PERFORMANCE WORK STATEMENT
COMMERCIAL BUS SERVICE - DARWIN
AMENDMENT 01
1.0 GENERAL REQUIREMENTS. The Contractor shall provide all labor, materials, equipment, and supervision required to provide bus services for transporting personnel at designated pick-up points and designated drop off points between RAAFB Darwin and approximately 2 local hotels.
The Contractor shall furnish one (1) 50-passenger (or larger (50+)) bus with a qualified bus driver, fuel, and incidentals from 5-22 July 2023.
BUS ROUTES
5 July 2023:
The contractor shall provide one (1) 50+ passenger bus staged at RAAFB Darwin on or about 5 July 2023, (date and time are to be determined or TBD) to pick up personnel and drop them off at various hotels in Darwin. Additional information and route assignments will be provided after award.
6-21 July 2023:
6-20 July 2023 (time is TBD), the contractor shall provide a total of one (1) 50+ passenger bus to pick up personnel from 2 local hotels and drop them off at RAAFB Darwin, coordinated by the Government Coordinator/Customer Point of Contact (POC). The 50+ passenger bus will provide daily, continuous shuttling services for 24 hours per day.
Schedule/route tentatively setup as follows: 1) Hotel in Darwin
2) Hotel in Darwin
3) RAAFB Darwin
4) Back to hotels
22 July 2023:
On 21 July 2023 (time is TBD), the contractor shall provide one (1) 50+ passenger bus to pick up personnel from 2 hotels and drop them off at RAAFB Darwin for departure.
Contractor personnel assigned to drive the buses will be sponsored by a government representative on or about 4 July 2023 (date and time will be coordinated after award) for access into RAAFB Darwin for staging. Drivers must possess current Host Nation Driver’s license and buses must have current vehicle registration and have or be able to obtain access to RAAFB Darwin. Performance shall be in accordance with the standards contained herein.
2.0 CONTRACTOR FURNISHED ITEMS. The Contractor shall provide all labor, transportation, fuel, equipment, materials, and services to perform the requirements of this contract.
2.1 EQUIPMENT TO BE PROVIDED BY THE CONTRACTOR.
2.1.1 Vehicles. The Contractor shall provide one (1) 50+ passenger bus with a qualified driver, fuel, and incidentals included and must possess sufficient equipment to provide uninterrupted service under this contract and to furnish replacement buses while regular equipment is out of service. The Contractor may substitute a larger bus for a smaller bus. Vehicles must meet the standards required by local, state, or county laws and regulations, and meet the safety inspection requirements. Buses which, for any reason, do not meet minimum requirements specified shall be replaced immediately so that service will not be delayed or interrupted.
2.1.2 Buses shall not have any advertisements or endorsements on the exterior or passenger area.
2.1.3 The exterior of the buses shall be free of excessive rust and shall be in good appearance.
2.1.4 Buses shall be free of excessive graffiti on the interior wall or seats.
2.1.5 Contractor shall ensure that there is no graffiti on the exterior of the busses.
2.1.6 The interior seats of the buses shall not be excessively worn or damaged.
3.0 CONTRACTOR PERSONNEL
3.1 BUS DRIVERS. All bus drivers shall meet the following qualifications.
3.1.1. The contractor shall provide personnel possessing the skills, knowledge, and training to satisfactorily perform the services required by this contract. Personnel performing work under this PWS shall remain an employee of the contractor and will not be considered an employee of the Government. The contractor shall be responsible for all personnel, ensure proper security clearances are obtained, and comply with all base rules and regulations during performance of this contract.
3.1.2. The contractor shall be able to furnish proof that all bus drivers under this requirement possess the appropriate current Host Nation Driver’s license to operate the respective passenger bus in a safe and lawful manner.
3.1.3. The contractor shall abide by all federal, state, and local laws and regulations pertaining to insurance and registration requirements, health and safety standards, transportation standards, Commercial Driver’s License standards, as well as any manufacturer instructions pertaining to the operation of a commercial (50+) passenger bus.
3.1.4. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the RAAF installation shall abide by all security regulations of the installation and shall be subject to such checks as may be deemed necessary.
The contractor and their employees shall comply with all RAAF security regulations and access requirements, which will be provided after contract award.
3.1.5. The contractor and their employees shall wear nametags or shirts that identify the contractor’s business name. In addition, any passes issued for performance of this contract shall always be in the contractor and its employees’ possession and returned at the end of the contract period of performance.
3.1.6. The RAAF reserves the right to refuse access to the installation to any contractor employee for reasons of misconduct or security reasons. Removal of contractor employees does not relieve the contractor from responsibility for total contract performance.
4.0 GOVERNMENT RESPONSIBILITIES
4.1 The Government will provide access to the base as required for the duration of the performance period.
4.2 The Government will provide the drop-off and pick-up points.
4.3 The Government will not provide any fueling areas or fuel for the buses.
5.0 VEHICLE MAINTENANCE.
5.1 The Contractor will provide all maintenance and repair services required to ensure all vehicles are serviceable, mechanically safe, and if required, meet applicable state vehicle safety inspection requirements. All maintenance and repair are to be performed off-base. The vehicle operator's daily safety and maintenance checks may be performed in the designated on-base parking area.
5.2 The Contractor shall have qualified personnel inspect the vehicles used in the performance of this contract to ensure vehicles are mechanically safe.
5.3 The Government reserves the right to periodically inspect the Contractor's vehicles and, if any vehicle is determined to be unsafe or unsatisfactory, to prohibit its use until such unsafe or unsatisfactory conditions have been corrected. In such event, the Contractor must provide replacement vehicles to maintain the schedule.
6.0 CONTRACT MANAGEMENT
6.1 The Contracting Officer is the ONLY AUTHORIZED personnel that may obligate the Government.
6.1.2 The contractor shall not comply with any order, direction, or request of Government personnel that goes beyond the scope of this performance work statement unless it is issued in writing and signed by the Air Force Installation Contracting Center-KM (AFICC-KM) or 763 Enterprise Sourcing Squadron (763 ESS) Contracting Officer.
6.1.3 Only AFICC-KM or 763 ESS Contracting Officers are authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract. The said authority remains solely with the AFICC-KM or 763 ESS Contracting Officers. In the event the contractor effects any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in changes incurred as a result thereof.
7.0 GOVERNMENT POINTS OF CONTACT
7.1 The Government Coordinator/POC, Contracting Officer, and Contract Administrator names and contact information will be provided to the contractor upon award.
