STATEMENT OF WORK (SOW)
BLDG 777, AUDITORIUM AUDIO/VISUAL EQUIPMENT REMOVAL/INSTALLATION
1. SCOPE: Supply all material, equipment, and labor necessary to perform all operations in strict accordance with the specifications in this SOW. The contractor is responsible for all required measurements and drawings. A site visit was held on 26 Jan 16
2. LOCATION: Work is to be performed in the auditorium at David Grant Medical Center, 101 Bodin Circle, Bldg 777, Travis Air Force Base CA, 94535.
3. DESCRIPTION OF WORK: The following outline of the principle features of work does not in any way limit the responsibility of the contractor to perform all work and furnish all materials to do a complete job within the intent and scope of the specifications of this contract. All equipment will be installed to manufacture’s specifications. The following work will be done:
a. DISPLAY SYSTEM: Install new 5000 lumens laser projector in the auditorium in the place of the old projector, then reconnect cables / interfaces to new equipment.
b. CAMERAS: Must replace existing analog cameras with Two True HD 1080P preferred is Vaddio, but can use a comparable item. The cameras must be able to Pan, Tilt and zoom from both the podium and the control room. One mounted camera in the front of the auditorium and the rear pillar camera must be controlled by new installed system. Camera will be used for the Government provided VTC (Tandberg). We need to be able to record and playback both video and audio of presentations so we can allow any shift workers to be able to view any training or presentations that they missed because they work at a different time.
c. RECORDING SYSTEM: We desire a Recording System to be used in the Auditorium. We require that we can record the camera feed, the Content feed example PowerPoint from a laptop and Audio from the microphones and program audio example laptop audio. We need to have picture and picture capability to have the content and camera in a picture in picture or as one large screen of the source. We would like these controls on the podium touch screen location. Start, Stop recording, PIP mode, Source Select, and Transfer to customer’s USB drive. We need to have a USB connection at the top of the podium so the end users can plug in their own USB stick. The recording device location we leave to your recommendations but the USB connection must be at the podium location. We don’t allow end users in the rear control room.
d. AUDIO SYSTEMS: We will reutilize customer existing speakers, but all amplifiers to be upgraded to support speakers. Add new 18” gooseneck microphone at podium. Install the following: two government provided SLX microphone sender receiver sets, a new antenna distribution for government provided Shure SLX4 receivers and transmitters, new Shure Audio Flex appropriate I/O cards, Two Stryker audio feeds that must be set up to send and receive speech with no feedback. Additionally, the following functions shall be furnished, installed and tested as part of this scope:
1) Provide for sound feedback monitoring and stabilization. Provide surround sound capability.
2) Provide the ability to display video from various sources such that it is easily visible from all areas of the auditorium. Provide a video feedback screen such that a presenter may see what is being displayed from the stage.
3) Within the control room, house equipment and a control console station. Provide the capability to record and reproduce presentations. Provide a control console to include video switching capability, audio switching and mixing, PTZ camera controls, motorized screen control, and lighting control for the auditorium.
4) Provide the capability to control motorized screens, audio volume, record capability, and microphone controls from a podium or control station on the stage.
d. MULTIMEDIA PROGRAM SOURCES. Both the control room and Podium locations shall be able to manage and control live broadcast TV programs from an interface through the Auditorium AV system. Reference the UFC, Section 4-510-1, paragraph 12.17 for full specfications/requirements.
4. CONTROL ROOM: The current control will be upgraded to include the following: 10” touch panel monitor to contain controls to be set up with more advanced control over the whole system, large formatted Crestron Matrix Switcher (16 x 16 DM), 12” Desktop style gooseneck microphone, Local inputs are as follows: Crestron Wireless Air Media for presentations from laptops, desktops, and Notebooks. Contractor must provide own wireless WAP, Government provided Tower PC, Government provided HD video conferencing, Government provided Cable TV (Direct TV), Stryker Feed DVI 1 with audio, Stryker Feed DVI 1 with audio, New Blu-ray Player, Aux A/V input for Windows & Mac laptops.
