SECTION 1

GENERAL

1.1. SCOPE OF WORK. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to instruct aerobic classes.

Aerobic classes are defined in the performance work statement (PWS). Classes will be held at Travis Air Force Base (AFB) Fitness Center, Bldg 434 and Fitness Pad/Track Bldg 435, 550 Travis Ave, Travis AFB, CA 94535. The contractor shall perform to the standards set forth in this PWS.

1.2. PERSONNEL

1.2.1. CONTRACT MANAGER. The contractor shall provide a contract manager and alternate(s) in writing to the Travis Fitness Center Managers within the first duty week of award of the contract. The contract managers shall have full authority to act for the contractor on all contract matters which relate to the daily operation of this contract. The manager or an alternate shall be available within two hours during normal duty hours to meet on the installation with government personnel when requested by the contracting officer or the contracting officer representative (COR).

1.2.1.1. Prior to the performance start date, the contractor shall notify the contracting officer or the COR in writing of the names of the contract manager and the alternate(s) and the telephone numbers where they can be reached outside of normal duty hours. The contractor shall immediately notify the contracting officer or COR of any staff change of the contract manager and/or the alternate(s).

1.2.1.2. The on-site contract manager and alternate(s) must understand English and be able to read, write, and speak English fluently.

1.2.2. EMPLOYEES. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor employees in performance of this PWS are the responsibility and prerogative of the contractor. However, the contractor shall comply with the general intent and specific policies set forth in the PWS and in the regulations of Travis AFB concerning conduct of employees as referenced herein. When directed by the contracting officer or COR, the contractor shall remove from performance on the contract any person identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. All employees must be able to understand, read, write, and speak English fluently.

1.2.2.1. The contractor shall ensure before employees start work the employees have appropriate, current and valid professional certifications to perform the services in this contract to include, but not limited to, current cardiopulmonary resuscitation (CPR) with automated external defibrillator (AED) and first aid certificate. The contractor will provide current copies of all instructor certifications to the Fitness Center Managers prior to them instructing at Travis AFB Fitness Center. Contractor must provide instructors who are certified to teach the classes, which will include but are not limited to: low impact, beginner step, intermediate step, advanced step, multi-step, step-n-sculpt, step/lo combo, cycling, yoga, body toning conditioning, kickboxing, Body Pump®, Pilates, P90x, aerobic slide, TRX Suspension, pre-postnatal pregnancy, Turbo- kick, Pilates, Zumba and/or any new trends in fitness classes. Any combination of these classes may or may not be offered. In accordance with (IAW) AFI 34-266 para 3.3.2, instructors' certification must be issued by one of the following certifying bodies:

American Council on Sports Medicine (ACSM), American Council on Exercise (ACE), Aerobic Fitness Association of America (AFAA), Exersafety, Aerobic Pipeline, Cooper's, or any other nationally recognized certifying body. The nationally recognized certifications listed above shall be accepted. Individuals', whose certification required a written exam but no practical examination, must have at least six months consecutive work experience in addition to the certification. The weekly class variety must include cycle, step, core, Pilates, Turbokick, circuit, yoga, strength and stretch.

1.2.2.2. The contractor shall not employ any person who is an employee of the United States (U.S.) Government if the employment of that person would create a conflict of interest between their work for contractor and their present U.S. Government employer. The contractor shall not employ any employee of the United States Air Force (USAF), either military or civilian members, unless such person seeks and receives approval IAW Joint Ethics Regulation DoD 5500.7-R. The contractor shall not employ any employee of the USAF if such employment would be contrary to Air Force policies and guidelines.

1.2.2.3. The contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, and/or deployment. Military reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel, if utilized by the contractor, could adversely affect the contractor's ability to perform; such absence will not excuse nonperformance under this contract.

1.2.2.4. A class is defined as the duration of class plus arrival at least ten minutes before the start time of any class to set up and remain ten minutes after the conclusion of any class for clean-up of the classroom, customer questions and answers.

1.2.2.6. Contractor shall ensure the classroom in which services are performed is cleaned up, equipment is wiped down to include mats, and all items accounted for before leaving the worksite. Contractor is required to sign off on a facility form posted on the wall near the entrance doors of aerobics room and ensure all items identified on the form have been accomplished.

1.2.2.7. The contractor's instructors in total shall not have more than three validated customer service complaints per month. If an individual instructor accumulates three validated customer complaints then the contractor may be asked to replace that individual instructor.

1.2.2.8. Each instructor cannot have more than one cancellation without Travis Fitness Center being notified 24 hours in advance per quarter or the contractor may be asked to replace that individual instructor.

1.2.2.9. The contracted instructors have access to the Fitness Center as an instructor under the contract.

1.3. SECURITY REQUIREMENTS

1.3.1. Contractor is responsible for obtaining all necessary cards, passes, badges, buttons, decals, and/or other items required for access to the areas in which the work will be performed.

Contractor will be required to apply for vehicle and individual identification card(s) at the Security Forces Squadron, Pass and ID section. Upon completion or termination of the contract or an individual’s employment under the contract, the contractor must retrieve all identification and access media issued and surrender it to the Security Forces Squadron, Pass and ID Section.

1.3.2. Contractor must comply with all Travis AFB policies regarding entry to the installation, rules of the road, compliance during contingency operations, and restrictions regarding photography. The contractor’s employees are authorized entry to the installation for the purpose of work only and are not authorized in other facilities, areas, or buildings without prior authorization of Fitness Center Director and/or Force Support Commander.

