PERFORMANCE WORK STATEMENT (PWS) FOR
B-29 STATIC DISPLAY EXTERIOR PAINTING AND MAINTENANCE
TRAVIS AFB CALIFORNIA
17 November 2017
PERFORMANCE WORK STATEMENT (PWS)
FOR
B-29 STATIC DISPLAY EXTERIOR PAINTING AND MAINTENANCE
1. DESCRIPTION OF SERVICES. This is a non-personal services contract. The contractor shall furnish all tools, vehicles, qualified personnel, materials and services necessary to perform
B-29 aircraft painting, washing, repair and protection services at Travis Air Force Base, California, in accordance with this performance work statement.
1.1. Scope.
Services shall include but are not limited to the following:
Repair external damage to the static display B-29
Repaint the exterior of the static display B-29
Ensure the aircraft is adequately protected against animal intrusion
1.2. Exterior Repair of the B-29. The contractor shall:
Repair the exterior of the B-29 IAW AFI 84-103, Chapter 7, Paragraphs 7.3., 7.3.1., and 7.3.2. (see Appendix A) and commercial practices, as close to original standards as practical. If there is a conflict between the instructions in AFI 84-103 and commercial practice, then AFI 84-103 will prevail.
Ensure all fuselages, wing and empennage drain holes are clear of obstructions.
Ensure historical static display aircraft cables remain secured unless displayed outside in which case the cable(s) is to be removed to discourage their use as places for birds to roost.
Repair historical static display aircraft items to include but not limited to windshields, windows, tail, landing, beacon lights to resemble the original item, replace corroded/missing bolts, rivets, and fasteners on exterior of aircraft.
Caulk and/or seal all exterior hatches and windows on aircraft.
Ensure all drainage holes in aircraft are unclogged, and drill new drainage holes if required, and repair any holes in exterior of aircraft with metal patches, and replace duct tape on vents with proper overlay patches.
1.3. Exterior Painting.
1.3.1. The contractor shall provide non-personal services to paint B-29 static display
IAW this PWS. The contractor shall perform corrosion control paint preparation functions
IAW with standard commercial practices as necessary, i.e. scraping, sanding surface washing, and priming. Painting, maintenance, restoration and preservation of historical exhibits shall be conducted IAW AFI 84-103, May 2015, Paragraphs 7.3 through 7.3.4.7 (see Appendix A). If there is a conflict between the instructions in AFI 84-103 and commercial practice, then AFI
84-103 will prevail. The static aircraft topcoat painting is required to match the original color.
The contractor shall paint the aircraft with Direct to Metal primers and paints. The use of urethane paint is prohibited due to environmental impact and the inability of urethane paint to provide a long-term uniform pleasing appearance.
1.3.2. The contractor must replicate aircraft markings, i.e. lettering, nose art, Air Force insignias, logos and emblems as applicable, and as near to original paint scheme as possible.
All replications must conform to original configurations and sizes of all markings, etc.
1.3.3. Paint scheme will follow existing colors with appropriate blends:
Fuselage – Metallic, Color No. 17178 (Appendix B)
Anti-Glare – Black, Color No. 37038
Fuselage underside – Metallic, Color No. 17178
Tail – Metallic, Color No. 17178 (Appendix B)
Landing Gear Struts – Metallic, Color No. 17178
Landing Gear Wheel Wells – Metallic, Color No. 17178
Landing Gear Wheels – Metallic, Color No. 17178
Propellers – White, Color No. 17875
Radome – Color No. 17038

1.3.4. Paint does not require airworthiness. Paint and markings must provide a neat and professional appearance. “Show Quality” paint or excessive gloss is not required. Fogging inside engine nacelles with silver paint is acceptable. Existing decals one inch in size and larger will be preserved or reproduced. Taping over a block and not painting that area is not acceptable.
1.3.5. Overspray is unacceptable. Blisters, fish eyes, runs, and snags are unacceptable.
Roughness or dirt inclusions are unacceptable. Paint and procedures should provide a 5-7 year outdoor life or greater if possible. Contractor must provide a one-year warranty against flaking, peeling, or oxidation.
1.4. Protection of Aircraft against Animal Intrusion. Secure areas of the aircraft subject to animal intrusion (wheel, wells, engines, access panels, etc.) against animal intrusion and nesting in accordance with standard commercial practices. The method used to accomplish this must be as invisible as possible so as not to detract from the overall appearance of the aircraft.

