SUBJECT: Response to Inquiries regarding FA4507-22-Q-0007
QUESTIONS
1. QUESTION: Section 1.1.1 Background, “To date, $8.3M in grant funding has been secured, with nearly $2.5M in partnership matching funds provided, and an additional $10- $15M in grant applications and matching funds pending.”
How many grants comprise the $10-15M?
ANSWER: The $10-$15M grant application consists of one grant application for $12M, with various matching funds from Coastal Resilience partners.
2. QUESTION: Section 2.1.1 Funding Status, “The contractor shall provide a funding status update that reflects the status of current and future grant applications supporting the program.”
In addition to the 4 grants listed, how many other grants should a contractor estimate to determine a level of effort for this requirement? Otherwise, the government will receive a wide variety of estimates.
ANSWER: In addition to the existing grants that have been received and/or applied for, I wouldn’t anticipate more than TWO (2) additional grant applications per FY.
3. QUESTION: Section 2.1.2 Design Status, “The contractor shall provide status updates on the design of the pilot projects, including design progress and any significant issues with the design and permitting of those projects.”
What is the current status of the designs for each of the five projects? What are the estimated start and end dates for the designs?
ANSWER:
1) Living Shoreline at Fuel Depot (REPI) // Oyster Reef at Drone Runway (REPI) // Submerged Shoreline Sediment Placement at Buck Beach (REPI) All these projects fall under the same schedule at this time.
Design Status: 30% ECD Feb 2023 / 60% design ECD Oct 2023 / 100% design ECD Feb 2024 Construction ESD: No earlier than November 2024 Construction ECD: TBD
2) Marsh and Seagrass Enhancement at East Bay (RESTORE) - Bay County is currently working with the US Treasury to get the funds for this project released. Once released and processed, we should be able to get an update on the design and construction schedule.
3) Sand Dune Replenishment/Trapping at NCO Beach (USFWS) - Design Status: Complete – Managed by USFWS
Construction ESD: Pre-installation activities for the sand fencing currently underway.
Sand Fence installation to begin in Nov 22 and be substantially complete in Late Feb 2023.
Construction ECD: April 2023 – November 2023 – USFWS and their partners will be conducting post-install vegetation surveys and sedimentation accretion studies to analyze the success of the project.
4) DARPA Oyster Reef at East Bay - Design Status: Under design by WSP in coordination with Univ of Mississippi and DARPA. As of the time of this response, no additional information is available, but will be submitted once information has been provided.

4. QUESTION: Section 2.1.3 Construction Status, “The contractor shall provide construction updates on the pilot projects, when applicable. This includes construction start date, percent complete, and expected completion date, as well as any issues that have impacted the construction schedule.”
What are the estimated start and end dates for each of the TNC and USFWS projects?
ANSWER: See answers to Q3 above.
5. QUESTION: Section 2.2 Program Management Review, “The Contractor shall provide technical expertise to the Government in specified meetings with subject matter expert-level knowledge.”
What technical expertise will the government require? How many hours of this technical expertise should the contractor assume to be required for the base and option years? What type and level of subject matter expertise should the contractor provide?
ANSWER: Given that the design, construction, and environmental permitting of these projects are being executed and managed by others, outside of this solicitation, the required technical expertise should be sufficient to understand those aspects well enough to provide the updates required in this RFP.
6. QUESTION: Section 1.1 General, “The objective of this contract is to provide program-level oversight and reporting on multiple pilot projects underway that support the coastal resilience of Tyndall AFB, FL.”
What is the government’s anticipated level of effort in terms of full-time equivalents?
ANSWER: Although comprised of a mix a different skill sets, the government anticipates that the total level of effort (per year) on this RFP would be less than one FTE.
7. QUESTION: Section 2.2.1, “Monitor and report on status of the applicable Environmental Analysis.”
What environmental analyses are contemplated?
ANSWER: Programmatic EA is under way, by others, and the applicable project level NEPA reviews will take place when/where required. For any pilot projects requiring a NEPA review, the anticipated result is issuance of a FONSI at the project level.
8. QUESTION: Section 2.2.2, “The Contractor shall support Program Management Reviews
(PMRs) by attending Monthly Action Officer Meetings (that are scheduled by the Government) and the Contractor shall provide presentations with relevant information for these events.”
Are “presentations with relevant information for these events” limited to what is listed in 2.1 and 2.2.1?
ANSWER: Yes, however, should significant information come to light that falls outside of the scope of para(s) 2.1 and/or 2.2.1, the offeror should include this information either in their update or via email to the gov’t POC on the project.
9. QUESTION: Section 2.3, Grant Support, “If a program stakeholder is pursuing or applying for a grant that supports the pilot projects, the Contractor shall provide written narratives and other supporting documents regarding the pilot projects to support the grant application.”
How many grants should the contractor anticipate? A contractor cannot estimate the time needed to prepare the written narratives and other information without the number of grants that may be involved. Who is responsible for developing the grant application?
ANSWER: Section 2.3 should be removed from the RFP. As a reporting function only, this RFP should not include the Grant support language described in Para 2.3. TNC and their partners are solely responsible for future Grant applications and development.
10. QUESTION: Section 5.1 Timeline, “This requirement shall be completed over the course of one base year and one option year.”
Should this state one base year and two option years per Attachment 2?
ANSWER: PWS has been updated to reflect two option periods.
