3 May 2018 Statement of Work (SOW) Building 977 Warehouse Fan Install

1. SCOPE: This Statement of Work (SOW) outlines the procedures and responsibilities for both the 60th Aerial Port Squadron (60 APS) and the vendor when the contract is awarded. This SOW does not in any way limit the responsibility of the vendor to perform all work and furnish all materials required to do a complete job within the intent and scope.

1.1 The vendor is responsible for supplying material, equipment, shipping and instruction necessary to perform all operations in accordance with this SOW.

1.2 All supplied parts shall be warrantied for one (1) year from the date of installation. Warranty service and parts shall be supplied at no additional cost to the Government.

1.3 Contractors shall be allowed to work from 0600-1700, Monday through Friday; however hours worked outside of normal duty hours must be pre-approved. Accommodations will depend upon availability of personnel from requesting agency and be determined by requesting agency’s point of contact (POC). Extension of operating hours must be from the vendor a minimum of 72 hours in advance.

1.3.1 Clean up shall be done daily within these hours.

2. RESPONSIBILITIES

2.1. Requesting Agency Responsibilities:

2.1.1. Requesting agency will be responsible for supplying an onsite POC to be named after contract is awarded.

2.1.2 Requesting agency will be responsible for receiving and storing the fan shipment in a safe, dry place until installation.

2.1.3. Requesting agency will install fire wire per NEC from fire control panel to Vendor installed junction box within 15 feet of fan mounting location.

2.1.4. Requesting agency will provide final tie-in of fire wire at the fire control panel.

2.2. Vendor Responsibilities:

2.2.1. Vendor will provide delivery, installation, balancing, start-up, and operational training of 6 each. FAN MODELBig Ass Fan Powerfoil X.3.0 Fan Kits – 16ft or equal/, 1 each. Powerfoil X3.0 Fan Kit – 24ft Fan Kitor equal, 1 each Powerfoil X3.0 Fan Kit – 20ft. or equal and PFX3.0 Series per this Statement of Work and the attached Specifications. Comment by ANDERSON, JOHNATHAN S MSgt USAF AMC 60 CONS/PKC: I made some changes but I’m still not clear on exactly what you’re wanting because of the “and PFX3.0 Series per this” Comment by ANDERSON, JOHNATHAN S MSgt USAF AMC 60 CONS/PKC: This will be an or equal requirement so you will need to provide salient characteristics.

2.2.2. Vendor will provide shipping of FAN MODELfans Powerfoil X.3 Fan Kit – 16ft/, 1 ea. Powerfoil X3 Fan Kit – 24ft Fan Kit, Powerfoil X3.0 Fan Kit – 20ft. and PFX3.0 Series to 60th Aerial Port Squadron, located at 90 Ragsdale Street Bldg. 977, Travis AFB, CA 94535. Vendor will coordinate delivery with the job site POC a minimum of 2 weeks prior to delivery.

2.2.3. Vendor will provide OSHA approved two-man scissor lift as required for installation.

2.2.4. Vendor will be responsible for painting any exposed installation pieces in matching hue to surrounding structure.

3. SYSTEM SPECIFICATIONS:

(All brand name specifications listed below are preferred, or equal items are acceptable and will be technically evaluated by the requesting agency) The 60th APS requires eight one each Fan Model: ElementPowerFoil Series fan kits: Comment by ANDERSON, JOHNATHAN S MSgt USAF AMC 60 CONS/PKC: Do you actually need 8 different units like the quote? You would need to break these out. Comment by ANDERSON, JOHNATHAN S MSgt USAF AMC 60 CONS/PKC: Do you want the Element series or the PowerFoil Series? Comment by MOSS, MARVIN D WS-09 USAF AMC 60 APS/TRXM: The Powerfoil series --, with 6 ea. Powerfoil X.3.0 Fan Kit – 16 Ft, 400-480 Volt/3 phase or equal -- 1 ea. Powerfoil X3.0 Fan Kit – 24Ft, 400-480 Volt/3 phase or equal -- 1 ea. Powerfoil X3.0 Fan Kit – 20 Ft, 400-480 Volt/3 phase or equal cComplete installation and standard 5 year manufacturer’s warranty. Unit specifications will be in accordance with the following specifications:

The fan will contain an oil-free, permanent magnet prime mover that provides high torque at low speeds and eliminates the need for a gear box. The fan will have a sound level, at max speed, of less than 5540 decibels. The fan will also include a five (5) year, non-prorated manufacturer’s warranty. Deleted Prime Mover: Gearless Direct DriveStandard IP43 motor and sealed gearbox; fully sealed drive enclosure.

Sound Level (max speed): < 40 55 decibels (dBA) Comment by ANDERSON, JOHNATHAN S MSgt USAF AMC 60 CONS/PKC: There appears to be some confusion here as the Powerfoil specs list it at <55 decibels, it’s the Element that is <40. Why are the specifications provided for the Element series and not the Powerfoil series? AIRFOIL FINISH

The fan will have a clear anodized aluminum finish Vendor will provide the complete installation of the equipment (above) minus final tie in from contractor installed junction box to fire control panel located in the downstairs hallway of building 977. All work will be performed by a licensed Contractor. The eight fans will be installed in the center of the atrium attached to the existing i-beams and with an attached security cable. Installation of the AC power for the fan will be installed per National Electric Code 2017NEC. Power for the fan will come from the mechanical room 109, all electrical work will be done by a licensed contractor. Wall control keypad will be mounted on the first floor wall. Comment by ANDERSON, JOHNATHAN S MSgt USAF AMC 60 CONS/PKC: Again, the quote was for multiple fans at $83K and so was the PR. The building layout also showed multiple fan locations. How many fans do you actually need? Comment by ANDERSON, JOHNATHAN S MSgt USAF AMC 60 CONS/PKC: Acronyms must be spelled out the first time they’re used.

4. BASE ACCESS REQUIREMENTS:

6.1 In order to promote security and safety at Travis Air Force Base all contractor employees requesting access to the installation are subject to AFI 31-101 AMC Sup Travis AFB Sup 11 JAN 2008 which requires individuals to be screened by criminal background history (CBH) checks, National Crime Information Center (NCIC) wants/warrants checks, and California Law Enforcement Telecommunication System (CLETS) driver license history checks.

6.2 Contractors are divided into two categories, to ensure proper screening and to minimize installation access delays, as follows:

6.2.1. Category 1 (Cat-1) – primary and subcontractors who are identified against a contract prior to the contract performance start date.

6.2.2. Category 1 (Cat-2) subcontractors and affiliate workers not previously identified against a contract prior to contract performance start date.

6.3. Contractor is to have each employee identified on the EAL complete TAFB Form 251, Contractor Consent to Background Check and submit it with the request for issuance of Travis AFB Contractor Badge or Pass a minimum of 30 days prior to performance on the contract.

6.4 For complete information regarding Visitor Entry request a copy of the AFI 31-101 from your Contracting Officer.
