Page ii Needs Statement Little Rock AFB (LRAFB) requires a monitoring and notification system for the existing network chillers and in-line UPS systems installed June 2015. The equipment is in place and functioning, but there are no remote notification systems in place. During duty hours, personnel are on-site and able to discover problems with the cooling and power systems via audible alarms. However, after duty hours and weekends personnel have no way of being notified of potential or actual problems with the systems. A functional network chiller is paramount in ensuring the sustainability of our critical network server’s hardware and data.

LRAFB requires a maintenance service technician who is capable of passing a background investigation to be permitted onto an Air Force installation. The maintenance service technician must be certified, on both UPS Symmetra systems PX60 kVA or SYS60K100F and In-Row RC Chillers model #ACRC301S. There are currently 16 In-Row Chillers and one UPS. The systems were installed in June 2015 and are currently one year old. The systems will require checks and services to be performed every 6 month. Labor, travel, and consumable parts (i.e. air filters) related to the visit must be included. PM visits will be performed Monday – Friday, 0800 to 1700 and all units must be serviced the same day. In the event of a failure, a certified field service engineer must respond by telephone within 1 hour of notification and as required be on site NLT 24 hours.

In addition, any and all test equipment brought into bldg. 988 by the contractor will have all wireless and camera features disabled, and will be verified by one of our on-site LRAFB technicians. Failure to comply with this requirement will result in immediate removal from the installation and the Contractor shall be held liable for any cost and/or delays that may occur as a result.

PROJECT OVERVIEW

The Contractor shall provide all services and labor in support of the cooling and UPS systems as follows:

DEVICE CONFIGURATION

•Eighty-five (85) devices included (AC units, UPS, rack mounted UPS) •Label equipment •Record device location, mac address, part # and serial # •Configure units (US customary or metric) •Configure date format •Set date & time (time zone, manual or NTP server settings [customer supplied]) •Set default language •Set equipment name, contact, location & message (if applicable) •Name & configure any environmental sensors attached to device •Configure device network settings •IPv4 or IPv6, manual BOOTP or DHCP •Set device IP (if required), subnet mask & gateway

THRESHOLD CONFIGURATION

•Establish threshold and alarm conditions based upon customer input

NOTIFICATION CONFIGURATION

•Alarm action & notification configuration (email, SMS, SNMP)

DELIVERABLES

•Spreadsheet listing equipment, part#, mac address, serial #, network settings & comments •Owner training Additionally, the Contractor will perform maintenance checks and services on 16 In-Row RC chillers, model #ACRC301S, located in building 988, rooms 146 and 153, Little Rock AFB. These checks and services will be performed every 6 months, beginning at the onset of this contract. Labor, travel, and consumable parts (i.e. air filters) related to the visit are included. PM visits are performed Monday – Friday, 0800 to 1700 (all units serviced the same day.) PM visits will include:

•Perform Environmental Inspection including •Perform Visual Inspection •Ensure the environment is within manufacturer specified operating conditions and clearances.

•Check for environmental damage around the unit (dirt, dust, debris, liquid stains) •Record the room temp/humidity in the cold aisle

•Perform Mechanical/Electrical Inspection •Perform Visual Inspection •Check for visible damage to the unit, missing hardware, abnormal noises •Confirm the incoming main power matches the requirements listed on the cooling unit nameplate. Check that both primary and secondary power feeds are connected.

•Check the fans. Verify the fan hardware is tight and all components moving freely •Check the status LED’s on the unit power supplies •Inspect for water leaks on the factory supplied piping system •Inspect for excess condensate due to poorly insulated internal piping •Inspect leak rope (if present)

•Check System Performance & Operating Conditions including •Record event & alarm logs. Note any conditions that require action.

•Verify and record chilled water temperatures and flow rates •Record temperature set point •Record rack inlet, supply, and return temperatures •Check and adjust fan speed regulation and controls if necessary •Verify the cooling operation mode •Check operation of group control •Verify the operation of the chilled water actuator •Check the system for adequate cooling capacity to support the load and make recommendations as necessary.

•Perform Preventative Maintenance •Cleaning or replacement of the return air filters and replacement •Replace humidifier cylinders if required (parts not included) •Check and/or clean condensate pans •Remove any debris from condensate floats •Verify the condensate line is flowing freely and clean condensate drain line if necessary •Clean dust from door perforations •Check and clean dust accumulation on the fan power supply ventilation openings •Check the cleanliness of the evaporator coil and clean if necessary •Record current firmware version

•Deliver Site Report with service recommendations •Document system condition and further service needs and provide that document to the customer.

