PWS: FA4419-16-Q-0019 07 JUL 2016
AM Informational/Emergency Broadcast System Altus Air Force Base, Oklahoma
1. Altus Air Force Base (AFB) is seeking proposal from vendors to procure, install and configure an AM Informational/Emergency Broadcast System (herein stated as “system”). In general the system will allow prerecorded and live broadcasts by the 97th Air Mobility Wing (AMW) Command Post (CP) personnel in the event of emergency/critical information. Specifics of the system are located in paragraph three and vendors should identify all equipment necessary by part and manufacture. Government provided items are listed in paragraph 4.
2. DESCRIPTION OF SERVICES: The contractor shall provide all management, tools, supplies, equipment, and labor necessary to install an AM station that is capable of broadcasting to personnel what to do during emergency situations before, during and after the event. Also, the system is able to broadcast motorist general information, on base advisory on traffic flow and visitor/gate information during non-emergency.
3. System Specifics: All proposals should meet the criteria below and be quoted by the vendor. Items marked as optional should be quoted as possible. In general the vendor will provide a turn-key AM station capable of covering Altus AFB proper with the features listed below:
a. AM transmitter covers Altus Proper to include FCC licenses and required paperwork
b. Remote interaction with signs that operates in the 162-174 MHz band frequency provided by government.
c. Signal lights at 9 different locations; Solar-Powered, battery operated signage with minimum 4-hour of continuous operation and 2-day back up power capability

g. System must be accessible by telephone/network to post messages and recorded messaging with interface. Additionally, system must be capable of presets for quick activation
h. Facility mount and Antenna runs for 130 foot tower located at 34°39'25.33"N, 99°16'59.17"W. Antenna and mount rated for Hurricane force winds
i. Hardware for mounting signs and sign templates
j. 2-way communication for live broadcast
k. Live monitoring of system
l. Training for operation and maintaining the Alert AM System
m. Optional: Ability to tie into the current ATI giant voice system and/or the Adhoc telephone/network alert system.
4. Government Provided: The 97th Communications Squadron (CS) will provide the vendor with the following:
a. Space on tower to support antenna placement.
b. Conditioned space for headend equipment (appropriate HVAC, power, etc)
c. Escort when required
d. Electrical/communications installation where necessary to interlink the system
e. Signage poles and cement work
