1. PROJECT SPECIFIC GUIDANCE
1.1. SCOPE
The Contractor shall provide design and construction services for project “Increase HVAC
Equipment Room, Building 140,” at Dover Air Force Base, Delaware. The work shall consist of, but not limited to, providing all labor, materials, tools, expertise, testing, surveying, equipment, report writing, sampling, warranties, and transportation for the design and construction of the work as necessary to comply with specified design standards and this Statement of Work. Project shall generally provide for modifications of the existing HVAC systems serving the Emergency
Communications Center (ECC) at the Base Fire Department in Building 140. The existing system is undersized and does not effectively or efficiently distribute heating and cooling within the various spaces within the ECC. The project will also include incidental architectural and electrical work necessary to support the HVAC renovation work. Specific requirements are detailed below.
1.1.1. Temporarily remove the suspended ceiling below VAV-47 in room 122. Remove and dispose of the existing VAV-47. Provide transition ductwork and one motorized damper to span the gap in the ductwork created by the removal of VAV-47. Connect motorized damper to the Building
Automation System so that the damper is normally fully open, but closes when AHU 501 is enabled. Demolish and remove electrical circuits for the removed mechanical equipment.
Removal shall be back to the source. Reinstall suspended ceiling.
1.1.2. Temporarily remove the suspended ceiling in rooms 140-144. Reinstall suspended ceiling after all work in the space has been completed.
1.1.3. New VAVs.
1.1.3.1. Provide two variable air volume mixing boxes with hydronic reheat. One shall serve room 140 and one shall serve rooms 142, 143 and 144.
1.1.3.2. Connect the hydronic reheat coils to the heating hot water system in the mechanical room.
1.1.3.3. Connect VAV controllers to the Building Automation System. Install new space temperature sensor in room 140 and connect it to the BAS. Reutilize existing space temperature sensor in room 142. Configure VAVs to provide max cooling flow when the constant volume back-up AHU 501 is activated.
1.1.3.4. Test, balance, and commission the two new VAVs. A separate commissioning agent is not required. Instead, provide BAS technician to facilitate government commissioning efforts.
No trending or second season commissioning required. No adjustments to AHUs are required
EXCEPT that the static pressure set point shall be adjusted upward if necessary to balance the airflows in the new VAVs.
1.1.4. Provide one each ductless mini-split for rooms 141A and 141B. Size each mini-split to provide 100% cooling for both rooms. The intent is for one system to be the primary system and the second system to be the back-up system. Condensing units shall be capable of operating at low ambient conditions. Provide new electrical circuits and equipment in support of the new split units.
Provide transfer grills and one wall fan to allow air to flow between rooms 141A and 141B.
Control the split units with a non-adjustable wall mounted thermostat on the wall separating the two rooms in room 141A. Use iOSystems Conceal-A-Stat tamper-resistant, non-adjustable thermostat
(or an equal product from another manufacturer) set to control cooling down to 75 degrees dry bulb.
Provide selector switch so that facility occupants can select which system is activated. Retain existing supply air connections to rooms 141A/B and set to ~50 CFM each to positively pressurize the two rooms.
1.2. LIMITATIONS
1.2.1. The ECC is a critical facility and will remain occupied and operational during design and construction phases of the work. The design and construction must accommodate continuity of operations of the ECC, which includes the main Dispatch Area, the two Communications
Equipment Rooms, the Emergency Operations Center (Conference Room), the Restroom, and the Kitchen. The work shall include continuity of electrical, mechanical, communication systems, maintenance of life safety systems, and provision of safe access to the maximum extent possible. It is understood that temporary climate control may need to be provided by the contractor while the existing systems are being replaced. During construction activities all existing equipment must remain operational and be adequately protected against damage.
Mandatory utility outages affecting the ECC operations, including temporary outages of the existing Fire Suppression System and Fire Alarm System, can be accommodated but must be only as absolutely necessary to minimize the effect on Using Agency operations. Proposed outages must be considered during the design phase and coordinated with Dover AFB to determine impacts and possible workarounds.
