PERFORMANCE WORK STATEMENT (PWS)

FOR

FOREIGN WASTE REMOVAL SERVICES

Joint Base Charleston

5 Jun 2020

1. PURPOSE

The purpose of this requirement consists of the contractor providing scheduled Foreign Waste

Removal Services, to include handling and disposal/ transportation of Foreign Waste for the

437th Aerial Port Squadron (APS), Joint Base Charleston (JB CHS), South Carolina (SC).

Foreign waste arriving on means of aircraft from foreign regions associated with plant or animal materials is a pathway of serious concern for the dissemination of foreign plant pests and diseases and animal diseases into American agriculture. Foreign waste includes, but is not limited to, food scraps, meals and other foods that were available for consumption by passengers or crew on an aircraft but were not consumed. The Contractor shall dispose of all foreign waste.

2. GENERAL REQUIREMENTS

2.1. Place of Performance

Accomplishment of the results contained in this PWS requires foreign garbage disposal services that will be obtained 437th APS, Fleet Services, Bldg. 166 JB CHS, SC.

2.2. Scheduling

The contractor shall coordinate and notify Fleet Services to arrange proper pick up, transport and disposal of foreign garbage. Contractor shall provide pick up and transportation of containers during the hours of 7:30 AM to 4:30 PM excluding all federal, state and local holidays. The contractor shall contact government personnel 30 minutes prior to pick-up.

2.2.1 The contractor shall service containers in accordance with a schedule that will not exceed

72 hours between services.

2.4. Contractor Point of Contact

The contractor shall provide a current contact list. The contractor shall maintain and provide a current listing of applicable employees to the Contracting Officer Representative (COR) 2 weeks prior to contract start date. The list shall include employee’s name and contact information (e-mail, phone number, etc.).

2.6. JB CHS Travel

The contractor is responsible for all travel cost associated with the efforts required to perform the tasks outlined in this PWS and any additional travel such as scheduled monthly or quarterly progress/performance meeting with Contracting and/or the 437th APS.

2.7. Continuation of Mission-Essential Services during a Crisis

In Accordance with DFARS 237.7602(a), The Continuation of Essential Contractor Services /

Policy, DFARS 252.237-7023(a) (2), and Air Force Instruction (AFI) 10-403, Deployment

Planning and Execution, paragraph 1.9.1.33.2, the Functional Commander (FC) or civilian equivalent has determined certain services under this contract/order are mission-essential and will continue in the event of a crisis. In accordance with DFARS 237.7602(a), the designation of services as mission-essential will not apply to an entire contract, but will apply only to services specifically identified as mission-essential by the FC or civilian equivalent. The mission-essential services under this contract/order include all Regulated Foreign Garbage Services.

3. PERFORMANCE REQUIREMENTS

3.1. Regulated Foreign Garbage (RFG) Management Schedule

The contractor shall provide and empty 20 industrial 96 Gallon garbage containers, located at building 166, JB CHS-AB. The estimated average monthly amount of collected garbage is 35 bags weighing 595 lbs. The Contractor shall submit the proposed vehicle routes and collection schedule to the Contracting Officer (CO) five (5) calendar days prior to start of contract performance. The contractor may propose changes to the schedule at any time; however, at a minimum must be submitted to the COR no later than 14 days prior to the requested date of change. Changes shall not be implemented prior to receiving approval from the CO. The contractor may be asked to increase the number of containers to be emptied if and when mission requirements are increased due to world events.

3.2 RFG Collection and Disposal

Contractors shall collect all garbage and immediately dispose at an approved off base disposal/ treatment site, in accordance with USDA guidelines/requirements. Performance of this requirement may be subject to Federal agency fines and or imprisonment. The Contractor shall be liable for all levied fines resulting from improper handling and disposal of collected garbage.

The contractor shall report the disposal site to the CO before start of contract performance and no less than 14 days before any change in disposal sites.

3.3. Regulated Foreign Garbage (RFG) Containers

Collection of RFG in all areas shall be from contractor-provided, Government accepted containers. The contractor shall furnish containers that match the color scheme of the base.

(Architectural Brown, Deluxe Color Number 4208-7406 or equal). Additional re-painting must match the approved color scheme.

3.3.1. Container Capacity

The contractor is encouraged to identify changes to the capacity of containers and/or pickup frequency to improve the overall efficiency of RFG management, and to submit these changes to the COR. No changes shall be made until the proposed change is approved by the CO.

3.3.2. Maintaining Containers

The contractor shall maintain all contractor provided containers ensuring they are free of excessive unpleasant odors, dirt, debris, and pests. All containers must remain in good, workable condition, with no leaks. They must remain easily accessible to customers. The contractor shall perform all cleaning, painting, repair and other maintenance tasks off-base. The contractor shall return all RFG containers to their original location after servicing in an upright position with the lids securely in place (closed). Contractor must ensure gate is secured upon completion of duties.

