SUMMARY OF CHANGES

The purpose of this amendment is to:Block 14 (Description of Amendment/Modification):

A. Include new FAR Clause 52.204-27 Prohibition on a ByteDance Covered Application.

B. Answer questions from interested contractors.

C. All other terms and conditions remain unchanged.

Offerors must acknowledge receipt of this amendment by the date specified in the solicitation (or as amended). FAILURE TO ACKNOWLEDGEAMENDMENTS BY THE DATE AND TIME SPECIFIED MAY RESULT IN REJECTION OF YOUR PROPOSAL.

Questions that may be of general interest of all Contractors/Government will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or clarify and simplify the question(s). Questions and answers are issued to the Contractor for information purposes only.

1) What is the past award contract number? This a new contract and there is not a past award contract number.

2) Is there an incumbent in place? Is there a volunteer rendering services at the base chapel? No, there is not an incumbent in place as this is a new contract.

3) Is the submission of a completely filled out past performance questionnaire a requirement in order to qualify for the bid? It is not a requirement to qualify for the bid, but is highly recommended as the evaluation factors for this requirement are past performance over price with past performance weighing more.

4) What is the anticipated award date/contract start date? The contract start date will be 1 October 2023.

5) Paragraph 1.2.1 and 7.1.1.2 anticipates 24 office hours per week. Paragraph 7.1.1.3 states "In addition to office hours a minimum of six regularly scheduled program hours per week". Does the Government anticipate total number of hours worked per week will be 30? Yes.

6) Page 1 of the PWS under Specific Tasks states: Historically, contractors have maintained approximately 24 office hours per week and an approximately 120 hours per month for special/seasonal programs. 120 hours per month equals approximately 30 hours per week. Is the 120 hours per month included in the 24 hours per week or do you need a total of 54 hours per week (24 + 30) to be performed on this contract? The 120 hours per month are included in the 24 hours per week.

Prohibition on a ByteDance (Jun 2023) Covered Application

(a) Definitions. As used in this clause--

Covered application means the social networking service TikTok or any successor application or service developed or provided by ByteDance Limited or an entity owned by ByteDance Limited.

Information technology, as defined in 40 U.S.C. 11101(6)--

(1) Means any equipment or interconnected system or subsystem of equipment, used in the automatic , storage, analysis, evaluation, acquisition manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the executive

, if the equipment is used by the directly or is used by a contractor under a contract with the that requires the agency executive agency executive agency use--

(i) Of that equipment; or

(ii) Of that equipment to a significant extent in the performance of a service or the furnishing of a product;

(b) Prohibition. Section 102 of Division R of the Consolidated Appropriations Act, 2023 (Pub. L. 117-328), the No TikTok on Government Devices Act, and its implementing guidance under Office of Management and Budget (OMB) Memorandum M-23-13, dated February 27, 2023, "No TikTok on Government Devices" Implementation Guidance, collectively prohibit the presence or use of a on covered application executive agency
