PERFORMANCE WORK STATEMENT

FOR

SPORTS OFFICIALS

1. DESCRIPTION OF SERVICES.

1.1. SCOPE OF WORK. Contractor shall provide/furnish all labor, tools, equipment, uniforms, material, supervision and transportation necessary to provide Sports Officiating and Scorekeeping services at Dover Air Force Base, DE 19902 for all intramural and Youth Center sport activities as defined in this statement of work, except as specified in paragraph 3 as government furnished property and services.

1.2 EVALUATION CRITERIA. Contractor shall have experience in sports officiating, training of officials and scheduling. Contractor must have retained ability equal to the period of the contract. Contractor shall submit a resume of qualifications with solicitation. All officials must be members of the National Association of Sports Officials (NASO), be National Intramural-Recreational Sports Association certified, or of a state registered sports officials association for the sport being officiated. Contractor shall supply a copy of each individual’s respective certification/membership, to the Dover AFB Sports Director one week prior to the individual’s working/ officiating his or her first game.

1.3. AREAS OF RESPONSIBILITIES.

1.3.1. Sports to be officiated are flag football, softball, basketball and volleyball. The contractor shall provide the required number of officials and scorekeepers at each scheduled contest. Requested number of required officials may and can be reduced if participation warrants by the DAFB Sports director.

1.3.2. Officials shall not participate as players, coaches, or team managers within the leagues in which they are officiating.

1.3.3 Officials will attend a scheduled sports clinic, at least one-week prior to start of each sport, to go over any specific rules/by-laws governing the upcoming sports schedule. Contractor will submit a roster of attendance, to the Sports Director prior to first regular scheduled season game.

1.3.4. Officials will comply with all Air Force safety requirements when officiating on Dover AFB, and rule on any point or any situation not specifically covered within the by-laws and National Association Rules. Safety requirements will be outlined within the by-laws for each sport. By-laws will be distributed to the head official during the sport clinic for each sport, one-week prior to start of the season.

1.3.5. The head official shall review scorebooks/score sheets to ensure all required information is present to include time, date, first and last name of players, officials and scorekeepers names. The head officials duties are not complete until the official score book/sheet is approved by and signed in legible handwriting by all officials and scorekeepers, at the end of each contest.

1.3.6. Officials shall acquire a team roster from both teams prior to the start of each game.

1.3.7. Scorekeeper shall pick up all the required equipment/keys and return them back to the Fitness Center after the last contest of the night. Fitness center staff members and scorers will conduct an inventory upon return of keys and equipment. At Youth Center games, Center staff will set up all equipment needed for play and scorekeepers will be provided.

1.3.8. The head official shall ensure the field lights are turned on at dusk and turned off following last scheduled contest of the evening.

1.3.9. The head official shall notify the Fitness Center if a contest is protested, if a player receives an ejection, or is injured. Specific procedures for officials to take will be outlined within the by-laws for each sport. Officials must report any player/coach being ejected due to unsportsmanlike conduct or inappropriate behavior; both verbal and physical; towards players, officials, or spectators. A detailed description of the situation, listing name, rank, unit, and what/why/how will be entered into the official score book/sheet, and in the case of an ejection, the Sports Director must be notified by 1200, of the next duty day (Monday-Friday).

1.3.10. Officials will enforce local sports by-laws. Additionally, officials will enforce the official rule of governing sports bodies. These rulebooks will govern play when items are not covered in the local sports by-laws.

Officials will enforce local sports by-laws. Additionally, officials will enforce the official rule of governing sports bodies. These rulebooks will govern play when items are not covered in the local sports by-laws.

1.3.10.

Contractor shall wear appropriate professional officiating attire. Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company and employee name.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The government shall provide the facilities, fixtures, equipment and services listed here or in Appendix B.

3.1. Property.

3.1.1. Facilities. The government shall furnish or make available facilities described in Appendix B. The Government shall provide the maintenance and repair of all playing areas. No alterations shall be made to furnished facilities without specific written permission from the contracting officer. The government will provide adequate lighting for all night games.

3.1.2. Equipment. The government will furnish the equipment listed in Appendix B.

4. CONTRACTOR FURNISHED ITEMS AND SERVICES.

4.1. Except for those items or services specifically stated in section 3 as government furnished, the contractor shall furnish everything needed to perform this contract according to all its terms and conditions.

5. GENERAL INFORMATION.

5.1. CONTRACTOR PERSONNEL: The contractor shall provide a contract manager and alternate/s that shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate/s shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer, prior to contract start.