3.1. GOVERNMENT FURNISHED PROPERTY. NONE
3.2. GOVERNMENT FURNISHED SERVICES.
3.2.1. Utilities. The Government will furnish the electricity, water, and sewage service (as necessary) for accomplishment of service IAW this PWS.
4. GENERAL INFORMATION.
4.1. CONTRACTOR IDENTIFICATION IN THE GOVERNMENT WORKPLACE.
When conversing with Government personnel during business meetings, over the telephone or via electronic mail, the contractor shall identify themselves as such to avoid situations arising where sensitive topics might be better discussed solely between Government employees. The contractor shall identify themselves on any attendance sheet or any coordination documents they may review. Electronic mail signature blocks shall identify their company affiliation.
4.1.1. CONTRACT PERSONNEL APPEARANCE & APPAREL. Contract personnel shall show clear, continuous evidence of a professional workforce, and present a neat and well-groomed appearance, which exhibits enthusiasm and professionalism.
4.2. DESIGNATED CONTRACT PERSONNEL. The contractor shall provide a contract manager or designated representative whom shall be available on-station during all normal operating/duty hours. Normal work hours are Monday through Friday from 0730-
1630. This individual shall be responsible for the overall management and coordination of this contract and shall act as the central point of contact with the Government. The on-site contract manager or alternate shall attend meetings as determined by the CO. The contract manager or alternate(s) shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
4.3. CONTRACT PERSONNEL EMPLOYMENT.
The contractor shall not use the services of any person in the performance of this contract whose presence or action(s) endangers the health, life, safety, security, general well-being or operational mission of the installation to include equipment, facilities and its population
4.4. PHYSICAL SECURITY.
The contractor shall safeguard all Government property provided for contractor use.
At the close of each work period, Government facilities, property, and materials shall be secured.
Key Control. In the event that keys are issued to the contractor by the Government, the contractor shall establish and implement methods of ensuring that all keys and key cards are not lost or misplaced and are not used by unauthorized persons.
The contractor shall immediately report the occurrences of a lost or duplicate key to the inspector.
In the event keys, other than master keys, are lost or duplicated, the contractor shall, upon written direction of the CO, rekey or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform rekeying. When the replacement of locks or rekeying is performed by the
Government, the total cost of rekeying or the replacement of the lock or locks shall be deducted from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system will be replaced by the Government and the total cost shall be deducted from the monthly payment due the contractor.
The contractor shall prohibit the use of keys issued by the Government by any persons other than the contractor’s employees. The contractor shall prohibit the opening of locked areas by contractor employees to permit entrance of persons other than contractor’s employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the inspector.
4.5. LOCATION(S) OF WORK. The work to be performed under this contract will be performed at t h e T r av i s H e r i t a g e C en t e r , T r av i s AFB, California.
4.6. HOURS OF OPERATION.
4.6.1. Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: Mon-Fri, 0730-1630, with the exception of
Federal Holidays. Hours performed outside of these must be approved by the inspector.
4.6.2. Federal Holidays. The contractor is not required to provide service on the following holidays:

4.6.3. The contractor shall not report for duty and will not be reimbursed by the Government when the Government facility is closed due to a Federal holiday, local or national emergencies, administrative closings, or similar Government directed facility closings.
4.7. CONSERVATION OF UTILITIES. The contractor shall operate under conditions which prevent the waste of utilities which include the following:
Lights shall be used only in areas where and when work is actually being performed.
Water faucets or valves shall be turned off after the required use has been accomplished.
4.8. ENVIROMENTAL CONTROLS.
4.8.1. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State, and Local laws, regulations, and requirements regarding environmental protection. In the event environmental laws or regulations change during the term of this contract, the contractor shall comply as such laws come into effect.
4.8.2. Notification of Environmental Spills. If the contractor spills or releases any substance contained in 40 CFR 302 into the environment, the contractor shall immediately report the incident to the inspector. The liability for the spill or release of such substances rests solely with the contractor.
4.8.3. The contractor will provide a Material Safety Data Sheet (MSDS) for all chemicals, soaps, compounds, etc. proposed for use on the site.
4.8.4. The cleanser used to wash the aircraft must be biodegradable/environmentally friendly. If power washers are used, the waste water must be contained within the immediate area of Travis
AFB Static Display. Any water flowing away from this area should be monitored/filtered to ensure it does not pollute any adjacent waters.
