DIVISION l - GENERAL REQUIREMENTS
SECTION 01005
UADMINISTRATIVE PROVISIONS
U1. DESCRIPTION OF WORKU:
U1.1.U These specifications cover the drainage pumping station facility at six (6) Launch Facilities (LF’s) (A-09, H-11, J-03, J-10, L-04, M-10). Each drainage pumping station facility includes the precast housing unit complete with two pumps and all piping and electrically wired for operation; the drainage trough lining and cover and the 4-inch thick erosion control gravel surfacing on area back of the launching pad area that the pumping station serves. Project to be performed in strict accordance with these specifications and applicable drawings and subject to the terms and conditions of the contract.
U1.1.1U The drawings attached to the specifications show the general arrangement and approximate dimensions at each site. UTHE CONTRACTOR SHALL BE
RESPONSIBLE FOR ACCURACY REQUIRED FOR THE PROPER ACCOMPLISHMENT OF THE WORK.
U1.2 PRINCIPAL FEATURESU: The work to be performed includes, but is not limited to, the following principle features:
1.2.1 Furnish and install to proper working condition two (2) sump pumps, floats, precast concrete manhole, trench lining, trench grating, heat tracing, SITE WORK, site grading and erosion control for six (6) LF’s. This work is on a secure site which must remain in use during and after working hours, including weekends and holidays. All work shall be accomplished by contractor to make a working system. The work to be performed is in a restricted area. Therefore, the Contractor shall conform to all requirements of MAFB IDP 31 and AFI 31-101.
U1.2.2U Work will be allowed on one site at a time, with that site being completed and a final inspection performed before work begins on the next. The work schedule will be submitted by the Contractor coordinating with the Contracting Officer to help maximize the efficiency of the Contractor’s schedule to the greatest extent possible. Wing operational requirements, both real and exercise, however, take precedence over the scheduling of this work.
The sites will be worked as determined by the Contracting Officer, without exception. The schedule, once established, shall be considered firm.
U1.3 GOVERNMENT RESPONSIBILITIES IN THESE SPECIFICATIONS U: The government shall accomplish or provide the following:
1.3.1 Permits to Construct and Notice to Proceed.
1.3.2 Government inspector/escort.

1.3.3 Contract specifications and drawings.
1.3.4 Signed and dated returned submittals.
1.3.5 Site and area access security.
1.3.6 Develop/process Entry Authorization List (EAL) for Contractor site access.
U1.4 CONTRACTOR’S USE OF PREMISESU: The Inter-Continental Ballistic Missile (ICBM) LF is under the control of and within the vicinity of the 91st Missile Wing, Minot Air Force Base, North Dakota. The LF is a secure installation. Specific security and access regulations apply. The general work areas are shown on the drawings. All work areas are within the secured areas and require a Government inspector/escort at all times, Uno exceptionU.
U1.4.1U Owner occupancy: The sites are operational facilities.
Adhere to all applicable United States Air Force (USAF) regulations and procedures regarding security, site access, inspection, and safety.
Continued functional use of the site by the USAF is required.
U1.4.2U Construction Operations: USAF controls the site, the 25-foot perimeter area outside the security fence, and the access road easement.
Property outside the above defined areas is not under USAF control and the Contractor shall not trespass, but shall first obtain written permission from the landowner, if necessary for equipment storage, stating the U.S. Government shall be held harmless from any damage caused by the Contractor during duty and non-duty hours for use of the private land. The Contractor shall be responsible for any negotiations concerning construction easement and storage of materials on private lands.
U1.4.2.1U Contractor vehicles and trailers shall be allowed to park inside the security fence to deliver materials or equipment required to support the work under this contract. Vehicles and equipment trailers shall be allowed on site during work performance only and shall not remain parked inside the security fence overnight. Contractor vehicles and equipment will be placed so as not to interfere with gates, emergency escape routes, antennae and other above ground structures. Vehicles may be parked in the Air Force access area but any such parked vehicles must be clear of the boundary fence by a minimum of 25 feet and a minimum of 50 feet from the centerline of the access road. Privately owned vehicles are not allowed on the site. Vehicles that are needed to conduct the work must be registered to the company listed on the EAL.
U1.4.2.2U The Contractor will be permitted to store construction materials near the access road to the site in a location coordinated with the approval of the Government inspector/escort. The Contractor shall be responsible for arranging for storage of all other construction equipment and materials during the course of the project.