1.2.2. Asbestos containing material screening has not been conducted on this facility. It is not anticipated that asbestos containing material will be encountered on this project. The Contractor is responsible for providing its own sampling and testing as it determines necessary to prosecute the work. In the event that asbestos containing materials are encountered and which must be handled as incidental to the work it will either be 1) accomplished separately by the Government or 2) addressed as a modification to this project contract. Asbestos abatement of spaces not disturbed by this project work is not required. Should asbestos containing materials be found in the work area, advise the Contracting Officer immediately.
1.2.3. Paint containing hazardous materials (Lead, Chromium, Cadmium) screening has not been conducted on this facility. It is not anticipated that paint containing hazardous materials will be encountered on this project. The Contractor is responsible for providing its own sampling and testing as it determines necessary to prosecute the work. In the event that paint containing hazardous materials is encountered and which must be handled as incidental to the work it will either be 1) accomplished separately by the Government or 2) addressed as a modification to this project contract. Removal of paint containing hazardous materials of spaces not disturbed by this project work is not required. Should hazardous containing materials be found in the work area, advise the Contracting Officer immediately.
1.3. GOVERNMENT-SUPPLIED ITEMS
1.3.1. INFORMATION – The Government will provide information in the form of available plans, reports, maps, and drawings as necessary to facilitate accomplishment of the work required in this Statement of Work. The Government will supply electronic copies of available
As-Built drawings that are pertinent to the facility involved. However, these drawings are not warranted to show conditions as they actually exist. The designer shall field verify the information shown on the As-Built drawings as necessary to produce a quality-designed project.

2.2.1. Project Management Plan (PMP) – Due within 15 calendar days after contract award.
2.2.2. Kick-Off Meeting – Due within 15 calendar days after Notice to Proceed. The Contractor shall conduct a Kick-Off Meeting at Dover AFB DE. This meeting will include a complete overview of the project and will be presented to the relevant Base staff and POCs. This meeting will allow the Government and the Contractor to discuss any specific concerns not previously addressed. The meeting shall not be concluded until the Contractor has a complete and workable design concept.
2.2.3. Design Submittals
2.2.3.1. 100% Design Submittal – Due within 45 calendar days after Kick Off Meeting. To include fully edited specifications, complete drawings, and Basis of Design. Design document submissions shall include the following:
1) Table of Contents
2) Executive summary of the scope of all work
3) Minutes and sign-in sheets of all meetings pertaining to the development of the design
4) Previous Government review comments and Contractor responses
5) Design Analysis (Basis of Design) and appropriate engineering calculations
6) Design drawings and specifications
7) Schedule of submittals for material approval.
2.2.3.2. 100% Design Review Meeting – Due 30 calendar days after the 100% Design
Submittal. These meetings will include all relevant Base POCs and Contracting Personnel on an as needed basis. These meetings will cover the design review comments made on the current design submittal and will include any pertinent issues which could affect future progress. The following items shall be covered:
1) Meeting Attendees and Contact Information
2) Review and resolution of design review comments
3) New business
4) Schedule
2.2.3.3. Final “Issued for Construction” Design Submittal – Due within 30 calendar days after
100% Design Review Meeting. Includes signed and sealed final specifications, drawings, and
Basis of Design. Submit all items electronically using the following hard copies: 1 full size drawing set, 3 half size drawing sets, 2 copies of specifications, and 2 copies of the Basis of
Design.
2.3. CONSTRUCTION REQUIREMENTS
2.3.1. UFGS 01 33 00 Submittal Procedures shall govern construction submittals.
2.3.2. PERMITS – The Contractor is responsible for all applicable permits, licenses, and certificates required to perform and execute this contract.
