SPECIFICATIONS
1.1 SCOPE: Furnish all plant, labor, materials, equipment and transportation necessary to complete the project as indicated in the drawings. Work includes but not limited to removing existing and installing new Launch Facility Support Building (LFSB) Heaters, Interior and Exterior Lighting and Poles.
1.2 WORKMANSHIP: All work shall be completed in a neat and professional manner.
1.2.1 Coordinate with the Base Fire Department, Fire Prevention, (701) 723-3562 or 6690, prior to any cutting or welding. A welding permit, if required, must be obtained by the Contractor from the Base Fire Dept, 320 Flight Line Drive.
1.2.2 Electrical work shall be accomplished by a licensed Journeyman Lineman/Electrician. Two registered apprentices can be utilized for each licensed Journeyman used.
1.3 WORK COORDINATION: Work shall be performed in a manner to create minimum disturbance and inconvenience to the use of the facility. Contractor personnel will be limited to work areas. Personnel clearances, access or escorted entry shall be coordinated with 5 CES/CEM, Missile Engineering, and (701) 723-4840.
1.3.1 All inspections and maintenance will be scheduled and accomplished during the work hours, as explained in Para 1.12.
1.4 INVESTIGATION OF SITE:
1.4.1 Bidders are urged to visit the site and by their own investigation satisfy themselves as to the existing conditions. If the bidder chooses not to visit the site, he will still be charged with the knowledge of the conditions that a reasonable inspection would have disclosed. Contractors shall assume all responsibility for deductions and conclusions as to the difficulties in performing the work. The Contracting Officer will arrange for a site visit and will require the Contractor to notify them 2 weeks in advance to coordinate with Missile Engineering to prepare the necessary clearance paperwork and provide the escort to gain access to the site.
1.5 STORAGE OF MATERIAL: The Contractor shall not store materials or equipment in the work area. Materials and equipment approved for storage shall be placed to provide continued facility use, neat in appearance and shall assure safety.
1.6 AVAILABILITY OF UTILITIES:
1.6.1 All reasonable quantities of electrical utilities shall be made available to the Contractor without cost.
1.6.2 Contractor shall provide a portable bathroom facility on the access road on all days they will be working for all personnel on site (including government employees).
1.7 GOVERNMENT INSPECTION: All work performed by the Contractor is subject to inspection and acceptance by the Government before payment.
1.8 DISPOSITION OF MATERIALS: All materials removed shall become the property of the Contractor. The Contractor shall dispose of all materials and debris off site, according to all local and Federal regulations. The work site shall be maintained neat at all times and shall be clean at the completion of all work.

1.9 STANDARDS: NEC, NFPA, OSHA and NESC.
1.10 DAMAGE TO GOVERNMENT PROPERTY: The Contractor shall notify the Government Representative when damage to Government property is discovered. Any damage to Government property caused by the Contractor shall be repaired or replaced by the Contractor at the Contractor's expense. The Contractor shall annotate on the inspection report, the damage, the cause of damage (if known) and a proposal for repair.
1.11 WORK QUALITY: All work shall be accomplished in accordance with the National Electrical Code.
1.12 PRODUCT LITERATURE/PROCUREMENT/ASBUILTS:
1.12.1 The Contractor shall provide eight (8) copies of the product literature on the lights (interior & exterior), poles, heaters, and junction boxes to 5 CES/CEM for approval prior to installation.
1.12.2 The Contractor shall keep detailed As-built drawings for each site. Drawings shall be submitted to Government for approval prior to payment.
1.13 PERMITS:
1.13.1 EXCAVATION: A minimum of three (3) working days prior to any excavation, an approved excavation permit shall be obtained by the Contractor from Missile Engineering. Base Civil Engineer personnel will perform utility locates at the site prior to construction. The Contractor is responsible to notify ND ONE-CALL (800)795-0555 at least forty-eight (48) hours before excavation. Notify Cable Affairs (723-6053) at least three (3) duty days prior to digging. The Contractor shall be responsible for repair of underground items, at cost to the Government when damaged, only if those items are more than ten (10) feet from where locates are marked. Those items within ten (10) feet from where shown will be repaired at no cost to the Government. In all cases, the Contracting Officer shall be immediately notified of any damage.