•Make recommendations to custom regarding cooling solution repairs or enhancements if required.

On-Site Service. A certified field service engineer arrives on site in the event of a failure. Response time by telephone is within 1 hour of notification and as required be on site NLT 24 hours. Labor and travel related to this visit will be billed at standard hourly rate..

•Check system status •Check system alarm •Troubleshoot reported issue and diagnose problem •Repair system as required •Complete functional tests after repair •Deliver detailed report of action taken Tech Support. Provides escalation support to address system issues in a timely and efficient manner.

UPS Maintenance The UPS system for the two rooms is located in building 988, room 147, Little Rock AFB. It is a Symmetra PX 60 kVA (100 frame), or SY60K100F. Maintenance and services will be provided as follows:

Preventive Maintenance Visit. Preventive Maintenance (PM) Visits are performed regularly and all parts (excluding batteries), labor and travel related to the visit are included.

• Perform Visual Inspection

• Perform Environmental Inspection

• Perform Mechanical/Electrical Inspection

• Verify firmware revision and update as needed

• Deliver Site Report with service recommendations

On-Site Service. A certified field service engineer arrives on site in the event of a failure.

All parts (excluding batteries), labor and travel related to the visit are included.

• Check system status

• Check system alarm

• Troubleshoot reported issue and diagnose problem

• Repair system as required

• Complete functional tests after repair

• Deliver detailed report of action taken

• Implement firmware update as needed

Tech Support. Provides escalation support to address system issues in a timely and efficient manner

TECHNICAL REQUIREMENTS

SYSTEM OVERVIEW

Presently the systems maintain temperature and humidity levels in the server rooms, and maintain a smooth flow of uninterruptible power to all server racks. They have always had the capability to notify technicians of potential or actual problems, but the notification systems have not been utilized. No new equipment is needed for this contract.

System Description The Vendor shall provide a system design that meets the following requirements:

• System shall be configured to notify personnel (and on-call personnel) via email and/or text message of potential/actual problems

• System shall have a network interface to troubleshoot or configure the systems remotely.

Required System Features The system is already in place, and only needs configuring.

Physical Security Contractors will be signed in and escorted during the performance of their duties at all times. The racks will be unlocked and relocked by an Air Force Network Technician, and the integrity of the system will be monitored throughout the day.

Network Connectivity The sites and equipment locations shall be linked together using existing Government furnished cable. Government-furnished cable for the system infrastructure will be made available for the Contractor’s use in networking the systems. The Contractor shall identify in their quote if Government Furnished installed cable will sustain the required load, and shall propose an acceptable solution that will sustain the required load, if applicable. The Contractor shall specify the connectivity requirements for each site by number and type of links required. The Contractor shall provide a full network connection diagram depicting equipment and associated IP addresses as a part of system design and final system documentation.

Reliability The Contractor shall test the systems for connectivity and communication capability prior to turning the system over to the Network Control Center personnel.

Specifically, the Contractor shall—

• Propose a monitoring and alarm system to detect and provide warning of non-standard conditions at system sites such as, site-on-UPS, UPS failure, high temperature, under voltage conditions, and over voltage conditions.

• Explain Network Management capabilities to maintain control of the system either directly or remotely.

BASE REQUIREMENTS

All work is to be performed at LRAFB, Building 988, Rooms 146, 147, and 153. Base personnel will be able to escort the Contractor on and off the base.

Site Preparation and Development All equipment is in place, and Government furnished cable will be made available as required by the Contractor.

Implementation Services Schedule The contractor has set up a schedule which begins 2-4 weeks from award of the contract, with the work scheduled to be completed within five (5) business days. Contractor will work during normal business hours, or 0800 to 1700 hours.

Program Management Program Management shall be provided throughout the design and implementation of the system. The Contractor shall describe their established Program Management service offerings in support of the program. At a minimum, the services shall include, but not be limited to the following:

· Design planning

· Implementation planning

· Management of all system integration and site preparation/development activities

· Optimization

· Acceptance testing Site Access and Security Clearance Requirements LRAFB will provide escorts, as necessary, at all locations. The Contractor shall provide personal information as required/requested in order to facilitate clearance onto military installations. The Contractor shall contact the COR to obtain all required documents immediately upon award. Electronic devices such as cell phones, pagers, Apple watches, etc. are NOT allowed in the work areas. Additionally, if a laptop is required to configure devices or perform maintenance, it will be subject to NCC personnel inspection to ensure the wireless NIC is disabled or removed. Cameras or other recording devices are not allowed in the areas as well, so the on-board laptop camera must be disabled as well. All devices brought into secure areas are subject to inspection at anytime. Devices that are found to not have the wireless/camera functions disabled will be confiscated by security personnel and may not be returned to the contractor until further notice. Personnel who violate these requirements may be escorted off base and the Contractor shall be held liable for any delays or costs that may result.

