Minimum Specification Security Forces Use of Force Virtual Reality Training System

628th Security Forces Squadron, Joint Base Charleston, SC

1. Description. The contractor will deliver, install, and service the virtual training system in accordance with the SOW, and proposal. The purpose of this training system is to provide use of force training to Joint Base Charleston Security Forces Personnel.

1.1. Required Capabilities: The system must provide at a minimum:

a. VR-Ready Workstation/Laptop

b. VR Head Mounted Display

c. Detailed Operations Tutorial and Content Display

d. Haptic feedback

e. Incorporates wide range of body motion

f. Large and diverse array of modules/scenarios, with multiple paths to completion, ensuring replayability. Not all modules must be operated with a drawn weapon.

Including but not limited to:

a. Breaching of Entry Control Point

b. Active Shooter

c. Domestic Violence

d. Suicide

e. Hostage

f. Traffic Stop

g. Public Intoxication

h. Breaking and Entering

g. Option of custom or modified training scenarios

h. VR system/scenarios must operate at full function within a 10’ X 10’ space

i. Trainee must be able to equip multiple remotes/tools within a single instance, emphasizing the capability of the Trainee to select force options (M9, M4, Flashlight, Taser, Baton, etc.).

j. Simulated characters must be responsive to the actions of the Trainee via AI or secondary operator.

1.3 Submission Requirements

1. VR Demo. A video must include both footage of the Trainee’s environment, and their real life actions.

2. The contractor must submit pricing for the minimum required capabilities, but is encouraged to submit separate pricing for additional features or functions that may further enhance the system and its performance.

3. If pricing is subscription, a full-purchase pricing package must also be submitted.

1.2. Installation and Support:

a. Provide onsite installation. System must be installed without permanent construction to the designated areas.

b. Each unit will be installed and operated in a 10’ X 10’ designated space.

c. Provide technical support for an established duration, with the option to refresh.

d. Provide system and security updates

2. Operational Testing.

2.1. The 628 SFS, in conjunction with the contractor, shall conduct an inspection of the system and its operational capacity, prior to the departure of the contractor.