1.13.2 EXCAVATION NEAR COMMUNICATION CABLES: Digging within ten (10) feet of communication cables shall be performed by hand or an evacuator until the cable is exposed. A representative from the Base Communications Squadron must be present. The cable route must be marked by Air Force personnel prior to excavation in the area. The Contractor shall be held responsible for any damage to the cable by excavation procedures. Once the cable is exposed, mechanical excavation may be used if there is not a chance of damage occurring to the cable.
1.13.3 BACKFILLING AND COMPACTION:
1.13.3.1 BACKFILLING: Excavation shall be cleaned of all trash and debris. All mud or disturbed material shall be removed before backfilling operations are started. Backfill should be placed in horizontal layers. All backfill shall consist of suitable non-frozen materials as specified herein. Backfill shall be compacted to at least the density of the surrounding soil in layers not exceeding six (6) inches.
1.13.3.2 COMPACTION: Compaction shall be the responsibility of the Contractor and shall be performed at no cost to the Government. Settled trenches or excavations shall be repaired by the Contractor if settling occurs within one (1) year of construction. All excavations and trenches shall be seeded to match existing conditions.
1.14 WORK SCHEDULE: The Contractor shall submit a project schedule to 5 CES/CEM at least two
(2) weeks prior to construction. Working hours for the Contractor, requiring presence of a Government

Representative, shall be Monday through Thursday, between the hours of 7:30 a.m. and 6:00 p.m.;
excluding Saturdays, Sundays, Federal Holidays, and any no-work days indicated in the contract. Work shall be completed within one (1) year of Notice to Proceed.
1.14.1. If the Contractor desires to work during periods other than above, additional Government inspection forces may be required. The Contractor must notify the Contracting Officer three (3) days in advance of his intention to work during other periods to allow assignment of additional inspection forces when the Contracting Officer determines that they are reasonably available. If such force is reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days, however, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of inspection at overtime rates will be charged to the Contractor and will be deducted from the final payment of the contract amount.
1.14.2 WINTER EXCLUSION The winter exclusion shall be from 15 November through 15 April. All sites must be at either 0% completion or 100% completion during the winter exclusion.
1.15 SAFETY:
1.15.1 Contractor to comply with all OSHA/NESC/NEC/NFPA Regulations. The Contractor shall not require any worker to work under conditions that are unsanitary, hazardous, or dangerous to health or safety. Smoking at the facilities is permitted only in designated smoking areas as indicated by the Government Representative. Contractor shall have a fire extinguisher available while welding, if required.
1.15.1.1 See Environmental Engineering Attachment 1.
1.15.2 SAFETY REQUIREMTNS: Excavations, stockpiles, storage areas, and parked equipment shall be positioned so as to permit access to the Launch Facility at all times. Temporary guardrails or barricades shall enclose all excavations at all times when work is not in progress.
1.16 ENTRY: Work will require Contractor to be on site and in the Launch Facility Support Building. In order to gain entry onto the Launch Facility Site, Contractor personnel must be listed on an Entry Authorization List (EAL), identified by Government Representative, and physically escorted on-site by an authorized Government Representative. Only individuals currently on an EAL will be authorized access to the Launch Facilities.
1.16.1 Twenty (20) working days prior to the initial commencement of work, the Contractor must submit to the Contracting Officer a list showing the full name (EXACTLY as it appears on the ID), birth date, Social Security Account Number (SSAN), and two (2) forms of credentialed ID for each employee being utilized for on-site work (both of which must be photo). The following are acceptable: passport, state issued driver’s license, state issued photo identification, Social Security card, or Base identification (only if issued from previous contract). The Contractor must include with the EAL submittal a photocopy of the ID’s to be used. One of the forms of identification must have a SSAN on it. This list will be used to prepare the EAL referenced above. Foremen, Supervisors and Superintendents must be identified as such on the Contractors list for identification on the EAL. Deletions to the EAL may be made without preparing a new list but must be requested by the Contractor in writing. However, a new list must be submitted by the Contractor for any addition to the EAL. All requested changes in writing to an approved list submitted between the 1st and 15th of the month inclusive shall be in place by the end of that month. All requested changes in writing to an approved list submitted between the 16th and end of the month inclusive shall be in place by the 15th of the following month.
1.16.2 Upon arrival at the Launch Facilities, Contractor personnel will park in the designated area outside of the security fence, remain in or near the vehicle, and await arrival of the Government Representative.
