This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

Applicable FAR provisions and clauses in effect thru Federal Acquisition Circular (FAC) 2005-

95. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation FA4486-17-R-0012 is being issued as a Request for Quotation (RFQ) for Lajes Field, Azores, Portugal. This procurement is a full and open competition, with a NAICS code of 561710 Bird Proofing Services. A single award will be made as a result of evaluation of quotes received. The following commercial items are requested in this solicitation;

Bird Aircraft Strike Hazard system current requirement consists of a Reed-Joseph International Company Scare Wars® R4 LP system OR EQUAL, consisting of 1 master workstation, 1 Scare Wars 3.1 software, 2 hand held transmitters, 1 base antenna, 10 remote bird deterrent units, 10 remote bird deterrent unit with distress cry generator, and installation and training. System needs to work on a 148.100 MHz frequency and cover the airfield size of 12,294,763 SF

1. Vendors must attach a bar-coded Military Shipping Label (MSL) to all packages. Failure to attach a MSL will result in the shipment being delayed at the port. Preservation, packing, and packaging shall be according to contractor's standard commercial export practice to afford adequate protection against physical damage during shipment. A bar-coded MSL can be created and printed online at the website in paragraph 2 below.

3. SPECIAL NOTE: Please be aware that delivery times from New Cumberland to Lajes average 90 days.
