FA4460-16-B-0002 Sustain/Repair Multiple Flight Line Facility Roofs Site Visit Q&A

Released 17 May 2016

1.) What is the purlin spacing below deck?

ANSWER: What building? We cannot provide an answer without knowing the specific building.

2.) Is a retrofit over the existing metal roofs allowable?

ANSWER: Yes, as long as building can support the additional weight.

3.) For bldg 272, there is a new addition that is not included in the as builts.

A.) Are as builts available?

ANSWER: Asbuilts are not available for addition.

B.) Is the new addition at the west side of the building to be included in the proposal as well?

ANSWER: Yes, west side addition is included.

4.) Are asbuilts available for bldg 263?

ANSWER: Asbuilts are not available.

5. Are the asbestos and lead-based paint tests, mentioned by paragraph 2.01.C of Section 01 10

01, to be performed by Certified, accredited asbestos and Lead-Based paint inspectors, respectively?

ANSWER: Yes and Yes

6. Paragraph 2.01.F of Section 01 10 01 states that the Design-Build should become familiar with

UFGS 07 52 00, Modified Bituminous Roofing. Is this correct or should it have read as another

UFGS section number, perhaps one dealing with metal roofing?

ANSWER: Please ignore all references to UFGS 07 52 00, Modified Bituminous Roofing since the project does not include Modified Bitumen Roofing, but Standing Seam Metal Roofing.

7. Paragraph 2.03.B.1.b of Section 01 10 01 states that the requirements of UFC 3-110-03

"Roofing" shall be followed. Because one of the three building’s roofs is larger than 15,000 square feet, and also that two of the three buildings would be defined, presumably, as “Mission

Critical”, does that include the requirement in UFC 3-110-03 that a "Registered Roof Consultant

(RRC) or a registered PE or RA that derives his or her principal income from roofing design" be on the Quality Control staff of the Design or Design-Build (DB) team? (See page 6, paragraph 1-

8.10 of UFC 3-110-03 for reference)

ANSWER: A qualified architect is acceptable, does not required a Registered Roof Consultant.

8. Paragraph 2.03.B.1.v of Section 01 10 01 states that the new insulation, presumably directly underneath and in contact with the new metal roof panels, shall be R-38. Is this value correct? R-

38 is much higher than the current ASHRAE R value requirement for the Climate Zone that includes Little Rock.

ANSWER: R38 is required.

9. The next paragraph, paragraph 2.03.B.1.w, indicates that ventilation of new attic spaces is required. If a metal-over-metal retrofit roof approach is used, there will be no new attic spaces created. Please clarify.

ANSWER: You are correct, if a metal-over-metal retrofit roof approach is used, there will be no new attic spaces created.

10. Paragraph 2.03.B.1.x of Section 01 10 01 mentions a vapor retarder to be installed on the warm side of the ceiling. Is this correct? Did the author mean the new SSMR panels and not the existing ceiling? If the existing SSMR roof panels are left in place, as would be the case if a metal-over-metal retrofit roof approach was used, would the existing roof panels not be able to be considered a vapor retarder?

ANSWER: No, a Vapor Retarder is still required on the new retrofit roofing system, not on the existing roof.

11. Paragraph 2.03.B.1.dd. of Section 01 10 01 mentions providing a lightning protection system.

Does the current roof system have a lightning protection system; that is, are there any components in-place?

ANSWER: Lightning protection components do not currently exist.

12. Paragraph 2.03.B.1.ee. of Section 01 10 01 indicates; to remove all penetrations and associated equipment that are no longer in use and/or verified on pre-bid site visit. Has a list of these items been compiled/identified for distribution to the prospective bidders?

ANSWER: No, a list of items and penetrations have not been identified. The D/B Contractor shall research and verify these items during the design process.
