MEMORANDUM FOR: INTERESTED VENDORS

FROM: 436 CONS/PKA

SUBJECT: Questions and Answers for Solicitation FA449718R0039, Increase HVAC

Equipment Room at the Fire Department Building 140

1. The following questions were submitted by interested contractors and were answered by the government:

Question 1: Can a snapshot of the existing controls for B140 be provided so we know that ALL systems are working properly prior to our work?

Government Response: We can provide screenshots of the EMCS front-end.

However, I do not know if that will satisfy your intent.

Question 2: During the site visit, there appeared to be excess condensation on the

AHU that serves the space that we will be working in and the fan on the condenser was continuing to modulate to maintain head pressure on a 90 degree day. Is it the responsibility of the contractor to verify the systems are functioning properly when this project is complete?

Government Response: The responsibility of the contractor will be to demonstrate and commission functionality of the new equipment and the interface of new equipment with existing systems. A maintenance problem will not be the contractor's responsibility.

Question 3: Do we need to follow the SOW verbatim, or can we deviate and propose our plan in the Work Plan section of the technical requirements?

Government Response: The contactor is welcome to propose alternate technical solutions should they improve upon what is written in the SOW.

Question 4: Does the same ceiling tile need to be reinstalled after the ceiling are removed, or should we follow the DAFB Design Guide and install the tile required there?

Government Response: Please reuse or match existing ceiling tile unless you intend to replace all with new, in which case follow DAFB Design Guide.

Question 5: Is a full time superintendent required on this project?

Government Response: The government expects a qualified individual on-site that can direct work and speak on the contractor's behalf whenever work is being performed.

Question 6: Is a QA/QC required for this project?

Government Response: Dedicated QA/QC not required; however, all QA/QC

Question 7: Will temporary cooling need to be provided by the contractor while this work is being performed?

Government Response: Yes. As stated in Para 1.2.1 of the Statement of Work

"The work shall include continuity of electrical, mechanical, communication systems, maintenance of life safety systems, and provision of safe access to the maximum extent possible. It is understood that temporary climate control may need to be provided by the contractor while the existing systems are being replaced. During construction activities all existing equipment must remain operational and be adequately protected against damage. Mandatory utility outages affecting the ECC operations, including temporary outages of the existing Fire Suppression System and Fire Alarm System, can be accommodated but must be only as absolutely necessary to minimize the effect on Using Agency operations. Proposed outages must be considered during the design phase and coordinated with Dover AFB to determine impacts and possible workarounds."
