ATTACHMENT 3 – Q&As

QUESTION: In what way does Past Performance effect the award of the COCESS contract?

ANSWER: Offerors’ past performance will be given an acceptable or unacceptable rating depending on whether the offeror provides past performance data that is both recent and relevant. (Please see Addendum to FAR 52.212-2 in the RFQ). Past performance can affect award of the COCESS contract because it shows whether an offer can provide customer satisfaction; for example, meeting delivery dates, items in stock, customer service. A rating of acceptable past performance is preferred to a rating of unacceptable past performance. Please reference FAR 13.106-1(a)(1)(v) for additional information on past performance.

You can also reference the Government's requirement on meeting Delivery date and customer complaints in the SOW:

1) SOW para 1.11.3 states "the contractor shall make every effort to meet the customer's Required Delivery Date (RDD)."

2) SOW para 1.11.7 states " The Government reserves the right to cancel an order for items at no cost to the Government and purchase items from other sources if the Contractor cannot meet any of the following: (1) the RDD, (2) the ADD, (3) the agreed delivery point or (4) fair and reasonable pricing (for the exact same stocked and non-stocked item(s) with another source as provided by the customer (i.e. - the Government considers the pricing to be excessive for the commodity).

3) SOW para 2.2 states “No more than one valid customer complaint per month shall be acceptable. More than one valid customer complaint per month may result in contract termination."

QUESTION: Will Past Performance outweigh pricing? (For example, a proposal for FA4419-16-T0100 may have the lowest price, but does not have good Past Performance as compared to other proposals.)

ANSWER: There are no weighted factors to this solicitation since it is conducted in accordance with FAR 13.5. Past performance is either an acceptable or unacceptable rating (please see Addendum to FAR 52.212-2 in the RFQ). The Government has the right to award based on Best Value, meaning the Government can award a contract to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Please reference FAR 13.106-2(b)(4)(ii) " the contracting officer may - Where an evaluation is based only on price and past performance, make an award based on whether the lowest priced of the quotations or offers having the highest past performance rating possible represents the best value when compared to any lower priced quotation or offer."

QUESTION: How will Technical Acceptability be established for proposals submitted for FA4419-16-T-0100?

ANSWER: Technical factor is not relevant to this RFQ