1.16.3 Upon arrival, the Government Representative will identify all Contractor personnel. Two (2) forms of Government-issued identification are required showing the individual's full name, DLN, SSAN and

picture for the Government Representative to verify Contractor personnel. The Contractor's vehicles will be checked and possibly searched by the Government Representative prior to site entry, processing onto the Launch Facility will take about 30 minutes. This will not be considered delay time.
1.17 HAZARDOUS WASTE: Any hazardous waste/material used or generated by the Contractor shall become the property of the Contractor. The use, generation, and disposal of all hazardous waste/material will be the responsibility of the Contractor and shall be handled in accordance with all Federal and State hazardous waste and toxic substances control regulations. See Environmental Engineering Attachment 1.

ATTACHMENT #1 ENVIRONMENTAL ENGINEERING
Project specifications must address Asbestos, Lead‐Based Paint and PCB concerns when appropriate. Minot AFB, as a facility owner, has the responsibility to ensure that our contractors are aware of asbestos and lead‐based paint hazards at our facilities. This responsibility is outlined in the “Right to Know” sections of the Occupational Safety and Health Administration (OSHA) standards 29 CFR §1926.58, General Industry;
29 CFR §1910.1025 General Industry Lead Standard; 29 CFR §1926.58, Construction Industry; 29 CFR §1910.1200 and 29 CFR §1910.1001(j) Communication of Hazards to Employees.
ASBESTOS:
Federal law (Asbestos NESHAP regulation) requires that the owner or operator of a demolition or renovation activity, prior to the commencement of the activity, inspect the facility or part of the facility where the renovation or demolition will occur to determine the presence of asbestos, including category I and category II non‐friable asbestos‐containing material; all regulated asbestos‐containing material that will be disturbed as part of a renovation or demolition must be properly removed by state‐ certified individuals before beginning the project; all asbestos‐containing waste material must be properly disposed of in an approved landfill; and the "Notification of Demolition and Renovation" form must be submitted to the Department ten days prior to beginning any demolition activity, whether or not asbestos is present, and for a renovation activity, it must be submitted ten days prior to beginning the removal if more than 160 square feet of asbestos‐containing surfacing material or more than 260 linear feet of asbestos‐containing thermal system insulation will be disturbed. We strongly recommend that this inspection be include in the scope of work for all A‐E design activities and the results of such investigation be included in the contract documents.
The number of facilities for which we have completed asbestos surveys is rather limited and the information is somewhat dated. According to Environmental Engineering records, the materials involved with this project have not been tested for asbestos and therefore must be assumed to contain asbestos in excess of the legal limit.
Environmenta Engineering has included the following general requirements for asbestos for your reference:
General Requirements:
1. All affected parts of a facility being renovated or demolished must be inspected for the presence of asbestos‐containing materials (ACM) prior to beginning the renovation or demolition project. The inspector must be asbestos‐inspector certified through the North Dakota Department of Health.
2. All regulated asbestos‐containing material (RACM) that will be disturbed as part of a renovation or demolition must be properly removed before beginning the project. The individuals removing the material must be

certified and the contractors licensed through the North Dakota Department of Health. RACM includes all friable ACM and nonfriable ACM that will be made friable during the project.
3. All asbestos‐containing waste material must be properly disposed of in an approved landfill. A waste shipment record (WSR) must be started prior to transportation of asbestos‐containing waste material. The WSR must be delivered to the landfill operator at the time the material is deposited for disposal. A copy of the completed WSR must then be submitted to the North Dakota Department of Health within ten (10) days of depositing the waste material.
4. A "Notification of Demolition and Renovation" form must be submitted in accordance with the following:
A. In a facility being demolished, a "Notification of Demolition and Renovation" form must be submitted to this Department ten (10) days prior to beginning any demolition activity. This is required whether or not the facility being demolished has ACM in it.
B. In a facility being renovated, where more than 160 square feet of asbestos‐containing surfacing material or more than 260 linear feet of asbestos‐containing thermal system insulation on pipes will be disturbed, a "Notification of Intent" must be submitted to the Department ten (10) days prior to beginning the removal.
Several definitions from the National Emission Standards for Hazardous Air Pollutants (NESHAP) regulation are provided below to assist in determining applicability of the regulation.
Definitions:
1. Category I Nonfriable Asbestos‐Containing Material: Means asbestos containing packings, gaskets, resilient floor covering and asphalt roofing products containing more than 1% asbestos ...