In the event a container must be removed for repair/maintenance at an off-base location, the contractor shall notify the COR to coordinate delivery of a temporary replacement container no later than the next scheduled performance. Temporary container must meet the requirements of paragraph 3.2.

3.3.3. Collection Area

The contractor shall be responsible for keeping collection areas free of garbage and debris. The contractor is responsible for cleaning up any garbage, debris, etc., on the ground within ten feet of the container when servicing a location. Spills involving liquid discharge from the containers must be immediately reported to dispatch personnel regardless of volume. The contractor shall then contain the liquid until Government personnel arrive. After arrival and initial observation by dispatch personnel, the contractor shall then perform spill clean-up in accordance with USDA standards/requirements: 437th APS Garbage Handling Procedures Standard Operating Procedures paragraph 3.8.

3.4. Contractor Vehicles and Equipment

Trucks and trailers used for hauling and collecting shall be free of odor, dirt, debris, and pests.

Contractor vehicles and equipment shall not have any waste or equipment leaks such as oil or hydraulic fluid. Should any contractor vehicles or equipment have any leaks, the contractor is responsible for cleanup.

3.4.1. Waste Profile Sheet:

All deliveries will need garbage characterization which includes a profile with the proper designated facility. The contractor shall provide an approved garbage profile sheet from the proper designated facility to the COR for review and concurrence at the beginning of the contract/option period start date.

3.4.2. Weighing of Vehicles

All vehicles and roll-off containers used in the collection of RFG shall be weighed at the designated facility or an off base disposal site. Incoming and outgoing vehicle and containers weights shall be recorded on weight tickets provided by the operator at the weigh station. The contractor shall submit an electronic copy of the monthly report that includes an itemized listing of weight tickets that reflect the disposed tonnage figures, date of disposal, type of vehicle or container and cost of landfill tipping fees.

3.4.3. Non-Hazardous Special Waste Manifest

The contractor arrive with the Non-Hazardous Special Waste Manifest. The contractor will annotate the manifest with number of waste bags and gross weight of waste collected. Contractor will submit an electronic copy of manifest to government personnel.

4. SERVICE SUMMARY

The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

5. SPECIAL REQUIREMENTS

5.1 Base Entry Point Checks:

Entry procedures during periods of increased security maybe changed with little or no notice.

Random inbound and outbound vehicle inspections at the gates may occur. Failure to consent to these checks may result in being barred by the installation commander or suspended or revoked base driving privileges.

5.2 Vehicle Entry Access Points - JB CHS-AB Arthur Drive/Rivers Gate

Located on Arthur Drive and is the gate closest to the flight-line, this gate is open 24 hours a day, seven days a week. This is the only entrance to JB CHS for commercial trucks, oversized vehicles, towing trailers or equipment as well as primary entrance for all contractor and vendor vehicles. Commercial and oversized vehicles must enter using the search area lane (far right lane).

5.3 Weekend/Holidays/Off-Hours Contractor Work:

All contractor work during weekends, holidays and off-hours (1800–0700) will require

Contractor weekend/holiday/off-hours request letter submitted to the requiring agency. The letter will include the following: location/building# of work being performed, name of each person working, description of work being performed and the date/times work will take place.

All employees must have an approved Contractor Form 74 on file prior to performance. Letter will be signed and marked “Approved” by the requiring agency. Approval letter will be submitted to the Dorchester Gate VCC NLT 1200 hrs, the Thursday prior to the

Weekend/Holiday/Off-Hours work being performed.

5.4 Photography Equipment:

Are not authorized while performing duties at JB CHS.

5.5 Base Exercises

Entry to or exit from the base may be delayed due to gate closures. Closures are usually for short periods of time. Should you or your employees get stopped at a cordon (exercise perimeter) or get told to evacuate your work area, you may identify yourself to the cordon guard as a contractor and state the reason you need to remain in the cordon area. The guard will request for exemption from there chain of command. If the exemption is approved, only company or properly marked vehicles will be allowed to cross or remain in the exercise cordon area. If the exemption is not, you will remove yourself from cordon until completion of the exercise. If the exercise causes delays or other problems with your contract performance, immediately notify the contract administrator or COR.

5.6 Physical Security

The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. The contractor shall ensure contractor personnel who require access to a Government facility comply with the security requirements of the facility.

5.7 Safety Requirements:

In addition to FAR 5352.223-9001, the contractor shall maintain and provide a copy of a written safety plan to the wing safety office prior to start of work IAW AFPAM 91-210 section 6.4. The

Contractor shall comply with all Occupational Safety and Health Administration (OSHA) safety regulations during the performance of this contract. Emergency evacuation routes are not to be obstructed with equipment and materials. Compliance and violation of the government directives and regulations shall be determined by the U.S. department of Agriculture and Animal

Plant Health Inspection Service in the role as supervisor or controlling waste. This inspector may perform spot inspections for compliance at any time on the procedures for storage until contractor disposes of waste. Violations may result in criminal penalties, fines, incarceration and/or civil penalties for each violation.

Contractor employees will wear appropriate personal protective equipment.