5. NEW PODIUM: Must be compact dimensions 33” Wide 27” Deep 45” Height, Oak in color, Front and rear equipment access, At least a 12 space built in rack, Provide new 19” Monitor that will be used as a local display and as a preview monitor for all sources, The Monitor has to be HDCP compliant, Upgraded Programmable Remote Control System for all A/V equipment, Local inputs are: New Blue Ray Player, Must have enough space to accommodate government provided Tower PC, New Cable cubby on top of podium must be installed. We would like local power, VGA with audio, HDMI and USB input for the HD capture in the control room, Aux A/V input for Windows & Mac laptops. Additionally, IAW the United Facilities Criteria (UFC), Section 4-510-01, paragraph 11-6.12, “The down light fixture over the podium shall be controlled from the podium and the entrance.”
6. OVERFLOW/CAFETERIA AREA: Replace the existing Panasonic projector with a 5000 lumens Laser Projector, Install wall plate with VGA, audio, and HDMI on the front side wall, wall mount a 7” touch screen on the front side wall, add AM/FM tuner that will be controlled by the touch screen, and install new Blu-Ray player in the existing rack.
7. WARRANTY: All products should include a five (5) year warranty for service repairs and/or replacement of parts.
7.1 Contractor will neatly organize all removed equipment at a location given, so that we may redistribute or DRMO.
8. EXECUTION:
4.1. Wiring Conditions: All wiring will be neatly kept and banded and hidden from view.
4.2. Contractor Installation Qualifications: All work shall be performed by qualified audio/visual equipment installer. Contractor is to provide the maximum warranty for all equipment installed.
4.3. Cleaning: After removal and installation of the equipment; debris, scraps, and other foreign matter shall be removed and disposed of or recycled by the contractor. All ceiling tiles that were broken or damaged in the installation of said equipment shall be replaced.

9. UTILITIES: Reasonable quantities of water and electricity will be provided to the contractor without charge. Any temporary connections shall be installed, maintained, and removed at the contractor’s expense and the area put back in the same condition or better at the end of the project.
10. MATERIAL STORAGE AND CLEANUP: The contractor’s materials and equipment shall be neatly stored and protected at the end of each day. If storage of contractor’s materials and equipment is required, the storage location and items stored will be negotiated between the contractor and the Project Manager (Ms Barb Brewer). Clean up and removal of all debris, spoil, and waste shall be accomplished at the end of each work day. Upon completion, the premises shall be left in a neat, clean, unobstructed condition, in perfect order and repair.
11. WORKING CONDITIONS: The facility and adjacent area(s) will likely be occupied and utilized during the project phase(s). The contractor shall perform work in a manner that will cause minimal interference to the facility and the surrounding area. The contractor shall be responsible for correcting any damage caused by or incidental to, this project. Upon agreement between the Contractor and the Project Manager, the Project Manager will provide the manpower to move the items that need to be moved to allow for the project to start. The contractor shall give a minimum of five working days’ notice on when they are to starting work on this project.
12. SHIPMENT OF MATERIALS: All materials are to be shipped and stored by the contractor until and during installation date and any related cost are to be included in the bid. Delivery and unloading of materials to be used is the contractors’ responsibility.
10. LIQUIDATED DAMAGES: If the contractor is found to have substituted a product from what they submitted in their bid and/or misrepresented a product as to its content, type and/or rating, the contractor will be assessed a 20% reduction in the overall cost of the contract for the first ten thousand dollars ($10K) and 15% reduction thereafter.
13. GOVERNMENT FURNISHED PROPERTY AND SERVICES:
10.1. Government Furnished Facilities. The Government will not provide equipment, deskspace, computers, and other items necessary for the Contractor to maintain an office environment.
10.2. Utilities. The Government will furnish electricity, water, and sewage as necessary for the accomplishment of work in accordance with this contract. The Contractor shall not change or modify any utility system or component; or connect any Contractor owned property, equipment or system without prior CO review and approval. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, and using only the required amount of Government furnished resources needed to complete maintenance and repair work.
