PERFORMANCE WORK STATEMENT
Upgrade Johnson Controls System Travis AFB, California
Date: 21 May 2019
1.0 INTRODUCTION
During a 2015 AFCEC ICS Risk Assessment Survey the Johnson Metasys control system was identified as a cybersecurity vulnerability due to outdated operating system. Software is unsupported with Manufacture security updates and noncompliant with Air Force IT and Department of Defense Information Assurance (IA) Certification and Accreditation (C&A) requirements.
The Contractor shall be responsible for all professional services, permits, equipment, labor, tools, materials, and ancillary items necessary to upgrade the Johnson Industrial Controls System and facility controllers on Travis AFB.
2.0 DESCRIPTION OF WORK
Perform tasks based on the project description, other data furnished in this SOW, information gathered during site visit and covered during Pre-Award meeting. The scope of this project includes upgrading the Johnson Controls industrial controls system. This shall include, but not limited to:
a. Contractor shall provide all materials and labor necessary to upgrade the Johnson Controls system to revision 9.0 software. New controls system shall meet Department of Defense Information Assurance (IA) Certification and Accreditation (C&A) requirements.
b. Provide all necessary documents, software copies and plans required for Air Force Civil Engineer Center (AFCEC) system Authority to Operate (ATO) approval to operate on the Civil Engineer – Community of Interest Network Enclave (CE-COINE).
c. All system software shall be compatible with no less than Win10.
d. Conduct site visit prior to award to survey existing system, gathering data, graphic files, control devices inventory, software, etc. necessary to accomplish scope of work.
e. Provide new rack mounted servers/hard drives in Bldg 877 (Server Room). Existing government provided server rack is in place for use, Contractor is responsible to verify rack is compatible with contract provided equipment.
f. Provide a new PC based operator work station installed in Bldg 877 (EMCS Control Room)
g. Provide uninterrupted power supply (UPS) for servers and workstations, sized UPS for a minimum of 45 minutes battery back-up in the event of commercial power failure.
h. Convert 118 existing facility Network Control Modules (NCM) to Network Automation Engines
(NAE), provide set-up/programming to operate with new software package.
i. Provide programming and new graphics to match existing facility equipment, building numbers and floor plans, necessary to accurately monitor and control facility systems.
j. Provide computer laptop, set-up and configured with software, cabling / interface devices necessary to perform field troubleshooting, repair and controls device set-up.
k. Contractor shall develop work plan to install new system with minimal interruptions to daily EMCS Control Room operations.
l. Contractor shall coordinate with 60 Communications Sq (60CS) daily during NAE installation to ensure network connections are active and communicating with front end and facility controllers.
m. Provide 40 hours of training: JCI Course #389 (Metasys System Extended Architecture for Building Engineers).Conduct training on-site in a classroom environment, for up to 10 students by a certified JCI training instructor utilizing hands on training devices and written training materials.
n. Provide 40 hours of training: JCI Course #4703 (Metasys Systems FEC Operations/Troubleshooting). Conduct training on-site in a classroom environment, for up to 10 students by a certified JCI training instructor utilizing hands on training devices and written training materials.
2.1 Applicable Documents: The Contractor shall adhere to the following guidance during design and physical work of this project: AFGM2017-32-01 Civil Engineer Control Systems Cybersecurity or its successor, DoDI 8500.2/DoDI 8500.01 or its successor, and National Institute of Standards Technology (NIST) Special Publication (SP) 800-53 Rev 4 Security and Privacy Controls for Federal Information Systems and Organizations. AF Policy Directive (AFPD) 17-1, Information Dominance and Cyberspace Governance and Management, which supersedes AFPD 33-2, Information Assurance (IA) Program, dated 3 August 2011, and the DoDI 8510.01, Risk Management Framework (RMF) for DoD IT. United States Army Corps of Engineers, Unified Facilities Criteria (UFC) 3-600-01, UFC 3-420-01, International Plumbing Code (IPC), Uniform Building Code (UBC), those sections of the Southern Standard Building Codes not incorporated in the UBC/International Building Code (IBC) for our respective area, International Concrete Repair Institute (ICRI) Guidelines, Air Force Standards, Department of Defense (DOD) Directives, California State Statutes, and the Travis AFB Facility Excellence Plan (Base Regulations), Occupational Safety and Health Administration (OSHA) Requirements, Department of Environmental Protection (DEP) Regulations, Environmental Protection Agency (EPA) Regulations, and ABA Accessibility Compliance Requirements. If there is a conflict between these codes, regulations and specifications the most stringent requirements shall apply at all times. Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence with applicable codes not specifically addressed.
2.2 General Expectations of Work: The Contractor shall implement means and methods that will limit disturbance to the base activities to the greatest extent throughout the project performance.
Contractor shall survey existing system to identify any potential contact conflicts, submit request for information (RFI) prior to work mobilization. Installation efforts shall be in strict accordance with the contract documents, the Contracting Officer must approve any deviations in writing.
a. Work Schedule: Perform work during normal duty hrs (0700-1600/M-F). Start date shall be NLT 30 days from contract award.
b. Provide a functional controls system that meets Air Force Civil Engineer Center Authority to Operate (ATO) to operate requirements.
2.2.1 Design and Other Pre-Award Submittals: The Contractor shall comply with the contract and provide the following submittals prior to contract award:
a. Design with Work Specifications: Design will include the following specifications for all but not limited to:
i. Design / Topology drawing (Identify Controller Locations, Connectivity, Device Addresses, Modem/Fiber, Telephone, Wireless, Etc.)
ii. Equipment Inventory (Specifications / Product Data Sheets)
iii. Proposed Work Schedule/Timeline
2.2.2 Physical Work: Upon approval by the CO for all required submittals, and applicable permits;
the Contractor may commence on-site activities. The Contractor shall conform to all specific references and other applicable requirements during performance of the work as described in the Contract Documents:
a. Mobilization: Mobilize equipment, labor, tools, materials, and ancillary items necessary to complete the work defined in the Contract Documents.
b. On-site performance: Perform awarded tasks as defined in contract
i. Protect work area with barricades, warning tape, signs and/or other appropriate methods for the work being completed to ensure the safety of all base personnel and Contractor personnel as necessary;
ii. If utility relocation is required, the relocation shall be coordinated with and approved by the utility owner/operator and CO in advance of relocation efforts;
iii. Be cautious to avoid damaging other installed utilities. In the event other utilities are damaged during performance of the contract, the Contractor shall inform the CO and repair damage(s) at no additional cost to the Government;
iv. Remove and dispose of all outdates equipment from the site;
v. Limit disturbance to the natural vegetation, wildlife and base activities to the greatest extent practicable.
2.2.3 Government Furnished Equipment: Government furnished server rack is existing and available for use. Contractor is responsible to verify rack are is compatible with proposed equipment.
3.0 GENERAL REQUIREMENTS Applicable provisions of the Contract Clauses in the contract will govern work under each section of the specifications.
3.1 Pre-Award Meeting: Contracting specialist will schedule a pre-award conference with the representatives from the Contractor, Contracting Officer, Civil Engineer Squadron and Communications Squadron. The meeting objective is to review project details, performance start date, coordinate network security and any applicable requirements during physical work. The Contractor shall visit the job site to verify location, conditions, dimensions, and start date prior to proposal.
3.2 Facility Occupancy/Access: EMCS Control Room (Bldg 877) will ream operational during the contract performance period, Contractor shall develop work plan to minimize disruption. Submit weekly schedule to identifying facilities for access in advance, use for coordination with 60CS coordination and Facility Managers.
3.3 Identification of Employees: The Contractor will coordinate with the Contracting Office to obtain base passes for each employee. Contractor employees shall provide required identification to Security Forces to secure a base pass, and maintain pass while performing work on base. The contractor shall submit base pass requests through the Base Contracting Office no later than 45 calendar days prior to the contract start date. See attachment Travis AFB Security Requirements, for more detailed information regarding the Contractor’s responsibility of security requirements.
3.4 Job Site Tools and Equipment: All hand tools and equipment shall be maintained in good working conditions and properly stored when not in use. Work attire shall be in accordance with applicable OSHA regulations.
3.5 Notification Requirements: The Contractor shall notify the Government a minimum of five (5) business days in advance of mobilization. The Contractor is required to notify the CO and Government Project Manager of critical issues that may affect the contract performance and/or human health and the environment. For critical issues pertaining to human health and the environment, the Contractor shall immediately notify the CO and stop work. Work shall only resume at the direction of the CO following resolution of the issue.
3.6 Hazardous Waste Management: Contractor shall notify 60 CES/CEIE if any hazardous waste is encountered or generated. The Contractor shall stop all work in the event 60 CES/CEIE identifies noncompliance with federal and state regulations and shall correct any discrepancies immediately within two (2) hours of notification by 60 CES/CEIE. Contractor shall dispose of any hazardous waste in accordance with Division 01 General Requirements Section 01000 and General Section 01 56 00 Environmental General Requirements.
3.7 On-Site Field Oversight: The Contractor shall provide required work force, equipment, material, services, transportation and oversight necessary for the duration of the performance period. It is the responsibility of the Contractor to establish and maintain open communications between salient authorities associated with accomplishment of this contract.
3.8 Federal Holidays: Travis AFB observes the following Federal Legal Holidays:

3.9 Working Hours: The normal base working hours are from 7:00 AM to 4:00 PM, Monday thru Friday excluding Federal Holidays. Performed work during normal duty hours; CO must approve weekend and holiday work, submit requests no less than five (5) business days prior.
3.10 Availability and Use of Utility Services: The Government will make reasonable required utilities available to Contractor from existing outlets/connections, as specified in the contract.
3.11 Progress Schedules: The Contractor shall provide a weekly progress schedule in writing.
Progress schedule shall provide status and list of upcoming facilities for coordination with 60CS
4.0 GENERAL SAFETY REQUIREMENTS
4.1 Workplace: Maintain a safe workplace for employees and the public while performing the contract work.
4.2 Personal Protective Equipment: Supply each employee with required personal protective equipment. Equipment includes but is not limited to protection for the eyes, face, head and ears.
Enforce the use of personal protective equipment while performing work.
4.3 Roads: Obey the posted base speed limits. Wear Seat belts on base in accordance with AFI 91- 207.
4.4 Accidents: Report Contractor accidents involving personnel injury or damage to Government property to the Base Law Enforcement Desk and the CO.
4.5 Safety Regulations: Familiarize yourself and comply with the general safety requirements in accordance with DOL regulations, OSHA 29 CFR Part 1926, as well as applicable Air Force Office of Safety and Health (AFOSH) standards and Air Force Instructions (AFI).
4.6 OSHA Inspections: The Contractor shall be subject to no-notice inspections under OSHA program by inspectors of the Department of Labor.
4.7 Fire Regulations and Preventative Practices: The Contractor shall comply with fire prevention practices as set forth by the National Fire Protection Association (NFPA), other recognized fire prevention agencies, and base regulations.
5.0 GENERATED REFUSE
5.1 Refuse: The Contractor shall take positive action to prevent work-generated refuse from entering the sewer system and water bodies. All Contractor generated refuse and waste shall be hauled from the site to a disposal area located outside the physical boundaries of the installation.
6.0 UTILITY OUTAGES
6.1 Definition: Utility outages shall be defined as a stoppage in electric, gas, potable water, sewer, chilled or hot water, steam, telephone, Energy Monitoring and Control System (EMCS), or any other similar utility whether serving all or a part of a single facility or of several facilities.
6.2 Outage Coordination: All utility outages shall be coordinated with the Using Agency through the CO or the COR. Provide written necessity notice to the CO, not less than 21 business days prior to the time of the required outage; the Contracting Office shall provide written approval before proceeding with outage. All work shall be coordinated and planned to ensure the outage will be of minimum duration.
6.3 Restoration: Once a utility outage is coordinated and work begun, work shall continue until all utilities restored back to the affected facilities.
7.0 EXISTING UTILITIES
7.1 Reference Drawings: Record drawings showing approximate location of existing underground utilities are located in Building 571, Travis AFB. The Contractor shall request necessary drawings. Any utility line shown on the record drawings (or made known to the Contractor) and damaged during physical work shall be repaired immediately by the Contractor at no cost to the Government.
7.2 Travis AFB Electrical Utility System: The high voltage electrical system on Travis AFB is owned by a private utilities contractor, City Light & Power. Any work affecting this system must first be coordinated with this company. (See contact information in Division 01General Requirements Section 01000).
8.0 DELIVERABLES / SUBMITTALS
8.1 Design and Other Pre-Award Submittals: The Contractor shall comply with the contract and provide the following submittals prior to contract award:
a. Statement of Work and applicable drawings detailing work
b. Provide necessary documents, software copies required for Air Force Civil Engineer Center
(AFCEC) system Authority to Operate (ATO) and System Security Plan (SSP) Information
i. System topology drawing / Data Flow Diagram
ii. Copies of all software installed in the system
iii. Listing of software installed in system (name, application, version, purpose)
iv. Listing of system hardware (hardware name, make, model / serial numbers and copies of product data)
v. Software / Hardware Compatibility Matrix
c. Proposed schedule / timeline / Phasing Plan
d. JCI Course #389 (Metasys System Extended Architecture for Building Engineers). A JCI certified training instructor should conduct training on-site for up to 10 students. Utilize hands on training devices, written training materials in a classroom environment. Provide individual certificates of training upon completion.
e. JCI Course #4703 (Metasys Systems FEC Operations/Trouble Shooting). A JCI certified training instructor should conduct training on-site for up to 10 students. Utilize hands on training devices, written training materials in a classroom environment. Provide individual certificates of training upon completion.
8.2 Contract Progress Schedule/ Report: The contractor shall submit a written weekly progress schedule to the 60 CES point of contact. Schedule shall include facility access request for upcoming facilities, and used to coordinate with 60CS for LAN connectivity one week in advance.
8.3 Hazardous Material and Hazardous Waste: The Contractor shall authorize, track, and manage hazardous material use in accordance with Section 3.3 of the Environmental General Requirements (Section 01 56 00). The contractor shall manage and dispose of hazardous waste in accordance with Section 3.8.
8.4 Transfer and Acceptance of Military Real Property: The Contractor shall prepare and submit a DD Form 1354, Transfer and Acceptance of Military Real Property document by the Beneficial Occupancy Date. The draft and final copies shall be submitted.
8.5 Pre-Final Inspection: The contractor shall request a Pre-Final Inspection at least five (5) business days prior to the proposed Pre-Final inspection date. The date of the Pre-Final Inspection must allow adequate time to correct all deficiencies and conduct the Final Inspection prior to completion date. A contractor-provided punch list, point to point verification list including the status and projected completion date for all open items, shall accompany this Pre-Final Inspection request.
8.6 Final Inspection: The Contractor shall conduct a final inspection with base personnel and publish the findings in a final inspection report for each project task upon substantial completion of work.
The inspection shall concentrate on the items identified at the pre-final inspection and recorded in the pre-final inspection (punch list) report. A final inspection shall not be performed until the pre-final inspection (punch list) report has been resolved.
8.7 Delivery/Warranty: The Contractor shall complete all inspection and commissioning requirements prior to final inspection. Following final inspection, the Contractor shall deliver to the Government the warranty documentation. The warranty shall be issued in accordance with
FAR 52.246-21.
9.0 CONTRACTOR’S QUALITY CONTROL
9.1 Quality Control: The Contractor is responsible for quality control, establish and maintain an effective quality control system in compliance with FAR Clause 52.246-12, Inspection of Construction. The quality control system shall consist of plans, procedures, and organization necessary to manage all delivery of a fully functional controls system, which comply with the contract requirements.
9.2 Testing and Verification: The Contractor shall perform testing of newly installed controls, verify system monitors/control functions as designed. Deficiencies shall be corrected prior scheduling pre-final and final inspections.
10.0 CONTRACTOR STORAGE /STAGING AREA
10.1 Staging and Storage Approval: Contractor shall request a staging area, if needed. Not with standing Contract Clause, FAR 52.236-10, Operations and Storage Areas, the request is subject to approval by the CO.
11.0 CONTRACT ADMINISTRATION
11.1 Contracting Officer Authority: CO, the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract.
11.2 Field Changes: The Contractor and the Government may agree to perform a no cost field change.
Field changes may be considered if changes are mutually beneficial to all parties and would not require changing the negotiated items. The CO must approved field changes in writing prior to execution.
11.3 Closeout Documents / Deliverables: Five percent (5%) of the contract value may be withheld at final payment until all project deliverables have been submitted to the government. Deliverables shall be submitted within 5 days upon completion.