2. Category II Nonfriable Asbestos‐Containing Material: Means any material, excluding Category I nonfriable material, containing more than 1% asbestos ... that when dry cannot be crumbled, pulverized, or reduced to powder by hand pressure or by mechanical forces expected to act on the material.
3. Facility: Means any institutional, commercial, public, industrial, or residential structure, installation, or building (including any structure, installation, or building containing condominiums or individual dwelling units operated as a residential cooperative, but excluding residential buildings having four or fewer dwelling units).
4. Friable Asbestos Material: Means any material containing more than 1% asbestos... that when dry can be crumbled, pulverized, or reduced to powder by hand pressure or by mechanical forces expected to act on the material.

5. Regulated Asbestos‐Containing Material: Means (a) friable asbestos material, (b) Category I nonfriable asbestos‐containing material that has become friable, or has been subjected to sanding, grinding, cutting or abrading, (c) Category II nonfriable asbestos‐containing material that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations...
The above identified requirements are contained in article 33‐15 of the North Dakota Administrative Code. Failure to comply with these requirements may result in enforcement action up to and including fines and penalties.
The Notification of Demolition or Renovation form and other forms and lists can be obtained from the North Dakota Department of Health web site. If you require assistance or would like paper copies of the forms, you may contact the North Dakota Department of Health at (701)328‐5188.
LEAD‐BASED PAINT:
According to Environmental Engineering records, any painted surfaces in the facilities involved with this project have not been tested for lead‐based paint (LBP) and therefore must be assumed to contain LBP exceeding the 1.0 milligrams per square centimeter (m/cm2) or 0.5% by weight. The work under this contract is routine maintenance, not LBP abatement. Occupational Safety and Health Administration (OSHA) standards 29 CFR §1910.1001, General Industry; 29 CFR §1910.1025 General Industry Lead Standard; and 29 CFR §1926.58, Construction Industry will apply in these buildings. We recommend that the facility or parts of the facility where the renovation or demolition will occur be inspected to determine the absence or presence of lead‐based paint.
Projects involving building improvements, maintenance or repair are not considered a lead‐based paint abatement action even if the effect of the work removes or controls lead exposure potentials to the occupants.
However, appropriate precautions for protecting occupants and leaving the building clean (clearance) after concluding any work disturbing paint with lead must be considered. Specific training and certification requirements (29 CFR §1926.21 or authorized state program requirements) may not be necessary for all projects. Nevertheless, it is strongly recommended that the contractor have appropriate training regarding lead‐based paint. The Contractor is responsible for ensuring that no employee is exposed to lead from lead‐base paint.
POLYCHLORINATED BIPHENYLS (PCB):
The submitted plans indicate that a portion of the existing electrical lines associated with this project are outside the LF. Exterior electrical conduits associated with the LF facilities could potentially contain an outer coating of polychlorinated B‐phenol coal tar with asbestos wrap. The North Dakota Department of Health has determined that this type of coating is a regulated asbestos‐containing material in a friable state. If this is the case, work on the conduit must be performed by a certified asbestos

worker under the supervision of a licensed asbestos abatement Contractor.
Any contaminated soil material must be segregated from other excavated material and removed and disposed of off‐site in a legal manner. Any waste identified as Resource Conservation and Recovery Act (RCRA) Hazardous Waste must be marked, labeled, stored, and transported in accordance with RCRA, DOT, and all State Regulations.
PCB/Asbestos Coated Piping. Piping awaiting disposal and transportation may be stored wrapped in two layers of 6 mil or heavier plastic and placed upon a heavy‐gauge leak‐tight plastic liner. Drums or other containers described in the PCB Regulations 40 CFR 761 may also be used for storage.
This piping shall be stored on site with PCB and asbestos labels on all four sides of the plastic lining or as described in 40 CFR 761 for storage containers. Barriers shall be erected to control access to the stored piping.
Approval of Off‐Site Storage Site. Contractor shall obtain in advance Contracting Officer approval for temporary storage sites. A storage site shall have adequate roof and walls to prevent rainwater from reaching the stored PCBs. It shall have a floor which has continuous curbing with a minimum 150 mm (6‐inch) high curb. Such floor and curbing shall provide a containment volume equal to at least two times the internal volume of the largest PCB article or PCB container stored therein or 25 percent of the total internal volume of all PCB equipment or containers stored therein, whichever is greater. The curved area shall have no drain valves, floor drains, expansion joints, sewer lines, or other openings that would permit liquids to flow from the area. Floors and curbing constructed of continuous smooth and impervious materials such as Portland cement, concrete or steel to prevent or minimize penetrations of PCBs. The site shall not be located below the 100‐year flood water elevation. Each storage site shall be posted with a PCB Caution Sign.
Storage Area. Contractor shall maintain surfaces of the storage/control area free of accumulations of PCBs and asbestos. Restrict the spread of dust and debris; keep waste from being distributed over work area.
PCB/Asbestos Coal Tar Stained Soil. The Contractor shall composite a sample from all the stained soil collected from each excavation area. The soil shall be tested for Polychlorinated Biphenyl’s (PCB’s) using SW846 Method 3550/8080.
Waste Transportation and Disposal. All work including transportation and disposal shall be accomplished in accordance with the current State and Federal rules and regulations including the State of North Dakota, Environmental Protection Agency (EPA), Department of Transportation (DOT), and Occupation Safety and Health Administration (OSHA); including but not limited to 40 CFR 171 (PCB regulations ), 40 CFR 260‐279 (Hazardous Waste Rules and Regulations), 40 CFR 280 (UST Rules and Regulations), 49 CFR 178‐ 180 (transportation regulations), and 29 CFR 1910 (worker safety regulations). The Contractor shall also comply with the contract requirements where they do not contradict State and Federal regulations.

Description of Wastes. At a minimum, the PCB/asbestos coal tar coated piping, stained soil, and PCB contaminated articles should be treated as PCB waste and disposed in the chemical waste landfill at US Ecology Inc.
Box 578, Beatty NV 89003, PH (702)‐553‐2203 and 800‐955‐3265 or approved equal.
PCB/Asbestos Manifesting. The Contractor shall verify that the manifest to be used is acceptable by the landfill and the state in which the receiving facility is located. Placards and labels shall be provided by the Contractor. The 24 hour, emergency response number for the waste manifest shall be provided by the Contractor. In addition, the Minot AFB fire department 24‐hr response number (701)‐723‐2461 shall be listed. The EPA identification number for PCB generated by Minot AFB is ND4571924758. The Minot AFB EPA identification number shall be used on the waste manifest.
Do not accept PCB waste unless it is accompanied by a manifest signed by the Government. Before transporting any PCB waste, sign and date the manifest acknowledging acceptance of the PCB waste from the Government.
Return a signed copy to the Government before leaving the job site. Ensure that the manifest accompanies the PCB waste at all times. Submit transporter certification of notification to EPA of their PCB waste activities. Contractor shall submit a signed copy of the signed Waste Manifest for each shipment to the base fire department, 5 CES/CEL and to 5 CES/CEV immediately after manifest is signed by both the Government and the transporter. This will involve the Contractor driving to Minot AFB and hand delivering the manifest.
PCB Certificate of Disposal (COD). Contractor shall submit a COD to the Government within 30 days of the date the PCB and asbestos waste was manifested from site. Certificate for the PCBs/asbestos and PCB/asbestos items disposed shall include the identity of the disposal facility, by name, address, and EPA identification number; the identity of the PCB/asbestos waste affected by the COD including reference to the manifest number for the shipment; a statement certifying the fact of disposal;
identifying the disposal process used; quantity of material disposed of at each site; a certification as defined in 40 CFR 761 and in 40 CFR Part 61, Subpart M. Prior to making partial payment for this work, the Air Force must receive a Certificate of Disposal from the landfill company.
Hazardous Waste Disposal. Hazardous Waste. Any waste identified by Environmental Engineering to be Resource Conservation and Recovery Act (RCRA) Hazardous Waste will be marked, labeled, stored, and transported in accordance with RCRA, DOT, and all State Regulations. All hazardous wastes will be turned into DRMO‐Minot within 72 hours of notification by Environmental Engineering. The documentation for this turn‐in will include: (1) DRMS Form 1930, Hazardous Waste Profile Sheet; (2) DD Form 1348‐1a, Issue/Turn‐in Document; (3) DRMS Form 1851, Land Disposal Restriction Notification; and (4) all supporting documentation (i.e.
waste analysis). The Contractor shall be responsible for the completion of these documents with the assistance of Environmental Engineering.
