Statement of Work For Detection Systems At Joint Base McGuire-Dix-Lakehurst

1. General Information. This Statement of Work (SOW) defines the requirements for the contractor to provide Ultra-Lightweight Explosives Trace Detector (Fido X2 or Equal) and the Griffin 844 (or Equal) Trace Detection Mass Spectrometry for the Commercial Vehicle Inspection areas and Installation Entry Control Points assigned to Joint Base McGuire-Dix-Lakehurst (JB MDL).

2. Specific Tasks and Requirements.

2.1. Requirements. The contractor shall provide all services, equipment, tools, transportation, labor and other incidentals necessary to meet the requirements as stated in this SOW. All equipment provided shall be new and not refurbished.

2.1.1. Scope of Work. The contractor will be required to provide and install the Fido X2 and Griffin 844 or equal systems at Checkpoint 9/Dix Commercial Vehicle Inspection Area and Checkpoint 10/Lakehurst Commercial Vehicle Inspection Area to assist and aid with explosive detection. The Fido X2 and Griffin 844 or equal systems will be calibrated and installed for immediate use. The vendor will provide and install all required components and wiring. Consumables will be delivered with all applicable explosive detection equipment for immediate use.

Equipment to be delivered:

· Three (3) Griffin 844 or equal Trace Detection Mass Spectrometry units plus Assurance Plan options with one year worth of consumables (listed below) and one year warranty

· Nine (9) Fido X2 or equal /Ultra Lightweight Explosives Trace Detectors plus Full Kit with one year worth of consumables (listed below) and one year warranty

2.1.1. The one year warranty shall include phone response (Help Desk) options. In the event the incident cannot be resolved through troubleshooting over the telephone, the service coordinator will dispatch a field service engineer for on-site support. Technical Support services provided include troubleshooting, technical information necessary for job performance and operational advice provided by telephone. After the determination, a Field Service Engineer (FSE) must be dispatched to the customer’s location within twenty-four (24) hours.

4. Government Furnished Property and Service. The Government shall provide the following products and services in support of this project:

4.1. Acquire all permits that may be required to perform the work defined in this SOW.

4.2 Arrange access into all required facilities and areas

4.3 Provide storage space and proper staging area space for materials and operating space.

5. Performance. The place of performance is Joint Base MDL Dix and Lakehurst, New Jersey.

5.1. The Contractor shall comply with local procedures concerning the use, disposal, or reporting of hazardous materials.

5.2 The FIDO X2 (or equal) must be able to detect the following explosive chemicals:

C-4/RDX; Composition B; Detasheet/Primasheet; Det Cord; NG Dynamite ; PETN; DNT; Tetryl; Semtex; TNT; Smokeless Powder; Rsalt; Ammonium Nitrate; Urea Nitrate; ANFO; AN Dynamite ; Watergel; CAN; Strong Acids ; EGDN; Nitroglycerine; TATP; HMTD; MEKP; HP/HPOM It must have the following characteristics:

-Silent alarm feature

-Simple visual tutorial included or provided

-Drop tested to 1 meter

-Performs automated calibration using on-board chemical calibrant -Consumables (reusable sample swabs, sensing elements)

5.3 The Griffin 844 (or equal) must have the option to select from explosives, narcotics, or both. The library must contain the following:

Explosives: Ammonium Nitrate; EGDN (Trace Nitrate); HMTD; HMX; Nitroglycerin; PETN; RDX; TATP; Tetryl; TNT; Urea Nitrate Controlled Substances(NARC): Amphetamine; Cannabiol; Cocaine; Heroin; MDA; MDMA; MDPV; Methamphetamine; PCP; TCH; Various JWH and HU synthetic cannabinoids Abused Pharaceuticals (PHARM): Buprenorphone (Suboxone); Cathinone; Codeine; Fentanyl; Hydrocodone (Vicdion); Ketamine; Meperidine (Demerol); Methadone; Methadone; Morphone; Oxycodone; Phenobarbital; Tramadol It must have the following characteristics -Does not use radioactive ionization source -Performs automated calibration using on-board chemical calibrant -Uses on-board thermal desorber inlet flush pump system, or equal, to greatly reduce or eliminate sample carry-over, even for nontrace amounts of explosive and narcotic targets

-Allows data archiving onto network or USB storage

-Highly sensitive particulate/trace detection capabilities (nanogram level)

-No hazardous materials required for operations

-Provide a silent alarm feature

-Simple visual tutorial included or provided

-Consumables starter pack included (filaments, thermal paper rolls, verification pens, tickets)
