Statement of Work Design, Fabrication, and Delivery of Damage Control

Equipment Storage Enclosures For Nuclear Power Training Unit Charleston, Dated 3/2/2018, Revision 0

1. PURPOSE STATEMENT

The purpose of this document is to provide descriptions and requirements for enclosures to be used to store portable damage control equipment to support training submarines located on Pier X-ray North and Pier X-ray South at Nuclear Power Training Unit (NPTU) Charleston. NPTU Charleston is located on Joint Base Charleston – Weapons Station in Goose Creek, South Carolina.

2. SCOPE

The contractor shall furnish all necessary qualified labor, materials, equipment, tools supplies and supervision, quality assurance and inspection, necessary to design, fabricate, deliver, and install two (2) damage control equipment storage enclosures for NPTU Charleston. All fabrication shall be completed prior to delivery. The Government will outfit the enclosure with damage control equipment, listed in Table 1, after delivery. The contractor is not responsible for procurement of damage control equipment listed in Table 1. The overall scope will be enacted and executed via the awarded contract. The completed enclosures shall be delivered and installed by January 18, 2019.

–Deliverable is two (2) damage control enclosures in accordance with the requirements of this scope of work.

Design and submittals shall be included in the contract award.

3. REQUIREMENTS

The damage control storage enclosure shall be designed and fabricated in accordance with the following requirements:

3.1 General

3.1.1 Damage control enclosure shall be designed / configured to store the damage control gear listed in

Table 1. Equipment shall be stored in a neat, efficient, and readily available arrangement within the enclosure utilizing shelving, brackets, racks, drawers, cabinets, etc. Storage arrangement shall take into consideration the need for rapid response during an emergency to quickly access equipment.

Table 1 prioritizes each component 1 through 3. Items prioritized as 1 require the most readily available access.

3.1.2 Maximum external enclosure dimensions are 20 ft long x 8 ft wide x 9 ft tall.

3.1.3 Enclosure shall be metal or fiberglass designed and coated for installation in a marine environment.

3.1.4 Exterior of enclosure shall be red and contain white painted lettering “Damage Control Equipment

Storage” on the side of the locker above the roll up door.

3.1.5 The enclosure shall have a roll up access door on one end, with a 5 ft minimum clearance opening

(full width is desired), refer to Figure 1.

3.1.6 The enclosure shall have a single access door as shown in Figure 1. The single door shall open 180 degrees and have a mechanical door stop/lock to hold the door in the fully open position.

3.1.7 The enclosure shall include a workbench area (2 ft deep x 6 ft long minimum dimensions) with shelving overtop of the working area, and storage below the bench (with at least a portion being storage drawers).

3.1.8 The enclosure shall include a small hazmat locker (approx. 2’ x 2’ x 1’ deep) with an adjustable shelf for storage of equipment maintenance greases, oils, etc.

3.2 Structural

3.2.1 The enclosure shall be designed to withstand the load requirements of ASCE 7 specific to Goose Creek, SC.

3.2.2 Enclosure shall be designed to be weather tight meeting the following water penetration requirements:

3.2.2.1 Roof: No water penetration when tested according to ASTM E1646 at test-pressure difference of

2.86 lbf/sq. ft.

3.2.2.2 Walls: No water penetration when tested according to ASTM E331 at a minimum differential pressure of 20 percent of inward-acting, wind-load design pressure of not less than 6.24 lbf/sq. ft.

and not more than 12 lbf/sq. ft.

3.2.3 Provide enclosure anchoring method designed to withstand loads generated from the design wind speed specified in ASCE 7 and compatible with a cast-in-place concrete pier deck with a compressive strength of 4,000 lb/sq in.

3.2.4 Provide all components required to anchor the enclosure (including anchor bolts, epoxy, as required).

3.2.5 Location and size of anchor points to be coordinated with the Government during design.

3.2.6 The enclosure shall be configured to allow overhead lifting and handling with the enclosure completely outfitted with all damage control equipment specified in Table 1.

3.3 Heating, Ventilation, and Air Condition (HVAC)

3.3.1 A HVAC system shall be installed including insulation as required. HVAC design shall account for outdoor design temperatures based on Unified Facility Code 3-400-02 for Charleston, South Carolina:

3.3.1.1 Summer (0.4% Occurrence – Dry Bulb / Mean Coincident Wet Bulb): 94oF dry bulb, 78oF mean coincident web bulb.

3.3.1.2 Summer (0.4% Occurrence = Wet Bulb / Mean Coincident Dry Bulb): 90oF web bulb, 89oF mean coincident dry bulb

3.3.1.3 Winter (99.6% Occurrence): 25oF

3.4 Electrical

3.4.1 Electrical feed size and location to be coordinated during design.

3.4.2 Provide power disconnect switch external to the DC enclosure (NEMA 4x enclosure), refer to Figure

1 for location.

3.4.3 Install overhead lighting controlled by switches at each door.

3.4.4 Install a minimum of four 120VAC duplex power receptacles (located at workbench).

3.5 Communications

3.5.1 Provide a NEMA 4X junction box located on exterior with terminal boards to connect to Site communication systems defined below (sized for ten 22 AWG shielded twisted wire pairs). Refer to Figure 1 for junction box location. Provide a minimum of 3 punch out locations on the junction box to route wire.

