David Grant Medical Center (DGMC)on Travis AFB,CA has a requirement for full service maintenance coverage of the Contractor shall perform preventive maintenance services, unscheduled repairs, parts replacements, bed/room qualification, and end user support.

Capabilities to maintain this system beyond basic troubleshooting and minor fixes and to perform the requested work do not exist in-house to due to the complexity and proprietary nature of the system. Original Equipment Manufacturer (OEM) support is required for this level of service.

is the manufacturer of the proprietary system. Access to proprietary system software, new OEM parts in accordance with AFI 41-209 as stated below, and OEM-trained maintenance personnel are required to properly maintain the system.

6.29. Acquisition of Refurbished Equipment and Repair Parts.

6.29.1. The purchase of refurbished or used medical equipment is not authorized. (T-1).

6.29.2. The use of refurbished components is authorized only if provided by:

6.29.2.1. The original equipment manufacturer (OEM). (T-1).

6.29.2.2. An OEM-approved source or subsidiary. (T-1).

6.29.2.3. Department of Defense or VA depot services. (T-1).

The Simulation Center contacted the company's tech support line to verify if the company trains and/or authorizes any third parties the necessary level of system access in order to complete the required services. According to the representatives, the company does not train any third parties in the delivery of the requested services.

The MERC continues to research and evaluate other companies to determine if they are capable of meeting the government's requirement prior to requesting services as single source or brand name requirements. There are no other known sources capable of providing the requested service at this time.
