Single Source Justification (Simplified Acquisition)

Brand Name: A Single Palletize Expeditionary Kitchen (SPEK) and 3section replacement temper tent. The SPEK is a postured deployable equipment assigned to the 628th Force Support Squadron. It provides hot meal capability and supports a population of 550.
Babington Technology is the brand name, Small Business manufacturer of the SPEK.
628 FSS requires this particular Single Palletize Expeditionary Kitchen according to AFI 10214, Force Support Readiness Programs, section 1.2.15.7. This is a commander directed readiness item. "[Force Support Squadron (FSS) Commander/ Director] Ensures the readiness of their assigned personnel, equipment is ready for deployment and the squadron can meet the MISCAP of all assigned Unit Type Codes. (i.e. Single Pallet Expeditionary Kitchen (SPEK) and Personnel Support for Contingency Operations (PERSCO) Unit Type Code LOGDET supply and equipment requirements)."
The Air Force contracted Babington Technology to supply the complete SPEK under NSN: 7360015141442.
Brand Name: Market research showed Babington Technology to be the sole manufacture to produce the SPEK. A GSA search was conducted and showed that there is one reseller, ADS Inc., with GSA contract, GS21F0110X. An RFI was submitted to two contractors who appeared be able to resell the SPEK, but neither held a GSA contract. Army Property/Inventory Management Solutions LLC responded to the RFI as being able to provide this product. Therefore, there are at least three small business who sell the SPEK, including the manufacture Babington Technology. I recommend a full and open Small Business Setaside be dissolved and we compete a brand name contract to procure the Babington Technology SPEK from any Small Business who can provide this particular brand.
The market will continued to be surveyed for acceptable alternatives or authorized sources.