SECTION 2

GOVERNMENT FURNISHED PROPERTY AND SERVICES

2.1. GENERAL. The government shall furnish property and services as follows:

2.2. PROPERTY/FACILITIES. The government will provide space in Bldg. 434 for the performance of contractor services. Use of another facility must be approved in advance by the Fitness Center Director or his/her appointee.

2.3. EQUIPMENT. The government will furnish all steps, mats, exer-tubes, weights, stereo, and other equipment deemed necessary by the Fitness Center Director as needed to conduct classes as well as publicity for classes (such as class schedules and flyers) and special events.

The government will supply an electronic stereo system. All equipment must remain in the

Aerobic Room and is for class use only. Contract instructors are required to supply music and headset, microphones, and their batteries.

2.4. SERVICES.

2.4.1. Utilities. All necessary electricity utilities will be provided at place of performance.

2.4.2. Security, Police, and Fire Protection. Emergency services are provided through the base by calling Security Forces (707)424-0501, Fire (707)424-3886 or emergency number at (707)424-4911 or 911.

2.4.3. Emergency Medical Service. The government will provide emergency medical treatment and emergency patient transportation service for contractor personnel. The contractor shall reimburse the government for the cost of medical treatment and patient transportation service at the current in-patient or out-patient treatment rates established by the servicing Air Force Medical Center.

2.4.4 Contractor must provide proof of Liability Insurance for all instructors at minimums of $1,000,000 per occurrence and $3,000,000 aggregate. If award is made to an individual it is their responsibility to have the same required coverage.

2.4.5. Forms and Publications. Government publications and forms required in the performance of this contract shall be made available to the contractor.

SECTION 3

SPECIFIC TASKS

3.1. GENERAL. The contractor shall be certified in Aerobic training with IAW AFI 34-266 see 2.3. for national organizations. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to instruct aerobic classes except for that which is specified as equipment and services provided by the government in paragraphs

2.1. through 2.4.

3.2. CLASS INFORMATION

3.2.1. Contractor shall schedule instructors to teach at varying times and days. The Fitness Center Director and appointee shall receive a copy of the projected schedule within five duty days of the contract start date. The contractor shall provide a schedule of instructors for classes by the fifteenth of the month before the following 90-day period. Contractor will make the Fitness Center aware of which instructors are being provided for each class. Contractor shall be required to provide instructors for approximately 25-30 classes per week, depending on the time of the year, Air Force and local base policies, and special unforeseeable requests. Classes will run for 50-60 minutes and be offered at varying times and days throughout the week.

3.2.2. The instructors' schedule shall include a minimum of 25 classes during Travis Fitness Center peak hours. Fitness Center peak hours are: Monday through Friday from 0600 to 1000, 1100 to 1300, and 1600 to 1900 and Saturday from 0900 to 1100.

3.2.3. Instructors will need to begin teaching at the start of contract award. The contractor or representative is required to meet with the Fitness Center Director or Exercise Specialist within the first five duty days of the contract to plan the calendar of classes. Schedule of classes to be supplied to Fitness Center Director in writing no later than fifth duty day after the award of the contract. Contracted instructors to be teaching on the sixth duty day after the award of the contract.

3.2.4. Recommend for both safety and motivation that the contractor does not schedule an individual instructor to teach more than two high impact classes per day.

3.2.5. The contractor is responsible for locating a certified replacement instructor to teach the set class in a timely manner. In the event that a substitute cannot be located, the contractor shall notify the Fitness Coordinator and/or Fitness Center Director that a class must be cancelled no later than 24 hours in advance.

3.2.6. The instructor shall be responsible for recording attendance for each class on a form designated by the Fitness Coordinator and/or Fitness Center Director. The form will be located in the Aerobic IF AC Administrative Office, Building 434.

3.2.7. The following are expectations of all class instructors when they are conducting a class.

All instructors shall begin each class by introducing themselves and the type of class. All instructors must take at least two pulse breaks during each class taught and at least one water break.

3.2.8.1. Instructors are required to change the music during ideal times such as pulse breaks or water breaks. Instructors should not change music during inconvenient times where the class will be disrupted by the change, such as in the middle of exercising. All music used during instruction must be professionally mixed and not contain explicit lyrics, profanity, nor bashing of military or armed services. Music will be kept below the maximum of 100 decibels dB (90 for music 100 for voice) per ACSM Standards.

3.2.8.2. The following music guidelines should be observed: Low Cardio movement 130-155 BPM; High Cardio movement 140-160 BPM; Conditioning/Body sculpt 118-134 BPM; Step 118-134 BPM; and Cycling 70-90 BPM.

3.2.8.3. Instructors must be able to properly demonstrate all types of steps and movements including high and low impact moves and all floor work in detail. Instructors must be able to adjust the pace of the class for first time students.

3.2.8.4. Instructors shall instruct members to stretch all major muscles at least after a warm up, but definitely after cool down.

3.2.8.5. Instructors shall appear and sound energetic and positive, and always present a professional image. Instructors should be sharply dressed, clothes should not be torn and/or faded.

3.2.8.6. Instructors shall take initiative to interact with the students both before and/or after classes.

3.3. PUBLICITY. Contractor shall not advertise or solicit any other products or services other than the Travis AFB aerobics program without prior written clearance through the Fitness Coordinator or Fitness Center Director.

3.4. AF FITNESS PROGRAM. Military personnel who do not meet Air Force fitness standards may participate in a mandatory fitness program as directed by their Commander. These personnel are required to provide proof of their exercise to their leadership and may include using an AF Form 1975, Personal Fitness Program Log. The military member’s responsibility is to exercise with instruction and have the 1975 signed off at completion of training session. The instructor shall initial off this 1975 form only when the student has completed the entire exercise class. Instructors are only to sign off for the time and activity that the member completes under their direct monitoring.