10.3. Materials. The Government will not provide any, parts, materials, or supplies.
10.4. Security, Fire and Medical Services. The Government will provide police and fire protection. The Government can provide emergency medical treatment and emergency patient transportation service for Contractor personnel who are injured or become critically ill during the performance of this contract. The Contractor shall reimburse the Government for the cost of patient transportation service and applicable medical treatment at the current in-patient or outpatient treatment rate, as appropriate.
10.5. Telephone. The Government will not provide telephone services to the Contractor.
10.6. Solid Waste Collection and Disposal. The Contractor shall be responsible for collecting all solid wastes generated under the scope of this contract. All Construction and Demolition debris (CandD) shall be recycled either onsite or at a CandD recycling facility. The Contractor shall segregate recyclable wastes (i.e. copper piping, asphalt, concrete, lumber, plastics, ceiling tiles, all scrap metal, etc.) and universal wastes (fluorescent lamps, ballasts, batteries, etc.). Non-recyclable solid waste generated under the scope of this contract shall be taken to an approved landfill.
10.6.1. The Contractor shall determine the location of the recycling and/or disposal facilities to be used for all materials recycled and/or disposed of which will be generated from the work performed under this contract, as well as their method of transport.
10.6.2. The Contractor shall provide appropriate containers for the collection and segregation of solid wastes, recyclables, and CandD debris generated directly and indirectly by work under this contract. The Contractor is prohibited from using base dumpsters or other waste receptacles for the disposal of any solid wastes. All solid wastes shall be reclaimed, recycled, or disposed of prior to completion of work on Travis AFB.
10.6.3. All materials, equipment, and refuse generated through the demolition work required by this contract shall become the property of the Contractor and shall be disposed of by the Contractor off base at the Contractor's expense. The Contractor should be aware that within the confines of Fairfield, California, including Travis AFB, if the Contractor subcontracts for the removal of debris/refuse that the City of Fairfield has an exclusive franchise agreement with Solano Garbage Company, (707) 422-4244, to perform such service. Hazardous material removal and disposal shall be accomplished in accordance with all applicable codes and regulations and shall be the sole responsibility of the Contractor.
14. GENERAL INFORMATION:
11.1. Work Hours. Work shall be performed during the normal work-week between 7:30 a.m. to 4:30 p.m., Monday through Friday excluding federal holidays, or when the Government facility is closed due to local or national emergencies, administrative closings, inclement weather, military exercises, contingency operations, or similar Government directed facility closings.
11.2. Work Schedule Coordination. The Contractor shall be responsible for coordinating all phases of maintenance service with the appropriate base personnel through the CO/COR. The facilities shall remain in operation while contracted work is in progress.
11.2.1. The Contractor will provide advance notice before arriving on station to begin any work as described herein. This advance notice must permit the Government to notify personnel in the affected buildings of the impending testing/inspection. In no instance will this advance notice be less than 48 hours.
11.2.2. The Contractor shall not unduly interfere with regularly scheduled Government operational activities in the performance of contract requirements. In the event a Government supervisor so requests, the Contractor shall temporarily cease work in the area; obtain the name of the Government person making the request, and report the work stoppage to the CO immediately by the most expedient means.
11.2.3. The Contractor shall initially notify the CO verbally of disputes with customers or other base contractors and officially document the incident in writing.
11.2.4. The Contractor may work, with prior approval of the CO, extended hours to ensure timely completion of work at no additional cost to the Government.
11.2.5. Work scheduled but not accomplished because of base closures will be accomplished as soon as possible after reopening the base.
11.2.6. When the Contractor’s work schedule conflicts with an Air Force mission requirement, advise the CO/COR and reschedule the work to minimize disruption.
11.3. Recognized Holidays. The Contractor is not required to provide service on federal holidays, except in emergency situations. If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day after the holiday observance.

11.4. Place of Performance. The work to be performed under this contract will be completed at Travis AFB. See Appendix B for the facility location of UPS systems requiring service.
11.5. Permits, Licenses and Certifications. Unless otherwise specified in this contract, Contractor employees shall obtain all necessary permits, licenses, and certifications; give all required notices; and comply with applicable federal, state, county, and local laws, codes, and regulations in performance of the requirements of this contract. The Contractor shall maintain all records of such requirements and make the documentation available to the Government for review.