2.3.3. CONSTRUCTION PROGRESS MEETINGS – The Contractor shall perform
Construction Progress Meetings with meeting minutes provided to Contracting. These meetings will include all relevant Base POCs and Contracting Personnel on an as needed basis. These meetings will cover the progress made in the past period and will include any pertinent issues which could affect future work progress. The following items shall be covered:
1) Meeting Attendees and Contact Information
2) Change Orders
3) Requests for Information
4) Material Submittals and Updated Submittal Register
5) Updated Schedule
2.3.4. WORKSITE ACTIVITIES AND COORDINATION –
1) The Contractor shall coordinate worksite activities with all applicable personnel to ensure the protection of human health and the environment; the prevention of damage to property, utilities, materials, supplies, and equipment; and the avoidance of work interruptions. The Contractor shall provide physical security to work areas with security equipment and personnel.
2) The Contractor shall be responsible for protecting the lives and health of employees and other persons on the work site; preventing damage to property, materials, supplies, and equipment, avoiding work interruptions and complying with
Occupational Safety and Health Administration (OSHA) safety and local safety office requirements. The Contractor shall perform all operations in a prudent, conscientious, safe and professional manner and conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.
The Contractor shall maintain documentation supporting training records on site and have written Health and Safety Plans on site and available for workers and/or regulatory review. The Contractor shall provide the CO copies of any OSHA report(s), regarding a project site, submitted during the duration of the TO.
3) The Contractor shall record and report promptly (within 1 hour) by telephone, facsimile or other direct means to the CO, COR, the Base POC, and to the military installation’s Safety Office, all available facts relating to each instance of damage to
Government property or injury to either contractor or Government personnel. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, preserve evidence until released by the accident/mishap investigative authority through the CO, and immediately report the incident to the Fire Department at 911.
If the Government elects to conduct an investigation of the accident/mishap, the
Contractor shall cooperate fully and assist Government personnel in conducting of the investigation until it is completed.
4) The Contractor agrees that his personnel and equipment are subject to safety inspections by Government personnel while on federal property.
2.4. SECURITY AND ANTITERRORISM
2.4.1. SECURITY:
1) All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental Installation shall abide by all security instructions and directives of Dover AFB. Employees are responsible for safeguarding all government property provided for contractor use.
2) At the close for each work period, government facilities, equipment and materials shall be secured, lights, heat and water turned off and all doors and window secured.
3) The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the Installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the
Criminal Background Check (CBI).
4) Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
5) The contractor shall submit any request for compensation on delays to the
Contracting Office for approval. The contractor shall notify the Contracting Office or authorized representative as soon as the contractor realizes/determines of any potential delays in accordance with the terms and conditions of this requirement.
6) All contractors and subcontractors when working in a Controlled, Restricted or other sensitive areas must be escorted at all times. The military agency or unit responsible for the project or work is responsible for providing the escorts. The
Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.
2.4.2. CONTRACTOR BADGE POLICIES:
1) All requests for contractor badges will be submitted through the Base Contracting
Squadron Office and/or the requesting agencies base point of contact. The
Contracting Squadron Office or base point of contact will then fill out an
Operational Risk Management Assessment Form (ORM) for the requesting agency and submit it to the Pass and Registrations section for approval IAW OPlan 31-
101. As a minimum the ORM will be submitted 10-days prior to the requested date of employment.
2) All contactor employees who’ll be granted unescorted access to the Installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the Installation. Continued employment is contingent upon successful completion and favorable reporting of the CBI.
3) DAFB Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all old badges must be returned to 436 SFS, Pass and
Registration for destruction. Also before a new badge will be issued an ORM must be resubmitted to the Pass and Registration section for approval again. In the event a badge is lost or stolen, immediately contact the 436 SFS, Pass and Registration office. The badge holder must accomplish the Loss/Theft of Identification
Worksheet and provide it to his/her supervisor. The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the 436th Contracting Squadron and 436 SFS, Pass and Registration office and submit a new request for badge before a new badge can be reissued.
4) Base Contracting Office or base point of contact will immediately notify 436 SFS, Pass and Registration when a contractor’s employment has been terminated. The
Site Supervisors are responsible for notifying and returning the contractor’s badge to Pass and Registration when this occurs. At no time will a contractor contact
Security Forces directly regarding badge denial; they need to contact the
Contracting Office.
