Performance Work Statement Eaton Uninterruptable Power Supply (UPS)
Maintenance
1. DESCRIPTION OF SERVICES: Contractor will provide their Eaton UPS Flex Service Plan that includes UPS parts/labor coverage, best efforts response time and 7x24 UPS and Battery Preventative Maintenance for two (2) UPS systems in buildings 530 (RAPCON) and 550 (DASR). Corrective Maintenance Coverage includes: Inspection and repair of the electronic portion of the UPS (or other equipment type), or “Power Module” shall be performed as needed during the contracted period of maintenance at no extra charge to the Government. Remedial maintenance provided by Contractor shall include, and be expressly limited to, maintenance to the Power Module, travel expenses, all necessary parts replacement, adjustments and repairs. If the Government maintains Eaton spare parts at the maintenance site, the Contractor may, at its option, use those spare parts in the performance of Corrective Maintenance. Contractor shall replace the spare parts, which it so uses. Exclusions: certain wear parts are excluded from corrective coverage including external batteries and full capacitor replacement. All Corrective Maintenance to Battery System, if any, will be in accordance with battery manufacturers’ warranty or separate agreement, if any.
2. QUALIFICATIONS AND EXPERIENCE REQUIREMENT: Contractor shall use Eaton field service personnel to perform all required tasks listed in this performance work statement.
3. PERFORMANCE OBJECTIVES:
3.1. General Checks and Electronics (UPS Power Module, DC, PDU, Flywheel) Preventive Maintenance: All checks are designed to be performed during off line operation, in the bypass mode. All checks or processes may not be applicable to all equipment types or models.
3.1.1. Visual Inspection
a. Inspect all printed circuit board connections for cleanliness, swab contacts if necessary.
b. Inspect all power connections for signs of overheating
c. Inspect all subassemblies, bridges and legs for signs of component defects or stress
d. Inspect all DC capacitors for signs of leakage
e. Inspect all AC capacitors for signs of leakage
f. Inspect and inventory all customer-owned spare parts
g. Inspect for, and perform as required, any open engineering changes
h. If work is completed under a PowerTrust™ Ultra contract, inspect battery monitoring system
3.1.2. Internal Operating Parameters
a. DC Ground Detection Offset (if applicable)
b. Inverter leg current average balance (if applicable)
c. Output filter current average phase balance
d. Rectifier bridge current average leg balance
e. AC Protection settings are checked
f. DC Protection settings are checked
g. Input and Output Frequency and Voltage Bandwidth settings are checked
h. Verify DC filter capacitance
i. Verify AC tank and trap filter capacitance
j. Power Supply voltages and waveforms
3.1.3. External Operating Parameters
a. System Input Voltages (all phases)
b. System Input Currents (all phases)
c. DC Charging Voltages (float and equalize), record settings, adjust to nominal
d. Rectifier phase on and walk up
e. Inverter phase on and walk up
f. Adjust all panel meters to measured values
g. System Bypass Voltages (all phases)
h. Manual and UV Transfer Testing, verify uninterrupted transfer waveform (if applicable)
i. Outage simulation, and battery capability testing, and verify charger current limit
j. Generator operation and interface verification (if applicable)
3.1.4. Environmental Parameters
a. UPS area ambient temperature and condition of ventilating equipment
b. General Cleanliness of UPS Power Module
c. General Cleanliness of UPS area
d. Replace all air filters
e. Clean control panel/CRT screen
f. Flywheel only: Drain oil and change oil and filters NOTE: One (1) oil and filter change per year.
3.1.5. Battery Cabinet Checks
a. General appearance of Battery System (all types)
b. General cleanliness of Battery System area (all types)
c. Inspect cells for physical abnormalities
d. Inspect all DC connections for abnormalities
e. Battery System area ambient temperature and condition of ventilating equipment
f. For internal batteries only, measure and record:
i. Overall battery float voltage
ii. Charger output current and voltage
iii. Negative terminal temperature of one cell/battery per battery cabinet shelf or rack tier
3.1.6. Monitoring System Parameters
a. Alarm archive review and printing
b. Alarm lamp test-local and remote (if applicable)
c. Replace all open monitor bulbs
d. If work is completed under a PowerTrust Ultra contract, inspect battery monitoring system
e. Review Battery Test in history (if applicable)
3.1.7. General
a. Customer Consultation
b. Verbal Recommendations
c. General Observations Following the Preventive Maintenance inspection, a written report will be provided detailing the results of the inspection, and making specific recommendations toward future remedial action, upgrades, or sparing.
3.2 Eaton Valve Regulated (Sealed) Battery SystemPreventive Maintenance:
Due to the size and type of battery, testing and work procedures vary between battery jars above and below 100 watts per battery; work procedures may vary by UPS or related device and battery type and may be limited by safety requirements. All additional work that may be required must be coordinated through the Government. The additional work cannot be started until it is approved by the Contracting Officer.