11.6. Damages to Government Property. Damages to Government buildings, equipment, or vegetation are addressed in Federal Acquisition Regulation Clause 52.237-2.
11.7. Contractor Service Representative. The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the CO. The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to performance of this contract.
11.8. Security Requirements. Travis Air Force Base is designated as a closed base. In order to promote security and safety, all Contractor employees must adhere to installation entry requirements, to include criminal background history (CBH) checks, National Crime Information Center (NCIC) wants/warrants checks and California Law Enforcement Telecommunication System (CLETS) driver license history checks.
11.8.1. Contractor employees will be required to obtain and display identification badges. Anticipate delays in getting commercial vehicles on and off base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice.
11.8.2. The Contractor is responsible for obtaining ID Passes, Badges and Vehicle Stickers. Such clearances and/or passes are required for Contractor employees to enter military installations on Travis AFB prior to start of work. The Contractor shall be responsible for all passes issued to his/her employees under this contract. Applications shall be coordinated through the CO or designated representative. At the time of application, Security Forces may conduct a background check on employees. Upon termination of employment, the Contractor shall be responsible for returning identification cards and base passes to Security Forces within 24 hours.
11.8.3. The Contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provision of this clause. Furthermore, nothing in this clause shall excuse the Contractor from proceeding with the contract as required.
11.9. Environmental Management Requirements. The Contractor shall comply and assure that all sub- contractors comply with all applicable federal, state, and local laws, regulations, ordinances, policies and standards related to environmental matters. Where applicable, the Contractor shall use environmentally safe products in the course of completion of the project requirement.
11.9.1. Travis AFB Environmental Management System (EMS) Policy. Travis AFB is committed to excellence in all aspects of environmental stewardship activities using the Air Force Environmental Management System (EMS). This commitment and use of EMS applies to all activities, products and services associated with Travis AFB, partner units and contractors. Travis AFB is committed to compliance with applicable environmental laws, regulations, and policy; reducing risks to the mission; preventing pollution and continuously improving environmental performance. The Travis AFB goal is 100% compliance with all applicable federal, state, and local environmental requirements while sustaining our mission. Travis AFB will promote environmental quality throughout the mission by integrating and maintaining an effective EMS; protecting human health and the environment; incorporating environmental commitments to applicable policies and programs; encouraging an environmental culture across all levels of management; enhancing relations with regulatory agencies; partnering with all stakeholders to promote resource conservation and achieving continual improvement to environmental performance.
11.9.2 Contractors shall perform work under this contract in a manner that is consistent with Travis AFB EMS and conforms to all applicable environmental laws, regulations and policies. Upon awarding of the contract, the CO will direct the Contractor to review and post the Travis EMS Environmental Policy Letter in the workplace and review the EMS Awareness Training slide presentation; both items are located at the Travis AFB Environmental website at http://www.travis.af.mil/enviro. Within seven business days of the start date, the Contractor shall provide the CO with a list of names of all employees who viewed the applicable training as well as the date training was completed. The Contractor shall provide information when necessary to demonstrate written conformance with these requirements upon request.
11.9.3 Contractor’s Responsibilities for Regulatory Compliance. In the event that the Contractor, its employees, or agents fail to comply with applicable environmental laws or regulations, or otherwise engage in negligent or unlawful acts which result in damage to the environment or enforcement against the Government by any enforcement agency, the Contractor shall be solely responsible for payment of, or reimbursement for, any and all costs, expenses, or other assessments against the Government resulting from such act or omission. Such costs and expenses include, but are not limited to, any fines, fees, or other punitive or civil assessments levied against the Government by state or federal enforcement agencies, or any expense otherwise directly or indirectly incurred by the Government as a result or consequence of such acts or omissions of the Contractor, its agents, or its employees. In the event that the Contractor, its agents, or employees engage in such acts or omissions, and after receiving notice from the Government to correct or otherwise repair, remove, or otherwise abate the effects of such actions or omissions, fails to expeditiously respond to such notice, the Contractor agrees to compensate and reimburse the Government for any and all costs incurred by the Government to repair, remove or otherwise abate such condition. The failure of the Government to independently identify acts or omissions of the Contractor which fail to comply with applicable laws or regulations, or which otherwise result in damage to the environment, or which result in enforcement action against the Government, shall not relieve the Contractor of his responsibilities under this paragraph.
11.9.3 Hazardous Materials Registration. If hazardous material is used, the Contractor shall ensure that it is authorized, tracked, and managed in accordance with AFI 32-7086, AMC Supplement 1, and Chapter 2.
11.9.4 Material Safety Data Sheets. The Contractor shall maintain, in company vehicle on site, Material Safety Data Sheets (MSDS) for all chemicals brought on Government installation. A copy of all MSDS will be provided to the CO/COR. The MSDS data is subject to random checks by the Government. The Contractor shall complete, and provide on demand, monthly inventories of hazardous material (HAZMAT) used, including but not limited to: solvents, paints, degreasers, greases, Ozone Depleting Substances, and oils brought on to the Government facility. If the Contractor spills or releases any HAZMAT or other substance contained in 40 CFR 302 into the environment, the Contractor shall immediately notify the CO/COR and appropriate emergency responders. The Contractor is responsible for all costs associated with clean-up and restoration, including any applicable fines and/or penalties. The Contractor shall maintain a spill plan as required by federal, state, and local laws and regulations.
11.9.5 Chlorofluorocarbons (CFCs). Products containing chlorofluorocarbons (CFCs) or ozone depleting substances shall not be allowed or approved for use.
11.9.6 .Hazardous Materials Pharmacy (HAZMART). The Government HAZMART personnel will inventory all chemicals that the Contractor brings on to Travis AFB or any property under the control of Travis AFB. Any products that meet the criteria of “Hazardous Waste” must be bar coded and tracked until permanently removed from Government property. The inventory will be performed prior to commencement of work. Criteria for identifying hazardous waste, is contained in Subpart C of 40 CFR, Part 261.
11.9.7 Spill Control and Clean Up: The Contractor shall be responsible for the cleanup and disposal of all spilled materials whether or not they are HAZMAT. This includes all materials use to contain and absorb the spill. Spilled material must be cleaned-up promptly and reported. If any amount of spilled material contacts, or has the potential to contact water, soil or any drain (sanitary or storm) the Contractor shall immediately call (707) 424-4911. Spills of HAZMAT or hazardous waste shall be managed in accordance with the current 60 AMW Integrated Contingency Plan for Oil and Hazardous Substances Spill Prevention and Response for Travis AFB. Disposal of wastes generated from spill cleanup shall be the Contractor's responsibility. If the Contractor spills or releases any substance contained in 40 CFR 302 into the environment, the Contractor or its agent shall immediately report the incident to Travis AFB Fire Dept. at (707) 424-4911. The liability for the spill or release of such substances rests solely with the Contractor and its agent.
11.9.8 Spill Response. The Contractor will be briefed on Travis AFB spill response procedures at the pre-performance conference. The Contractor is responsible to report and promptly cleanup all spills in a manner consistent with current environmental regulations, in the event that it is necessary to utilize Government material, equipment or personnel to clean up a Contractor caused spill, the Contractor shall be required to reimburse the Government for all associated costs.
11.9.9 Asbestos. UPS systems may be located in facilities that could contain Asbestos- Containing Material (ACM) or Presumed Asbestos-Containing Material (PACM). The Contractor shall not engage in any work that will alter, disturb, or damage, ceilings, floors, insulation, and structural integrity of facilities that can cause exposure to asbestos material. The Contractor shall comply with Section 29 CFR 1910.1001(j)(7)(iv). The Government shall not be held liable for any injury resulting from Contractor’s non-compliance with this provision.
