MMHS RFI 1 - 5/30/2023

Contractor in White. Government in Red.

Contractor 1:

SAM states the due date is 2 June at 4:30PM PDT but the combo document states the due date is 12 June 12 PDT on page 2 (page 1 states 2 June as well). Which is correct? Based on the question deadline, I am assuming 2 June?

Gov:

You are correct a mistake was made inside the document. The correct date was 2 June; however, because of the delay with getting questions answered the new due date shall be 9 June 2023.

Contractor 2:

Looking over this project we have some questions that we need more information on to create an accurate quote.

Will a Certified Electrician be needed to run a 100amp branch panelboard on this project due to site requirements. Is that being handled by CE or another contract? It appears from request below we only need to run power to supply panel provided for project. Also want to confirm required power is 208V or 220V we can handle either, but would want vertical carousel sent to jobsite with correct supply.

We still want a certified electrician to run a 100amp panel board. This contract is meant to be all inclusive. Government doesn’t intend to do the work outside the scope of this contract. Power may be able to be pulled from existing power panel. If needed, new panel needs to be placed on the opposite side of roll up door (east side of the door in between roll up and personnel door) due to available space. Conduit lines need to be routed from the new panel to the vertical carousels up to 100’ in length. Floor plans were provided as Attachment 1B “General Floor Layout”. Once selected, contractor needs to provide plan to government for review and approval to ensure no conflicts from Host CE perspective. The Carousels should be rated for 208V. Contractor to provide all new work and infrastructure changes required.

It appears the Government is requesting PE stamped and signed drawings. In order to provide site specific drawings, we would need to have the floor information provided to us. Kardexremstar Megamats have a standard seismic anchorage package sent with the units will that be acceptable? The stamped and signed PE drawings will add an additional fee to project.

The government wants assurance that seismic loads have been considered so that damage does not occur to the carousels or existing infrastructure. Kardexremstar Megamats’ standard anchorage package should suffice. Please verify and provide the spec sheets for the anchorage package if selected as the contractor to complete this project. A Certified Electrician should suffice to meet electrical requirements. Plans need to be routed and approved by Host CE prior to starting physical work. Fire Suppression already exists within the facility. Fire suppression internal to the carousels is not required.

Is the government requesting an architect be involved on this project? The services noted below are outside of our general scope and would require us to engage an architect. The architect would need to most likely engage an electrical engineer, and fire suppression company. Is fire suppression needed on these vertical carousels as I do not see a request.

Shop drawings are required. AutoCAD and PDF. Hard Copy not necessary. AutoCAD and PDF version of As-Builts also required. Details should include how the contractor will tie into existing electrical, placement of equipment and power panel, transformer, conduit lines, etc. Contractor will be responsible to coordinate with Kardexremstar Factory to have a trained service technician provide training if that’s who would provide the training and quick maintenance if needed. Manual crank in the event of a power loss should be provided. Separate maintenance contract will have to be established by end user (349 SFS and applicable contractor).

We can provide end user training, but all installation and adjustment must be completed by a Kardexremstar Factory trained service technician.

To confirm the unit is 152.6” wide, which is shown in other locations. Want to confirm that you need to have a collapsible fold down work counter?

Affirmative. 152.6 inch width is correct. Good catch. The 122.5 inches was an error. Collapsible counter is desired for a wider safety aisle / transport walkway for adjacent caged storage. Minimum 16 inch pitch. A 21” pitch should suffice.

The carrier pitch would need to be more than 16 inches in order to achieve a clear height of 19.02”. Megamat carrier is 21” Pitch.

Do you want a 110V electrical outlet added to each vertical carousel or just one total?

Back up power and cords shall be provided for each of the 4 units as stated.

The lockers are custom manufactured and would not be available until the units arrive at Travis AFB. The lockers are knock down and need to be installed in carrier to be operational. We are noting request to send sample to Wright-Patterson AFB. Below is assembled locker components prior to installation into a carrier. These are custom and (1) would be developed locally and test fit into the carrrier prior to production of 128.

Thank you. Yes, AFLCMC/EZPAE wants a sample of the lockers to be created.