4.8.5. All repair, painting, and cleaning related items must be taken off-site for cleaning and disposal. Painting, unless contained within an environmentally controlled tent, shall be applied by roller. NOTHING may be rinsed to ground or storm water drains.
4.9. SAFETY REQUIREMENTS.
In performing work under this contract, the contractor shall:
No later than 10 business after contact award, the Contractor shall submit a Site Specific
Safety and Health Plan to the Contracting Officer for review.
o The safety plan should include information on how the contractor will address and protect visitors to the work site and any pedestrians who pass through the area.
If the MSDS requires the use of a respirator for application of the paint products, a copy of the contractor’s Site Specific Respiratory Protection Plan should be submitted and/or included in the contractor’s Site Specific Safety and Health Plan.
Notify the inspector prior to beginning any work that could potentially impact the parking lot adjacent to the Static Display.
Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.
Take such additional immediate precautions as the CO may reasonably require for safety and mishap prevention purposes.
Record and report promptly (within one hour) to the CO or inspector, all available facts relating to each instance of damage to Government property or injury to either contractor or Government personnel.
In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.
If the Government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and support Government personnel conducting the investigation.
4.10. CONTRACTOR MANPOWER REPORTING REQUIREMENTS. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the United States Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30
September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.
Appendix A
Exerpts from AFI 84-103, Para. 7.3 through 7.3.4.7
7.2.7. Do not display original photographs, archival documents and records. Use photographic copies instead.
7.2.8. Address questions on standard conservation methods of mounting artifacts for display to the USAFM Conservator, USAFM/MUC.
7.3. When repairing and restoring aerospace vehicles and support equipment, preserve their historical integrity. Use methods outlined in the appropriate Technical Order (T.O.) Dash 2 maintenance and erection manual and the T.O. Dash 3 structural repair manual. Do not inflict any damage on the airframe unless MAJCOM/HO has approved it for cannibalization. Make changes that compromise authenticity only to enhance the long-term preservation of items displayed outdoors. You must be able to reverse all such procedures. Use AF Form 3581, Static
Display Aerospace Vehicle Maintenance Log1, to record all preservation and restoration actions.
7.3.1. At a minimum, keep items from deteriorating further. Perform limited disassembly of the vehicle and selected disassembly of components. Thoroughly inspect the aircraft or missile, and locate, identify, and remove all areas of corrosion. Make sure the item is clean and free from dirt, debris, carbon and contaminants. Apply a corrosion-preventative chemical film as specified in the appropriate technical order to all surfaces, reassemble all components and items, apply final chemical coating, and protect it from the elements while it awaits restoration.
7.3.2. Restore aerospace vehicles to original manufacturer's or operational appearance for the period depicted. Systems need not be operational. You may leave some interior areas unrestored but they must be as received. The work need not conform to airworthy standards. Repair all damage. Strip, clean, brighten, coat with a corrosion preventative and give a final finish coat to the airframe. Damaged or missing components may be remanufactured to less than original or airworthy standards.
Note: Radioactive materials may have been used in the construction of aerospace vehicles.2
Follow the procedures in Chapter 9 for dealing with radioactive components before doing any work on an aerospace vehicle. Fulfill all local bioenvironmental requirements.
7.3.3. MAJCOM/HO (or senior historian for DRUs and FOAs) approves color, markings and insignia (CMI) packages. The requesting unit will be responsible for development of a package that includes the current paint scheme, the proposed paint scheme and a justification for the change. All research associated with any proposed CMI packages will be conducted by the requesting unit. Units may paint aircraft to represent another aircraft of the same series and model with the written permission of the MAJCOM/HO.
7.3.4. Do not compromise authenticity by adding spurious names, logos, nose art, or other identifying features that violate the historical accuracy of the CMI. Do not compromise CMIs for reasons of personal edification. Do not mix markings from a variety of aircraft, i.e. using the nose art from one aircraft, the serial number of another and unit codes from a third. Ensure historical accuracy in the placement and style of markings being applied, keeping in mind the
"window" or "moment" of history you are representing. Fully document the markings being applied to static display aircraft.
NOTE 1: 60AMW/CVH completes/maintains AF Form 3581; contractor validates and signs.
NOTE 2: Radioactive swipes were previously conducted by bioenvironmental and maintained on AF Form 3583.