U1.4.2.3U Once equipment and supplies are brought inside the fence, Government inspector/escort personnel are required to accompany and advise Contractor personnel in placement and removal of such items. The Government shall not be responsible for loss of Contractor material, tools, or equipment.
U1.4.2.4U The Contractor shall clean up the work area debris and shall ensure the security of equipment, tools, and work/contract materials is accomplished or safely secured before the end of the workday.
U1.4.3 SITE WORK SCHEDULEU: Work hours shall be 0730 to 1800 Monday through Thursday, excluding Friday, Saturday, Sunday and Federal Holidays.
The submitted schedule shall include the sequence of work that will be performed and the dates on which work will be started and completed.
Coordination with the Government Representative needs to occur two (2) working days prior to the expected site work in order to ensure Inspector availability.
U1.5 ENTRY, SITE AND SECURITY REGULATIONS
U1.5.1 ENTRYU: In order to gain entry onto a LF, Contractor personnel must be listed on an Entry Authorization List (EAL), identified by Government inspector/escort personnel, and physically escorted on site by authorized Government inspector/escort personnel.
U1.5.1.1U Thirty (30) working days prior to the initial commencement of work, the Contractor must submit to the Contracting Officer a summarized list of employees and mission essential Contractor owned/leased/rented vehicles along with a legible photocopy of each employee’s government issued credential photo ID. The lists and photocopies will be used to prepare the Contractor’s EAL referenced above. Foremen, supervisors and superintendents must be identified as such on the Contractor’s list of employee information
U1.5.1.1.1U The Contractor’s summarized list of employee information must show each employee’s full name exactly as it appears on the credentialed photo ID submitted; date of birth (DOB); full Social Security Account Number (SSAN); citizenship; the government issuing agency name and control number exactly as it appears on the credentialed ID submitted. U.S. government issued credential photo IDs must have a picture of the individual, individual’s DOB and a control number. Acceptable government issued credentialed photo IDs are U.S. Federal passport or passport card, or state, commonwealth, territory, protectorate, District of Columbia, U.S.
sovereign insular area or tribal organization recognized by the U.S.
Department of the Interior cards.
U1.5.1.1.2U The Contractor’s summarized list of vehicle information must include vehicle make; vehicle model; vehicle year;
01005-3 vehicle primary color; vehicle license plate state of issue and number.
Vehicles include mission essential company owned/leased/rented vehicles driven out to the MAF or LF and brought onsite for use, i.e. pick-up trucks, cars, vans, lineman’s trucks, dump trucks and all trailers being taken onsite. All equipment (i.e. skit-steers, Bobcats, forklifts, loaders/backhoes/ lifts, trenchers, air compressors, welders, etc.), materials, and hand-carried items (i.e. power tools and hand tools) brought out to the site on a trailer are not required to be listed on the EAL. A piece of equipment driven on-site rather than on a listed trailer needs to be listed on the EAL. No privately owned vehicles will be permitted on MAFs or LFs.
U1.5.1.2U Upon arrival, the Government inspector/escort will identify and search all Contractor personnel and vehicles. All Contractor personnel will provide the Government inspector/escort with two (2) forms of identification as listed above (one being photo) stating the employee’s full name and SSN. These two forms of identification shall be the same two forms of ID used to generate the EAL. The Contractor's vehicles will be checked and possibly searched prior to site entry. Contractor vehicles shall be clearly marked identifying each contracting firm.
U1.5.1.3U If Contractor personnel are not listed on the EAL, or those who are listed cannot provide proper identification, they will not be permitted on the site. Delays caused by lack of proper EAL data or proper identification shall be at no cost to the Government.
U1.5.1.4U Restricted Area. The work to be performed is in a restricted area. Therefore, the Contractor shall conform to all requirements of MAFB IDP 31. Workers will be required to have an escort with them at all times. The Using Agency will provide an escort for the Contractor. The Contractor shall allow 60 minutes each day for personnel to process on and off the work site that will not be considered delay time. The Contractor shall bid a crew hourly rate for any delays beyond the 60 minutes, up to an additional four (4) delay hours per site. This hourly rate will also apply to Government-caused work stoppages when the entire work crew will be asked to evacuate the work area. All site access delays must be reported by the Contractor, in writing, to the Contracting Officer within 24 hours of occurrence. All Government-caused work stoppages must be documented by Government personnel at the time of occurrence and reported by the Contractor, in writing, to the Contracting Officer within 48 hours of occurrence
U1.5.2 SECURITYU: The Contractor shall:
U1.5.2.1U Protect all Government property.
U1.5.2.2U Comply with Base physical security regulations and procedures.