Air Quality. Contractors shall coordinate with 60 CES/CEI, Base Environmental office, prior to installing any new stationary source or modifying an existing permitted emission source, (i.e. aircraft engine test cells, boilers, power generators, incinerators, paint/fiberglass spray booths, bead blasting booths, underground/aboveground organic liquid storage tanks, oil water separators, open burning, aeration of contaminated soil, removal of underground/aboveground storage tanks) or use of any material regulated by the Bay Area Air Quality Management District. Contractors shall obtain the necessary air permits for their own equipment (emission sources) and provide 60 CES/CEI, Base Environmental office with a copy of the permits for regulatory inspections.
11.9.2. Waste Water and Storm Water Pollution Prevention. The Contractor shall comply with regulatory requirements to minimize or prevent contaminated storm water runoff and illicit discharges to the sanitary sewer. Refer to the following guidance:

11.10. Performance of Service During Crisis or Heightened Security. This service is not determined to be essential for performance during crisis according to DODI 3020.37.
11.11. Government Designated Representatives. If applicable, the CO will appoint a primary and alternate COR or Quality Assurance Personnel (QAP) for the management of the day-to-day activities of the contract in accordance with Federal Acquisition Regulations. The identity, title, and authority of this representative will be provided in writing to the Contractor after contact award.
11.12. Fire Prevention. The Base Fire Chief or his representative will attend pre-performance conferences to brief Contractors on pertinent fire regulations and to provide guidance for fire safe operations during contract performance. Fire prevention guidance will be furnished to the Contractor for the briefing of employees.
11.12.1. Smoking. Use of cigars, cigarettes, matches, and mechanical lighters is prohibited in buildings used for storage, repair, processing, or servicing except in designated “Authorized Smoking” areas approved by the Base Fire Chief or his designated representative. Areas so designated shall be marked by suitable signs. Discarded smoking materials shall be placed in special non-combustible receptacles. At the close of business, or upon cessation of operations each day, these receptacles shall be removed from the building and the contents disposed of in a fire-safe manner. Smoking is prohibited in any facility or area where any painting is being done. Smoking is prohibited within 50 ft of storage, repair, servicing, processing. Smoking is prohibited within 100ft of any hazardous vapors or materials being used.
11.12.2. Fire Reporting. Any person who discovers a fire shall report it immediately, even when it is extinguished without the aid of the Fire Department. This shall be done by:
· Sounding the alarm locally be activating the installed fire alarm or by shouting to notify the occupants.
· Telephone reporting of fires: All base phones: Dial 424-4911. To report a fire using a cell phone: Dial 707-424-4911
· Provide the building number or physical address
· Type of fire (building, grass, automobile, electrical, metals, fuels, etc.)
· Exact location of the fire in the building (1st, 2nd, 3rd floor, north end, south end, etc.)
· Name of person reporting the fire
11.12.3. Electrical. During Fire Prevention inspections, all appliances deemed unsafe and connected to an electrical distribution system shall be disconnected from the electrical system until approved by a competent electrician. In buildings where volatile liquids are used and/or stored, only vapor-proof type drop cords shall be used. All flexible cords on appliances shall be continuous lengths and shall be kept in good condition without splice tape.
11.12.4. Housekeeping. Trash shall not be allowed to remain in any area or building overnight. Only non-combustible trash containers and waste paper containers shall be used. Trash shall not be allowed to accumulate on the floors, in attics, or underneath stairwells or buildings. Attics and the area underneath stairwells shall not be used for storage without prior written approval of the Base Fire Chief. Outdoor trash receptacles shall be located at a reasonable safe distance from buildings. Trash and litter, including scrap lumber, shall not be stacked less than twenty (20) feet from any building. Rags shall be kept in a metal container with metal lid. Oily rags and metal container shall be removed from the building at the end of each work day. All containers shall be properly labeled with contents.
11.12.5. Flammable Liquids. The Contractor shall not store any flammable liquids on Travis AFB.
11.12.6. Liquid Powered Equipment. In all areas where an accumulation of explosive gases is likely to occur from the use of power equipment, adequate ventilation shall be maintained. Privately owned vehicles shall not be parked in any building or structure other than those designated and approved in writing for this purpose.
11.12.7. ARC Welding, Torch Welding, Cutting, and Brazing. Welding, cutting, or brazing within or around any structure, other than approved welding shops, will require permission from the Fire Department and the issuance of a Welding Permit.