5.1.1 The contract manger or alternate shall be available within 60 minutes during normal duty hours to meet on the installation with government personnel designated by the contracting officer, to discuss problem areas.

5.1.2. Telephone numbers of the project manager or alternate must always be updated and provided to the Fitness Center and Youth Center for short notice cancellation notification due to inclement weather, military related commitments, or acts of God.

5.1.3. The contract manger and all employees must be able to read, write, speak and understand English. The government reserves the right to restrict employment of any contractor employee, or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of Dover AFB and its population. Each sports official for the Youth Center must undergo an installation records check and complete all training as required for contractors IAW AFI 34-249. Youth Center sports officials must provide at least two professional references prior to employment. Individuals with convictions for or substantiated cases of child abuse or neglect in their records may not be employed in Air Force youth programs.

5.1.4. Officials must maintain a professional attitude and wear appropriate professional officiating attire. Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company and employee name.

5.1.5. The contracting officer may, in writing, require that the contractor be removed from the work site, area or base due to objectionable behavior. Objectionable behavior includes wearing inappropriate attire, using profane language, abusing or disobeying base rules or regulations. No official shall be allowed to work a game if it is apparent he/she has been consuming alcoholic beverages. At no time shall an official consume alcoholic beverages or use tobacco products in, on or around the playing area.

5.2. SCHEDULE OF WORK.

5.2.1. The contractor will be notified 15 days in advance, by the Fitness Center, concerning the type of competition being scheduled and approximate start date. The Fitness Center will provide the contractor with a schedule of contests, current copy of applicable by-laws, location of contests and dates and times not later than one week prior to the first scheduled competition of the applicable sport. Contractor will give the Youth Center at least 3 days notice if officials can’t be provided.

5.2.1.1. Intramural Contest Time Limits:

5.2.1.1.1. Volleyball matches will consist of three games. Estimated match play is 60 minutes.

5.2.1.1.2. Basketball will have (2) 20-minute halves, using a running clock, with a 5-minute halftime. The clock will be regulation the last two minutes of each game.

5.2.1.1.3. Softball will play for one hour or 7 innings (any inning started must be completed regardless of the one hour time frame), whichever occurs first. There will be a 10 run rule after 5 innings.

5.2.1.1.4. Flag football will have (2) 20-minute halves, using a running clock. The clock will stop on every whistle during the last two minutes of the end of each game.

5.3. HOURS OF OPERATION.

5.3.1 Fitness Center hours of operation are as follows:

5.3.1.1. Normal Hours, Monday – Friday; 5:30 AM – 10:00 PM

5.3.1.2. Saturday – Sunday; 9:00 AM – 3:00 PM

5.3.1.3. Holiday Hours. Contractor is not required to provide services on the following Federal holidays:

- New Years Day – 1 January

- Martin L. King Day – Third Monday in January

- Washington’s Birthday – Third Monday In February

- Memorial Day – Last Monday in May

- Independence Day – 4 July

- Labor Day – First Monday in September

- Columbus Day – Second Monday in October

- Veterans Day – 11 November

- Thanksgiving Day – Fourth Thursday in November

- Christmas Day – 25 December

5.3.3. Officials may be required to work on weekends as scheduled in advance or due to make-up contests. Cancelled or postponed contests may also be added to the end of the schedule, extending the schedule. Contests will not be scheduled on Federal Holidays.

5.4. RESERVED.

5.5. QUALITY ASSURANCE.

5.5.1. The government is responsible for the inspection and acceptance of services authorized. All work shall be accomplished in a timely and professional manner. Work, which does not conform to the specifications contained herein, will be justification for rejection. Correction of any deficiency shall be at no cost to the United States government or the Dover AFB Fitness Center.

5.5.2. The contractor will respond to written concerns or complaints received by the contracting office. (Note: Response is an action designated to correct or clarify a situation under question.) The contractor will provide the contracting officer a written response within 5 working days from the day the concern or complaint was received.

5.5.3. GOVERNMENT REMEDIES. The contracting officer shall follow FAR 52.212-4, Contract terms and Conditions-Commercial Items (MAR 1999), for contractor’s failure to perform satisfactory services or failure to correct nonconforming services.

5.6. CANCELLATIONS.

5.6.1. Cancellations of scheduled contests will be handled as follows:

5.6.1.1. If the Fitness/Youth Center cancels a contest, the Fitness/Youth Center will notify the head official not later than 1600 the day of the competition.

5.6.1.2. Officials will have the authority to forfeit any game due to gross misconduct and/or no show/tardiness of teams scheduled. Game time is forfeit time.

5.6.1.2.1 If an official must cancel a contest due to misconduct or forfeiture, the exact cause of cancellation must be recorded in score book/sheet and reported to the DAFB Sports director, no later than 1200 hrs the following work day.

5.6.1.3. Officials will also have the authority to postpone any game due to inclement weather, suitability of the playing field, or emergencies such as military recalls/alerts.

5.6.1.4. The first set of officials will be paid for one contest if cancellation is made after their arrival at the contest site. When field/area weather conditions warrant, the first set of officials shall cancel all scheduled competitions for that sport, on that night, and notify all other officials, scorers and Fitness/Youth Center staff. The government will only be responsible to pay for one canceled competition per event site, per day.

5.6.1.5. If the contractor has not fulfilled the obligation of duties then full pay for a contest will not be received if, for example, only three officials arrive for a contest where four officials are scheduled, contractor will be paid only for the three officials that arrive.

5.6.1.6. The Fitness/Youth Center reserves the right to revise by-laws and/or schedules at any time. The Fitness/Youth Center will notify the contractor’s designated representative no later than 24 hours prior to the first revised competition.

6. RECORDS MANAGEMENT:

The contractor understands that when creating, handling and maintaining records for the Air Force, either electronic or paper, you must meet the requirements established in the AFRIMS Records Disposition Schedule (RDS), AFI 33-322, Records Management Program, AFI 33-364, Records Disposition Procedures and Responsibilities, and AFM 33-363, Management of Records. In order to meet the requirement established IAW the above mentioned Air Force Instructions and regulations, contact the Base Records Management Office (436 CS/SCXK, Bldg. 310) at extension 677-3642 for guidance. Contractors must contact the Base Records Manager within 60 days of appointment to receive training in both Air Force Records Management and the Air Force Privacy Act Program.

7. SECURITY.

All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental Installation shall abide by all security instructions and directives of Dover AFB. Employees are responsible for safeguarding all government property provided for contractor use.

At the close for each work period, government facilities, equipment and materials shall be secured, lights, heat and water turned off and all doors and window secured.

The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the Installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI).

Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.

The contractor shall submit any request for compensation on delays to the Contracting Office for approval. The contractor shall notify the Contracting Office or authorized representative as soon as the contractor realizes/determines of any potential delays in accordance with the terms and conditions of this requirement.

All contractors and subcontractors when working in a Controlled, Restricted or other sensitive areas must be escorted at all times. The military agency or unit responsible for the project or work is responsible for providing the escorts. The Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.

8. CONTRACTOR BADGE POLICIES:

All requests for contractor badges will be submitted through the Base Contracting Squadron Office and/or the requesting agencies base point of contact. The Contracting Squadron Office or base point of contact will then fill out an Operational Risk Management Assessment Form (ORM) for the requesting agency and submit it to the Pass and Registrations section for approval IAW OPlan 31-101. As a minimum the ORM will be submitted 10-days prior to the requested date of employment.

All contactor employees who’ll be granted unescorted access to the Installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the Installation. Continued employment is contingent upon successful completion and favorable reporting of the CBI.

DAFB Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all old badges must be returned to 436 SFS, Pass and Registration for destruction. Also before a new badge will be issued an ORM must be resubmitted to the Pass and Registration section for approval again. In the event a badge is lost or stolen, immediately contact the 436 SFS, Pass and Registration office. The badge holder must accomplish the Loss/Theft of Identification Worksheet and provide it to his/her supervisor. The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the 436th Contracting Squadron and 436 SFS, Pass and Registration office and submit a new request for badge before a new badge can be reissued.

Base Contracting Office or base point of contact will immediately notify 436 SFS, Pass and Registration when a contractor’s employment has been terminated. The Site Supervisors are responsible for notifying and returning the contractor’s badge to Pass and Registration when this occurs. At no time will a contractor contact Security Forces directly regarding badge denial; they need to contact the Contracting Office.

9. INSTALLATION ACCESS:

The contractor shall obtain personal contractor identification badge for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Dover AFB from 436 SFS, Pass and Registration, for the duration of the contract. Employees are only permitted to enter the Installation during the date and time periods indicted on their contractor badge.

Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the Installation. All vehicles entering the DAFB Main Base, Military Family Housing or sensitive areas are subject to search. Any refusal or non-consent by an employee will result in termination of their base access and immediate confiscation of this access badge.

During Force Protection Condition (FPCON) Normal and Alpha, personnel without base issued badges must be sponsored onto the installation.

During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.

During Higher FPCONs (Charlie and Delta) the base will normally curtail non-essential operations/functions; access by non-essential Contract operations will be suspended as the direction of the Installation Commander.

10. ANTITERRORISM AWARENESS LEVEL I TRAINING: (select applicable category based on type of contractor support)

DoD Contractors possessing a Common Access Card (CAC) embedded in an organization (e.g., Civilian Medical Physicians, Flight Safety Instructor, etc.) will complete AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the―Force Protection computer based training (CBT) course through the Advanced Distributed Learning System (ADLS) site. This training site is available through the AF Portal at https://golearn.csd.disa.mil/kc/main/kc_frame.asp?blnWhatsNew=True. This site automatically records members completion of training and enables the user to print a certificate if needed by the Unit or Base Training Manager.

DoD Contractors supporting a Base Service Contract (e.g., Custodial Services, Ground Maintenance, etc.) are highly encouraged to complete AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the―Force Protection computer based training (CBT) course through the Advanced Distributed Learning System (ADLS) site or the Defense Technical Information Center (DTIC) at https://atlevel1.dtic.mil/ for individuals without access to government Non-classified Internet Protocol Router Network (NIPRNET) computer and who do not possess a CAC card.

DoD Contractors or subcontractors without a CAC or who do not have access to a government Non-classified Internet Protocol Router Network (NIPRNET) computer performing construction on the installation should consider completing AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the―AT Awareness Level I computer based training (CBT) course online through the public accessible Defense Technical Information Center (DTIC) site at https://atlevel1.dtic.mil/. This site allows the user to print a certificate annotating their completion of training. AT Awareness Level I Training should be provided by the requiring unit after contract award or the sponsoring organization.

11. FLIGHTLINE DRIVING:

Contractors will have to adhere to the provisions in DAFBI 13-202 if operating on the airfield.

12. CONTRACTOR MANPOWER REPORTING.

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Sports Official via data collection site. The contractor is required to completely fill in all required data field at http://www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year, which runs 1 October through 30 September * of each calendar year. Contractor may direct questions to the CMRA help desk.”

*Reporting Period: Contractors are required to input data by 31 October of each year.

Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

13. SOLID and HAZARDOUS WASTE REMOVAL.

The contractor shall dispose of all wastes generated in the performance of their task. No solid waste materials shall be placed in any trash receptacle on DAFB. If any Hazardous or Special Waste is generated the Contractor will coordinate with the 436 Civil Engineering Natural Resources Flight (436 CES/CEAN) prior to disposal.

14. OPSEC:

436th Contracting Squadron unit OPSEC coordinators will state OPSEC requirements on DD Form 254, contracts and SOW/PWSs with sufficient detail to ensure complete contractor understanding of the exact OPSEC provisions or measures required by the organization. If the OPSEC block is checked on the DD Form 254, the 436th Contracting Squadron unit OPSEC coordinators shall:

Task the contractor to develop an OPSEC program plan to address how the contractor plans to protect critical and sensitive contracted information, and upon organization acceptance, implement the OPSEC program plan.

Provide OPSEC guidance for the contractors to use in developing their own OPSEC plan.

Based on the classification guidance or OPSEC requirements in the prime contract, the prime contractor is responsible for preparation of DD Forms 254 for any subcontracts. This should be done in coordination with the 436th Contracting Squadron unit OPSEC coordinators and unit security manager.

For a contractor to effectively comply with OPSEC provisions of the contract, the organization must provide the following guidance:

Organization’s critical information.

Adversaries’ collection threat information as it applies to the organization’s mission and the contract.

Operations security guidance (at a minimum, the organization will provide a copy of this instruction).

Specific OPSEC measures the organization requires (as appropriate).

APPENDIX A

WORKLOAD ESTIMATES

1. Work Load Estimates:

1.1. Fiscal Year –October 2015 - September 2016

1.1.1. Intramural Basketball: Contests estimated to be held – December-March - Two referees, one scorekeeper/timer.

1.1.2. Flag Football: Contests estimated to be held – September - December – Two officials.

1.1.3. Intramural Softball: Contests estimated to be held - May-August - One umpire.

1.1.4. Intramural Volleyball: Contests estimated to be held – March – May – One referee

1.1.5. Youth Basketball: Contests estimated to be held - Jan-Mar. – One referee for 7 & 8 year old childrens’ games and two referees for 9 & 10 year old children’s games.