Site Surveys A pre-award site visit is required, and will be coordinated between the Communications Squadron, the Contracting Squadron, and the potential Contractor.

Standards of Work All site preparation/development and equipment configuration shall be conducted in accordance with the industry standards, local, state, and federal codes. The Contractor shall submit a copy of their site preparation/development and equipment configuration standards and practices as part of their quote.

Equipment Installation No new equipment is to be installed.

Testing The Contractor shall test all systems for connectivity and communication of alert status. Any test equipment that is brought in by the contractor will ensure all wireless and camera features are disabled, verified by one of our LRAFB technicians. (See Paragraph 5.3).

Acceptance Formal Final System Acceptance shall be granted after completion of the acceptance test and a successful 30-day operational test period. Certified government personnel will be the final authority on whether or not contractor work is or is not acceptable.

Logistics Requirement Technology Refreshment The system shall be software based and readily accept software enhancements for technology updates. This may include performance enhancements, new features, and optional features. The Contractor shall describe their technology refreshment process. The Contractor shall offer a software support agreement that makes the latest software updates and releases available during the contract period of performance. This offering shall cover all infrastructure.

Training Training shall be provided during the system implementation process for four (4) trainees at Building 988 at LRAFB. Training hours shall be determined by the Contractor. The Contractor shall describe its established training programs in support of this project and offer the following at a minimum:

· System manager training

· Console administrator training

· Console user/operator training

· The Contractor may propose additional courses that they deem necessary for the Government’s full understanding of the system.

Warranty The warranty for this service is listed under paragraph 2.

Deliverable Requirements The Contractor shall provide adequate documentation of the final system design and implementation plans. Specific addresses and copies will be addressed after contract award.

GENERAL PROVISIONS.

Security:

To ensure performance starts as soon as possible, the Contractors shall provide the names, social security numbers, driver’s license numbers and state of issue, and birth date of the personnel who will be performing on this Task Order. This information is required to grant access on LRAFB, AR. Provide this information to the 19th Communications Squadron at least one (1) week prior to arriving at Little Rock AFB.

Contractor Consent to Background Checks.

The Contractor and, as applicable, subContractor, shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the Contractor or subContractor employ persons under this contract who have an outstanding criminal warrant as identified by National Law Enforcement Terminal System (NLETS) through the National Crime Information Center. NLETS checks will verify if a person is wanted by local, state, and federal agencies. All Contractor and subContractor personnel must consent to NLETS background checks. Contractor and subContractor personnel who do not consent to an NLETS check will be denied access to the installation. Information required to conduct an NLETS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The Contractor shall provide this information using the McConnell Form 114, Contractors Consent for Background Check, and LRAFB forms as required and shall submit it in conjunction with the Contractor’s request for either base or vehicle passes prior to the PreAward Site Visit, and prior to PostAward base access. Completion of a successful NLETS check does not invalidate the requirement for an escort when Contractor or subContractor personnel are working within controlled or restricted areas.

Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities.

The Contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this requirement. Furthermore, nothing in this clause shall excuse the Contractor from proceeding with the contract as required.

Badges:

The Contractor is required to provide identification badges for their employees. All Contractor personnel shall wear these badges while on duty on the Government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as Contractor. Size, color, style, etc. are to be mutually agreed to by Contractor and Government. The Contractor’s identification badge shall not be used as an entry requirement for installation entry or into any Government designated controlled or restricted area.

Access to Installation during Force Protection Conditions (FPCONs):

During FPCON Normal, Alpha and Bravo; employees without a base issued pass must be sponsored onto the installation. During FPCON Charlie and Delta the base will curtail non-essential operations/functions and non-essential employees will be suspended at the direction of the installation commander. All employees attempting installation access; thereafter, will be physically escorted unless FPCON Mission-Essential designation has been approved in advance and is indicated on the base pass.

Property Protection:

Property protection for facility where the Contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, The Air Force Installation Security Program and command/local directives. The Contractor shall safeguard all Government-owned equipment and materials in his/her possession or use.

Safeguarding Classified or Unclassified Information:

The Contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the Government to assist the Contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.

Privacy Act:

Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