11.12.7.1. Backflow protection shall be provided by an approved device that shall prevent oxygen from flowing into the fuel gas supply system or fuel gas from flowing into the oxygen supply system.
11.12.7.2. Flashback protection shall be provided by an approved device that shall prevent the flame from passing into the fuel gas supply system.
11.12.7.3. Only certified welders shall operate welding equipment.
11.12.7.4. All equipment shall be inspected daily for damage, loose connections, and unsafe conditions. Repair or replacement shall be made if required.
11.12.7.5. When precautionary measures have been taken and fire hazards continue to exist, a fireguard provided with suitable fire extinguishing equipment shall be stationed near the welding location.
11.12.7.6. During any work in which a concentration of flammable vapors or dust is likely, all open flames shall be extinguished and the building shall be adequately ventilated. Precautions shall be taken to insure that electrical circuits are not activated.
11.12.7.7. Do not shut off water mains and fire hydrants or perform any maintenance that will interfere with the water supply on the Base without first notifying the Base Fire Protection Branch, 707-424-3886.
11.12.7.8. For all potential fire hazards and actual emergencies not specifically covered in this section, the exercise of good common sense will usually suffice. When in doubt, call the Fire Prevention Section for assistance at (707) 424-2328 or (707) 424-3683.
11.13. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned or privately owned vehicle while on Travis AFB.
11.14. Traffic Laws. The Contractor and its employees shall comply with Travis AFB traffic regulations.
11.15. Contractor Security of Job Site. The Contractor shall be responsible for safeguarding all Government equipment, information and property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.
11.16. Key and Access Control. The Contractor shall establish and implement methods of making sure all Government issued keys/key cards are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. Any Government keys issued to the Contractor shall not be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicated keys/key cards to the CO.
11.16.1. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the CO, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re- keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.
11.16.2. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
11.16.3. The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. These procedures shall be included in the Contractor’s Quality Control Plan.
11.17. Changes in Scope of Work and Contract Modifications. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the CO and not to the COR.
11.18. Safety Requirements. In performing work under this contract, the Contractor shall:
11.18.1. Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.
11.18.2. Perform work in a safe manner as required by OSHA 2206, General Industry, Occupational Safety and Health Standards (29 CFR 1910).
11.18.3. Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of Government facilities and property and to provide a safe work environment for Contractor personnel.
11.18.4. Provide protection to Government property to prevent damage during the period of time the property is under the control or in possession of the Contractor.
11.18.5. Record and report promptly (within one hour) to the CO or designated Government representative, all available facts relating to each instance of damage to Government property or injury to either Contractor or Government personnel.
11.18.6. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.
11.18.7. If the Government elects to conduct an investigation of the accident/mishap, the Contractor shall cooperate fully and assist Government personnel in the conduct of investigation until the investigation is completed.
11.19. Government Observations. Government personnel, other than COs and CORs, may from time to time, with CO coordination, observe Contractor operations. However, these observers may not interfere with Contractor performance or make any changes to the contract.
11.20. Government Acceptance: Contractor will formally turn the site over to Travis AFB for daily operational support after the site has been operational for a 15-day timeframe as agreed upon by Contractor and Travis AFB. As-Built documentation will be provided for the completed installation as it is turned over, including e.g., design documents, equipment warranty files, configuration files, and diagrams. The actual As-Built deliverables and format will be determined during the planning phase.
11.21. Hardware and Associated Software and Peripherals. All hardware delivered under this DO shall be new and include associated software, documentation and associated peripherals required for operations (such as controllers, connectors, cables, drivers, adapters, etc.) as provided by the Original Equipment Manufacturer (OEM). This is true only if the applicable OEM provides such items with the product itself.
11.22. Delivery Instructions/Address. All data deliverables will be submitted in Microsoft format, if not specifically indicated in above in hardcopy (3 copies) and electronic to the POCs and addresses cited below.
11.23. Administrative. Test data, drawings and other documentation shall be provided in three (3) hard copies and in electronic format to the following:
