STATEMENT OF WORK

24 September 2018

Installation of a (Fixed) Automated License Plate Reader System (ALPR) at Joint Base McGuire-Dix-Lakehurst Installation Access Control Points

1.0 PURPOSE:

The 87th Security Forces Squadron requires the capability to read and capture the license plates of vehicles entering and exiting the installation by utilizing an ALPR System.

2.0 SCOPE:

The contractor shall provide all personnel, services, equipment, and materials necessary to install an ALPR System at Five (5) access control points (see attachments) controlling (12) traffic lanes on the McGuire AFB and Fort Dix portions of Joint Base McGuire-Dix-Lakehurst. The contractor shall conduct a site survey to identify all public works, laying of cables, electrical supply, machinery, personnel, equipment, and all other necessary requirements to properly install the ALPR System.

The “ALPR System” shall be considered as the following: the camera unit, processor (if separate from camera), on-location alert screen (inside gate facility), server, all operating software (including administrator analytics), connectors, switches, wiring to existing government furnished fiber, connections, location monitoring stations, and necessary mounting hardware to include poles where there is not a suitable existing mounting location.

The vendor shall submit a bid for this project: showing the cost and requirements of ALPR utilizing a connection to an existing government fiber connection that is available at each gate facility installation site and to the vendor supplied server to be installed at police dispatch in Bldg. 2301 Vandenberg Ave.

When performing work under this contract, the contractor shall coordinate with 87th Security Forces Squadron (87th SFS), 87th Civil Engineer Squadron (87th CES) and 87th Communication Squadron (87th CS) and any other parties deemed necessary to de-conflict potential issues that will disrupt normal traffic patterns at installation access control points at least 72hrs in advance.

Traffic Safety and gate lane closures will be performed by 87th SFS personnel.

3.0 APPLICABLE LAWS AND REGULATIONS

The contractor shall comply with all applicable federal, state, and local laws, as well as Department of Defense (DoD) and Air Force instructions, manuals, handbooks, regulations, guidance, policy letters, and rules (including all changes and amendments) in effect on the date of the issuance of this contract.

5.0 HARDWARE SPECIFICATIONS

The system shall be comprised of a self-illuminating, Infrared (IR) camera for effective license plate image capture in a variety of weather and lighting conditions.

The Infrared (IR) Light Emitting Diodes (LEDs) shall be “pulsed” to enhance license plate capture.

The cameras shall have a dual lens configuration in a single camera housing featuring both an Infrared (IR) lens for license plate capture and a color overview image of the vehicle for verification/evidentiary purposes.

The camera shall be sealed to IP67 Specifications.

The dual lens camera shall be capable of capturing up to 60 frames per second.

The system shall operate on less than 20W, 12-18V DC power.

The system shall offer FIPS and NJCJIS compliant hardware data encryption for connection to the New Jersey CJIS System.

The system shall have a “self-trigger mode” to detect the presence of lawfully mounted vehicle license plates in the camera’s Field of View (FOV).

The system shall be capable of reading and processing “stacked” letters on license plates The cameras shall be capable of producing multiple license plate images with varying flash, shutter and gain settings to ensure a high quality image regardless of weather or lighting conditions.

The cameras shall utilize a software camera controller to facilitate the selection of the optimum settings for the Flash, Gain and Shutter. Once configured by the System Administrator or the vendor, all settings shall be automated in each camera.

The cameras shall have a fixed focal point or target distance from the camera to the vehicle license plates from 8 feet to 52 feet.

The system will be configured so as to provide complete coverage of all in-coming and out-going vehicular traffic to the installation, these locations are identified in attachment # 1.

The system server shall be supplied by the contractor and be of sufficient storage capability to store the captured routine data for a period of 45 days and alert data for a period of up to 90 days to allow for investigative downloads.

The system server will be installed and connected to the fiber connection inside of Bldg.

2301 Vandenberg Ave.

The system server size will be determined by the vendor based upon the above data retention periods with approximately 30,000 vehicle scans per day

The system shall be capable of integrating into a wide variety of systems via Relay Output, RS232, and TCP/IP Ethernet with socket and FTP protocols, as well as true IP connectivity over GSM/GPRS.

The system shall offer standard software JPEG compression, with optional hardware JPEG compression capability.

The system shall be fully web-enabled and IP Addressable with security protocols.

The system shall provide effective license plate capture at night and total darkness without any external lighting required to facilitate the license plate capture.

The system shall have the capability to capture vehicle license plates at speeds up to 140 mph with license plate capture and read/interpretation accuracy rates in excess of 90%.

The system shall offer peer-to-peer wireless links for cameras to processors and fiber connections from processors to a centralized location.

