Section B: Description of the Supplies/Services Required
47 Philips SureSigns VS4 Physiologic Monitors to include hoses, cuffs, installation, and wall mounts.
Section C: Justification for Soliciting from a Single Source or Brand Name
We had approximately 280 Welch Allyn Vital Signs Monitors throughout the MDG. We decided to replace those units in two phases. The medical group conducted market research before the purchase of the first batch of replacement monitors. At the time DGMC looked at available products from Draeger Medical, Enovate Medical, GE, Infinium Medical, Philips, and Welch Allyn. Those were the companies known to market FDA-approved VSMs to the United States at that time. Philips was chosen as the best model to meet DGMC's requirements. The first phase along with additional purchases made by initial outfitting companies involved in ongoing facility modernization projects resulted in 133 Philips VSMs that have been dispersed to 19 clinics. This is a current inventory value of over $486,000 for this specific unit. The second phase will result in the replacement of the remaining Welch Allyn VSMs. The MDG considers the standardization of these monitors critical to effective mission operations and safe patient care. DGMC has a large junior staff and Phase II training contingency that rotate through different clinics. Reducing variability of monitoring equipment reduces the likelihood of patient safety and quality issues. Having a standard model also allows the facility to relocate and reassign assets as necessary throughout the facility without concern of education and training issues involved with multiple models and also reduces the criticality of any single outage/malfunction with multiple like units available. From a maintenance perspective having a single standardized model reduces the number and cost of manufacturer schools that are required in order to maintain that modality of equipment. Additionally less bench stock is required to be kept on hand in order to maintain that modality when there is a standardized model. Information security is another concern. The requested model is already compatible with the forthcoming Cerner electronic health record system and is undergoing the RMF process for certification to be used on the Air Force network.
Section D: Efforts to Obtain Competition
When we replace existing monitors again we will look at all vendors as was done originally when we started this large replacement project.

Through every available means, David Grant Medical Center and 60 CONS will continue to monitor the suitability of all commercial vendors who can provide medical equipment.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
