Q: Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity?

A: Yes, FA4460-14-P-0006

Q: I didn’t see anything in the solicitation pertaining to a site visit. Can you advise if one is scheduled along with the details?

A: Site Visit is scheduled for 1000 on 27 Jul 16

Q: Paragraph 4.2 is still not clear to us, if we are required to submit a Maintenance Plan (60) days after contract award and the initial inspections are to be done within (30) days of contract award, how could we determine if a CLIN will require more than (1) inspection per year? A cost for inspections is per unit annually and again if we need to schedule it semi-annual, quarterly or monthly. Load testing is done annually and would only be done again if a major repair has been done. Cost being lumped under (1) price per bldg/type for all services would be difficult to determine, example: Item # 0001 has (1) Electric Hoist - 5 Ton the cost for inspection would be $120 & $175 for Load testing = $295, if this required inspections twice a year due to excessive usage the cost would be an additional $120 = $415 etc. This is why we question if this is an annual inspection or Semi-annual inspection per unit. Also CLIN 0035 is for (1) lot price over $250 - there usually is a limit set for emergency repairs NTE, I could not find that amount anywhere in the PWS. In the past it has been $10,000, do I use that amount on this line?

A: CLIN 35 was supposed to be a set amount...not a bid item. Should have 15K against it.

4.1. The Contractor with the COR (or representative) shall determine the working order and condition of all hoist and cranes listed in Appendix B within thirty (30) calendar days of contract award. The Government will either replace missing items or repair all items not in working order or serviceable condition, or the CO will direct the Contractor to replace the missing items, accomplish the repair, and reimburse the Contractor in accordance with the contract.

This is not a formal inspection. (They are normally performed in March and September) This is to determine and ensure all units are safe and in working order.

4.2. The Contractor shall develop and submit to the Government an annual written Maintenance Control Program (MCP) within sixty (60) calendar days after contract award to cover the basic contract and any option periods. The MCP shall, at a minimum, include required inspections, annual load testing with timelines for each (normally performed in March and September). The Contractor shall perform inspections, load tests and maintenance of all hoists and crane in accordance with the MCP. The MCP shall ensure compliance with all minimum code requirements.

The contractor is required to tell the Government how they are going to perform maintenance and inspection on the hoist and cranes in their care within 60 days of award.

Inspections are in accordance with AFOSH Standard 91-46. All are considered annual inspections except Buildings 250, (CLINs 0001, 0002, 0003, 0004) and 356 (CLINs 0014, 0015, 0016) which are considered heavy service or semi-annual insections.

Q: Royal Arc has held the contract since 2011 and the requirements were Semi- Annual Inspections with Annual Load testing. This annual inspection and load testing was done in March and the semi-annual inspection only done in September. Has the requirement of the solicitation been change to be Annual Inspection only with load testing?

A: No. The contractor is required to submit a written Maintenance plan for all units covered under contract which includes all load testing and inspections required. See paragraph 4.2.

Q: We just want to clarify if we should quote the inspection annually or semi-annually. In looking at the Q & A this statement below was in the response for that question. Can you please clarify?

"All are considered annual inspections except Buildings 250, (CLINs 0001, 0002, 0003, 0004) and 356 (CLINs 0014, 0015, 0016) which are considered heavy service or semi-annual inspections."

Also, when our team came out for the site visit there were approximately 60 units to be inspected. Is this a long term contract (base plus 4 option years)? I noticed the solicitation appears to reflect this by the item numbers. We would like clarification on this as well.

A: Contract is a one base year, 4 optional year contract (up to 5 years).

All hoists and cranes require an annual inspection with the exception the units in Building 250 (4 different units, 4 CLINS) and Building 356 (25 different units split into 3 CLINS). The units in these buildings are under heavy use and required to be inspected semi-annually per AFOSH Standard.

While there is only 35 CLINS on the contract, there is 60 units to be inspected. Some CLINS have multiple units of the same type and brand in a facility.
