Statement of Work (SOW) for

60 AMW Suicide Prevention Training Date: 5 September 2025

1. Background Information:

1.1. The 60th Air Mobility Wing (60 AMW) has a critical need for suicide prevention to equip personnel at all levels with the knowledge and skills necessary to recognize the warning signs, intervene effectively, build trust, and foster a culture of awareness and action (DoDI 1438.06).

1.2. While the Air Force offers annual Suicide Prevention as part of the required Total Force Annual Training, this often lacks the personalized and interactive elements necessary to create a lasting impact. The addition of this external contractor, with expertise in using humor to foster open dialogue, reduces stigma, and encourages help-seeking behaviors among personnel, as well as knowledge on Suicide Prevention and Mental Health provides the opportunity to address the following gaps:

1.3. Break down barriers by incorporating humor and personal storytelling to engage participants, normalize discussions on mental health, and promote resilience within the workforce.

1.4. Utilize humor to address the realities of depression, reduce stigma surrounding mental health challenges, and encourage open communication about suicide prevention. By incorporating real-life experiences and interactive dialogue to provide a unique training experience that resonates with Airmen and civilian personnel.

2. General Description of Services

2.1. To achieve this, a minimum of three trainings specializing in breaking down stigma through a comedy-based keynote presentation addressing depression, mental health stigma, and suicide prevention. Through personal storytelling from comedians who have experienced mental health challenges, with audience engagement through interactive discussion and Q&A, and practical strategies for recognizing signs of distress and supporting peers.

3. Objectives:

3.1. Increase Awareness and Recognition of Warning Signs:

3.1.1. Educate participants on practical strategies for recognizing signs of distress.

3.1.2. Enhance understanding of risk and protective factors related to suicide prevention.

3.2. Develop Effective Intervention Strategies:

3.2.1. Discuss different ways to encourage help-seeking behavior.

3.3. Foster a culture of Trust & Prevention:

3.3.1. Encourage open dialogue and a proactive approach to mental health.

3.3.2. Reduce stigma surrounding health struggles and empower personnel to talk about mental health.

3.4. Requirements

3.4.1. Date: 05 September 2025

3.4.2. Alternate Dates:

The Government may have to re-schedule events due to unforeseen circumstances. The contractor shall offer new dates of the rescheduled event.

3.5. Location:

3.5.1. All training will take place at Travis Air Force Base, CA. Each training location may differ as outlined below. The contractor is responsible for the transportation of personnel and equipment to each location as appropriate.

4. General Responsibilities:

4.1. Suicide Prevention Training

4.1.1. The contractor will conduct three separate, one-hour training sessions at the designated times below to target different audiences within the installation. These sessions will raise awareness on risk factors, warning signs, how to seek help, and how to intervene. Content will align with DoDI 6400.09.

4.1.1.1. Session 1: Delta Breeze Community Center (DBCC)

4.1.1.2. Session 2: Medical Group (MDG) Auditorium

Date: 05 September, 11:10-12:10 Address: 100 Bodin Circle, Travis AFB, CA 94535 Target Audience: Airmen and Peers

4.1.1.3. Session 3: Maintenance Group (MXG) Auditorium

Date: 05 September, 2:30-4:00pm Address: 555 Hickam Ave Bldg 185 Target Audience: Senior Leaders and Command Teams

5. Training Modalities

5.1. The contractor will provide an interactive training approach including but not limited to the sharing of personal stories, and a Q&A session with the audience.

6. Training Content:

6.1. The content of this training curriculum for Suicide Prevention must at a minimum address the following questions:

6.1.1. How to reduce stigma surrounding mental health.

6.1.2. How to assist someone in distress.

6.1.3. How to talk about personal struggles with mental health.

7. Equipment:

7.1. The government will provide seating for audience members, performers and will supply an adequate sound system, four handheld microphones, four tall bar stools/chairs, one round base straight microphone stand, and one six- or eight-foot table for materials.

8. General Information:

8.1. Contract Manager:

8.1.1. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer prior to the contract start date. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to the daily operation of the contract.

8.2. Deliverables:

8.2.1. Prerequisites Prior to Event

8.3. Reperformance of Service:

8.3.1. When service performed does not conform to the contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract specification at no additional cost to the government. Performance or re-performance of these services shall commence immediately upon notification by the Contracting Officer. The contractor shall have a sufficient workforce dedicated to ensuring corrections are accomplished before noon the next workday without degradation to normal scheduled services.