2.3.3. INSTALLATION ACCESS:
1) The contractor shall obtain personal contractor identification badge for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Dover AFB from 436 SFS, Pass and Registration, for the duration of the contract. Employees are only permitted to enter the Installation during the date and time periods indicted on their contractor badge.
2) Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the Installation. All vehicles entering the DAFB Main Base, Military Family Housing or sensitive areas are subject to search. Any refusal or non-consent by an employee will result in termination of their base access and immediate confiscation of this access badge.
3) During Force Protection Condition (FPCON) Normal and Alpha, personnel without base issued badges must be sponsored onto the installation.
4) During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.
5) During Higher FPCONs (Charlie and Delta) the base will normally curtail non-essential operations/functions; access by non-essential Contract operations will be suspended as the direction of the Installation Commander.
6) Antiterrorism Awareness Level I Training: (select applicable category based on type of contractor support)
7) DoD Contractors possessing a Common Access Card (CAC) embedded in an organization (e.g., Civilian Medical Physicians, Flight Safety Instructor, etc.) will complete AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the―Force Protection computer based training (CBT) course through the Advanced Distributed Learning System (ADLS) site. This training site is available through the AF Portal at
Https://golearn.csd.disa.mil/kc/main/kc_frame.asp?blnWhatsNew=True This site automatically records member’s completion of training and enables the user to print a certificate if needed by the Unit or Base Training Manager.
8) DoD Contractors supporting a Base Service Contract (e.g., Custodial Services, Ground Maintenance, etc.) are highly encouraged to complete AT Awareness
Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the―Force Protection computer based training (CBT) course through the Joint
Knowledge Online (JKO) Learning Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html for individuals without access to government Non-classified Internet Protocol Router Network (NIPRNET) computer and who do not possess a CAC card.
9) DoD Contractors or subcontractors without a CAC or who do not have access to a government Non-classified Internet Protocol Router Network (NIPRNET) computer performing construction on the installation should consider completing
AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the― Force Protection computer based training (CBT) course through the Joint Knowledge Online (JKO) Learning Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html
10) IMPORTANT: The standalone course MUST be completed on the computer in which it is started. Course progress is not transferable between computers. The standalone course does provide a completion certificate but will not be tracked on
JKO and no record will be maintained. AT Awareness Level I Training should be provided by the requiring unit after contract award or the sponsoring organization.
2.3.4. FLIGHT LINE DRIVING: Contractors will have to adhere to the provisions in DAFBI
13-202 if operating on the airfield.
2.5. CONTRACT ADMINISTRATION REQUIREMENTS
2.5.1. SCHEDULE, AF FORM 3064 – The Contractor shall prepare and submit, for approval, by the Contracting Office (CO), a work breakdown structure. The work breakdown structure shall be used to report the cost and schedule status for this project. All tasks required under this type of contract shall be included in the work breakdown structure.
2.5.2. PROGRESS REPORTS, AF FORM 3065 – Contractor shall complete biweekly Contract
Progress Reports throughout the contract period. The work elements and percentages of the total job identified on the AF Form 3065 shall be identical to the work elements and percentages https://golearn.csd.disa.mil/kc/main/kc_frame.asp?blnWhatsNew=True http://jko.jten.mil/courses/atl1/launch.html http://jko.jten.mil/courses/atl1/launch.html indicated on the AF Form 3064. Each invoice should be based on the most recent approved
3065 and will be entered through Wide Area Work Flow (WAWF). The AF Form 3064, AF
Form 3065, and invoice shall all cover the same period of time.
2.5.3. NOTIFICATION REQUIREMENT – The Contractor is required to notify the
Contracting Officer and the Project Manager of critical issues that may affect life, health, safety, contract performance, or the environment. Verbal notification should be made immediately followed by written notification as soon as practical.
2.5.4. TRANSMITTAL FORM – Use AF Form 3000 Material Approval Submittal as the transmittal form for both design and construction submittals.
2.5.5. PERIOD OF PERFORMANCE: 180 calendar days.
