Single Source Justification (FAR Part 13 Acquisition Below Simplified Acquisition Threshold)
Section A: General Contract Information
Contracting Activity: Department of the Air Force, 436 CONS/ LGC, Dover AFB, DE, 19902.

Section B: Description of the Supplies/Services Required
The 436 LRS request purchase of a FEDS Cab Assembly and an Arm Assembly. The FEDS Cab Assembly is an enclosed cab assembly that provides deicing, anti-icing, and air plus capabilities. The Arm assembly connects the FEDS Cab to the boom of the Deicer.
Section C: Justification for Soliciting from a Single Source
Global Ground Support LLC is the manufacturer of Dover AFB Deicers. All parts for repairs or upgrades are proprietary towards there vehicles and must therefore be purchased through them. Purchasing from another manufacturer will also require purchasing new parts for repairs and upgrades. Although multiple companies design/sell similar parts for there Deicing vehicles, they are not identical and are also brand specific to there models. A generic part of this type is not available.
Section D: Efforts to Obtain Competition
Market research was conducted via a sources sought on FBO for 1 week. A Small Business Dynamic Search was conducted and 3 small business contractors was found under NAICS code 336413 - Other Aircraft Parts and Auxiliary Equipment Manufacturing that were capable of providing this product. They were contacted via email and informed of the FBO posting. There was only 1 response by Global Ground Support LLC. An Internet search was completed to identify if there are other potential companies that can provide this part with no findings. Contact was made with two companies that manufacture deicers, JBT Aerotech and Landoll. Both companies stated that each manufacturer of deicers produces similar products in nature, but not identical parts that could be used in a Global Deicer. A search of FBO for similar acquisitions was conducted and a similar completed contract from Little Rock AFB was found. This contract had a brand name justification that identified the same findings.
Section E: Steps to Preclude Future Single Source Awards
Restriction to competition will remain as long as the current standard for Deicer systems exists throughout the Air Force. If the Air Force decides to replace the entire system for any reason, then other brands can propose and accomplish effective competition. Continuous market research will be conducted to find new contractors that can provide this requirement.
Section F: Contracting Officer's Determination
I have determined, in accordance with 10 USC 2304(f) as implemented in FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