The system shall provide an on-site alert screen at each processor location to alert personnel of a potential alert with an incoming vehicle with a simultaneous alert going to the central dispatch location.

The system shall be configured so as to not allow modifications of system settings, queries of plates or any other input through the on-site alert screen.

The system may utilize wireless (non-cellular) connections between the individual camera install locations and the location based processor.

6.0 SOFTWARE SPECIFICATIONS

Software-based operating modes available from the manufacturer shall minimally include: access control, violation enforcement, and covert security applications.

The system shall provide a feature to enable or disable “fuzzy-logic” plate matching to enable the system to match common number character issues (0/O, 2/Z and 8/B) or unknown characters. This feature shall be able to be enabled or disabled at the System Administrator’s discretion.

The vendor shall provide variants of the Recognition Engine that are tailored/designed for a specific state or regional license plate population.

As part of the vendor’s system maintenance agreement with the customer, Recognition Engine updates and/or revisions shall be provided by the vendor in order to address changes in the state’s license plates during the term of the maintenance agreement.

The system shall be capable of providing all of the following data:

o The IR License Plate Image o The license plate interpretation or system read o A corresponding color overview image of the vehicle displaying the captured IR license plate o The date and time stamp of the captured license plate o Identification of the Camera capturing the image by Camera Name, Camera

Number or Location of the Camera or any variation thereof

7.0 ADMINISTRATION AND DATA MINING/MANAGEMENT SPECIFICATIONS

As part of the overall system and functionality, a customized back-office software application shall be provided so the customer can manage all the data collected by each camera, manage the database functions and manage the user administration functions and reporting.

The system shall provide the ability to customize the application screens and alerts based on system “hits.”

The system will be capable of reading and processing license plates that contain “stacked” letters as seen on the NJ Shore and Battleship License Plates.

The system shall provide the ability to assign priorities to the various databases as determined by the System Administrator.

The system shall provide the System Administrator with the ability to import an unlimited number of databases from multiple locations.

The system shall provide application security via a User Name and Password for each User as determined by the System Administrator.

The system shall provide the System Administrator with the ability to determine system user access levels based upon user responsibilities.

The system shall provide remote web access to stored data for analysis and reporting.

The application software shall be responsive in comparing a captured license plate against multiple databases with less than a 2 second response to a query of a database/s containing up to 10,000,000 records.

The system shall provide the capability to perform a full or partial license plate query against the databases.

The system shall provide the capability to perform a license plate query with “missing characters” against the databases.

The system shall provide the ability to query for license plate data based upon time, date, and location.

The system shall provide a server network environment to facilitate the sharing of data, allowing for setup of remote server connectivity and login.

Data and images stored in the system shall have the capability to be printed as determined by the System Administrator.

The system shall provide a method for automatically archiving data based upon the System Administrator’s specifications.

The system will be designed so that the rear license plate is captured at all personal vehicle gates.

8.0 GENERAL SPECIFICATIONS

All hardware and software provided by the vendor shall be covered under at least a one-year parts and labor warranty at no additional cost to the customer.

The contractor shall state the commercial warranty terms within their quote along with identifying any additional warranty information that is applicable.

The contractor shall complete all aspects of this requirement (installation, training, etc.)

within 60 days of notice to proceed.

The contractor shall provide 2 days of on-site system training for dispatchers and the System Administrator/s, this will be coordinated with the agency POC during system installation and occur no later than 5 working days after system installation is completed.

The contractor shall provide all training material to facilitate localized train the trainer instruction for system users.

The successful vendor shall provide full system installation.

All system documentation shall be furnished in electronic format.

The contractor shall supply all paperwork necessary for the facilitation in obtaining a

Platform IT certification (post installation) from the Air Force Security Forces Center Communications Section (AFSFC/S6), to include system topology, hardware security details, hardware model name and numbers, software version names and numbers, along with any other information deemed necessary by AFSFC/S6.

9.0 STANDARDS AND TESTING REQUIREMENTS

Shall meet Class 1 LED “eye safe” requirements of IEC / EN 60825-1.

The system shall be tested to operate in a temperature range of -20° C to +60° C.

The IR cameras shall be sealed to IP67 Standards.

Shall meet BS EN 60068-2-30 Test for Damp Heat (High Humidity).

Shall meet BS EN 60068-2-2 Test for Dry Heat.

Shall meet BS EN 60068-2-6 Test for Random Vibration.

Shall meet BS EN 60068-2-1 Cold Test.

Shall meet FCC CFR47 Part 15, subpart B, section 15.107 specifications for Conducted

Emissions.

Shall meet FCC CFR47 Part 15, subpart B, section 15.109 specifications for Radiated

Emissions.

Shall meet BS EN 61000-4-2 1995 requirements for electrostatic discharge.
