considered necessary to complete the project in a substantial and acceptable manner and to fully complete the work, ready for use by the Owner.

1.4.3 Berm Investigation: Contractor shall provide with

government’s representative a visual inspection of the existing berms and concrete barricade extensions to verify existing conditions and all existing measurements. Contractor shall come into agreement with government’s representative on all items included in the statement of work before any work can begin.

1.5 PROTECTION:

1.5.1 Existing Facilities: Using agencies will access the existing buildings and access roads in the premises, as necessary, during the construction of the Project for the conduct of normal operations.

Contractor shall monitor weather conditions and progress of work and be prepared to provide protection for any freshly poured concrete at the end of each day and during sudden changes in weather to prevent damage due to precipitation and/or cold weather.

1.5.2 Contractor shall provide protection and storage of all

materials to be incorporated into project work.

1.6 HAZARDOUS WASTE: Hazardous waste or other materials, as defined by the Resource Conservation and Recovery Act or applicable Federal, State or local Regulations resulting from the Contractor's operations shall be removed, by the Contractor, off base on a daily basis and be legally disposed of IAW all applicable Federal and State Regulations.

1.6.1 The contractor is required to capture all waste from the removal of the existing concrete barricade extensions and preparation of the earthen barricades for extension and legally dispose of this waste as required by local, state, and federal regulations. No waste shall be placed in any drain or catch basin. Report any suspected storm water contamination to 5

CES/CEAN.

1.7 DISMANTLING, DEMOLITION AND MATERIAL DISPOSITION:

1.7.1 Removal of Salvage: Contractor shall remove items to the extent required, with all removed materials and unsalvageable items hauled and disposed of off base. All materials salvaged for reuse shall receive prior approval of the Contracting Officer before reuse. Materials not acceptable for reuse shall be disposed of and replaced with new materials as hereinafter specified.

1.7.1.1 It is anticipated that stripped topsoil be

stockpiled for re-use with the project.

1.7.2 Sequence and method of operation shall be such that maximum practicable protection is provided for personnel, materials, equipment, aircraft and structures to minimize the spread of dust, flying particles, and intrusion of unfavorable weather at all times.

1.8 CLEANUP: Contractor shall maintain site and floor area clear of all debris resulting from his/her work at all times. This shall include policing work area each day and removing any windblown debris or materials from this area of operation. No materials or debris shall be permitted to be burned on the Base. All debris and unsalvageable waste materials shall become property of Contractor, and shall be disposed of in an appropriate container (i.e., 01010-3

roll-off dumpster) and the container shall be emptied, once it becomes full to max capacity, off Minot Air Force Base in an approved landfill. Debris shall not be permitted to accumulate unless deposited in an approved manner and in a covered container. Debris shall not overflow the container at any time.

1.9 STORM WATER REMOVAL: Contractor shall be responsible for removal of water in areas scheduled for daily work performance. Water removal shall be by pumping, siphoning, absorbent mopping, high-pressure air, brooming and/or combinations thereof or other approved methods that shall not cause any damage to the hangar floors, surrounding structures, landscape, etc. All storm water removal shall be in compliance with the Clean Water Act.

1.10 SNOW REMOVAL: If applicable, Contractor shall be responsible for removal of all snow and ice in areas scheduled for daily work performance.

Contractor shall dump snow and ice on ground at locations approved by Government representative. Care should be given by contractor not to damage landscaping, ground-based equipment, or block any sidewalks, driveways, roads or doors.

SUBMITTALS

1. GENERAL:

1.1. PROCEDURES:

1.1.1 The Contractor shall be required to submit items listed in the Submittal Schedule at the end of this section to the Contracting Officer for approval.

1.1.2 Transmit each item under AF 3000, Material Approval Submittal form. Identify contract number, project number, and Contractor. Identify section and paragraph reference for each item submitted with the AF 3000.

Submit five copies unless otherwise required elsewhere in the specification.

1.1.3 Unless specifically stated otherwise elsewhere in this

specification, each submittal shall be approved by the Contracting Officer prior to incorporation of materials into the work.

1.1.4 Approvals of submittals which do not conform to the contract shall not be construed as a change to the contract.

1.2. MANUFACTURER'S DATA AND SAMPLES: Where manufacturer's data and samples are required, submit in accordance with procedures identified in 1.1 above.

1.2.1 Manufacturer's Certification: Submit a statement from the product manufacturer that proposed products meet the specified standards and other salient characteristics identified as requirements in the specification.

1.2.2 Product Data: Submit complete manufacturer’s literature which describes all salient characteristics identified as requirements in the specification. Literature which is not specific to the proposed product shall be marked to indicate clearly which item is being proposed for use in this contract.

1.2.3 Manufacturer’s Certifications: Submit a statement from the product manufacturer that proposed products meet the specified standards and other salient characteristics identified as requirements in the specification.

1.2.4 Installation instructions: Submit manufacturer’s printed instructions for delivery, storage, assembly, installation, start-up (if applicable) and adjustments. Information shall include temperature restrictions and any other environmental limitations as well as substrate preparation requirements if any exist.

1.3. SHOP DRAWINGS: Drawings shall illustrate how the specified materials are integrated into the work as a whole. Adjacent materials which affect the complete installation of the specified products shall be shown and identified. Deviations from Contract drawings shall be clearly identified and the reason for deviation clearly explained.

1.4. TEST DATA: Test results shall be dated and signed by the agency performing the test.

1.5. WARRANTY: Submit detailed warranty information which identifies specifically items covered as well as exclusions from the warranty and the warranty period. All copies shall be dated and signed by an authorized officer of the company. The officer’s name and title shall be typed on the warranty adjacent to the signature.

1.6. OPERATION/MAINTENANCE INSTRUCTIONS: Submit manufacturer’s published instructions as applicable.

1.7. MISCELLANEOUS SUBMITTALS: Submittals, which are none of the above types, shall meet the specific requirements identified in the referenced paragraph of the Specification Section identified in the schedule.

1.8. SUBMITTAL SCHEDULE: The attached AF Form 66, Attachment No. 6, is a list of required submittals for this Contract.