U1.5.2.3U The Government inspector/escort will be responsible for on-site security.
U1.5.2.3.1U While work is in progress, the Contractor may be required to remove his personnel due to Alert status, real or exercise.
U1.5.2.4U During all on-site work, the Contractor personnel will be accompanied and continuously monitored by at least one (1) Government inspector/escort. Failure to remain within the area being monitored is a serious breach of security and safety regulations. The Contractor will take all necessary action to ensure compliance. The Contracting Officer reserves the right to deny entry to or take action with any Contractor personnel who refuses to conform to security and/or safety regulations. Delays resulting from such entry denial shall not result in any cost to the Government or schedule delay. Also, the Government can take any action necessary due to the security breach at no additional cost to the Government.
U1.6 SAFETYU:
U1.6.1U The Contractor will comply with the most recent Occupational Safety and Health Administration (OSHA) regulations. OSHA Subpart 1926 and 1910 will be enforced.
U1.6.2U The Contractor shall submit, within ten (10) working days prior to commencement of work, to the Contracting Officer, in writing, the name of the designated on-site person responsible for ensuring that all safety and accident prevention provisions of this specification are implemented and enforced. The Contractor shall ensure that all Contractor personnel receive safety training and briefings and that all safety inspections, practices, and procedures are complied with.
U1.6.3U The Contractor shall indoctrinate each employee to ensure clear understanding of the following subject areas including, but not limited to:
U1.6.3.1U The purpose of the accident prevention program (i.e., to minimize hazards and prevent injuries).
U1.6.3.2U A review of the hazards inherent in the work environment and the precautions to be taken.
U1.6.3.3U Location of first aid and other emergency facilities. (The Contractor shall maintain a complete first aid kit on site at all times).
U1.6.3.4U A detailed description of what to do in case of injury, fire, or identification of a safety hazard.

U1.6.3.5U Required safety equipment and its location on site.
Safety equipment includes but is not limited to earplugs, goggles, face shields, safety harness/lanyards, protective clothing, and hard-hats. All personnel will wear safety equipment when required by the Contractor, Contracting Officer, or Government inspector/escort.
U1.6.3.6U Review of daily cleanup procedures.
U1.6.3.7U Location of company safety rules (posted or handout).
U1.6.3.8U Identification of the Contractor employees responsible for safety/accident prevention.
U1.6.4U In addition to normal safety practices, the Contractor will comply with the following requirements:
U1.6.4.1U The safety of Contractor personnel on-site is the responsibility of the Contractor.
U1.6.4.2U The Contractor and on-site superintendent shall attend an Air Force safety briefing conducted at the pre-construction meeting and comply with all safety procedures.
U1.6.4.3U All personnel shall comply with Air Force on-site safety procedures and additional procedures as directed by the Contracting Officer or his designated representative when the Contractor's safety person is not immediately available.
U1.6.4.4U Equipment shall be placed so as not to impede normal traffic in and out of the work area, or to interfere with emergency exit from work area and off-site.
U1.6.4.5U Emergency flashlights shall be provided by the Contractor and shall be available in the crew's work area at all times.
U1.6.4.6U All vehicles shall be in safe operating condition.
Vehicles and equipment not complying shall not be allowed on site.
U1.6.5U A number of hazards inherent to the work environment must be recognized, including:
U1.6.5.1U Electrical circuits and devices pose serious and generally continuing hazards. The Contractor shall take every precaution to prevent personnel injury.

U1.6.5.2U Mechanical devices (i.e., fans) can pose serious hazards when operated. Appropriate precautions shall be taken.
U1.6.6U First Aid and Medical Requirements:
U1.6.6.1U The Contractor shall comply with Base accident response requirements. These requirements are provided in a safety briefing by base personnel at the pre-construction conference. The Contractor shall keep these requirements on file at the working site for inspection by Air Force personnel.
U1.6.6.2U The Contracting Officer or his designated representative shall coordinate emergency medical, ambulance, or airlift requirements.
U1.6.6.3U All accidents (employee injuries and vehicle, building, equipment or property damage, etc.), regardless of severity, shall be reported immediately to the Contracting Officer or his designated representative. The Contracting Officer will notify the proper authority per Air Force regulations.
U1.6.6.4U Emergency Operations. The Contractor shall provide, within ten (10) working days after award, a list of key Contractor personnel and telephone numbers to the Contracting Officer to affect early notification of any emergency that arises (during non-working hours) due to an incident related to this contract. It is the responsibility of the Contractor to:
U1.6.6.4.1U Notify the Government inspector/escort of any emergency situation. The Government inspector/escort will follow local emergency procedures.
U1.6.6.4.2U Ensure that all Contractor personnel are evacuated from the site and accounted for.
U1.6.6.4.3U Assist in administering first aid, as required, and evacuate injured personnel.
U1.6.6.4.4U Obtain emergency services as required.
U1.6.6.4.5U Avoid movement of, and alterations to, any possible evidence of the cause of an emergency, incident, or accident.
Removal of injured personnel or the need to prevent further damage takes precedence over this requirement.
U1.6.7 SPECIAL SAFETY CONCERNSU:
U1.6.7.1U Fire Regulations. Compliance with local and Air Force Fire Regulations is mandatory. Fire extinguishers rated and approved by
01005-7 the National Fire Protection Association and Base Fire Department of sufficient size, type, and quantity to cope with all known hazards, will be available and provided by the Contractor.
U1.7 OTHER CONTRACTOR REQUIREMENTSU: In addition to those requirements outlined in this specification, the Contractor is responsible for the following:
U1.7.1U The Contractor shall maintain, at each location, all Material Safety Data Sheets (MSDS’s) pertinent to hazardous material used in the project in compliance with OSHA's Hazardous Communications Standard 29 CFR
1910.1200. MSDS’s will be available to all contractors and Government inspector/escort at all times during construction. MSDS’s data will be available on all hazardous material used in the contract and all Contractor personnel will be made aware of the requirements.
U1.7.2U The Contractor shall furnish and maintain, on site, the following:
U1.7.2.1U Explosion proof flashlight and batteries (One (1) set per person).
U1.7.2.2U Safety harness/lanyard, equipment lowering nets, and hoist (as required).
U1.7.2.3U Two (2) portable fire extinguishers rated at 2A 20 BC minimum.
U1.7.2.4U One emergency first aid kit.
U1.7.3 CONCEALED WORKU: All items of work to be concealed shall be Government inspected prior to concealment.
U1.7.4 CHAIN LINK SECURITY FENCE RECONSTRUCTION U: If required to regrade the existing work area, the contractor shall remove existing posts and furnish and install longer posts and chain link fabric, animal barrier and barbed wire consistent with the existing installation. All costs will be incurred by the contractor.
U1.8 AVAILABILITY OF UTILITY SERVICESU: There are no utilities available on site. Contractor responsible for providing portable lavatory and potable water for Technical Representative and contractor personnel.
U1.9 COORDINATIONU: The Contractor shall be responsible for coordinating his work so as to minimize interference. Extreme caution shall be exercised to prevent damage to the equipment. The Contractor, in a manner in accordance with Federal, State, and County rules and regulations, shall properly dispose of debris and salvage material off site.

U1.9.1U Coordinate work of the various Sections of specifications to assure efficient and orderly sequence of installation of construction elements.
U1.9.2U Verify characteristics of elements of interrelated operating interdependent responsibilities for installing, connecting to and placing in service, such equipment.
U1.10 QUALITY OF WORKMANSHIPU: The various trades involved in performing the work in this project shall be competent and highly skilled in their particular trade. Only skilled craftsmen in the trades required for the job shall be performing the work. All work shall result in the highest standards of workmanship, safety and quality. The Contracting Officer may, in writing, require the Contractor to remove from the project any employee deemed incompetent, careless, or otherwise objectionable to personal safety, equipment, or the quality of workmanship.
U1.11 AS-BUILT DRAWINGS:U As-Built drawings shall be prepared and submitted to the Contracting Officer as indicated on the AF Form 66. As-built drawings reflect work performed by the Contractor that differs from the contract drawings. It is therefore the Contractor’s responsibility to maintain the drawings in the most current status.
U1.11.1U The Contractor shall maintain a set of redlined full-size, as-built construction drawings marked-up to fully indicate as-built conditions. These drawings shall be maintained in a current condition at all times until completion of the work and shall be available for review by Government personnel at all times. The location as dimensioned from permanent features, general description, type of material, and approximate depth below finished grade of all new and existing exterior underground utilities encountered shall be indicated. All variations from the contract drawings for the required coordination between trades shall be indicated. These variations shall be shown in the same general detail utilized in the initial contract drawings. As-built construction drawings shall be furnished to the Contracting Officer for use during the final inspection.
U1.12 SUBMITTALS:U Submittals must be submitted by the Contractor within the number of days discussed at the pre-construction meeting. A list will be provided via an AF Form 66 according to Section 01300.
U1.13 DAMAGE TO EQUIPMENT:U Contractor shall notify the Government inspector/escort immediately if any damage occurs to equipment during construction operations. The Government inspector/escort on site will direct all emergency procedures and/or action required after damage to any equipment.
Damage to areas shall be repaired at the expense of the contractor by skilled craftsmen in the trade to the satisfaction of the Contracting Officer or his designated representative.

