Section B: Description of the Supplies/Services Required
The 87the Communication Squadron has requirement for Voice Mail Maintenance/Sustainment Services for their Callegra Voice Mail Software.
Sustainment and Maintenance services include on-line and telephone technical support, software maintenance patches, software version upgrades, and on-site repairs. These services are to be supplied to multiple voice mail users and call tree systems throughout Joint Base McGuire-Dix-Lakehurst. Callegra UC is proprietary software from Callware Technologies and Callware is the only company available to provide these proprietary services.
The current Callegra UC systems at Joint Base MDL are configured as a 96 port Voice mail, Auto Attendant system at McGuire, a 72 port Voice mail, Auto Attendant system at Fort Dix and a 48 port Voice mail, Auto Attendant system at NAS Lakehurst for a total of 216 ports running Callegra UC version 6.15 JITC.
Callegra UC is a high security edition of voice mail utilized by the Department of Defense (DoD) sites and military operations and is currently being used on Joint Base McGuire Dix Lakehurst, NJ. Callegra UC is the primary high security voicemail replacement choice for all military branches worldwide, including the Air Force, Army, Coast Guard, Marines, Navy, and other strategic DoD operations.
Callegra UC is regularly tested and certified through the DoD Joint Interoperability Test Command (JITC) and is the only product of its kind on the DoD Approved Products List (APL), bringing Enterprise-level Unified Communications that address major DoD initiatives, such as Telecom and Data network convergence, Regionalization, Consolidation, and disaster recovery capabilities fulfilling Continuity of Operations (COOP) initiatives.
Section C: Justification for Soliciting from a Single Source or Brand Name
Joint Base MDL currently has two sets of infrastructure for Voice Mail being used on the Installation. The older infrastructure is the Callegra software and is in need of maintenance/sustainment. In addition we are using a newer Voice Over Internet Protocol(VoIP) infrastructure in which 87 COMM is currently transitioning users over to. Full transition to VoIP is scheduled on or before 2018. The older service infrastructure to support Voice Mail services is proprietary to Callware Technologies and the installation of a new infrastructure would cost a significant amount and would require a lengthy lead/installation time to acquire and install the replacement system. New infrastructure would require the installation of new servers and increased administrative burden. The purchase of an entirely new system would not be cost effective compared to maintaining the old system for the next 9-12 months.
Sustainment/Maintenance services for this proprietary software can only be provided from Callware Technologies. This software is certified through the DoD Joint Interoperability Test Command (JITC) and is the only product of its kind on the DoD Approved Products List (APL). In addition this software is approved by the Defense Information System Agency for use on DOD telephone system.
IAW 13.106(b)(1) Callware Technologies is the only source reasonably available to provide this proprietary software maintenance.

A search of GSA Advantage,the SBA's Small Business Dynamic Search, FedBizOps and other websites, resulted with no reference found for an item fitting the requirements description. A sources sought notice was posted to the Federal Business Opportunities (FedBizOps) website from 04 Jan 2017 through 20 Jan 2017. The sources sought notice requested companies to express interest in proposing for the services required. The notice returned zero companies with the capacity, experience and interest in proposing for this effort.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
When future acquisitions of the voice mail system upgrade is required, we will conduct market research and seek out competition to the maximum extent possible. As stated above 87 COMM is transitioning the base populace over to the new VoIP phone system which should result in a competitive acquisition for those services.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