3.2.1. Performed During Each Preventive Maintenance Visit:
3.2.1.1. Measure and Record the following:
a. Individual cell/battery float voltages and overall float voltage
b. Charger output current and voltage
c. AC ripple current and voltage imposed on the battery
d. Internal ohmic values of each cell/battery or perform a continuity test of each cell/battery
e. Connection Resistance of 10% of the inter cell/battery connection
f. Ambient temperature
g. Negative terminal temperature of one cell/battery per battery cabinet shelf or rack tier
3.2.1.2. Visually inspect conditions and appearance of the following:
a. Connection terminals inter cell/battery connectors, cables and associated hardware
b. Cell/battery covers, containers, and post seals
c. Battery racks or cabinets and associated components and hardware
d. Cell/battery jar or cover, noting any excessive distortion
3.2.1.3. Perform cleaning of all accessible surfaces as required
3.2.2. Performed Once Per Calendar Year: The yearly maintenance procedure should include all of the above with the addition of the following:
3.2.2.1. Measure and record the connection resistance of 100% of the inter cell/battery connections.
3.2.2.2. any connection where the resistance is above 20% of the average.
3.2.3. Reporting Each Preventive Maintenance Visit:
3.2.3.1. The technician(s) will issue the customer a verbal report summarizing the condition of the battery and identifying any critical issues before leaving the customer’s site.
3.2.3.2. A detailed report containing all readings and observations will be sent to the customer within five business days.
4. PERIOD AND PLACE OF PERFORMANCE: The period of this contract will be from 1 April 2016 to 31 March 2017, plus any option years. The places of performance for the two UPS systems are buildings 530 (RAPCON) and 550 (DASR).
5. GOVERNMENT FURNISHED PROPERTY: The government will furnish two UPS systems for service and repairs: Model/Serial #s: 9390-40-80/EE333CBB01 located in building 530 and Model/Serial #s: 9390-40-80/ED347CAB02 located in building 550.
6. 7x24 TECHNICAL SUPPORT: Technical support via telephone or email to Contractor shall be available to answer product or support questions.
7. CUSTOMER WEB ACCOUNT ACCESS: Contractor will provide the Government with web-based access to account information and site service records. Access will be password restricted for maximum security of Purchaser records. A history of service performed, as well as scheduled service calls will be available.
8. Contractor Manpower Reporting Application (CMRA). The Contract Manpower Reporting Application (CMRA) secure data website (http://www.ecmra.mil) is the collection point for this information. Data for Air Force service requirements must be inputted at the Air Force CMRA link at http://www.ecmra.mil. User manuals are available at the Army CMRA link on the website. Contractors may direct questions to the CMRA help desk.
9. GENERAL INFORMATION.
9.1. Contract Personnel. While on Altus AFB, the Contract personnel shall present a neat appearance and be easily recognized as Contractor employee. This shall be accomplished through the wear of distinctive clothing, overcoats or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection. The management and control of Contractor employees in the performance of this contract shall be the responsibility and prerogative of the Contractor. However, the Contractor shall comply with the contract requirements and Altus AFB regulations concerning conduct of employees.
9.2. Security Requirements. While on Altus AFB, the Contractor shall comply with Altus AFB security measures. These regulations are available for review in the contracting office. Security and base access requirements are contained in clause 5352.242-9000 “Contractor Access to Air Force Installations.” Contract employees will be required to obtain and display identification badges.
9.2.1. Contractor employees shall provide information to assist in the completion of background checks for employees requiring access to Altus AFB. This information shall consist of, but is not limited to: full name (first, middle, last), social security number, date of birth, address, driver’s license number and state of issue. This information will be protected under the procedures listed in the Privacy Act of 1974.
A background check must be completed prior to unescorted access while on Altus AFB. If the background check reveals a Contractor employee or prospective employee with an adverse criminal history or as a potential threat to the health, safety, operational mission of the installation, then the Government reserves the right to restrict or deny access to Altus AFB for that individual.
9.2.2. Contractor Badges. The Contractor is responsible for tracking and retrieving badges from employees upon their separation, termination and/or completion of business on Altus AFB, OK. Badges from employees who are no longer employed on the contract must be retrieved and turned in to the COR within 30 days of the individual’s separation or termination. Employees who abuse their badge privileges by attempting base access beyond the dates, times, locations or specified work and other limitations may be subject to revocation of base access. Businesses may lose base pass privileges if they fail to control use of the badges or do not return them upon completion of use. Failure to control or turn in badges may result in contract termination or a decision not to exercise the option periods of this contract.
9.2.3. Anti-Terrorism. Altus AFB has an antiterrorism program that is responsible for helping secure and protect the base and its personnel from terrorist attacks. As a Contractor working on Altus AFB, you and/or your sub-contractors are required to obey all orders from Security Forces and adhere to all security measures implemented as a result of Force Protection Condition changes (security posture changes).
Additionally, you and/or your sub-contractors are expected to report to base security forces (481-7444) any suspicious activities, packages or items you see while conducting work on Altus AFB. Suspicious activities could include personnel conducting surveillance of the installation, unauthorized personnel requesting access to the installation or somebody asking a lot of questions about the base. In an effort to help familiarize you, your employees and sub-contractors about antiterrorism, Altus AFB has an antiterrorism binder with all of the pertinent information for awareness training available for review at the Pass and Registration Office located at the south gate (building #428) of Altus AFB, Oklahoma.
9.2.4. Vehicles. The Contractor shall provide and maintain vehicles for transportation to meet the requirements of this contract. All Contractor vehicles used in the performance of this contract shall be readily identified as property of the company and be maintained to present a professional appearance at all times.
Contractor personnel shall operate vehicles in compliance with base traffic regulations. Any violations of base traffic regulations are considered federal offenses and are adjudicated at federal court in Oklahoma City, OK. The current policy for Contractor personnel receiving a Driving Under the Influence (DUI) charge, on base, shall result in that person having their driving privileges on base revoked for a minimum of one year. See clause FAR 5352.242-9000, entitled “Contractor access to Air Force Installations.” All vehicles shall be registered, insured, and operated by a licensed operator at all times.
9.3. Safety. While on Altus AFB, the Contractor shall comply with all safety and health requirements necessary for the protection of personnel, facilities and equipment including, but not limited to, all applicable Occupational Safety and Health Administration (OSHA) standards.
9.3.1. Provide a verbal report to the CO or COR as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the CO or COR within 5 (five) calendar days of each occurrence.
9.3.2. The Contractor shall notify the COR (580-481-7714) of any equipment that, when used, would violate fire or safety regulations or that would pose a risk to life or property. The COR shall lock-out and tag-out the equipment. The tag shall indicate the problem, corrective action required, date condition was noted and the anticipated repair date. When the Contractor returns to the site for repairs, they shall notify the COR to unlock the equipment.
9.4. Environmental and Hazardous Material/Waste (HM/W) Requirements.
Hazardous Materials (HM) are defined in 49 CFR 172.101 and 40 CFR 301-304.
Absolutely no HM shall be brought onto Altus AFB until that material is authorized for use by the Civil Engineer Environmental Element at (580) 481-7156. The Contractor shall submit a list of chemicals with attached Material Safety Data Sheets (MSDS) and other supporting documentation for each HM prior to their use to the Environmental Element and COR. The Contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.
9.4.1. Spill Control. The Contractor shall maintain spill control material on hand at all times sufficient to contain a worst-case spill, both volume and hazard level.
Contractor is responsible for disposal of all material used during spill clean-up.
Materials must be disposed of IAW local, state and/or federal regulations. If the Contractor spills or releases any hazardous substances/ hazardous waste into the environment, the Contractor shall immediately report the incident to the Fire Department and the COR/CO. The Contractor shall be liable for the costs of clean up and remediation of any spills or the release of such substances into the environment.
9.4.2. Hazardous Materials Management. The Contractor shall remove all hazardous materials by the end of each workday, unless permission is granted by CE Environmental Element.
9.5. Warranty of Work. The Contractor warrants that work performed under this contract, including work performed by any subcontractor, shall conform to the contract requirements and shall be free of defects for 30 days after completion of work. The Contractor shall remedy, at the Contractor’s expense, any damage to Government owned or controlled real or personal property. The terms of this warranty shall continue for (30) days after the completion of this contract.
9.6. Hours of Operation. The Contractor shall perform services during normal duty hours which are 0730 to1700, Mondays through Fridays, excluding federal holidays. The Contractor must request/coordinate to work weekends or holidays through the COR.
9.6.1. Recognized Holidays. The Contractor is not required to provide service on federal holidays. The holidays are:

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance.
9.6.2. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
9.6.3. Performance of Service During Crisis or Heightened Security. Services at Altus AFB are not considered mission essential and limited service will not continue in the event of a crisis or heightened security caused by a national emergency, natural disaster or other cause, as necessary, in support of the Air Force mission. Contractor employees with approved background checks will be allowed access to the base for performance of work, except during “Charlie” conditions. If the “Charlie” condition exists for an extended duration, some services may be required. The CO may direct that services continue on a case-by-case basis.
9.7. Contract Modifications: Periodically, during the contract performance period, the Government may have equipment decommissioned from use or new equipment installed. If this occurs, a modification to the contract shall be initiated to incorporate changes to requirements, if warranted.