U1.14 EXCAVATION PERMITU: A minimum of ten (10) working days prior to any excavation, an approved excavation permit shall be requested from base Missile Engineering by the Contractor. Base Civil Engineering personnel will provide to the Contractor all necessary record drawings to facilitate locating utility lines and underground structures. The Contractor shall be responsible for repair of underground items, at no cost to the government when damaged, only if those items are within ten (10) feet of where shown on the drawings or where indicated by markers.
U1.15 EXCAVATION NEAR COMMUNICATION CABLESU: Digging within ten (10) feet of communication cables shall be performed by hand until the cable is exposed.
A representative from the Base Communications Squadron must be present. The cable route must be marked by Air Force personnel prior to excavation in the area. The Contractor shall be held responsible for any damage to the cable by excavation procedures. Once the cable is exposed, mechanical excavation may be used if there is no chance of damage occurring to the cable.
U1.16 NOTICE OF FINAL INSPECTIONU: The Contractor shall, after notifying the Government inspector/escort, schedule a date with the Contracting Officer for final inspection one (1) week prior to the Contractor's projected completion of the site. A final inspection shall not be held until all discrepancies found during any pre-final inspections have been corrected.
U1.17 HAZARDOUS WASTEU: Any hazardous waste/material used or generated by the Contractor shall become the property of the Contractor. The use, generation and disposal of all hazardous waste/material will be the responsibility of the Contractor and shall be handled in accordance with all Federal and State hazardous waste and toxic substances control regulations.
U1.18 HAZARDOUS MATERIALSU: Contractor shall submit prior to contract start Material Safety Data Sheets (MSDS’s) expected to be used during contract performance. Hazardous material shall be designed in the latest version of Federal Standard No. 313.
U1.19 RECYCLING/REUSE OF EXCESS MATERIALS AND CONSTRUCTION AND DEMOLITION
(C&D) DEBRISU: The Contractor shall reuse/recycle excess materials and Construction and Demolition (C&D) debris to the maximum extent possible. C&D debris are those excess/residue materials resulting from construction or demolition activity that would normally be discarded to a landfill. C&D debris includes, but is not limited to soil, rock, vegetation, concrete, asphalt, and building materials such as windows, wood, metal, and roofing materials. The Contractor shall recycle C&D debris resulting from demolition, which shall become the property of the Contractor unless specified otherwise or as determined by the Contracting Officer.
U1.19.1U Materials not to be returned to the Government and all

Contractor-generated rubbish, if not recycled, shall be disposed of by the Contractor off site at his own expense, and in compliance with applicable environmental codes and regulations of governing authorities.
U1.19.2U Reporting Tonnage of C&D Debris: Contractor shall track and report the tonnage of C&D Debris in two categories.
U1.19.2.1U Tons of C&D that is or will be recycled or reused.
U1.19.2.2U Tons of C&D that is disposed in a landfill.
U1.19.3U The C&D recycled/disposed tonnage report shall consist of a written memo with the tonnage of each category(recycled and disposed tonnage) submitted to 5 CES/CEIE through the Contracting Offices. Submit C&D recycled and disposed tonnage report when the project is completed.
U1.20 REFERENCE STANDARDS
U1.20.1U For products specified by association or trade standards, comply with requirements of the standard.
U1.20.2U The date of the standard is the latest in effect.
U1.21 WINTER EXCLUSION
U1.21.1U A winter exclusion period shall be applied to this project and shall be from 1 October through 30 April.

DIVISION 1 - GENERAL REQUIREMENTS
SECTION 01300
USUBMITTALS
U1. GENERAL:
U1.1 PROCEDURESU:
U1.1.1U The Contractor shall be required to submit items listed in the Submittal Schedule at the end of this section.
U1.1.2U Transmit each item under AF 3000, Material Approval Submittal form. Identify contract number, project number, and Contractor. Identify section and paragraph reference for each item submitted with the AF 3000.
Submit three (3) copies unless otherwise required elsewhere in the specification.
U1.1.3U Unless specifically stated otherwise elsewhere in this specification, each submittal shall be approved by the Contracting Officer prior to incorporation of the submitted materials into the work.
U1.1.4U Approvals of submittals that do not conform to the Contract shall not be construed as a change to the contract.
U1.2 MANUFACTURER'S DATA AND SAMPLESU: For the following types of submittals, when a specific product of a specific manufacturer is identified (by catalog or product number, pattern, or style) and the Contractor does not desire to propose an alternate product as an equal, where an equal is allowed, a detailed submittal will not be required. The Contractor shall submit on an AF Form 3000 a list of submittals for which the specified products will be used. Submit in accordance with procedures identified in 1.1 above.
U1.2.1U Product Data: Submit complete manufacturer's literature that describes all salient characteristics identified as requirements in the specification. Literature that is not specific to the proposed product shall be marked to Uindicate clearlyU which item is being proposed for use in this contract.
U1.2.2U Manufacturer's Certification: Submit a statement from the product manufacturer that proposed products meet the specified standards and other salient characteristics identified as requirements in the specification.
U1.2.3U Installation Instructions: Submit manufacturer's printed instructions for delivery, storage, assembly, installation, start-up (if applicable) and adjustments. Information shall include temperature restrictions and any other environmental limitations as well as substrate preparation requirements if any exist.

U1.2.4U Samples:
U1.2.4.1U Submit full range of manufacturer's standard colors, textures and patterns for specified items for selection by the Contracting Officer.
U1.2.4.2U Submit samples to illustrate performance and functional characteristics of the product. Samples shall include integral parts, attachment devices and specified accessories. Provide full identification information on each sample.
U1.3 SHOP DRAWINGSU: Drawings shall illustrate how the specified materials are integrated into the work as a whole. Adjacent materials that affect the complete installation of the specified products shall be shown and identified.
Deviations from Contract drawings shall be clearly identified and reason for deviation clearly explained.
U1.4 TEST DATAU: Test results shall be dated and signed by the agency performing the test.
U1.5 WARRANTYU: Submit detailed warranty information that identifies specifically items covered as well as exclusions from the warranty and the warranty period. All copies shall be dated and signed by an authorized officer of the company. The officer's name and title shall be typed on the warranty adjacent to the signature.
U1.6 OPERATION/MAINTENANCE INSTRUCTIONSU: Submit manufacturer's published instructions.
U1.7 MISCELLANEOUS SUBMITTALSU: Submittals that are none of the above types shall meet the specific requirements identified in the referenced paragraph of the Specification Section identified in the schedule.
U1.8 SUBMITTAL SCHEDULEU: The following is a list of required submittals for this Contract.

DIVISION 2 - SITEWORK
SECTION 02075
UDEMOLITION
U1. GENERALU:
U1.1 WORK INCLUDEDU: Demolition or removal of all construction indicated or specified. All material resulting from demolition work, except as indicated or specified otherwise, shall become the property of the Contractor and shall be removed from the limits of Minot AFB Launch Facilities (LF’s).
Work shall include furnishing all necessary labor, materials, tools, and equipment necessary to demolish work specified and/or indicated on the drawings.
U1.2 PROTECTIONU:
U1.2.1U Do not interfere with use of adjacent areas. Maintain free and safe passage to and from.
U1.2.2U Provide, erect and maintain barricades, lighting, and guardrails as required by applicable regulatory advisory to protect workers.
U2. SUBMITTALSU:
U2.1U Submit detailed procedures for proposed demolition. Include procedures and schedule.
U3. EXECUTIONU:
U3.1 PREPARATIONU:
U3.1.1U Carry out demolition work to cause as little inconvenience to adjacent areas as possible.
U3.1.2U Protection of Existing Work: Before beginning any demolition work, the Contractor shall carefully survey the existing work and examine the drawings and specifications to determine the extent of the work. The Contractor shall take all necessary precautions to ensure against damage to existing work to remain in place, or to remain the property of the Government, and any damage to such work shall be repaired or replaced as approved by the Contracting Officer at no additional cost to the Government. The Contractor shall carefully coordinate the work of this section with all other work.
U3.2 DEMOLITIONU:

U3.2.1U Demolish in an orderly and careful manner.
U3.2.2U Perform demolition in accordance with applicable authorities having jurisdiction.
U3.2.3U Repair all demolition performed in excess of that required, at no cost to the Air Force.
U3.2.4U Burning of materials on site is not permitted.
U3.2.5U Remove from site contaminated, vermin-infested, or dangerous materials encountered and dispose of by safe means so as not to endanger health of workers and public.
U3.2.6U Remove demolished materials, tools, and equipment from site upon completion of work.
U3.2.7U Existing Facilities: Existing structures indicated shall be removed, including structure inclusive of piping, manhole, equipment, trench lining and grating, and any other materials that would hinder installation of new materials and equipment as designated on drawings.
U3.2.8U Utilities: Existing utilities shall be disconnected, protected, or removed as specified if shown on the drawings. When utility lines are encountered that are not indicated on the drawings, the Contracting Officer shall be notified.
U3.2.9U Repair damage to any active utilities due to work under this contract at no cost to the Government and to the satisfaction of the Contracting Officer or his designated representative.
U3.2.10U Materials for salvage by the Contractor shall be removed from the property and shall not be sold on the site.
U3.3 DEBRIS CONTROLU:
U3.3.1U Extreme care will be taken when transporting debris. The Contractor will be responsible for sweeping and maintaining any and all Missile Complex roads used as haul routes during construction. Debris shall be removed and transported by the Contractor in a manner as to prevent spillage on highways or adjacent areas.
U3.3.2U Regulations: Minot AFB and North Dakota state regulations regarding hauling and disposal shall apply.
U3.4 USE OF EXPLOSIVESU: Use of explosives will not be permitted.

SECTION 02222
UEXCAVATION, TRENCHING, BACKFILLING
U1.1 APPLICABLE PUBLICATIONSU: The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.
U1.1.1U American Society of Testing and Materials (ASTM) Publications:
D 422 Particle-Size Analysis of Soils

U1.2 DEFINITIONSU:
U1.2.1U Satisfactory Materials: Satisfactory materials shall consist of any material classified by ASTM D 2487 as SM, SW, SP, GW, GP, and CL.
Generally, these materials will be base or subbase materials removed from their original location by trenching or excavation operations. With the approval of the Contracting Officer, these materials may be used for backfill.
U1.2.2U Unsatisfactory Materials: Unsatisfactory materials shall be materials that do not comply with the requirements for satisfactory materials.
Unsatisfactory materials include but are not limited to those materials containing roots and other organic matter, trash, debris, frozen materials and stones larger than 3 inches, and materials classified in ASTM D 2487 as PT, OH, and OL. Unsatisfactory materials also include man-made fills, refuse, or backfills from previous construction.
U1.2.3U Cohesionless and Cohesive Materials: Cohesionless materials shall include materials classified in ASTM D 2487 as GW, GP, SW, and SP.
Cohesive materials include materials classified as GC, SC, ML, CL, MH and CH.

Materials classified as GM and SM will be identified as cohesionless only when the fines are nonplastic.
U1.2.4U Unstable Material: Unstable material shall consist of materials too wet to properly support the conduit or appurtenant structure.
U1.2.5U Granular Material: Material shall be washed sand, crushed-stone screenings or slag composed of hard, tough, durable particles free from adherent coatings. Material shall not contain corrosive agents, organic matter, or soft friable, thin or elongated particles in quantities considered deleterious by the Contracting Officer. The granular material shall contain not more than 10 percent by weight of material passing a No. 200 mesh sieve and no less than 95 percent by weight passing the 1-inch sieve. The maximum allowable aggregate size shall be 1-1/2 inches, or the maximum size recommended by the pipe manufacturer whichever is smaller. Materials shall be clean and free from soil slurries and foreign materials. Material found to be dirty or otherwise contaminated after installation shall be removed and replaced with satisfactory material by the Contractor at no expense to the Government.
U1.2.6U Initial Backfill Material: Initial backfill shall consist of select granular material or satisfactory materials free from rocks 1- 1/2 inches or larger in any dimension or free from rocks of such size as recommended by the pipe manufacturer, whichever is smaller.
U1.2.7U Degree of Compaction: Degree of compaction shall be expressed as a percentage of the maximum density obtained by the test procedure presented in ASTM D 1557, compaction effort designation CE 55.
U1.3 GENERAL QUALITY CONTROL TESTINGU: Shall be the responsibility of the Contractor and shall be performed at no additional cost to the Government.
U1.3.1U Testing Facilities: Tests shall be performed by an independent commercial testing laboratory.
U1.3.2U Testing of Backfill Materials: Characteristics of backfill materials shall be determined in accordance with particle size analysis of soils ASTM D 422 and moisture-density relations of soils ASTM D 1557, CE 55.
A minimum of one particle size analysis and one moisture-density relation test shall be performed on each different type of material used for backfill.
Results shall be submitted in accordance with Section 01300: SUBMITTALS. A mechanical tamper may be used provided the results are correlated with those obtained by the referenced hand tamper in ASTM D 1557, Method D.
U1.3.3U Construction Quality Control: Quality control sampling and testing during construction shall be performed as required in paragraph 3.3, Field Quality Control.

U1.4 SUBMITTALSU: Copies of all laboratory and field test reports shall be submitted to the Contracting Officer within 24 hours of the completion of the test.
U2. PRODUCTSU: Not Used.
U3. EXECUTIONU:
U3.1 EXCAVATIONU: Shall be performed to the lines and grades where indicated. During excavation, material satisfactory for backfilling shall be stockpiled in an orderly manner at a distance no closer than 3 feet from the banks of the trench as directed by Government Representative. Excavated material not required or not satisfactory for backfill shall be removed from the site. Grading shall be done as may be necessary to prevent surface water from flowing into the excavation. Any water accumulating therein shall be removed to maintain the stability of the bottom and sides of the excavation.
Unauthorized over excavation shall be backfilled in accordance with paragraph 3.2, BACKFILLING AND COMPACTION, at no additional cost to the Government.
U3.1.1U Dewatering: If ground water conditions are such as to jeopardize the stability of the trenches during excavation, pipe placement and backfilling, dewatering shall be performed by the Contractor by means of wellpoints or other approved methods at no additional cost to the Government.
U3.1.2U Trench Excavation: Trench walls below the top of the pipe shall be made vertical. Special attention shall be given to trenches which may be adversely affected by weather or moisture content. The trench width shall not exceed 24 inches plus pipe outside diameter. Where recommended trench widths are exceeded, redesign, stronger pipe, or special installation procedures shall be utilized by the Contractor. The cost of redesign, stronger pipe, or special installation procedures shall be borne by the Contractor without any additional cost to the Government.
U3.1.2.1U Bottom Preparation: The bottoms of trenches shall be accurately graded. Stones of 1-1/2 inches or greater, or as recommended by the pipe manufacturer shall be removed to avoid point bearing. All underground electrical and water pipes and conduits should be surrounded by 3 inches of sand.
U3.1.2.2U Removal of Unstable Material: Where unstable material is encountered in the bottom of the trench, such material shall be removed to the depth directed and replaced to the proper grade with select granular material as provided in paragraph 3.2, BACKFILLING AND COMPACTION.
When removal of unstable material is required due to the fault or neglect of the Contractor in his performance of the work, the resulting material shall be excavated and replaced by the Contractor without additional cost to the Government.

U3.1.3U Pumping Station and Collection Trough Excavation and Backfill: The excavation shall be kept to a minimum, and shall be no larger than necessary to install the precast pumping station and collection trough.
The excavation shall not extend below the established elevation – the excess excavation shall be refilled with compacted select material. After the pumping station has been set in place, the excavation shall be backfilled.
The backfill shall be placed in layers not greater than 8-inches and mechanically tamped to maximum density. If required, the backfill material shall be moistened.
U3.1.4U Stockpiles: Stockpiles of satisfactory and unsatisfactory materials shall be placed only in the staging area. Stockpiles of satisfactory materials shall be placed and graded as specified. Stockpiles shall be kept in a neat and well-drained condition, giving due consideration to drainage at all times. Stockpiles of satisfactory materials shall be protected from contamination which may destroy the quality and fitness of the stockpiled material. If the Contractor fails to protect the stockpiles, and any material becomes unsatisfactory, such material shall be removed and replaced with satisfactory material from approved sources at no additional cost to the Government. Stockpiles of satisfactory materials shall be subject to prior approval of the Contracting Officer.
U3.1.5U Utilities: When utility lines are encountered that are not indicated on the drawings or location made known to the Contractor, the Contracting Officer shall be notified immediately and work in that area shall stop.
U3.2 BACKFILLING AND COMPACTIONU: Backfill material shall consist of satisfactory material or initial backfill material as required. Backfill shall be placed in layers not exceeding 6 inches loose thickness for compaction by hand operated machine compactors, and 8 inches loose thickness for other than hand operated machines, unless otherwise specified. Each layer shall be compacted to at least 95 percent maximum density for cohesionless soils and 90 percent maximum density for cohesive soils, unless otherwise specified. Any borrow material required for fills shall be obtained by the Contractor. Borrow material shall be selected to meet the requirements of the fill for which it is to be used. The Contractor shall obtain from the land owners the right to procure material, shall pay all royalties and other charges involved, and shall bear all expenses of obtaining and using such borrow materials.
U3.2.1U Trench Backfill: Trenches shall be backfilled to the grade shown.
U3.2.1.1U Replacement of Unstable Material: Unstable material removed from the bottom of the trench or excavation shall be replaced with select granular material placed in layers not exceeding 6 inches loose thickness.

U3.2.1.2U Bedding and Initial Backfill: Bedding shall consist of the granular material specified. Initial backfill material shall be placed and compacted with approved tampers. The backfill shall be brought up evenly on both sides. Care shall be taken to ensure thorough compaction of the fill under the haunches of the pipe.
U3.2.1.3U Final Backfill: The remainder of the trench, except for special materials for airfields shall be backfilled with satisfactory material to the grades indicated on the plans.
U3.3 FIELD QUALITY CONTROLU: Testing shall be the responsibility of the Contractor and shall be performed at no additional cost to the Government. An independent commercial testing laboratory shall perform testing and results shall be submitted to the Contracting Officer.
U3.3.1U Field Density Tests: Tests shall be performed in sufficient numbers to ensure that the specified density is being obtained. A minimum of one field density test per lift of bedding material or backfill for every 200 linear feet of installation shall be performed. One moisture density relationship shall be determined for each type of material used. Field in-place density shall be determined in accordance with ASTM D 1556.
Calibration curves shall be checked and adjusted using only the sand cone method as described in ASTM D 1556. The calibration checks of both the density and moisture gages shall be made at the beginning of a job, on each different type of material encountered, at intervals as directed by the Contracting Officer's Technical Representative. Copies of calibration curves, results of calibration tests, and field and laboratory density tests shall be furnished to the Contracting Officer within 24 hours of conclusion of the tests. Trenches improperly compacted shall be reopened to the depth directed, then refilled and compacted to the density specified at no additional cost to the Government.
U3.4 RIPRAP PROTECTION AT THE END OF DISCHARGE PIPE U: The ditch into which the line from the pump house discharges shall be protected by riprap.
The riprap protection shall be in accordance with the detail shown on the drawings. The stone used for riprap shall be sound and durable.
U3.5 GRADINGU: Grade site and finish to original condition.
U3.6 EROSION CONTROLU: All of the ground surface area that drains to the pumping facility shall be surfaced with erosion control material. The material for the erosion control surfacing shall be pit run gravel, crushed stone or crushed gravel which is durable and sound, whatever matches existing.
Prior to placing the erosion control material the previously constructed surface shall be cleaned of all foreign substances. Ruts or soft, yielding spots that may appear, areas having inadequate compaction and deviations of the surface from the grades existing prior to construction shall be corrected
02222-5 to line and grade requirements. The thickness of the erosion control material shall be 4 inches, and the material shall be placed in a single layer.