3.5.2 Install the following communications equipment adjacent to each other within 3 ft of the roll up door (preferably at the workbench):

3.5.2.1 Install one telephone jack wired to the communications junction box.

3.5.2.2 Install one sound powered phone jacks, (jackbox, double SBM, TY G-15B, Watertight, brass enclosure, MIL-J-24649, NSN: 5935-00-552-6790, Dynalec part number 702003-471 or equal), and wired to the communications junction box.

3.5.2.3 Install one announcing speaker, (Amplifier-Loudspeaker, low power, 1 Watt, TY AM-2319/WC, MIL-S-23012, NSN: 5830-00-881-3491, Dynalec part number 62030-100 or equal), and wired to the communications junction box.

3.6 Layout guidance

3.6.1 The general configuration of the enclosures shall be in accordance with Figure 1 to allow for access and personnel flow through the enclosure. The two lockers are to be a mirror image of each other due to the planned installation locations on the piers.

3.6.2 The following items shall be stored together as full sets using hooks, organized in cubicals or similar (1 or 2 full sets per cubical)

• Fire Protective Gear

• Gloves, Fire Fighters (Steamblock)

• Hood, Fire Fighter

• SCBA Harness and 45 min cylinder

3.6.3 Store sound powered phone headsets adjacent to sound powered phone jacks.

3.6.4 Extra SCBAs, not stored with fire gear, shall be hung by hooks (two rows are acceptable to minimize space usage).

3.7 Installation

3.7.1 The contractor shall meet the NPTU Charleston Contractor Special Conditions (attached to this scope of work) for all work performed onsite at NPTU Charleston.

3.7.2 The contractor shall provide crane and rigging services to unload and position the enclosure(s) on the pier.

3.7.3 The contractor shall anchor the enclosures on the pier. Utility detection shall be performed by the contractor prior to drilling into the pier deck by means of ground penetrating radar.

3.7.4 The contractor shall connect the enclosure to power panels located on the pier (located within 50 ft of the installed enclosure), per the National Electric Code. The power panel to connect to will be identified during design once the load is identified. The contractor shall provide all wiring, conduit, etc. to wire the enclosure.

3.7.5 The contractor shall connect the enclosure communication circuits to a pier communication junction box located within 30 ft of the enclosure. The contractor shall provide cables and conduit required.

4. CONTRACTOR QUALIFICATIONS

The contractor shall have a minimum of three (3) years experience in the design, layout, and fabrication of damage control equipment storage with the US Navy. Submit in the proposal a list of at least three (3) similar projects, with photographs if available, where the contractor has worked with the US Navy on similar damage control equipment storage projects (shipboard or shoreside). Provide references and contact information for each project.

5. QUALITY CONTROL

The contractor shall establish and maintain a Quality Control program to manage the fabrication quality and testing.

The contractors Quality Control Plan shall address submittal procedures and reviews, testing procedures, inspections, procedures to complete rework items, shipping/handling and storage information.

6. INSPECTIONS

During fabrication the Government shall perform quality assurance focused on submittal reviews and periodic inspections. The contractor shall allow for up to two (2) Government inspections, each with up to two (2) Government representatives, during fabrication. One inspection at approximately 50% completion, and one at 100% completion combined with the opportunity to witness any testing performed.

7. SUBMITTALS

The contractor shall submit to the Contracting Officer electronic copies of all material and equipment submittals as listed herein for Government approval. Submittals shall be provided in Portable Document Format (PDF) as well as the native file format for drawings (such as AutoCad). Each submittal shall include a cover page documenting the contents of the submittal, date of submittal, and a statement confirming the submittal conforms to the scope of work or otherwise lists any proposed variances. The Government shall be provided 14 (fourteen) calendar days to review and approve submittals. For any approved with comment submittals, the contractor shall address comments and resubmit a clean copy of the submittal with all comments addressed for documentation purposes. For any disapproved submittals, the contractor shall address all comments, and resubmit for approval. Submittal approval will not relieve the contractor of the responsibility for any error which may exist in the submittal or of meeting all contract requirements unless a specified variance is specifically approved.

The contractor shall submit fabrication progress photos via email (up to 5 photos per week) upon the request/direction of the Government.

8. TESTING

Upon completion of fabrication and prior to delivery, HVAC and electrical systems shall be tested.

9. MEETINGS/COMMUNICATIONS

Within fourteen (14) days after award the contractor shall hold a kick off meeting via teleconference with the Government to review the scope of work, drawings and submittal review process. Review equipment list in Table 1 with the Government to verify required equipment list quantities have not been reduced.

The contractor shall be available for teleconferences with the Government once every two (2) weeks, as required, to discuss fabrication status, submittals, and/or topics related to this scope of work.

10. DELIVERY / INSTALLATION

Upon completion of fabrication and successful completion of all testing, the contractor shall deliver and install the enclosure(s) at:
