Statement of Work
DESIGN, FABRICATE, AND INSTALL METAL BUILDING
NAVAL NUCLEAR POWER TRAINING UNIT (NPTU) CHARLESTON
28 June 2018
A. GENERAL: The work to be performed by this contract consists of furnishing all tools, qualified labor, materials, equipment, supplies and supervision necessary to complete the work described in the following Statement of Work.
B. LOCATION: Joint Base Charleston – Weapons Station in Goose Creek, SC.
C. SCOPE OF WORK. The work includes, but is not limited to the following items:
a. Fabricate, and Install 20 gauge galvanized metal building on existing concrete slab. Building will be 19’5” x 19’5” x 10’ height and anchored to existing concrete slab. Building to include one standard personnel access lockable metal door with a bug-proof vent, and another bug-proof vent on the opposite wall to allow circulation of air. Building will be fabricated with a removable roof with lifting hooks installed at each corner of the roof to support removal by crane and be able to be secured to the structure and air tight to keep pests and vermin out.
There can be no cross bracing to allow removal of stored material.
b. Installation of plumbing, electricity, and HVAC is not to be included in this Statement of Work.
c. Anchoring system must allow the building and roof to withstands wind speeds of up to 130 miles per hour.
d. Weekly updates to include the upcoming work for the next two weeks.
D. ENVIRONMENTAL. The Contractor shall comply with all applicable requirement stated in the Toxic Substances Control Act of 1976. All materials used in the performance of this contract shall be applied in strict accordance with manufacturer’s printed label instructions and all applicable standards. The use of Class I ozone depleting substances, asbestos containing materials, and lead paints are strictly prohibited.
E. SUBMITTALS. Due upon contract award to the Contracting Officer Representative and Contracting Officer. Prior to the start of installation of any materials or equipment, the Contractor shall submit to Contracting Officer Representative for review and the Contracting Officer for approval. The appropriate number of complete sets of all material and equipment submittals as listed herein:
a. Design Schedule
b. Material Product Data
c. Lifting hook load test data
d. Manufacturer’s Instructions
e. Safety Plan w/Site specific Activity Hazardous Analysis
f. Quality Control Plan
g. Environmental Plan
F. SAFETY. The Contractor shall comply with all OSHA safety regulations, the latest edition of EM-385-1 and 29 CFR 1910, if discrepancies occur the more stringent requirements shall govern. All applicable submittals for various Defined Features of Work required by EM-385-1 shall be submitted prior to commencing of work.
G. Performance Time: Completion of work shall be by 1 November 2018. The performance period shall begin upon contract award.
H. Contractor Access to Installation:
a. All Contractor employees will be sponsored by government personnel to gain access to the base. A Joint Base Charleston (JB-CHS) Worksheet for Base Access will be completed by each employee. Depending on each employee’s circumstances, other forms may be required to get base access approval.
b. The work sheet for base access will be submitted to the 628 Security Forces Squadron/S5B Pass and Registration to obtain a Local Area Check (LAC). Any employees that cannot obtain a favorable LAC will not be allowed to access the base or participate on the contract.
c. The contractor and as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Investigation (CBI).
d. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
e. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
